Multiple Integrated Educational Systems for
Fort Bend ISD
BACKGROUND
Fort Bend Independent School District is a large school district serving approximately 71,000 students
and employs approximately 11,000 staff members across 74 campuses and 14 sites. FBISD continuously
improves teaching and learning by developing effective staff and building scalable systems. To support
this vision, FBISD is exploring options for comprehensive, web-based software solutions to manage
several instructional and business needs in the district. Specifically we are examining systems that will
provide any or all of modules listed below.

The district reserves the right to select the best solution for each business need; however, it is highly
desirable to have one integrated system that can provide all components. Components may not be
purchased at the same time. The purpose of including all components in this RFP is to assess each
vendor’s capability to provide these components in one integrated system. The most immediate need is
for the Assessments and Teacher Observation and Appraisal systems. The desire is to implement these
systems in the 2014-2015 school year. Curriculum and Professional Development may be implemented
later.
Assessments System
The Testing department is exploring options for a comprehensive, web-based data management program
to manage all aspects national and state assessment reporting as well as managing the district and campus
assessment programs, including test creation, scoring, and reporting. To meet the needs of FBISD, the
program must allow the district and campuses to create answer keys for district and campus assessments
and allow students a variety of means to take assessments—online, through the use of clickers, with OMR
answer documents, and with campus-generated plain paper answer documents. The program also needs
to be user-friendly for generating reports for national, state, and local assessment results. Reports should
also allow for customization to meet the needs of district and campus-based personnel as well as
administration. The database must link to FBISD’s student information system (Skyward). Technical
support must be readily available through personal contact, webinars and on-site trainings and/or any
other supporting arrangements.
Teacher Observation and Appraisal System
The Fort Bend Independent School District is seeking proposals for a web-based Teacher Observation and
Appraisal Management System that offers fast, user friendly and efficient scheduling, managing,
completing, and reporting of all components of the evaluation process while aligning with the current
state adopted Professional Development Appraisal System (PDAS) with potential to adapt to the future
state assessment requirements. The web-based platform should serve as a resource for both teachers and
administrators and enhance the ability to monitor and support the implementation of research-based
strategies to maximize student learning and utilize a common language for effective teaching based upon
FBISD’s current focus or initiatives.

Curriculum System
The Curriculum and Instruction department is exploring options for a comprehensive, web-based
curriculum management program to house all key curriculum components. To meet the needs of FBISD,
the program must include frameworks for hosting calendars, documents, links to outside resources,
capability to upload district-owned resources, a lesson planner component, and other key pieces related to
a comprehensive curriculum. The frameworks may be pre-constructed, but should be customizable and
otherwise adaptable to accommodate district needs. The program components should be user-friendly for
curriculum developers and end-users including teachers and administrators. The platform should have the
ability to host publicly shared information (course calendars, contact information, announcements, etc.) as
well as internal spaces available to district employees. The curriculum platform should link to other
modules that could include the district student information system, assessment, PDAS, and professional
development.
Professional Development Learning Management System
The Department of Talent Management and Development is searching for a comprehensive, web-based
Learning Management System with integrated learning course management features to conduct all aspects
of in-district and out-of-district professional learning experiences within one comprehensive online
system. Because of our vast population, FBISD has over 225 course developers in 30 departments and
across 74 campus sites. To meet the needs of FBISD, the program should include the ability to manage,
plan, create, track, and evaluate comprehensive individualized professional development activities.
Intention of this RFP
The intention of this Request for Proposal (RFP) is to solicit offers for Multiple Integrated Educational
Systems for Fort Bend ISD.

1 GENERAL
1.1
The Fort Bend Independent School District (“FBISD” or the “District”) is seeking proposals from
firms who offer one or more of the systems listed below and are experienced in the process of
such software as it pertains to a school district comparable in size to Fort Bend ISD.
1.2
FBISD will accept proposals either by mail or hand delivery until May 8, 2014 at 10:00AM
CST. Proposals received after the opening date and time will not be accepted and will be
returned unopened.
Firms’ submissions should include One (1) original, five (5) copies and one (1) electronic (pdf
format on CD or flash drive) copy of the response are required for evaluation purposes.
Submissions should be in binders with a table of contents and tabs identifying each section listed
in section “3. Instructions for Response”

4 PROPOSAL EVALUATION
As required by law, the District will select the firm that represents the best value and quality to the
District, considering the factors listed below:

7. The firm’s ability to successfully implement on a scheduled timeline to meet the
needs of Fort Bend ISD
8. Whether the firm’s principal place of business is in the State of Texas, or
alternatively, whether the firm employs at least 500 people in this state.

The Evaluation Committee will review all proposals and reserves the right to create a short list of

software companies based on factors listed above. Interviews may be scheduled with short listed
firms. The district reserves the right to use the same weight factors for interviews as listed above OR
adapt new factors. If adapting new factors, such factors will be made public to the short listed firms
prior to the scheduled interviews.
5 DISCLOSURE
Until this process is complete, no employee, agent or representative of any professional services
provider shall make available or discuss its proposal with the media in any form, electronic or printed,
or with any elected or appointed official or officer of the District, or any employee, agent or other
representative of the District unless specifically authorized to do so by the Purchasing Department.
6 SPECIAL TERMS AND CONDITIONS
6.1
Any prospective respondent detecting a conflict or ambiguity in this RFP should notify the
Assistant Director of Materials Management, in writing, setting forth the grounds of the
alleged conflict or ambiguity and request the issuance of a clarifying addendum by January 8,
2014. If FBISD believes that clarification is necessary and proper, a clarifying addendum will
be distributed to all prospective vendors. FBISD will not be bound by any oral or other
informal explanation of the requirements of the RFP documents.

6.2
Provide detailed explanations of any exceptions the respondent has with any requirement or
term specified in this RFP and thoroughly explain any alternate service offered.
6.3
FBISD reserves the right to negotiate all elements which comprise the respondent’s offer to
ensure the best possible consideration and to reject any and all responses.
6.4
FBISD is not responsible for any costs incurred by the firm for the preparation or distribution
of the response to this RFP, or any oral presentations required to supplement and/or clarify a
proposal that may be required by the District.
6.5
Respondent or other authorized representatives are expected to fully inform themselves as to
all conditions, requirements, and specifications before submitting proposals. Failure to do so
will be at the respondent’s own risk.
6.6
The contract will be governed and construed according to the laws of the State of Texas. Any
disputes or conflicts involving damages or claimed remedies shall be referred to a court of
competent jurisdiction in Fort Bend County, Texas.
6.7
Each original proposal shall be signed by a company representative duly authorized to bind
the firm for the obligations stated herein.
7 PROPRIETARY INFORMATION
Proprietary information, if submitted to FBISD in response to this RFP, should be identified as such.
Any information identified as proprietary will be handled in accordance with the provisions of the
Texas Open Records Public Information Act as it applies to such information.

8 SPECIFICATIONS OVERVIEW
Respondents shall provide documentation and pricing options for complete solutions compliant with
the specifications in this document. Solutions should include all hardware, software, and services
required to complete this proposed project. FBISD reserves the right to purchase all or part of the
solution from more than one vendor. Each component of each system should be listed and priced
separately.
In general, all selected systems will attain the following goals and success factors:

9 ASSESSMENTS SYSTEM
9.1
Assessments System Overview
The Fort Bend ISD Testing department is seeking proposals from qualified vendors for an integrated
system that that will allow the district to meet the expedited waiver requirements for participation in
the Texas Teacher Portal as required in TEC §32.258.
Fort Bend ISD seeks a web based program that will allow district and campus staff to easily and
efficiently input local assessment answer keys and allow student answers to be entered into the
system electronically (online, with clickers, etc.) or with OMR or plain paper answer documents. The
program must also allow answer keys to be revisable after scoring and automatically update student
results. Additionally, the program must allow for easy reconciliation for student data mismatches.
The District expects a reporting engine designed to provide accurate user-friendly National, State,
District, and Campus specific assessment reports, ad hoc reports, and the ability to locally create
additional required reports vital to making appropriate data-driven decisions. All components should
have the ability to interface with each other per specifications.
The system should be secure and auditable and produce reports for district leadership as well as for
campus leadership and professional staff. Reports generated must be role-based.
The system should provide a simple solution to rectify mismatched student assessment data for state
and local exams.
9.2
Assessments System Success Factors
Fort Bend ISD satisfaction with the system at completion of the project would be indicated by the
fact:

Manual input of DRA2/PAPI/MIS and other assessments is efficient.
•
Data from national and state assessments is accessible within 24 hours of receiving the student
result data file.
•
Student results for local assessments are automatically updated if changes are made to the
answer key after scanning is complete.
•
Mismatched student data is easily correctible.
•
Reports available to users are role-based.
•
Reports may be aggregated as desired at runtime.
•
Student data from national, state, and local assessments, including TAKS, STAAR, District
Assessments, DRA2, PAPI, MSI, IPT, and OPT migrated from PCG to the program. Date

11.1
Teacher Observation and Appraisal System Overview
Components of the evaluation system should include, but not be limited to: informal and formal
walkthroughs, self-reflective assessments, and observation, student learning objectives, student
growth data, Teacher Self-Reporting as required through PDAS, and portfolio evaluation. The users
of the system should be able to schedule and complete forms on a laptop, tablet or mobile device, in
order to easily collect and align evidence. The system should also be able to disaggregate the
distribution of rubric ratings for individuals, campuses, departments, grade levels and/or job group.
The ability to recommend targeted professional learning opportunities directly from the evaluation
based on results from the learning management system or other district resources is a plus.
The platform selected must be fully customizable to align with individual professional growth goals,
classroom observation ratings, strengths, and growth areas identified by specific competencies and
indicators developed by FBISD.

13 CURRICULUM SYSTEM
13.1
Curriculum System Overview
The Fort Bend Independent School District is seeking proposals from qualified vendors for a
curriculum management platform that houses a variety of components including calendars, units,
resources, external links, and a lesson planner and integrates them with other modules of the system
for a variety of users. The platform components will facilitate the school district meeting state and
federal requirements for providing standards-based instruction and assessment.
The system should include program area Texas Essential Knowledge and Skills (TEKS) standards
for all courses approved by the State Board of Education (SBOE) and Texas Education Agency
(TEA). In addition, standards for all Advanced Placement courses offered by the College Board
should also be included or easily importable. The system should identify TEKS objectives that are
subject to state testing under the STAAR program and any subsequent programs required by Texas.
TEKS and AP-based curriculum and assessments can be included in the platform, and the system
should be easily modifiable to include locally-developed curriculum components provided by the
district. The platform should be organized in a manner that provides organization and access to all
components of the curriculum in an intuitive and simplified manner. The system should be userfriendly for district curriculum developers and require a minimum of training and effort to be
accessible for uploading and maintaining curriculum.
As consumers of the district curriculum, teachers and administrators expect a system that utilizes a
logical arrangement of components that are integrated and can be accessed in a linear or non-linear
search for information. Teachers should be able to access the curriculum directly or start from the
lesson planner and assemble instructional plans in a meaningful way without multiple clicks in
various areas of the system. All users should have a dashboard or other organization system that
allows entry into any relevant area of the curriculum. The dashboard should also include linkages to
other modules of the system such as assessment, professional development, PDAS, and external
resources or links.
The District expects a reporting engine designed to provide accurate user-friendly State and District
specific reports, ad hoc reports, and the ability to locally create additional required reports vital to the
success of the District’s programs. The report engine must provide data integrity reports specific to
each component to assist with monitoring and management. All components should have the ability
to interface with each other per specifications.
The goal is to provide a system that allows the District to document services to students in a manner
which is timely, accurate and readily accessible. System should be secure and auditable and produce
all reports required by Federal, State, and local entities. The system will provide documentation for
funding and will ensure that the needs of Fort Bend ISD students who are entitled to programs and
services are met in a timely manner.

15 LEARNING MANAGEMENT SYSTEM
15.1
Learning Management System Overview
The Fort Bend Independent School District is seeking proposals from qualified vendors for a
comprehensive Learning Management System that possesses the ability to address 10 features as
follows:
15.1.1
Integrated LMS and LCMS Application
FBISD needs a high-level, strategic solution for planning, delivering, and managing all learning
events which include but are not limited to online, virtual classroom, and instructor-led courses.
FBISD seeks a systematic means of assessing and raising competency and performance levels to align
learning initiatives with strategic goals, while simultaneously managing attendance, and employee
progress within various types of training activities. The district also needs the system to provide the
means to create e-learning content efficiently to meet the needs of individual learners or groups of
learners based upon job groups in a manner that eliminates duplicate development efforts and allows
for the rapid assembly of customized content. It should possess a customizable home page based upon
user group, and role based user management.
15.1.2
Registration/ Enrollment Management
The software should include support for web based, instructor led, synchronous and blended learning
training modalities. In terms of the training courses, all should be scheduled events with start end
dates, registration open and close dates, including online opportunities. Enrollments should occur
either via individual registration, or mass group enrollments via job group, location or customizable
target groups determined by the course developer. The course titles and descriptions should be
customizable with an automatic numbering configuration that is determined by customizable course
codes. Features of enrollment should include minimum and maximum enrollment numbers, wait lists,
cancelation options, prerequisite options to allow enrollment, manual manipulation for course status
(drop, system cancelled, participate canceled, not eligible, absent, pass), and customizable CE credits
with customizable credit types (CE, GT, DL, other). Communication options at the instructor level
via email updates are also necessary. Conference style registration that prevents multiple enrollments
during similar times is also a plus for ILT.
15.1.3
Catalog Creation
The software should possess the ability to organize events into customizable categories for a real time
catalog. Events should be searchable by course code, instructor, date or other key words within either
the title or description. Conference catalog features are a plus.
15.1.4
SCORM/AICC Compliant and possibly Tin Can API
FBISD needs to import AICC/SCORM/Tin Can API courses without additional cost to increase the
capability of recording and tracking all types of formal and informal learning experiences from third
party vendors. Including this software application will allow FBISD the ability to track games and
simulations, real-world performance, team-based e-learning activities and learning plans/goals.
FBISD will be able to integrate third party Web-based training courses with audio, video, and
animated software demonstrations and quickly, easily, and inexpensively update courses when new
information is available. This will make it possible to teach rapidly evolving subjects to audiences of
various sizes and allow the quality, relevance, and value of our e-Learning experiences to increase
dramatically over time as more self-directed and initiate learning experiences become the norm.
15.1.5
Built-in Web-Based Training (WBT) Course Creator/Editor Tool
As most courses will be developed by FBISD personnel, we will also need the ability to perform
rapid creation of web based courses and easy distribution to learners on Mac, PC, iPhone, iPad &
Android. FBISD online courses may utilize and integrate video, PowerPoint, links, SCORM, surveys,

quizzes. As a result, the software will need to have third party web tools such as but not limited to
flash, Dreamweaver, captivate, and coursemaker studio. It is also necessary for multiple developers to
contribute to developing a single course and support for third party virtual online meeting and
collaboration will also be necessary (Adobe Connect, WebEx, etc.) All file types should be supported
e.g. PowerPoint, Word, Excel, Adobe Acrobat, Adobe/Macromedia Flash, JPEG, MP3, and Windows
Media.
15.1.6
Support for Instructor/ Facilitation of Courses
In keeping with traditional face to face trainings, FBISD will need the capability to manage instructor
scheduling and facility management for multiple campus and classroom sites. This includes but is not
limited to providing map directions to each site, maximum occupancy access, ability to avoid
instructor schedule and room reservation conflicts, and the ability to map individual trainers to
specific evaluations and rooms. Instructors will need to be able to post and retrieve assignments,
which should appear in participant calendars in outlook with permission from the participant. The
instructor and participants ability to attach files for pre-work/post-course activities, and grade
assignments is a must. Instructor should also be able to communicate and manage registration of
classes to which they are assigned, the number of meeting dates, times and locations.

LMS Administrator Needs for Performance Management Link
The system will need to support role based administrative permissions for District Administrator,
Supervisor, Developer and Facilitator. This will help all who need access to view learner data based
upon need. WYSIWYG and code view options are vital configuration and design. The software
should also have a human capital management support feature that allows the import of job profiles to
link to learning plans developed for specific job groups. A selection of configurable skills and or
competencies should be listed to link administrators to perform skill/ course gap analysis. The ability
to design customizable learning plans or certificate tracks for mandatory offerings would be ideal.

Participants will need the ability to manage their own learner profile using calendar links from the
system to both participants and instructors via Outlook with assignment due dates and classes

ILT or WBT should have the ability to have built in social media options for threaded discussion
boards, and an internal email linked to an external message system or real time synchronous chat.

State of Texas Legislative Senate Bill No. 1, Section 44.034, Notification of Criminal History, Subsection
(a), states “a person or business entity that enters into a contract with a school district must give advance
notice to the district if the person or an owner or operator of the business entity has been convicted of a
felony. The notice must include a general description of the conduct resulting in the conviction of a
felony”.
Subsection (b) states “a school district may terminate a contract with a person or business entity if the
district determines that the person or business entity failed to give notice as required by Subsection (a) or

CONTRACTOR CERTIFICATION
Introduction: Texas Education Code Chapter 22 requires entities that contract with school districts
to obtain criminal history records on covered employees. Covered employees with disqualifying criminal
histories are prohibited from serving at a school district. Contractors must certify to the district that they
have complied and must obtain similar certifications from their subcontractors.
Definitions:
Covered individuals: Individual who have or will have continuing duties related to the service to be
performed and have or will have direct contact with students. The District will be the final arbiter of what
constitutes direct contact with students.
Disqualifying criminal history: (1) a conviction or other criminal history information designated by the
District; (2) a felony or misdemeanor offense that would prevent a person from obtaining certification as
an educator under Texas Education Code § 21.060, including 19 Tex. Admin. Code §249.16; or (3) one
of the following offenses, if at the time of the offense, the victim was under 18 or enrolled in a public
school: (a) a felony offense under Title 5, Texas Penal Code; (b) an offense for which a defendant is
required to register as a sex offender under Chapter 62, Texas Code of Criminal Procedure; or (c) an
equivalent offense under federal law or the laws of another state.

Insurance Conditions
All insurance coverage shall be issued on an Occurrence basis (except Professional Liability) by
companies acceptable to District and licensed to do business in the State of Texas by the Texas
Department of Insurance. Such companies shall have a Best's Key rating of at least "A- X".
All certificates must include:
1. The location or description and the bid number, CSP number or Purchase Order number
2. A 60 day notice of cancellation of any non-renewal, cancellation or material change to any of the
policies
3. "Additional Insured" on the Property, General Liability, Automobile Liability and Umbrella (Excess)
Liability policies naming the District.
4. A "Waiver of Subrogation" clause in favor of the District will be attached to the Workers
Compensation, General Liability, Automobile Liability, Umbrella Liability and the Property
insurance policies.
5. In addition to certificates of insurance, copies of policy endorsements must be provided (a) listing the
District as Additional Insured, and (b) showing waivers of subrogation in favor of the District:
CG2010, CG2037, CG2404, CA0070, CA0032, WC0003 or their equivalents.
All insurance must be maintained for one year following substantial completion with Certificates of
Insurance provided.
Contractor shall be responsible for payment of all deductibles; the District shall approve the deductibles
selected.
If any policy has aggregate limits, a statement of claims against the aggregate limits is required.
The District reserves the right to review the insurance requirements during the effective period of any
contract to make reasonable adjustments to insurance coverage and limits when deemed reasonably
prudent by District based upon changes in statutory laws, court decisions or potential increase in exposure
to loss.

When traveling from Houston on HWY 59 S., take the Corporate Dr/US-90/Stafford/Sugar Land exit.
Stay right on the frontage, turn right onto Corporate Drive. At the intersection of Corporate Drive and
Julie Rivers Drive, proceed straight into Sugar Land Center. Drive all the way the back. The FBISD
Distribution Center is the last warehouse on the right and faces a railroad track.
From 90A, turn onto North over the railroad tracks onto Dairy Ashford Blvd. Take the first left onto Julie
Rivers Dr. and proceed to the 4-way stop at Corporate Drive. Make a left into Sugar Land Center and the
FBISD Distribution Center will be the last warehouse on the right facing the railroad tracks.
