This project consists of structural facility changes for enhanced security purposes on the
campuses of CJ Hicks Elementary School, Peek’s Chapel Elementary School, Lorraine
Elementary School, and Rockdale County HS. The scope consists of creating secure vestibules
upon front door entry, plus additional door installations and improvements for enhanced control,
all in compliance with this Project Manual for the project.
Quotes are requested to be submitted for receipt by the Rockdale County Board of Education at
the Buildings and Grounds Department Office located at 1062 North Street, Conyers, Georgia
30012 by 2:00 P.M., prevailing time on Tuesday, April 22, 2014. Faxed quotes will not be
accepted.
After receipt of the quotes, they will be reviewed for completeness and a listing of the quotes will
be forwarded to all who submitted a quote. It is requested that all companies interested in
quoting, submit an AIA A305 Qualification Statement with their quote to provide appropriate
background on their ability to perform the work of this project. In lieu of an A305, RCPS will
accept a statement that reflects a contractor’s current and prior work of similar scope, with
references. Note: A Qualification Statement document will be considered "Non-Responsive" if not
complete. Rockdale County Schools (Owner) reserves the right to reject a quote if satisfactory
documentation is not submitted. Companies quoting who do not submit a Qualification Statement
will be subject to disqualification. The Owner reserves the right to waive any portion of
requirements for Contractors with previous experience working for Rockdale County Schools.
AS PART OF THE QUALIFICATION PROCESS, THE OWNER WILL CONDUCT A
MANDATORY CONFERENCE PRIOR TO THE QUOTE RECEIPT TIME/DATE AND IT WILL BE
HELD ON TUESDAY, APRIL 15, 2014 AT 10:00 AM AT THE FOLLOWING LOCATION:

Representative at mandatory Conference shall be Project Manager or Estimator directly
responsible for the Quoting of this project. Failure to attend the Conference will result in
disqualification.
Contract, if awarded, will be on a stipulated sum basis. Quotes shall state they are valid for
period of sixty (60) days after the receipt of the quotes. The owner requests that submitted quotes
be accompanied by the Bid Affidavit (normally required on bid projects) and the Contractor

Affidavit for E-Verify included in this manual. Any protest of this Quote process must be filed with
the Office of the Executive Director of Facilities & Transportation, 1062 North Street, Conyers,
Georgia 30012 no later than 72 hours prior to the established receipt of quote time. Any protest
of the Quote results must be filed with the Office of the Executive Director of Facilities &
Transportation, 1062 North Street, Conyers, Georgia 30012 no later than 72 hours after the
actual time established for the receipt of quotes.

The Owner will be prepared to issue a Notice to Proceed Insurance Forms are submitted and the
properly executed Owner/Contractor Agreement is received, and all are in compliance with the
Contract Document requirements.
The above description is an advertisement for the request of submission of quotes which are to
be considered as offers for performance of work by the submitting party. The Owner reserves the
right to accept or reject any or all quotes and to waive technicalities. It is the belief that these
quotes will be received in compliance with the school system’s policies for purchasing, etc., and if
the quotes fall outside those guidelines, the owner reserves the right to reject all quotes and resolicit pricing that complies with those policies

instructions provided.

EXAMINATION OF DOCUMENTS AND SITE CONDITIONS:
Before submitting a Quote, the Contractor shall be responsible for reviewing the Project Manual and
visiting the work location. Each Contractor shall fully inform himself, prior to submitting a Quote,
as to all existing conditions and limitations under which the work is to be performed and shall
include in the Quote a total sum to cover all costs of materials and labor to perform the work as set
forth in the Project Manual.

PROJECT AWARD:
Award will be made, at the option of the Owner, on a lump sum basis and within the funds
available, to the lowest responsible Contractor who is able to furnish the satisfactory Insurance
Certificates, Performance and Payment Bonds if necessary, as specified in the Project Manual. The
Contractor may be required, before the awarding of the project, to show to the complete satisfaction
of the Owner, that he has the necessary facilities, ability, and financial resources to execute the work
in a satisfactory manner, and within the time specified. A copy of the Form of Agreement to be used
is included in this Project Manual.
EXECUTION OF THE AGREEMENT:
The Contractor who is awarded the project shall receive a Letter of Intent from the Owner and
within seven (7) days after notice of award, agrees to execute a contract as outlined in the Project
Manual. The Contractor shall deliver to the Owner the Insurance Certificates and Performance and
Payment Bonds, if necessary, as specified in the Project Manual. The Owner will issue a Notice to
Proceed when all documents are reviewed and found to be in conformance to the Project Manual.
COMMENCEMENT DATE:
Actual construction may begin upon receipt by the Contractor of Notice to Proceed letter, and an
agreed upon schedule with the owner that allows progression of the work without disruption of the
operation of the school. The earliest possible date would be May 20, 2014, for ESs, May 30, 2014
for RCHS. All required submittals shall be submitted by contractor and approved by Owner prior to
beginning any work.
COMPLETION DATE:
Contractor is to be complete with all work by no later than July 25, 2014.
DRUG FREE AND TOBACCO FREE POLICY:
The Contractor agrees to abide by the requirements of the Drug Free Workplace Act and the
Rockdale County Board of Education policy prohibiting the use of any tobacco products on any
property owned by the Rockdale County Board of Education, and all other governmental applicable
laws, ordinances, and statutes in effect at the time of this agreement.
PERFORMANCE AND PAYMENT BONDS:
A Performance Bond satisfactory to the Owner in the amount of 100% of the Bid amount and a
Payment Bond in the amount of 100% of the Bid amount will be required of the successful
Contractor to guarantee delivery of completed work, if the value of the contract is greater than
$50,000.00. These bonds shall be delivered to the Owner prior to receiving a Notice to Proceed.
The Surety must be licensed to do business in Georgia and qualified by the Insurance
Commissioners to underwrite bonds as required in this Project Manual. The Surety must also have
not less than an “A” financial rating from “Best”. The Surety will use the Owner’s standard
Payment and Performance Bonds.

INSURANCE:
The Contractor agrees to comply with the provisions of the Workman’s Compensation laws of the
State of Georgia and to require all subcontractors likewise to comply. The Contractor shall secure
the following insurance at his own expense and shall file Certificates of Insurance with the Owner.

SPECIAL PROJECT CONDITIONS:

Submittals (product data and/or shop drawings) are required on all materials specified. All
submittals are to be submitted to and will be reviewed by the Owner and then returned to the
Contractor.

Work Area - as designated by the Owner.

Staging Area - The Contractor may stage his materials in an area to be designated by the Owner.

Contractor will clean up the entire area at completion of the project and remove debris from the
school sites and dispose of properly. Contractor will take all measures necessary to protect
existing conditions from dirt and damage and will be responsible for any work, etc. to return the
area to the conditions s existed at start of project.

Contractor will coordinate with the RCPS representative noted and administrators at each facility
so as not to interrupt a school’s daily operations, and to insure the safety of students and staff.

Contractor is responsible for confirming all measurements of existing facilities relative to the
work to be performed.
SCOPE OF WORK:

SCHOOL
o CJ Hicks ES, Lorraine ES, Peek’s Chapel ES
 Install aluminum storefront in front lobby to create a vestibule that directs visitors
into the front office, storefront will have two doors, hardware will be integral with the
store front system and consists of hinges, closers, panic devices (keyed cylinder
“dogdown” function), securable. Storefront will secure to sheetrock framing at top,
CMU at sides, and concrete at base.
 Cut opening in corridor wall for installing a door from front office into the building
corridor, hollow metal rated frames, sidelight, wood door, door hardware consisting
of closer, butt hinges, office function passage set, rated glass. Rated sheetrock
construction will be used to secure frame in wall, and will seal to structure above. All
hardware will match manufacturer, etc. as that being used elsewhere in the facility.
 Painting is N.I.C.
 All existing conditions are to be thoroughly protected from damage, etc.
 Door from office to corridor will have an electronic release for the strike, owner will
provide and frame should be prepped accordingly, contractor will extend wiring from
strike to a point above the ceiling for the owner’s use.
o Rockdale County HS
 Install aluminum storefront in front lobby to create a vestibule that directs visitors
into the front office, portion of the storefront will have two doors, hardware will be
integral with the store front system and consists of hinges, closers, panic devices
(keyed cylinder “dogdown” function), securable. A structural tube frame will be
installed by others prior to storefront installation. Storefront will secure to tube steel
framing at top, tube steel framing at sides, and concrete at base.
General Specifications

Articles 1 through 12 inclusive, is hereby made part of this contract.

GENERAL NOTES
1.
All work shall be plumb, true, complete and in accordance with all applicable codes and/or
ordinances. Work is subject to the inspection and final approval of the Rockdale County Board of
Education.
2.
The contractor and sub-contractors shall visit the site, verify existing conditions and dimensions.
Adjust new work as necessary to accommodate existing conditions.
3.
Shop Drawings shall be provided as indicated in two (2) copies. No work shall be fabricated prior to
the approval of shop drawings.
DIVISION 4 - MASONRY
1.
Mortar: Shall be type M or S and shall contain an integral color. Color as selected by Architect from
manufacture's standard colors. Gray mortar will not be allowed.
2.
Masonry Accessories: Masonry reinforcing shall be dovetail corrugated masonry anchor Model #
106 (5 1/2” long) as manufactured by Hickman or equal. Anchors shall be located as indicated on
drawings.
3.
Masonry shall be thoroughly cleaned with a standard manufactured cleaning agent and flushed with
clean water.
4.
Concrete Masonry Units shall comply with ASTM C-129 (hollow non-load
bearing), Grade N-1, 7 5/8" x 7 5/8" x 15 5/8" or 5 5/8” x 7 5/8” x 15 5/8”as indicated on drawings,
complete with all necessary units such as lintel blocks and etc. Exposed surfaces of all blocks and
special units shall be uniform in color and texture. No seconds shall be allowed. Blocks shall be gray
in color.
DIVISION 5 - METALS
1.
Structural steel shall conform to ASTM Specification A36-70A structural steel. No member shall be
spliced, connected or extended except as shown, or approved by the Architect and Structural
Engineer.
2.
All members, including anchor bolts shall be cleaned of scale, rust, dirt, and given one coat of zinc
chromate primer before leaving the shop. Any shop coat damage in delivery or erection or by
welding shall be repainted with same material.
3.
Any miscellaneous bent plate sections, angles, closures, shim plates, and channel shapes shall be
fabricated from ASTM Specifications A36-70A steel, and shall be of size and shape detailed.
Provide bolts and welds for anchoring and connecting work specified under this section.
DIVISION 6 - WOOD
1.
All wood in contact with concrete or masonry shall be pressure treated.

2.
All other wood shall be # 2 or better yellow pine or Douglas fir.
DIVISION 7 – MOISTURE PROTECTION
1.
Caulking: Shall be a Silicone type as manufactured by Dow Corning or equal
DIVISION 8 – DOORS, WINDOWS & GLASS
ALUMINUM STOREFRONT SYSTEM
1. System for the project shall be Kawneer Tri-Fab 450 Series (4 ¼” x 1 ¾” profile) with 500 Wide
Stile Doors. Color shall be brushed aluminum. Doors shall be single acting, provided with a panic
device on one side and pull handle on the other side. Approved Manufactures – Vista Wall and
YKK. VERIFY WITH BOE VENDOR.
METAL DOORS AND FRAMES
1.
Anchor frames at each side to floor slab. Provided temporary spreaders to be removed after
securement.
2.
Metal Doors shall be 1 3/4" thick, flush., commercial type zinc coated bonderized, 18 gauge sheet
metal, as manufactured by CECO Corporation Regent Model or approved equal.
3.
Doors shall be reinforced for all door hardware, drilled and tapped in the field for surfaced applied
items such as closures, stops, escutcheons, kickplates, and etc.
4.
Hardware- See attached hardware schedule. Hardware finish shall match existing found in the
school.
GLASS AND GLAZING
1.
Shall be new delivered to the job site marked with manufacturer's name, weight, and grade of glass.
Labels to remain on glass until set and approved by the Rockdale County Fire Department.
2.
Glazing for all doors shall be tempered glass, Fire Rated glass, as required by a the Georgia Glass
Code and/or local ordinances.
3.
Broken glass or damaged before final completion and acceptance of the building shall be replaced,
and replaced by the Glazing Contractor at no extra cost to the General Contractor or owner.
4.
Fire Rated Glass shall be FireLiteNT as required for a one hour rated wall.
Installation of this product shall be in strict accordance with the Manufacturer’s
recommendations which includes but is not limited to:
a- all permanent glass labeling, certification by Underwrites Laboratories,
b-thickness 3/16”,
c- surface finish – premium grade – ground and polished on both sides,
d- glazing tape – closed cell polyvinyl chloride (PVC,
e- silicone sealant - Dow Corning 795, Silglaze-II 2800 by General Electric,

or Spectrum 2 by Tremco, Inc.
f- setting blocks – neoprene, EPDM, or silicone tested for compatiablity with
glazing compound.
g- cleaners, primers, and sealers – type recommended by manufacturer for
glass and gaskets.
5. Protect glass surfaces during construction, from staining or etching by deposits, draining, dripping
from masonry or other trades. Clean all glass at completion of job. No scrappers or sharp
instruments shall be used.

DIVISION 9 – Gypsum Wallboard Systems
GYPSUM BOARD & METAL STUDS
1.
Provide a complete and finished system in accordance with manufacture's instructions, U. S.
Gypsum or approved equal.
2.
Gypsum wallboard: Shall be 5/8” thick Firecode Core Gypsum Board as required for a one
hour rated wall. Reference is UL Design # U-419. Provide 3/8” Gypsum Board as indicated
on drawings. Securement, mudding and taping shall be in strict accordance with UL Design
# U-419
3.
Joint systems by U.S. Gypsum or equal shall be used to finish all joints,
consisting of types applied over joint, tape, a skim coat of compound in strict accordance
with USG Recommendations for one hour rated wall - UL Design # U-419.
4.
Clean and sand for painting. Prior to painting, the Owner shall decide whether the surface is
acceptable for painting.
5.
Interior steel studs shall be 4” and 6” (25 ga.) at 16" oc. Brace interior walls at 8'-0" oc to
structure above and attach as required.

PRODUCTS AND MATERIAL:
Contractor shall review Project Manual and provide all material and work indicated.
EXECUTION OF WORK:
Contractor shall furnish and install the work as indicated in the Project Manual.
INSPECTION:
Upon completion of all areas, the Contractor will notify the Owner that the areas are ready for
inspection. The Owner will have a representative accompany the Contractor on the inspection and
will prepare a punch list which must be completed before final payment is made.
PERMITS:
Contractor to provide all required permits, if any, and is to obtain all required inspections and/or
approvals from all regulatory agencies having jurisdiction over this project.
AFFIDAVIT:
The Contractor shall furnish to the Owner with quote, a non-influence Affidavit on the form
provided in the Project Manual.
E-VERIFY AFFIDAVIT:
The Contractor shall furnish to the Owner with quote, an E-Verity Affidavit on the form provided in
the Project Manual.
STATUTORY AFFIDAVIT:
The Contractor shall furnish to the Owner upon completion of the project a Statutory Affidavit on
the form provided in the Project Manual.
CONTRACTOR'S WARRANTY:
The Contractor shall furnish to the Owner upon completion of the project a one year workmanship
warranty and ten (10) year motor warranty for each building, using the Contractor’s Warranty Form
provided in the Project Manual.

ROJECT CLOSE OUT AND PAYMENT:
One payment in the amount of 100% of the contract sum will be made at the completion of the
project subject to the requirements listed in this section.
Partial payment for materials or labor will not be made.


The Owner and Contractor/Vendor agree as set forth below.
ARTICLE 1
THE CONTRACT DOCUMENTS
The Contract Documents consist of this Agreement, Project Manual, Drawings, Specifications, and
Addenda issued prior to the execution of this Agreement, other documents listed in the Agreement and
Specifications issued after execution of Agreement. These form the Contract, and are as fully a part of the
Contract as if attached to the agreement or repeated herein. This Contract represents the entire and
integrated agreement between the parties hereto and supersedes prior negotiations, representation or
agreement, either written or oral. An enumeration of the Contract Documents, other than Modifications,
appears in Article 6.
ARTICLE 2
THE WORK OF THIS CONTRACT
The Contractor shall execute the entire work described in the Contract Documents, except to the extent
specifically indicated in the Contract Documents to be the responsibility of other, or as follows:
None.
ARTICLE 3
DATE OF COMMENCEMENT AND SUBSTANTIAL COMPLETION
COMMENCEMENT DATE:

Actual construction may begin upon receipt by the Contractor of a Notice to Proceed letter
from the Owner. All required submittals shall be submitted by contractor and approved by
Owner prior to beginning any work.
