It gives each chapter the chance to be heard on issues affecting the Pennsylvania FFA Association. To maximize the effectiveness and productivity of the delegate sessions, please abide by the following rules: 1. 2. 3. 4. 5. 6. 7. 8. Be at least five (5) minutes early to all sessions so the meetings may begin on time. Use correct Parliamentary Procedure during all sessions. Be an active participant; let your voice be heard. When you wish to speak, please wait to be recognized by the chair. Please state you name and chapter clearly before speaking so that accurate minutes may be recorded. Be sure to sign in and out of each delegate session. You may miss one (1) delegate session for a Career Development Event, but you must give prior notice of such to the State FFA Secretary, Deidra Bollinger. (Nomination Committee not included – you may not participate in any Career Development Event) Follow any other instructions as directed by the Delegate Coordinators and assistants. The first “Official” Business Session begins on Wednesday at 8:30 AM. However, Committee Chairs will be chosen on Tuesday afternoon. An overview of the delegate process will be presented following the National Officer Remarks. The delegate process will occur as follows: 1. 2. 3. 4. 5. Delegates will separate into their assigned committees to discuss the Issue. Delegates will then reconvene to discuss the Issues as an assembly. After lunch, committees will break again to work on the issue on their agenda. Delegates will then reconvene to present the committee reports to the assembly. The Nomination Committee will give its final report at the Third General Session on Thursday morning. If you have any questions or concerns, please ask a State Officer, State Staff member or an adult delegate coordinator. 5 2014 Pennsylvania FFA Delegate Handbook Committee Overviews The following is a list of Committees/Issues, you will be discussing. A more in-depth look at each committee is available throughout the following pages of this handbook. Develop a Policy for Selecting Additional Delegates to Serve With The State Officers at the National FFA Convention Create a Livestock Showmanship CDE Eliminate the Record Book Contest Create a Digital Scrapbook Competition to be held in Conjunction with the Regular Contest Update the Web Site with State and American Degree Recipients Affiliation Program Nomination Committee Conduct interviews and recommend a slate of officers for the 2014-2015 Pennsylvania FFA Association State Officer team. 6 2014 Pennsylvania FFA Delegate Handbook Develop a Policy for Selecting Additional National Delegates to Serve with the State Officers Breakout Assignment 005 Business Kayla Wallace, State Reporter Topic Background Due to the increase of membership in the Pennsylvania FFA more delegates will be needed at the National FFA Convention representing Pennsylvania. At the National level delegates are used to make suggestions on issues that impact the organization. We feel as though feedback from our members would be beneficial in the direction that the board of directors should take to adopt a permanent policy. This is an issue that could potentially affect the members of the Pennsylvania FFA Association and the direction of our organization. Feedback from members will help to ensure that the best possible decision is being made for the future of our organization. Members may be uninformed of the way that the National Delegate process works and overlook the importance of the process and our representatives when coming to a decision. Our FFA members have expressed interest in other species showmanship classes. There are many FFA members around the state of Pennsylvanian that don’t show dairy but are master showmen at their home fairs showing other species. I am sure that these master showmen would jump at the opportunity to compete against other showmen from other counties at a state level. Many FFA members have livestock projects, most of which to go shows and fairs. It has occurred to me that in FFA, we do not meet to discuss and work with members on how to show and prepare our show animals. Notes 9 2014 Pennsylvania FFA Delegate Handbook Create a Livestock Showmanship CDE Committee Members: Name Chapter Chrissy Yoder Central Columbia Eliza Mull Ephrata (Cloister) Michael Coyne IV Fort Cherry Kansas Ealy McGuffey Justin Nicarry Northern Lebanon Gracie Herr Solanco Mikeala Wagner Solanco Rachel Wilkoski Twin Valley 10 2014 Pennsylvania FFA Delegate Handbook Eliminate the Record Book Contest Breakout Assignment 009 Business Austin Shay, State Sentinel Topic Background Eliminate the State FFA Recordkeeping Contest and divert funds earmarked for this contest to Proficiency Awards and State Stars. Due to the increased use of the AET recordkeeping system and the declining use of the Old State recordkeeping system, the time is appropriate to eliminate the state recordkeeping contest. When evaluating the books, it is impossible to compare the two systems and has created a difficulty in fairness in the contest. Loss of money to 4 State regional winners and one state winner. Loss of foundation award to county winners. Money can still be invested in FFA members through other outlets such as Proficiency Awards etc. This may have a positive effect on number of proficiencies submitted. Having a Digital Scrapbook division at States will give Chapters another scrapbook format option. FFA Scrapbooks hold a lot of history and memories, but they take up a lot of room in the Ag Classroom. In addition to their large size, they cannot be easily duplicated. Having a Digital Scrapbook division will allow FFA Chapter to include more pictures and they can even sell an “FFA Yearbook” to their members. Also, it could even cost less money to the chapter. Why not keep up with today’s technology movement? Chapters might stop making the handmade scrapbook and only make the digital scrapbook, therefore losing an FFA Tradition. Not all of the chapters would have the technology available to create a digital scrapbook. Many chapters may have moved schools and may have lost their records. It would be very helpful to have a database. This change would allow chapters to see their history on Keystone and American degrees. The records are available at the Pennsylvania FFA office in Harrisburg but that is a long ways to travel for some chapters. Someone would have to take the time to put the records onto the Pennsylvania FFA website. The Nomination Committee will have a separate notebook of information for use during the interview process. This notebook will not be available to other individuals outside of the Nomination Committee and no materials will leave the interviewing conference room. The task of electing the 2014-2015 Pennsylvania FFA Association State Officer team is the only task upon which the Nomination Committee will work. 17 2014 Pennsylvania FFA Delegate Handbook Nomination Committee Delegates Name Chapter Rachel Greig Conneaut Area Lily Guthrie West Perry Tim Kaltenbach Grand Canyon McKenzy Keener Northern Lebanon Kayla Kneasel Cedar Crest Trisha Machmer Canton Ruby Monn Shippensburg Emily Vojtek Penns Manor Adult Consultants: Molly Walmer, Mark Fulton, Dr. John Ewing and Gerald Hughes 18 2014 Pennsylvania FFA Delegate Handbook ISSUE: FOR ALL DELEGATES – NO INDIVIDUAL COMMITTEE Reconsider mandatory affiliate membership for all PA FFA chapters. Develop an optional structure that permits a choice between affiliate fees or traditional dues. If an optional structure can't be formulated, then the PA FFA should revert to the dues structure that was in place prior to August, 2013. Supporting evidence as to why the Pennsylvania FFA Association should make the suggested change? Rank and file FFA members were given no opportunity for input prior to the FFA Board's vote on the issue, which defies the state FFA constitutional provision (Article IX) that gives delegates authority to set membership costs. Negative impacts that may result if this change is made? None. The positive impact is that students will be permitted to exercise the authority granted to them in their state FFA constitution. 19 2014 Pennsylvania FFA Delegate Handbook Chart of Permissible Motions Roberts Rules of Order Motion *Privileged Fix time to which to adjourn Adjourn Recess Question of privilege Call for orders of the day *Incidental Appeal Point of order Parliamentary inquiry Suspend the rules Withdraw a motion Object consideration of question Division of the question Division of the assembly Subsidiary Lay on table Previous question Extend or limit debate Postpone definitely Refer to committee Amend Postpone indefinitely Main motion Unclassified Take from table Reconsider Rescind Debate Amend Vote Required Second Reconsider No No No No No Yes No Yes No No Majority Majority Majority None 2/3 Not to follow Yes Yes Yes None None Yes No No No No Yes/No No No No No No No No No No No No Majority None None 2/3 Usually none 2/3 Yes No No Yes No No No No Yes No Majority No Yes No Yes No No No No Yes, negative vote only No No No No No Yes Yes Yes Yes Yes No No Yes Yes Yes Yes No Yes Majority 2/3 2/3 Majority Majority Majority Majority Majority Yes Yes Yes Yes Yes Yes Yes Yes No Yes before vote Y Yes Yes Yes Yes vote only Yes No No/Yes Yes No No Yes Majority Majority Majority, 2/3 if not in writing Yes Yes Yes No No Negative vote only *Fix time in which to adjourn and recess are privileged only when other motions are pending-arranged in order of precedence. * No order of precedence; each must be disposed of as they are made. * Each may be made while motions below it are on the floor. ** Any motion made while no other business is pending is treated as a simple main motion and may have subsidiary motions applied to it. An amendment to the Bylaws shall require a majority vote of the official delegates at the National FFA Convention. PROPOSED An amendment to the National FFA Constitution may be adopted by a two-thirds vote of the official delegates and ratification by a majority of the state associations with official delegates at the National FFA Convention. An amendment to the Bylaws shall require a majority vote of the official delegates and ratification by a majority of the state associations with official delegates at the National FFA Convention. MOTION To amend the vote by which amendments to the Constitution and Bylaws may be amended by inserting “and ratification by a majority of the state associations with official delegates” prior to the words “at the National FFA Convention” in Article XVII, Section B, of the National FFA Constitution. RATIONALE This amendment reinforces the value of each state association’s needs, while respecting the value of it’s’ members. Under the 2013 National Convention Delegate allocation and the current rules, amendments to the bylaws can be made with only 9 states voting in favor. This amendment does not change the number of delegates nor the manner in which they are allocated. It is apparent in Public Law 105-225 (formerly PL81-740) and the National FFA Constitution that the rights of the state associations are to be secured. The current process places the control of the National Organization in the hands of a minority and does not preserve the right of all associations to control their own destiny, and effectively silences the voice of 41 of our state associations. In respect to constitutional issues, this proposal will set up a model similar to the United States Congress which values the rights of the citizens, but preserves the rights of the states. Regular business items would continue to be treated according to established Parliamentary Law. EXAMPLE OF PROCESS One additional step would be required before a proposed amendment to the Constitution or Bylaws could be adopted. After the delegate vote was taken, a roll call by states would be conducted, with one official delegate selected by the State Association (presumably the State Association President) casting a vote: 1) to adopt the proposal, 2) to reject the proposal or 3) to abstain. A majority of the State Associations with official delegates seated at the National FFA Convention must vote in favor of adopting the proposal in order for it to be enacted. If the majority of the delegates fail to ratify a proposed amendment, the roll call by state would be unnecessary. 21 2014 Pennsylvania FFA Delegate Handbook 2014-2015 Pennsylvania FFA Budget Category 2013-14 2014-15 INCOME Affiliation Fees FOUNDATION SUPPORT Current Proposed $148,200.00 $148,200.00 $12,000.00 $7,000.00 $2,000.00 $1,000.00 $25,500.00 $1,000.00 $13,000.00 $7,000.00 $2,000.00 $1,000.00 $25,000.00 $1,000.00 $15,000.00 $5,500.00 $0.00 $40,000.00 $15,000.00 $5,000.00 $0.00 $40,000.00 $30,000.00 $139,000.00 $30,000.00 $139,000.00 $45,000.00 $85,000.00 $0.00 $0.00 $24,000.00 $45,000.00 $85,000.00 $0.00 $0.00 $24,000.00 FAIR FUND OTHER PDA SUPPORT - Act 91 Grant Farm Safety Grant FFA Alumni Support National Officer Training Sponsorships Fall Leadership Conference TOTAL INCOME $4,000.00 $2,000.00 $60,000.00 $0.00 $2,000.00 $2,000.00 $12,000.00 $523,200.00 $8,000.00 $2,500.00 $60,000.00 $0.00 $2,000.00 $2,000.00 $12,000.00 $527,700.00 EXPENSES STATE OFFICERS STATE OFFICER SCHOLARSHIPS PAST STATE OFFICER EXPENSE PAST STATE OFFICER (mtg. attendance) Executive Manager Salary $70,000.00 $3,100.00 $2,000.00 $250.00 $61,000.00 $70,000.00 $3,100.00 $2,000.00 $250.00 $62,830.00 Employer expenses - benefit pkg. $20,130.00 $20,733.00 FICA contribution Unemployment - Workman’s Comp Professional Development $4,880.00 $800.00 $0.00 $5,000.00 $850.00 $0.00 Restricted Money--Contests Citrus Rebate Audit Support National Officer Candidate Expense State Officer Expenses Western Leadership Conference Nat'l & Big E awards & expenses Record Book, Star, Keystone, Prof. Awards Annual Report SLLC - ACES (includes sponsorships) Other Foundation Income TOTAL FOUNDATION SUPPORT SLLC - registration ACES - registration State Presidents Conference Delegate Travel FFA Activities Week - Penn State 22 2014 Pennsylvania FFA Delegate Handbook Other expenses Adult Treasurer Salary Employer expenses - FICA contribution Unemployment Other - Bonding, meals, mileage, supplies, etc. Regional Coordinators Salary Mileage, supplies meals, phone, postage NATIONAL DUES/MAGAZINES ($7 new) RECORD BOOK CONTEST Trip Winners National - Winners @ FFA week band, talent, registration, chorus, speaking, parli-pro, first, second, third, individuals BIG E FFA ACTIVITIES WEEK NATIONAL CONVENTION $7,000.00 $19,500.00 $1,525.00 $450.00 $1,200.00 $7,000.00 $20,000.00 $1,575.00 $500.00 $1,200.00 $3,400.00 $250.00 $3,400.00 $250.00 $54,600.00 $2,000.00 $29,000.00 $54,600.00 $2,000.00 $29,000.00 $9,000.00 $12,000.00 $10,000.00 $9,000.00 $15,000.00 $11,000.00 $3,000.00 $6,500.00 $77,500.00 $93,000.00 $200.00 $1,000.00 $500.00 $500.00 $3,000.00 $7,000.00 $77,500.00 $93,000.00 $250.00 $1,000.00 $1,000.00 $500.00 $4,700.00 $1,500.00 $150.00 $500.00 $1,500.00 $2,500.00 $2,000.00 $0.00 $0.00 $12,000.00 $4,700.00 $1,500.00 $150.00 $500.00 $1,500.00 $2,500.00 $2,000.00 $0.00 $0.00 $12,000.00 TOTAL EXPENSES $519,135.00 $527,388.00 SURPLUS $4,065.00 $312.00 NATIONAL OFFICER CANDIDATE MID-WINTER CONVENTION SLLC ACES SOCS REGIONAL LEADERSHIP CONFERENCE Annual report Web Site OTHER Annual audit Proficiency awards Charitable organization fees Displays Office Equip/Maint./supplies Group Travel Insurance Misc.
