Branding and Ranking of Universities: Reputation and
Quality Considerations
Prof Dr. Mohd Safar Hasim
Principal Fellow
Institute of Malaysian and International Studies (IKMAS)
Universiti Kebangsaan Malaysia
Every year, students wishing to pursue university education could make choices from the
universities available in their own countries or from the thousands of universities globally.
Some of the universities in the West, such as in the United States or United Kingdom,
are so famous that choosing such universities would be easy if they are within their
budget or they are qualified to apply. However, for others choosing the right
universities could be mind-boggling. So, for some the easy way out is to depend on their
friends, or alumni of universities, for guidance. Other students followed their parents by
joining their parents’ alma mater. In this Internet age, however, potential students could
simply go to the universities’ website for information. That alone would not be enough.
To fill the knowledge gap, there are now several rankings of world
universities to
assist students and parents. While these rankings fulfil certain needs, they are not the
arbiter of the true value of universities. It is quite clear that these rankings are
reputation rankings, and not quality rankings, many erroneously perceived such
rankings to be. A quick look at the methodologies used, the items being studied and the
composition of respondents involved in the formulation of the rankings, would show that
they are reputation rankings. Nonetheless, there are some positive side effects to these
annual rankings. Some universities are now very conscious of these rankings and have
taken steps to meet the requirements of these rankings. In line with these steps, some
universities are now going for branding of the universities to gain competitive advantage
and to ensure that better qualified students choose their universities to further their
studies.

Current Affiliation:
Principal Fellow, Institute of Malaysian and International Studies, Universiti Kebangsaan
Malaysia.
Experience:
1. Lecturer/professor at the School of Media and Communication Studies, Faculty of
Social Sciences and Humanities, since 1982.
2. Director of Centre for Corporate Communications (2010-2013).
Set up the Centre for Corporate Communications, Universiti Kebangsaan Malaysia, in
2010 and became its first director from 2010 to 2013. At the same time he was attached
at the Institute of West Asian Studies, Universiti Kebangsaan Malaysia.
The centre is quite. One major departure from the usual centre for corporate
communications, is that this centre incorporates several other communication
components, such as a news portal, web tv, and marketing. By redesigning the university’s
website and portal, which is student-friendly, the university has managed to promote
itself at the international level.
His research interest includes media and communication, media history and media laws.
Lately, he was involved in research on branding and marketing.

Keynote Speech
Aranda 1
2014/11/08 Saturday 11:50-12:30
Keynote Speech:
Managing Geotechnical Site Investigation Work
– Getting Away from Old Practice
Ir. Dr. Hj Ramli Nazir
Assoc. Professor
Dept. of Geotechnical and Transportation
Faculty of Civil Engineering
Universiti Teknologi Malaysia
81200 Skudai, Johor Bahru
A genesis of any Geotechnical Design is Site Investigation. The ground supports all
construction projects which inevitably shows that the Site Investigation is of prime
important. The results from the site investigation are mainly used to determine the
strength of the soil and hence to propose any geometry of the supporting structures.
Other reasons for the site investigation are to determine ground water levels which may
affect the method of construction and design parameters. The geometry dimensions are
necessary for two reasons. If the original estimate of the geometry dimension was too
small due to incorrect calculations the structure may punch through the soil and may
cause crack and subside (collapse). If the geometry dimension were too big there would
be an excessive cost for the materials and labour to construct it. Approximately 50% of
all projects over-run and losses of up to 35% of the entire original tender have been
suffered. The primary reasons for these losses are either insufficiency of site
investigation or lack of understanding of the results. Site Investigation nowadays has been
considered as part of the contractual obligation. The importance in implementing site
investigation is seems to be slowly faded from the engineering point of view. As part of
the contractual obligation, personnel involves in construction would only provide Site
Investigation reports upon request or else designers tend to prescribe any design
parameters based on intuitive values. Also the use of cut-price site investigation - or
none at all – is a form of gambling. If the gamble pays off the company will have saved a
small proportion of the costs. If not the additional on-going costs will inevitably exceed
the price of competent site investigation report. This paper will provide practicing
13
engineers a good insight into the importance of site investigation and its process by
looking into old habits and getting away from it.
Keynote Speaker Introduction:
Assoc. Prof. Ir. DR. Hj.Ramli bin Hj. Nazir is a Lecturer in Geotechnical and Transportation
Department at Universiti Teknologi Malaysia since 1989. He served as Assistant Engineer
in Public Works Department Malaysia for four years. Holds a B. Civil Eng. from UTM and
PhD from the University of Liverpool specialized in Geotechnical Engineering. He has
more than 20 years' experience in the field of Geotechnical Engineering, especially
Foundations, Ground Improvement and Geotechnical Forensics Engineering and have
wrote more than 100 technical papers and Journals related to his field of expertise. In
addition as a Lecturer in Geotechnical Engineering, he is also a Professional Engineer
who have numerous experience as a Design Engineer, Design Checker and Geotechnical
Technical Advisor to various government and private agencies and also involved in many
Civil Forensic works including Structural and Infrastructures in Malaysia. In addition to
engineering education and consultation activities, he is a Member of the Technical
Committee on Eurocode 7 Malaysian Annex which responsible for regulating the use of
Eurocode 7 according to local needs. He also provide an expertise support for Standards
and Industrial Research Institute of Malaysia (SIRIM) and Public Work Department (JKR),
