The Delegate Process
Serving as an official delegate at Summer Convention can be a very exciting time. It gives each chapter the
chance to be heard on issues affecting the Pennsylvania FFA Association. To maximize the effectiveness
and productivity of the delegate sessions, please abide by the following rules:

Be at least five (5) minutes early to all sessions so the meetings may begin on time.
Use correct Parliamentary Procedure during all sessions.
Be an active participant; let your voice be heard.
When you wish to speak, please wait to be recognized by the chair.
Please state you name and chapter clearly before speaking so that accurate minutes may be
recorded.
Be sure to sign in and out of each delegate session.
You may miss one (1) delegate session for a Career Development Event, but you must give prior
notice of such to the State FFA Secretary, Deidra Bollinger. (Nomination Committee not included
– you may not participate in any Career Development Event)
Follow any other instructions as directed by the Delegate Coordinators and assistants.
The first “Official” Business Session begins on Wednesday at 8:30 AM. However, Committee Chairs will
be chosen on Tuesday afternoon. An overview of the delegate process will be presented following the
National Officer Remarks. The delegate process will occur as follows:

Delegates will separate into their assigned committees to discuss the Issue.
Delegates will then reconvene to discuss the Issues as an assembly.
After lunch, committees will break again to work on the issue on their agenda.
Delegates will then reconvene to present the committee reports to the assembly.
The Nomination Committee will give its final report at the Third General Session on Thursday
morning.
If you have any questions or concerns, please ask a State Officer, State Staff member or an adult delegate
coordinator.

Topic Background
Due to the increase of membership in the Pennsylvania FFA more delegates will be needed
at the National FFA Convention representing Pennsylvania. At the National level
delegates are used to make suggestions on issues that impact the organization. We feel as
though feedback from our members would be beneficial in the direction that the board of
directors should take to adopt a permanent policy.
This is an issue that could potentially affect the members of the Pennsylvania FFA
Association and the direction of our organization. Feedback from members will help to
ensure that the best possible decision is being made for the future of our organization.
Members may be uninformed of the way that the National Delegate process works and
overlook the importance of the process and our representatives when coming to a decision.

Topic Background
We have noticed that at FFA Summer Convention there are only Dairy
Showmanship classes. Our FFA members have expressed interest in other species
showmanship classes. There are many FFA members around the state of
Pennsylvanian that don’t show dairy but are master showmen at their home fairs
showing other species. I am sure that these master showmen would jump at the
opportunity to compete against other showmen from other counties at a state level.
Many FFA members have livestock projects, most of which to go shows and fairs.
It has occurred to me that in FFA, we do not meet to discuss and work with
members on how to show and prepare our show animals.

Eliminate the State FFA Recordkeeping Contest and divert funds earmarked for this
contest to Proficiency Awards and State Stars.
Due to the increased use of the AET recordkeeping system and the declining use of the Old
State recordkeeping system, the time is appropriate to eliminate the state recordkeeping
contest. When evaluating the books, it is impossible to compare the two systems and has
created a difficulty in fairness in the contest.
Loss of money to 4 State regional winners and one state winner. Loss of foundation award
to county winners. Money can still be invested in FFA members through other outlets
such as Proficiency Awards etc. This may have a positive effect on number of
proficiencies submitted.

We propose that a Digital Scrapbook division is added to the State Scrapbook contest.
Having a Digital Scrapbook division at States will give Chapters another scrapbook
format option. FFA Scrapbooks hold a lot of history and memories, but they take up a lot
of room in the Ag Classroom. In addition to their large size, they cannot be easily
duplicated. Having a Digital Scrapbook division will allow FFA Chapter to include more
pictures and they can even sell an “FFA Yearbook” to their members. Also, it could even
cost less money to the chapter. Why not keep up with today’s technology movement?
Chapters might stop making the handmade scrapbook and only make the digital
scrapbook, therefore losing an FFA Tradition. Not all of the chapters would have the
technology available to create a digital scrapbook.

The Pennsylvania FFA website does not have a record of Keystone and American degrees
before 2000. Many chapters may have moved schools and may have lost their records. It
would be very helpful to have a database.
This change would allow chapters to see their history on Keystone and American degrees.
The records are available at the Pennsylvania FFA office in Harrisburg but that is a long
ways to travel for some chapters.
Someone would have to take the time to put the records onto the Pennsylvania FFA
website.

 Conduct interviews and recommend a slate of officers to serve the Pennsylvania FFA Association
for the 2014-2015 year.
The Nomination Committee will have a separate notebook of information for use during the interview
process. This notebook will not be available to other individuals outside of the Nomination Committee
and no materials will leave the interviewing conference room. The task of electing the 2014-2015
Pennsylvania FFA Association State Officer team is the only task upon which the Nomination
Committee will work.

ISSUE: FOR ALL DELEGATES – NO INDIVIDUAL COMMITTEE
Reconsider mandatory affiliate membership for all PA FFA chapters. Develop an optional structure that
permits a choice between affiliate fees or traditional dues. If an optional structure can't be formulated,
then the PA FFA should revert to the dues structure that was in place prior to August, 2013.
Supporting evidence as to why the Pennsylvania FFA Association should make the suggested change?
Rank and file FFA members were given no opportunity for input prior to the FFA Board's vote on the
issue, which defies the state FFA constitutional provision (Article IX) that gives delegates authority to set
membership costs.
Negative impacts that may result if this change is made?
None.
The positive impact is that students will be permitted to exercise the authority granted to them in their
state FFA constitution.

National FFA Organization
Amendment Proposal
Regarding the Process for Amending the National FFA Constitution and Bylaws
Submitted by: Illinois FFA Association
CURRENT
An amendment to the National FFA Constitution may be adopted by a two-thirds vote of the official
delegates at the national FFA convention. An amendment to the Bylaws shall require a majority vote of
the official delegates at the National FFA Convention.
PROPOSED
An amendment to the National FFA Constitution may be adopted by a two-thirds vote of the official
delegates and ratification by a majority of the state associations with official delegates at the
National FFA Convention. An amendment to the Bylaws shall require a majority vote of the official
delegates and ratification by a majority of the state associations with official delegates at the
National FFA Convention.
MOTION
To amend the vote by which amendments to the Constitution and Bylaws may be amended by
inserting “and ratification by a majority of the state associations with official delegates” prior to the
words “at the National FFA Convention” in Article XVII, Section B, of the National FFA Constitution.
RATIONALE
 This amendment reinforces the value of each state association’s needs, while respecting the value
of it’s’ members. Under the 2013 National Convention Delegate allocation and the current rules,
amendments to the bylaws can be made with only 9 states voting in favor.
 This amendment does not change the number of delegates nor the manner in which they are
allocated.
 It is apparent in Public Law 105-225 (formerly PL81-740) and the National FFA Constitution that
the rights of the state associations are to be secured. The current process places the control of the
National Organization in the hands of a minority and does not preserve the right of all associations
to control their own destiny, and effectively silences the voice of 41 of our state associations.
 In respect to constitutional issues, this proposal will set up a model similar to the United States
Congress which values the rights of the citizens, but preserves the rights of the states. Regular
business items would continue to be treated according to established Parliamentary Law.
EXAMPLE OF PROCESS
 One additional step would be required before a proposed amendment to the Constitution or Bylaws
could be adopted.
 After the delegate vote was taken, a roll call by states would be conducted, with one official
delegate selected by the State Association (presumably the State Association President) casting a
vote: 1) to adopt the proposal, 2) to reject the proposal or 3) to abstain. A majority of the State
Associations with official delegates seated at the National FFA Convention must vote in favor of
adopting the proposal in order for it to be enacted. If the majority of the delegates fail to ratify a
proposed amendment, the roll call by state would be unnecessary.

Delegate Minutes June 12,2013 Pennsylvania FFA President, Casey Shawver called the delegate session to order at 8:30A.M. The state officers performed opening ceremonies and Sarabeth Royer served as the advisor. Casey Shawver gave a welcome Shannon Copeland called the roll of delegates Miranda Kane presented the 2013‐2014 budget Lydia Lion (Octorara FFA Chapter) moved to except the budget as read; Scott Koval (Somerset Area FFA Chapter) seconded the motion Shannon Copeland presented the minutes from the 2012 delegate meeting Paige Jordan (Danville FFA Chapter) moved to except the minutes as read, Debbie Mayo (Philadelphia FFA Chapter) seconded the motion. Stephanie Shirk presented an oral report on the Pennsylvania FFA Foundation ‐Explained the role of the foundation ‐PA Preferred pizza at Farm Show and Ag Progress Casey Shawver presented a report from the board of directors due to an absent of Mr. Hines ‐Explained what the board of directors does. Kalie Hall, National FFA Secretary presented to the delegates Casey Shawver gave an overview of the delegate process Delegates were then dismissed into respective committees Delegates reconvened to present reports to the entire delegate body 1. Delegate Issue: Create a Region/State SAE/Record Book tutoring session.
Recommendation to establish this if funds and time permit. 2. Delegate Issue: Bring in outside people to serve as CDE Chairs at State Convention
Recommendation to allow others to serve as chairs. 3. Delegate Issue: Allow 10th grade members to participate in the Creed Speaking Career Development
Event.
