Registration and entries done through www.athletic.net; reminder – in order to enter a mark for an athlete in any event, that athlete must have a verifiable performance from that exact event from January 1-April 26, 2014. Indoor marks are acceptable. 2. Please enter results weekly on athletic.net – it is the official SPC results / verification site. 3. Please email [email protected] with the name of one adult volunteer to help out each day as an inspector, curve judge, relay zone judge, or field event assistant (form attached). 4. All Shots and Discs will be weighed and pooled for all athletes to use for each event. 5. Only ¼ inch pyramid spikes are allowed. 6. An official school coach will need to sign for and verify pole ratings for each athlete. 7. No spectators, coaches, or non-participant athletes on the infield or in the field event areas during competition. 8. Clerk’s Check In Tent will be at the north end of the football field. All athletes will enter the track through the north gate and go to Check In Tent. 9. Warm Up area east of the track will have blocks & hurdles – do not enter throwing areas. Warmup may continue for current and next event on the football field. 10. Tent area will be east of the Warm Up area and clearly marked. 11. Coaches’ Meeting will be held in Spencer Gym (west of track) on Friday morning at 8:00am. Scratches and subsitutions only! 12. Hospitality will be in “Nearburg Hall” room 114 near Hicks Gym each day from breakfast through lunch. 13. Matt Hjertstedt (her-sted) - Licensed Athletic Trainer - will be on site outside of the Mullen Fitness Center at the northwest corner of the stadium. 14. In case of inclement weather, all athletes, coaches, officials, and spectators will move into Spencer Gym until it is safe to resume competition safely – please remove spikes. 15. St. Mark’s has a Tartan 8 lane surface - only ¼” or shorter pyramid spikes may be used. Shot and discus surfaces are concrete and only rubber shoes are to be worn. Please use tape or removable marks for jumps and relay marks. Please remove all tape and marks following each event. Observe common track & field courtesies, i.e.: Allow officials to perform their duties Lapped runners move to out of lane 1 when being passed After a race, runners walk back to finish line in their lane St. Mark’s will provide starting blocks and there will be blocks and hurdles in the warm up area. Track markings and jump board distances are provided below: Track is tartan with 8 lanes of 42 inches. All runways and aprons are the same material. 100m Hurdle and 110m Hurdle markings run in both directions 100m and 200m can be run both directions with common finish lines. Long and Triple Jump runways are identical and side by side with pits at both ends. o Long Jump boards are 10’ to pit / Runway lengths 137’ o 1st Girls West TJ board 25’ and 30’to pit / Runway length 117’ o 2nd Boys East TJ board 30’and 35’ to pit / Runway length 112’ 2 separate Pole vault runways 150’ each way with boxes on both ends and a pit that can be moved for wind. High Jump Apron and pits are in good shape and complete approach will be on apron/track Discus & Shot Rings and Cages are in the field adjacent to the southeast corner of the track. Spike Length: Required spike is 1/4” pyramid, and there will be bags of spikes on sale at the tent for $2.00 per bag (enough for a pair of shoes!). Only pyramid ¼” spike or shorter will be allowed in the Norma and Lamar Hunt Family Stadium. No needle or Christmas tree spikes are allowed. Athletes who do not comply will not be allowed to compete! Shoes will be check at the athletes’ gate before entering the track to compete. The facility will be restricted in the following ways: Track Events - Spectators and coaches must be confined to the stands or remain outside the fence. Only officials, meet helpers, and athletes in the event being contested will be allowed on the infield. All warm up for athletes will take place on practice field east of the track. Warm Up Area –the north end of Montgomery Field immediately east of the track stadium will be reserved for warm up. There will be hurdles and blocks in the warm up area. Discus is thrown on the south half of that field! Tents – All tents and camps must be set up on Montgomery Field (MS Baseball) EAST of the track. Field Events – On Friday, all coaches, spectators, and athletes (except those in field event competition) will be required to remain outside the fence or in the stands while the 3200 meter races are underway. Following the conclusion of the 3200 meters, coaches and athletes and spectators will be allowed on the track to view field events, but not in the immediate competition area. Horizontal Jumps - only participating athletes and volunteers will be allowed in the immediate jumping area. All coaches, spectators, and other athletes must remain outside the banners adjacent to the jumping pits. There will be stands provided for the jumps. Pole Vault - only participating athletes & volunteers will be allowed in the immediate vault area. All coaches, spectators, & other athletes must remain outside fence adjacent to the pit. High Jump - only participating athletes and volunteers will be allowed in the immediate jumping area. Other athletes and spectators must remain outside the fence at all times. Shot Put – only participating athletes and officials will be allowed in the immediate throwing area. All coaches, spectators, and other athletes must remain outside the flagged areas. There will be bleachers for Shot Put. Discus Throw – only participating athletes and officials will be allowed in the immediate throwing area. There will be bleachers for Shot Put. LOCAL DFW AREA TEAMS are encouraged to bring athletes in buses to limit the number of cars on campus for the weekend! Athlete check-in will be at the CLERK–OF-THE-COURSE TENT at the north end of the football field. Officials - Please complete and return the attached school volunteer form by April 25th (at least 1 per school per day). Please email to Richie Mercado at [email protected] Officials will use 2013 NFHS Track & Field rules with SPC exceptions & guidelines listed below: Relay points will be doubled Utilize outside personnel (USATF Certified) as officials when possible in the following areas: finish judges, timing personnel, starter, umpires, and head field event officials. Field event head judges and assistants will be provided by Houston Area SPC schools. Games Committee shall consist of the meet director and the meet referee, Mr. Frank Orsak. USA Track and Field Officials will use SPC Track & Field Rules, which modify the National High School Federation rules. If no SPC exception applies, the NFHS rule shall prevail. A Jury of Appeals will be named prior to the meet and consist either of a group of coaches from the conference, or the entire body of head track & field coaches in the SPC. Note: appeals to the Jury are only allowed if the issue in question involved a “misapplication” of the rules. Judgment calls are not appealable. All coaches will be provided with an SPC Protest / Appeal Form. Starter and Assistant Starter 1. The starter shall be responsible to see that all contestants have an equal start according to the rule specifications. 2. The start shall follow the time schedule according to the regular schedule of the events. 3. The starter shall be stationed ahead of and to one side of the track when giving the commands for starting races. 4. In races around the curve with the staggered starts, the starter shall be stationed either in front of (preferable) or behind the row of contestants. 5. The assistant starter shall be stationed on the opposite side of the runners relative to the starter. 6. In races using a waterfall start, the starter and assistant starter shall follow the contestants for a few meters to insure a fair start. In the event of an infraction, they may recall the race. 7. The starter shall give a signal by pistol or bell at the beginning of the last lap of all distance races. Finish line officials shall be very careful in the counting of laps in the distance events. B. Clerk of Course 1. A clerk shall be appointed to assist the starter. 2. The clerk shall be responsible for giving all necessary instructions concerning the race (number to qualify, lane number, heat number, etc.) C. Timers and Finish Judges 1. F.A.T. must be used. 2. Proper backup timing shall be available in case of malfunction. No race should be run without the F.A.T. system working unless approved by the Games Committee. D. Inspectors There shall be a sufficient number of inspectors to judge proper lane and hurdle observance and to judge relay exchanges (minimum 2 per zone). The head inspector shall be responsible for placing inspectors at the proper points for each race. E. Field Event Judges All efforts should be made to have a certified official serve experienced in the specific event as the head field event official for each of the field events. ADULTS and COACH volunteers from SPC schools will provide additional assistance with the field events. See attached form on last page! Head Field Event judges must line up all athletes prior to each flight in order to check uniforms and jewelry and cover event rules. The Clerk of Course must line up all athletes on the track prior to each heat in order to check uniforms and jewelry and cover race rules. Running Finals - Athletes should be called on the track no sooner than 5 minutes prior to race time and called to the line only 2 minutes prior to race time; they should be allowed to take starts or relax in the area until that time. No race may begin without Head Umpire’s approval by white flag that an appropriate number of umpires are monitoring the race. No relay may begin without the minimum of 2 official zone inspectors at each relay zone and Head Umpire’s approval by white flag. Race Umpires will be monitoring hurdles and races for infractions such as trail leg violations and athletes running on or inside the lane line during races. Disqualification Disqualifications shall be by the meet referee only. NFHS rules on false starts will be followed. One false start and the runner is disqualified. If an athlete is unable to compete in, or fails to participate in the final for which he or she has qualified, then the athlete is disqualified from further competition in the meet. This does not apply to an athlete who has qualified for a final in the throws or horizontal jumps, since the qualifying marks carry through to the finals. An athlete may chose to pass all final attempts with no penalty. An athlete who is an alternate or who has not run the preliminary or finals only round of an event may withdraw from that event before it begins and still be eligible for further competition. A contestant or team who qualified then withdraws may be replaced by the next qualifier. Coaches need to remind athletes – particularly in distance races – to stay outside the inside white lane line in the absence of a curb or rail (St. Mark’s has rails!). Entries Entries will be accepted from Monday, April 15th until Monday, April 28th by following the instruction procedure at www.athletic.net. Please register and enter all athletes and relays on Friday, May 2nd. Marks should be from the same event distance (indoors or outdoors) from January 1, 2014 – April 26, 2014. A Descending Order Sheet will be distributed to all coaches via email by the Games Committee by Tuesday April 29. Final scratches and substitutions only (no additions) may be made at the coaches meeting Friday morning in Spencer Gym at 8:00am. Coaches – please enter your team’s meet results on www.athletic.net by registering as a team and entering marks from verified meets throughout the season. Please make sure to record as hand timed if not fully automatic! All hand times on this site will be adjusted automatically according to the following established procedure: Round hand time to nearest higher 10th of a second, then add .24 seconds for events shorter4than 400m and .14 seconds for events 400m and longer. Entry procedure exceptions will be made in the 4 x 400 and 4 x 800 relay events ONLY. The verified time will be determined in one of the following ways: The best verified time in the relay event; The combination of verified individual times in the 400m or 800m open events (not relay splits). Only verifiable times on www.athletic.net in relays or open events from January 1, 2014 – April 26, 2014 may be entered, not any combination of the two. If a school is unable to verify the relay time by one of the options listed above they will receive a lower seed for lane placement. Overrides – any “override” seed for relays in athletic.net must be backed up by a verifiable meet time listed on the site and by verifiable 400 and 800 times if used for a relay override time. There should be no override times in individual events, because any best verifiable meet time listed on athletic.net will automatically become the seed time for the current year of 2013! Relay Entries – Up to 8 names may be submitted for each relay and only these athletes will be eligible for that relay. The names of the four competitors in their order of running must be submitted on the relay cards one hour prior to the start of each relay race to the Meet Referee. Cards will be provided to coaches prior to meet (including 2 cards for 4 x 100 Relay prelim and final). Any of the eight declared athletes may participate in preliminary or final relays, but if an athlete participates in any round, that counts as an event for that athlete. Seeding All events will be seeded according to entry marks as described above. Running preliminary heats will be seeded by serpentine distribution by mark and formula - i.e. if there are 4 heats for an event, the top 4 seeded athletes will be the heat leaders. For track events, the lane and seeding formula will be as follows: 1 – 8 Qualifiers: Lane 4 – 5 – 3 – 6 – 2 – 7 – 1 – 8 (in case of 9 lanes on the track, all nine st th should be used for preliminaries and finals). The 800m will be seeded as a curve race in 8 lane chutes, beginning with the top 2 athletes in the lane 4 alley. The 4 x 800 Relay will be seeded the same way. The 1600m and 3200m will use a waterfall start and second California waterfall if needed and will be seeded as follows: Qualifier Position 6th 1 / 5th 2 / 4th 3 / 3rd 4 / 2nd 5 / 1st 6 / 7th 7 / 8th 8, etc. Distance Races No more than 16 athletes will be allowed per heat in the 800m and no more than 16 athletes will run in the fast heat of the 1600m and 3200m races. A second waterfall chute in lanes 5-8 will be used if there are more than 16 athletes in the slower heats of the 1600m and 3200m races. If there is no California Waterfall Line marked, the host should mark one with chalk or tape prior to the competition (St. Mark’s has a California Waterfall Line). Field Events Field event flights will be seeded according to entry marks in flights from worst to best athlete, with athletes distributed randomly within each flight. Field Event flights may be as large as 12 athletes in order to restrict the number of preliminary flights to three. 8 athletes will move to finals in the throws and horizontal jumps, unless there are 9 lanes on the track. Special Instructions for Field Events Starting heights for high jump and pole vault will be consistent with the SPC Minimum Guidelines and only lowered at the coaches’ meeting in the event of inclement weather. English Units will be used and recorded in results for all field events. Horizontal and Vertical Jumps – One tape marker is allowed beside the runway; one tape marker is allowed on the high jump apron, but may not be within 2 meters of either standard. High Jump – Five Alive will be used until no more than 5 athletes remain in the event (special care should be used to add a 6th and even 7th athlete towards the end of a height to avoid an athlete jumping alone). Pole Vault – All vaulters will weigh in and coaches will be required to sign to certify the pole ratings with the head pole vault official prior to competition. Five Alive will be used when more than 5 athletes jump at a certain height (special care should be used to add a 6th and even 7th athlete towards the end of a height to avoid an athlete jumping alone). Tape marks will be placed on the side of the vault runway designating marks for takeoff if not already marked in paint (6’, 7’, 8’, 9’, 10’, 11’, 12’, 13’) and approach / checkmarks (20’, 30’, 40’, 50’, 60’, 70’, 80’, 90’, 100’, 110’, 120’). Throwing Events – All implements eligible for use in warm up and competition will be checked in below the stadium for weigh-in no later than two hours prior to the start of competition in the event. Implements will be marked, transported to the event, and pooled for use by any athlete in the competition. Only marked implements will be allowed in the competition area, and unmarked implements will be impounded until the end of competition. Certified and impounded implements will not be released until finals conclude. A 34.92 degree sector will be used in the shot put and discus (NFHS Rule 6, S 4 Art 5 & S 5 Art 5)! SPC RULES – Sportsmanship and Uniforms Please look over all SPC exceptions to the NFHS Rules below. Please remind all coaches and athletes to look over the SPC Sportsmanship Policy in particular. All uniform tops and shorts MUST be school issue uniform or school issue track & field T-shirt and / or shorts for throwers. Refer to the SPC Manual for specific uniform restrictions. Meet Results Meet results should be posted on Flash Texas (http://flashresults.com/flashtexas/) in real time and on www.athletic.net immediately after the conclusion of competition each day. Training Staff – St. Mark’s will provide athletic trainers at the NE corner of the track at the Mullen Fitness Center. Matt Hjertstedt (her-sted) is the head trainer. All entries will need to be made on the registration page of the first day of the meet (Friday, May 2nd) on www.athletic.net – i.e., all second day events will still need to be entered on the first day registration page. Rule 3, Section 9, Article 1…The host school shall designate which field implements shall be used during competition. There shall be a minimum of six implements per event. Rule 3, Section 10…In all relays there should be a maximum of four inspectors per passing zone - a minimum of two. On all other races there shall be a minimum of six inspectors placed by the Head Inspector. The meet Director being charged to see that all inspectors are aware of all rules and placed properly on the track. 7. Rule 4, Section 2, Article 1…Participants may enter a maximum of six events but no more than four field or four running events including relays. Rule 4, Section 4, Article 5…A contestant or team who qualified then withdraws may be replaced by the next qualifier. Rule 4, Section 5…Disqualification shall be by meet referee only. 8. Being listed as one of the six does not count as one of the competitor's events unless he or she competes in the event. 9. Rule 6, Section 2, Article 9…Changed to three minutes from time of second call. 10. Rule 7, Section 4, Article 24…Change two minutes to three minutes from time of second call. 11. Deadline for entries to the Conference Meet will be the Friday prior to the Thursday of the meet. (Friday, April 30, 2012) - Times for entries should be based on performances from the current season. 12. The Meet Director will confirm the exact number of lane inspectors available, prior to a race, and be empowered to make the best possible arrangements if personnel do not show. 13. If an athlete is unable to compete in or fails to participate in the final for which he or she has qualified, then the athlete will be disqualified from further competition in the meet. This does not apply to an athlete who has qualified for a final in the throws or horizontal jumps, since the qualifying marks carry through to the finals – an athlete may chose to pass all final attempts with no penalty. UNIFORM POLICY All participants shall wear exactly the same uniforms approved by the school in all conference competition. Any undergarment shall be of like color to the overgarment. Neutral colors are acceptable (black or white) when a matching color cannot be found. Thermal clothing, T-shirts, or full length tights are to be school colors or neutral colors, and may be worn by one individual independent of the rest of the team. *Track runners may wear full length tights independently except for relay teams which must all wear tights if one member chooses to do so. Any athlete in violation of the uniform rule during a contest will be removed from the contest until the issue is resolved. SCORING Starting in 1997 Federation rules on scoring will be followed Section 1, Article 2 - 8 Place Scoring (10-8-6-5-4-3-2-1) DISQUALIFICATIONS ON STARTS Starting in 1997, Federation rules on false starts will be followed (One false start and the runner is disqualified). PENALTIES Penalties for rule violations may include, but not be limited to, a reprimand or censure, forfeiture of games or championships, ineligibility for further participation, or a directive to cease a violation. Penalties may be directed toward individual players, coaches, teams, or member schools. All penalties short of removing a school from the conference will be determined by the Executive Committee. DISQUALIFICATIONS/EJECTIONS Any player or coach who is ejected during an SPC counter contest will be automatically suspended for the next SPC counter contest. If the ejection occurs during the last event of the season, the player or coach will be suspended from the first school sponsored athletic event of the following year. This form will be distributed and collected by the SPC Meet Director prior to the SPC Meet. (This is done through www.athletic.net) Exceptions will be made in the 4 x 400 and 4 x 800 relay events ONLY. The verified time will be determined in one of the following ways: 1. The best verified time in the relay event 2.
