A community of Jewish workers developed in Haifa in the first decade of British rule in Palestine. In a few years the community turned into an influential force Haifa's politics and in the town's Jewish community, and into one of the main strongholds of the labor movement and the Histadrut in the urban sector. Idealism and Bureaucracy in 1920s Palestine: The Origins of ‘Red Haifa’ analyses the process as the formation of a workers' community under a labor bureaucracy suffused in Zionist and Socialist political language.
