These are not early morning sermons given by a Yoga teacher to his disciples but a manual that the Union ministry of personnel wants the IAS and IPS
officers to follow.
Aiming to provide better working atmosphere to the IAS officers and also their political bosses the ministry, for the first time has attempted to draft a
Competency Dictionary for the Civil Services.
The 37-page manual, framed by the Department of Personnel and Training (DoPT) along with the United Nations Development Programme, is divided
into four categories—Ethos, Ethics, Equity and Efficiency—while listing desired qualities in an ideal bureaucrat.
The manual asks officials to be upright in giving fair and true feedback to their bosses and politicians irrespective of their response.
Also, it asks them to respect the sentiments of colleagues and build a team. ‘People first’, should be the mantra of each bureaucrat entertaining each
individual and willingly solving their grievances.
Also criticisms and sarcastic comments should not to be made by the officials.
The manual suggests, “Make positive comments regarding others’ future development, particularly those who may be perceived as not having high
potential… Believe that others want to and can learn to improve their performance.” Also, it asks the bureaucrats making upright decisions by
“Investigating each situation beyond routine, questioning and checking assumptions against facts by asking questions.”
The document has been developed as part of the DoPT’s aim to transform the current administrative system based on rules and seniority to a
competency-based structure.
According to the DoPT, all ministries, departments and training institutions should utilise the document for capacity development of civil servants to
ensure each job is performed with a required competency. Inderjeet Singh, joint secretary with the department of personnel (DoP), said that the
manual is good effort by the ministry. “The manual is a unique initiate. It must be released and circulated to the bureaucrats in state too,” he said.
