Approval was granted for roof repair which was completed in June. Mold testing was done in the building and quotes have been secured for remediation from companies who have the certification to perform remediation services: HCR Handex Consulting Simpson Environmental AIT Environmental ADS Services $5,275 $7,200 $8,094.50 $14,287 Post remediation testing will need to be done to ascertain the mold has been successfully remediated. This process must be performed by a separate company who is certified to perform this testing. Staff was able to locate two companies which are certified to perform this type of work: AMEC $2,313 HRP Associates $2,530 STAFF RECOMMENDATIONS: 1) Approval of award of Police Station mold remediation project to HCR Handex in the amount of $5,275; 2) Approval of award of post remediation testing to AMEC in the amount of $2,530. Our price includes the following: mobilization, labor, equipment, materials, disposal, and insurance to complete the work. Background information for this proposal was obtained from AMEC report dated April 24, 2014 and subsequent site visit by Shawn Brigham of Simpson Environmental Services, Inc. The following tasks are included in our base fee: Original Structure HEPA vacuum, surface cleaning and wipe with biocide of furnishings and other horizontal and vertical surfaces with work area. Work area includes storage room, rear wood paneled office, break room, hallway, file / shower area, bathroom area and kitchen and office / lobby of the original structure. Additional remediation will be required in the storage room area including coating of the exterior walls with anti-microbial paint. It should be noted that there is a significant amount of stored materials in this room including uniforms, supplies, etc. We recommend the uniforms be sent to a cleaners and professionally cleaned. SES will remove and bag these uniforms for The City of Umatilla to send to cleaners. Cost of professional cleaning not included in our scope of work. SES will work with City of Umatilla personnel to determine which items in the storage room will be cleaned and which will be disposed. Removal and disposal of water damaged materials (limited areas of ceiling tile and wood paneling in the wood paneled office). Cleaning of supply diffusers and return grills in the subject area. Negative pressure work area and HEPA Filtration will be constructed in the work areas. City of Umatilla Police Department - Umatilla, FL Selective Demolition and Decontamination May 14, 2014 Personnel trained in microbial remediation and the proper use of personal protection equipment, Work procedures will be performed in general accordance with the NYC Department of Health, Environmental Protection Agency’s (EPA) “Mold Remediation in Schools and Commercial Buildings”, and Guidelines on the Assessment and Remediation of Fungi in Indoor Environments, Chemicals proposed are Foster 40-80 or IAQ 2500 disinfectant for cleaning of non-porous surfaces and Foster 40-20 or Portercept for coating of porous surfaces as needed. Post remediation viable and non-viable mold air sampling by independent engineer/consultant retained by owner. All work to be performed on standard shifts. We estimate 2 - 3 shifts will be required for this remediation task. Simpson Environmental Services, Inc. holds the required Florida Licensing for this project including Mold Remediators MRSR1304, Asbestos CJC056717 and Mechanical CMC1249837. No reconstruction activities included in our scope of work. The fee for completion of the tasks above is a lump sum fee of $7,200.00. Provide adequate staging area for dumpsters, trailer, service vehicles and other materials and equipment required for completion of this project. 5.
