Purpose of Project**:
The purpose of the Buttermilk Wildlife Area (BWA) fencing project is to construct a fence

Purpose of Project (cont): The BWA property was purchased by the Wildlife Conservation Board in
____________________________________________________________________________________
1990 to protect critical deer winter range and important transitional habitat for the Round Valley deer
____________________________________________________________________________________
herd before the deer migrate to their summer range. The property is surrounded by U.S. Forest
____________________________________________________________________________________
Service (USFS) land that is leased to a livestock operator for grazing during the summer months.
____________________________________________________________________________________
The riparian, wet meadow and aspen habitats on the property are attractive to the cattle utilizing the
____________________________________________________________________________________
adjacent allotment, and consequently, are subject to excessive damage from trampling. The property
____________________________________________________________________________________
was originally fenced in 1994. The California Department of Fish and Game (DFG) has been
____________________________________________________________________________________
providing forage on this property without compensation for up to 100 head of cattle for the last
____________________________________________________________________________________
several years because of damage to the fence from snow-load, trespassers, and cattle. The old fence
____________________________________________________________________________________
was completely removed by crews from the Round Valley Conservation Camp in the fall of 2008.
____________________________________________________________________________________
Inyo County is an open range county, which means that it is the responsibility of the property owner
____________________________________________________________________________________
to build and maintain fencing to keep adjacent livestock from trespassing onto one’s property. After
____________________________________________________________________________________
evaluating other options, such as leasing the land to the livestock operator, and working with the
____________________________________________________________________________________
USFS and permittee to keep cattle off the property, it was determined that the DFG’s interests in the
____________________________________________________________________________________
property as wildlife habitat could best be protected by fencing the wildlife area.

Description of Project (cont.): The fence would be constructed using a 3 strand electric polyrope
and metal T-Posts on 16-foot centers. The fence would be powered with a solar panel and battery.

This will provide a low voltage shock to inhibit livestock from crossing and inhibit vandalism.of
____________________________________________________________________________________
fence. Construction of the fence will take place in the fall using inmate crews from the nearby Round
____________________________________________________________________________________
Valley Conservation Camp and DFG Lands personnel. Each year, this polyrope fence will be taken
____________________________________________________________________________________
down in September before deer are in this transition and winter range area, and put up in May after
the deer have moved to their summer range.

Description of Project Area (cont.): Habitats of the site include bitterbrush scrub, Aspen, riparian and
wet meadow. See attached map entitled Buttermilk Wildlife Area Fencing Project for project location
information.
Identify the specific use of CDA funds for this project (cont.): 3 EZ rolls to roll up polyrope during
the winter months, 1 solar panel and brackets, 1 battery, 1 regulator, safe handles, rope links, notched
terminal insulators and warning signs for every 100 feet. This will come to $3508.25 plus
approximately $500 for tax and shipping for a total of $4,008.25. Please see attached estimate from
Premier 1 fencing (Page 5). The Round Valley Conservation Camp would provide 1-2 crews for up to
30 days for the installation of the fence. The fence will be built by California Corrections Facility
Conservation Crews out of the Owens Valley. They have been contacted and have indicated that they
are able to do this kind of work. They require the purchase of equipment and gasoline to and from the
project site. This is estimated to cost approximately $1,000 which would be paid for by CDA.
DFG will re-use the T-Posts from the previous fence which totals $19,000. DFG will provide up to 3
personnel for the installation of the fence as well as up to 3 DFG vehicles. This totals approximately
$4,985.00. Fence construction will be supervised by Mr. Troy Kelly [phone number (760)933-2429] of
DFG Lands Program North, Inland Deserts Region.
Additional Comment (cont.): A rare plant survey was conducted by a DFG botanist. No rare plants
will be impacted by the construction of a fence. Vegetation on the wildlife area will be protected from
further adverse impacts associated with livestock use as a result of project construction. Wildlife
habitats, terrestrial and aquatic, will be improved by project implementation.
