This manual elaborates principle manufacturing processes, infrastructure and quality
controls, Scheme of Testing and inspection ,Marking fee rates, guidelines for writing
scope of licence and inclusion of new types, Size of sample to be drawn for testing
and manner of sealing it, list of test equipments/facilities, testing charges, testing time
and Test facilities at BIS labs/OSLs etc. This also outlines raw materials involved in
manufacturing of the product.
This manual aims in providing basic inputs and all essential aspects with the
expectation of bringing uniformity in BIS certification activity of the product.
This document is intended for internal use by BIS inspecting officers who should
however do not treat such document as replacement for referred Standards or that of
relevant Scheme for Testing and Inspection (STI).

The description covers electric motor driven food-mixers (Grinders and liquidizers )
intended for domestic use land designed for operation at voltages not exceeding 250
V. Multipurpose machines which are used together with certain accessories are also
covered by this standard as far as it applies.

acknowledgement issued to be applicant across the counter.
If the application is found to be incomplete or deficient , the deficiencies shall
be clearly communicated to be applicant in writing and acknowledgement
obtained across the counter.
The application shall , then , be marked to the head of the branch office ,
immediately.

referred. However for other Indian Standards, you are
advised to study the relevant Indian Standard(s) and /
or contact the concerned Branch Office of BIS for
guidance.
Copies of calibration certificate of testing equipment
valid till 3 months of acceptance of application.
Where applicable, consent letter, from BIS recognized
laboratory ( for requirement which have got to be and /
or are proposed to be got tested from outside lab for
which the applicant does not have in- house test
facilities.)
Plant Layout clearly indicating location of
manufacturing machinery, lab, office, workshop,
amenities , storage area etc, available in the factory
premises, with the application?
Appointment letter of QC personnel indicating names,
experience, qualifications, date of appointment and also
attach a copy each of the qualification certificate
Copy each of the test reports/ suppliers test certificate
for each of the raw materials/ components.
Copy of in-house or independent test report for the
product covering all requirements as per the relevant
Indian Standard.
In case application is under simplified procedure, an
undertaking on his letter head ( see Annexure A-30 that
the license if granted to him shall be put under Stop
Making by BIS if the verification sample(s) drawn during
verification visit of the BIS officer prior to grant of
license fail to conform to the Indian Standard. In case the
License does not take corrective actions, informs BIS and
offers two improved lots to BIS for inspectional testing
within one month o f the date of Stop Marking, the
license shall be processed for cancellation and no further
chance would be given to the license.

I given an undertaking that the license if granted against his application shall be put
under Stop Marking by BIS if the verification sample(s) drawn during verification
visit of the BIS officer prior to grant of license fail to conform to the Indian Standard.
In such a case, I shall take necessary corrective actions and inform the same to BIS
within 15 days along with offering fresh lot of products manufactured after taking
corrective actions, from which samples ( of rating/ size / variety which facilitates
verification of corrective actions on the reported failures) shall be drawn by BIS for
independent testing.
I agree that the resumption of marking in such cases shall be allowed only on the
basis of independent satisfactory Test Reports of the fresh samples offered (
including long duration tests where failures were in long duration tests). In case the
fresh sample drawn by BIS for independent testing fails, or the licensee does not
inform corrective actions taken and does not offer improved samples within 15 days
of the sate of Stop Marking, the license shall be processed for cancellation without
any further chance to me.

SCHEME OF TESTING AND INSPECTION
FOR CERTIFICATION OF
DOMESTIC ELECTRIC FOOD MIXERS
(LIQUIDIZERS & GRINDERS)
ACCORDING TO IS: 4250-1980
1. LABORATORY: A laboratory shall be maintained, which shall be suitably
equipped and staffed, where tests shall be carried out in accordance with the
methods given in the specification.
1.1 All the testing equipments shall be periodically checked and records of such
checks shall be maintained.
2. RECORDS: All the records of tests and inspection shall be kept in suitable forms
approved by the Bureau.
2.1 Copies of any records or charts that may be required by the Bureau shall be made
available at any time on request.
2.2 It is recommended that as far as possible, statistical quality control (SQC)
methods may be used for controlling the quality during production as envisaged in
this scheme see IS:397 (Part 1)-1972, IS:397 (Part 2)-1985 and IS:397 (Part 3)-

3. MARK: The Standard Mark as given in column (1) of the first schedule of the
licence shall be marked on each mixer in the form of transfix label or anodized
plate suitable fixed thereon, provided always that the mixer so marked conforms
to every requirements of the specification.
3.1 The mark shall be applied in a manner and place that there is no possibility of its
being removed from the mixer and applied on some other substandard mixer.
4. MARKING: In addition, each mixer shall carry the markings giving the
information as required in accordance with clause 7 of IS: 4250-1980.
4.1 Regarding marking of control switch, the provision of clause 7.2 of IS: 4250-1980
shall apply.
4.2 INASTRUCTIONS FOR USE: Each mixer shall be provided with the
instructions for use of mixer. These shall satisfy the requirements given in clause
7.2 of IS: 4250-1980 and should preferably be printed.
5. LEVELS OF CONTROL: The tests, as indicated in Table 1 attached and at the
levels of control specified there in, shall be carried out on the whole production of
the factory covered by this scheme and appropriate records and charts
maintained in accordance with paragraph 2 above. All the production which
conforms to Indian Standard and covered by this license shall be marked with
Certification Mark.

5.1 On the basis of test and inspection result, decision regarding conformity or
otherwise of a control unit as a whole, with the requirements of specification shall
be taken, as given in Table 1.
5.2 For the purpose of this scheme, all mixers of same type and design manufactured
in a day shall constitute a control unit.
5.2.1 If mixers of more than one type and design are manufactured on the same day,
mixers of each type and design shall constitute separate control units.
6. In respect of all other clauses of the specification, the factory shall maintain
appropriate controls and checks to ensure that their product conforms to the
various requirements of the specification.
7. RAW MATERIAL: The raw material used should conform to relevant Indian
Standards wherever they exist. The raw material used may be ISI marked or each
consignment may be accompanied by test certificates showing its conformity to
the Indian Standard or each consignment received may be tested in the laboratory
of the firm or in an independent laboratory for ascertaining its conformity to the
Indian Standard.
7.1 It is recommended that meter used shall generally conform to IS:996-1979.
8. REJECTIONS: A separate record shall maintained giving information relating to

the rejection of mixers which do not conform to the specification and the method
of their disposal such mixers, shall in no case, be stored together with those
conforming to the specification.
9. SAMPLES: The licensee shall supply, free of charge the samples required in
accordance with Regulation 5 of the Bureau of Indian Standards (Certification)
Regulations, 1988 from his factory or godowns.
10. REPLACEMENT: Whenever a complaint is received soon after the goods with
the mark have been purchased and used and if there is adequate evidence that the
goods have not been misused, defective goods or their components are replaced or
repaired free of cost by the licensee in case the complaint is proved to be genuine
and the warranty period (where applicable) has not expired. The final authority to
judge conformity of the product to the Indian Standard shall be with the Bureau.
11. SUSPENSIONS OF MARKING: The marking of the product shall be
suspended under intimation to the Bureau if, at any time, there is some difficulty
in maintaining the conformity of the product to the specification, or the testing
equipment goes out of order or if directed to do so by the Bureau for any reason

The marking may be resumed as soon as the defects are removed or when the
Bureau gives permission to do so. The information regarding resumption of
marking shall also be sent to the Bureau.
12. PRODUCTION DATA: The licensee shall send to the Bureau, as per the
enclosed proforma a statement of quantity produced, marked and exported by him
and the trade value thereof during the half-year ending 30 June and 31 December.
This statement is required to be forwarded to the Bureau on or before the 31st day
of July and January for the preceding half-year.

4.4. Grouping guidelines: None Presently, however, as per CMD III circular
ref. CMD-III/16:4250/845 dated 04/06/2012, the manufacturer has to
declare the details of ratings including normal load and it is
the responsibility of manufacturer to provide these details on
instruction manual and also on the rating plates to facilitate
the testing authority to carry out testing and also for consumer
information.
