• • • • Decal Distribution 2014 Workshop Manual Update Open Discussion Andy Render DVC VE VSC DECAL DISTRIBUTION During 2012 and 2013 ANSC ran out of decals in August Example: Calendar year 2013 223,000 125,000 97,000 126,000 Total Decals Available Total VSCs conducted Decals issued to boaters Unused decals WE NEEDED A BETTER DISTRIBUTION PROCESS DEVELOPING THE PROGRAM Based on individual flotilla activity Overall increase in decal distribution to SO VE staff Take the DSO VE out of the decal shipping business and let them “manage” decal distribution Increase our ability to support special projects / events Example: In late July received a request for 700 decals for a special event where 1,000 paddle craft were expected to attend- Last year, in late July we did not have 700 decals in ANSC DEVELOPED A FORMULA FLOTILLAS Took individual flotilla “total” VSCs – (Not only “passed VSCs”) July 1, 2012 thru June 30, 2013 Added 10% Rounded up to the next 10 DIVISIONS Added responsibility to the Division Staff Officers Allocated 5 decals for every certified VE in their Division Resulted in increased decals sent to most SO VEs DISTRICTS DSOs focal point in requesting decals THE REORDERING PROCESS Follow the Parallel Staffing Process When a flotilla achieves a 50% (or more) passed rate of their allocated VSC decals… Contact their SO VE SO VE verifies & contacts DSO VE DSO VE contacts BC VEV Committed to 24 hour turn around time to notify ANSC and next day shipment Total turn around time 5-7 working days. Inconsistencies nationally in Examiners adhering to standards Failure of vessels for not having “recommended” items Passing vessels not meeting existing standards Misconceptions in exactly what is required Many VSC requirements passed down by trainers were not accurate A need to build consistency in our Vessel Examiner cadre. On The Horizon • Manufacturers Visitation Program • Pilot project for recreational boat manufacturers (RBM) in Tampa/St. Pete, FL area • RBM industry highly fragmented • Many not aware of American Boat & Yacht Council (ABYC) standards • Train Auxiliarists on standards to inform RBM • Potential to expand if pilot project is successful Review of Past Issues Partner Identification Coding Sheet • CG 5093 / ANSC-7047 • Updated CG RBSVP list • Removed from AUX Nat’l Forms website in 2013 • Obsolete & should no longer be used • Some Districts developed their own tracking Small Craft Facility Updating • NOAA 77-5a • Used to update Small Craft Chart (SCC) • 14 Apr 14, form replaced by paperless reporting system on internet What is Small Craft Facility Updating? • Auxiliarists assisting NOAA & NOS in the updating the SCC and Coast Pilot. • Conducting visits to marine facilities that service small craft for the purpose of updating their services. • The program visit is an ideal time to do this.
