Foreword
This e-service is not applicable for workplaces which are Factories1 as defined under
the Workplace Safety and Health Act (WSH Act). All Factories are required to be
notified or registered under the Workplace Safety and Health (Registration of
Factories) Regulations.
This online e-service should only be used for the creation of non-Factory workplace
records and NOT for the following:









Construction worksites
Shipyards
Petrochemical, chemical, pharmaceutical factories
Wafer fabrication factories
Metalworking factories with 100 or more persons employed
Refineries
Petrochemical plants
Bulk storage terminals with storage capacity of 5,000 or more cubic metres of
toxic or flammable liquid; and
Chemical plants engaged in the manufacturing of fluorine, chlorine, hydrogen
fluoride, carbon monoxide or synthetic polymers

Factories are defined under the WSH Act as any premises within which persons are
employed in any of the prescribed processes and as specified in the Fourth Schedule. Such
workplaces typically include the traditional industries such as Construction worksites,
Shipyards, Manufacturing Factories. For more information, please refer to MOM website at

eService Account Management
If you are a company representative, your company needs to authorise you as an eService
user before you can submit the report. For more information, please visit Authorise eService
Account Administrator
If you are a Designated Workplace Doctor you need to log in using Singpass.
If you are a noise monitoring officer or toxic substance monitoring officer, you need to log in
using Singpass.

Authorisation of eService Account Administrator and Nomination of
eService user
Before using Workplace Safety & Health online eServices, an organisation needs to authorise
officers to perform electronic transactions on its behalf. Companies are reminded that only
authorised personnel acting in capacity to represent the company should be nominated as the
eService Account Administrator for your company. The eService Account Administrator will
have the access rights over critical e-services and management of roles for other e-service
users for the company.
eService Account Administrator
Every Workplace or Competent Organisation registered with MOM needs to authorise (only)
one staff member to be an eService Account Administrator. The roles of an eService Account
Administrator are as follows:

1. Nominate eService User(s) for each Workplace or Competent Organisation record;
2. Maintain eService User account(s) i.e. Update or Remove the eService User
record(s).
Staff authorised to be eService Account Administrator needs to
1. Use his/her SingPass to log in to either of the eServices listed below;
2. Complete the online form;
3. Upload the authorisation letter printed on company letterhead ( sample template),
indicating clearly the Personal Identification Number (ie. NRIC No. or FIN No.), full
name and contact details of the nominee.

eService User
An eService User is nominated by an organisation’s eService Account Administrator or an
Authorised Examiner (who has subscribed to Workplace Safety and Health online
eServices) to perform electronic transactions on its behalf. The eService Account
Adminstrator or the Authorised Examiner need s to log in to the eService listed below using
his SingPass, fill in the Workplace Number/Competent Organisation Reference number (if
applicable) as well as contact details of the nominee.
The eService can also be used to enquire on the eService Account User(s) that have been
registered to act on behalf of the organisation or the Authorised Examiner.

Create Non-Factory Workplace Record
If you are a company representative, your company needs to authorise you as an
eService user before you can submit the report. For more information, go to Section
1 of this document.
1) Click on [Create Non-Factory Workplace Notification] hyperlink.
2) Login using a valid Singpass.

3) The Declaration screen is shown.
4) Click on [I Agree] button to navigate to Workplace Particulars screen.

5) To retrieve the Occupier details, click on the magnifying glass to search the
organisation. Fill in the searching criteria and click [Search] button. Select the
Organisation and click [Ok] button.
6) To retrieve the corresponding address, fill in the postal code and click the
magnifying glass button. Fill in the required fields and click on [Next] button to
continue.

magnifying glass button to retrieve the address.
8) To retrieve the SSIC code, click on magnifying glass button to search the
SSIC details. Fill in the search criteria and click [Search] button, click on the
SSIC Code hyperlink.

9) Fill in the required fields and click on [Next] button to continue.
10) Other Information screen is shown. Fill in the required fields and click on
[Next] button to continue.
11) Supporting Document screen is shown. To upload a document, click on
[Browse] button to select the document from the file explorer. Click on [Add]
button to upload the supporting document.

button to delete the submitted supporting document. Click on [Submit] button
