Is it a pioneering invention? Is this a significant or a marginal improvement in the art, etc.? Degree of development – Has a working model been built? Has comparative testing been done? Dual use – Potential for commercialization, licensing (for income to the command and the inventor(s)), attracting CRADA partners, etc Affordability impact – To what degree could the invention be expected to reduce acquisition or life-cycle costs?
