WVAHPERD Mission Statement
The mission of the West Virginia Association for Health, Physical Education, Recreation, and Dance shall
be commensurate with the mission of the American Alliance for Health, Physical Education, Recreation,
and Dance and are as follows:
AAHPERD’s mission is to promote and support leadership, research, education, and best practices in the
professions that support creative, healthy, and active lifestyles.
1. to develop and disseminate professional guidelines, standards, and ethics;
2. to enhance professional practice by providing opportunities for professional growth and
development;
3. to advance the body of knowledge in the fields of study and in the professional practice of the
fields by initiating, facilitating, and disseminating research;
4. to facilitate and nurture communication and activities with other associations and other related
professional groups;
5. to serve as their own spokespersons;
6. to promote public understanding and improve government relations in their fields of study;
7. to engage in future planning; and
8. to establish and fulfill other purposes which are consistent with the purposes of the Alliance.

Conference Coordinator’s Welcome
Welcome to the 2014 West Virginia Association for Health, Physical Education, Recreation, and Dance
(WVAHPERD) Conference. As Past-president of WVAHPERD and this year’s Conference Coordinator, I
join President Aleta Jo Crotty, President-Elect Keith Bowling, Executive Director Sue Long, and the entire
WVAHPERD leadership team in welcoming you to this wonderful opportunity to reconnect with friends
and colleagues. We are fortunate to be hosting this year’s event at one of the best conference facilities
in West Virginia, Flatwoods Conference Center.
During our time together at Flatwoods, we encourage you to engage in all that the conference has to
offer including the very best in continuing education sessions, access to the top leaders in the field,
opportunities for networking with new and familiar colleagues, and state-of-the-art exhibits. This
conference has something for everyone and I personally encourage all of you to take full advantage.
The action starts on Thursday, October 30th with our pre-conference Young Professional’s and Higher
Education Professional’s Workshops. Our pre-service teachers will benefit from their engagement in a
variety of activity learning opportunities addressing hiring practices in schools, liability and negligence,
safety and concussions, common core and technology, and physical activity breakout sessions. Our
college/university faculty will focus their attention on best practices in online and blended learning.
On Friday, October 31st attention shifts to our in-service professionals with a full agenda of concurrent
lecture and physical activity sessions. There is something for everyone in our program this year with
presentation topics including pre-service teacher training, creating inclusive teaching and learning
environments, online health education, social media use, assessment, and a host of gymnasium ready
activity ideas. Be sure to mark the scheduled general sessions which target some of the most important
challenges confronting our field: school-wide physical activity, instructional technology use, standardsbased curriculum, instructional models in physical education, and common core. Stop by the exhibitor’s
booths in the Conference Center Lobby to chat with our vendors and be sure to make it to the
Exhibitor’s Gala which is scheduled for 4:30 PM! We broke with tradition and scheduled the President’s
Social from 6-7 PM followed immediately by the WVAHPERD Awards Banquet. Please join us at these
important gatherings to meet our incoming leaders and recognize our outstanding colleagues.
The festivities continue until mid-afternoon on Saturday, November 1st with a morning full of additional
lecture and activity-based sessions. Our friends from Concord University will be registering participants
for continuing education credits at the close of programming on Saturday morning. A special thank you
is in order to those individuals who have generously agreed to serve as members of our Board of
Directors and Representative Assembly for the upcoming year. That group will meet for the first time on
Saturday morning to determine their agenda for the next several months. In the afternoon, we are
excited to host a free USTA Tennis in Schools training – plan to stick around for that!
Have a wonderful experience at the conference, and I look forward to spending time together in the
beautiful surroundings of central West Virginia!

Message from WVAHPERD President
On behalf of the West Virginia Association of Health, Physical Education, Recreation, and Dance, I would
like to personally welcome each of you to the 2014 conference at the Days Inn Flatwoods Conference
Center in Sutton, West Virginia. As President of WVAHPERD, I join Sean Bulger, Past-President and
Convention Planner, Keith Bowling, President-Elect and the entire WVAHPERD Board of Directors in
welcoming you to our state conference. We are excited that you have joined us here in Flatwoods for
our annual event.
I would like to give you an idea of what you can expect and what we hope to achieve over the next few
days. First, I would like to say we are fortunate to have Stephen Harvey, Associate Professor in
Instructional Methods at WVU as one of our featured speakers. He will be sharing his knowledge of
pedagogical models such as Teaching Games for Understanding and Sport Education.
Our Young Professionals are sure to enjoy their time in Flatwoods as they attend sessions tailored
specifically to meet their needs. Dr. Deborah Akers, Superintendent of Mercer County schools will
discuss the hiring process, liability issues and negligence. Dr. Dan Martin from WVSAC will share his
expertise on the topic of concussions in the Physical Education setting and Adam Marshall will present a
session on focused fitness.
Thanks to Sean Bulger and the entire convention planning committee, we have sessions planned to
meet the needs of all participants. Teaching jump rope for fitness, active academics, The First Tee of
West Virginia, using iPad for motor skill analysis, common core in the health setting, teaching literacy in
Physical Education, Kan You Jam, and the ABC’s of Negligence—just to name a few. Without a doubt,
you will leave this conference with cutting edge techniques and strategies you can take back to your
worksite.
Let me give you a brief update on where we are today. WVAHPERD is in the process of making
adjustments to comply with the national guidelines of AAHPERD/SHAPE America. We are very excited
about our new website system, 123 Signup. This system has the capability to provide automated emails,
online dues collection, event registrations, and online event feedback. A big thank you goes out to
Derek Belcher who has worked diligently to get our system up and running for this convention. And
finally, we would like to welcome Josh Grant as a new member of our Board. Josh is the new
Coordinator of Physical Education and Health Education at the West Virginia Department of Education.
We look forward to working with Josh as we strive to create a healthier, more active culture.
In closing, it is my hope that you will leave this convention with a sense of commitment, dedication, and
the knowledge that we all can contribute to making a difference in the lives of those we serve.

Biographies of General Session Presenters
Greenbrier CHOICES (Children’s Health Opportunities Involving Coordinated Efforts in Schools) is a
grant funded program designed to develop, implement, and evaluate an integrated approach for
adolescent health using complimentary intervention strategies and settings (schools, communities, and
health care). This project was funded by The Carol M. White Physical Education (PEP) Program which
provides grants to education groups and community-based organizations (CBOs) to initiate, expand, or
enhance physical education programs, including after-school programs, for students in kindergarten
through 12th grade. Grant recipients must implement programs that help students make progress
toward meeting state standards. Organizational partners include Greenbrier County Schools, WVU
College of Physical Activity and Sport Sciences, WV CARDIAC Project, and Take Charge-Be Healthy.
Cheri Hall is the Director of the Greenbrier County CHOICES grant. She obtained both a B.S.in Biology
and M.A in Teaching from Marshall University.
John Ferens is currently a Health/PE teacher at Eastern Greenbrier Middle School. John earned his B.A.
Arts in Health/PE from West Liberty University and Associates Degree in Liberal Arts from Iowa Central
Junior College.
Ryan Honaker is a Health/PE teacher at Western Greenbrier Middle school. Ryan is a graduate of
Concord University.
Heather Lively is a Health/PE teacher at Western Greenbrier Middle School where she has been
teaching for 13 years. A graduate from Concord College in Heath and Physical Education, Heather also
holds a master’s degree in Communication Studies.
Brian Miluk is a Health/PE teacher at Eastern Greenbrier Middle School and the Head Wrestling Coach
at Greenbrier East High School.
Chris Roth, PE teacher and Coach at Eastern Greenbrier Middle School. Chris has been teaching for 7
years. Chris developed and led the professional development for disc golf for the CHOICES project.

Eloise Elliott is the Ware Distinguished Professor in the College of Physical Activity
and Sport Sciences at West Virginia University and has been working in the area of
children's physical activity and physical education for over 30 years. Her expertise
in curriculum development and pedagogy has led her to develop a number of
innovative school curricular resources, including web-based instructional modules
to supplement school health instruction. She is also the creator of Active
Academics, a nationally-recognized web-based resource for classroom teachers to
integrate physical activity throughout the school day. Dr. Elliott served as the
chair for the development of the first Comprehensive School Physical Activity
Program (CSPAP) Position Statement for AAHPERD/SHAPE America. She has served on numerous state and
national committees, and was honored as the AAHPERD Health Educator of the Year (communities, and the
recipient of the WVHAPERD Ray O. Duncan award. Dr. Elliott was appointed to the Clinical Advisory Board of
the WV Governor’s Healthy Lifestyles Coalition, and has recently been appointed to the President’s Council
on Fitness, Sports, and Nutrition Science Board. As Associate Director for Interventions for the WV CARDIAC
Project in the WVU School of Medicine, her research also includes childhood obesity prevention and the
development, implementation, and evaluation of interventional strategies to change children's behaviors
related to physical activity and healthy eating. Her recent work has included the study of WV’s obesity crisis
where she led the development of one of the first statewide strategic plans modeled after the National
Physical Activity Plan, Active WV: The West Virginia Physical Activity Plan.
Stephen Harvey is an Associate Professor in Physical Education Teacher
Education at West Virginia University. Stephen's research interests are
primarily centered on pedagogical models, particularly Teaching Games for
Understanding and Sport Education. Stephen has published over 30 peerreviewed journal articles and book chapters, and is co-editor of two books:
Ethics in Youth Sport: Policy and Pedagogical Applications and Contemporary
Developments in Games Teaching and, in addition, is co-author of Advances in
Rugby Coaching: An Holistic Approach, all published by Routledge. He is also
the co-developer of the Coach Analysis Intervention System (CAIS) which has recently been developed
into an iPad application that assists trained observers in coding and analyzing teacher/coach behavior.
Stephen is a licensed physical education teacher and holds over 20 coaching awards in various sports.
This past summer he coached at the West Virginia University women’s soccer camp and, prior to
working at West Virginia University, he was an Assistant Coach of the England U16 Boys field hockey
team and was part of the England Field Hockey coach education team.
Annie Machamer is a first year doctoral student at West Virginia University
studying Kinesiology with an emphasis in Coaching and Teaching Studies. Her
research focus is in the area of dance education and its growing presence in the
physical education curriculum. Additionally, Annie has experience in models-based
instruction and she taught high school physical education in North Carolina public
schools prior to relocating to Morgantown to continue her graduate education
within the WVU College of Physical Activity and Sport Sciences. Annie is a first time
attendee at this year’ WVAHPERD Conference.

David Robertson is a first year doctoral student at West Virginia University
with a focus in Coaching and Teaching Studies, specifically, physical
education teacher education. He has taught physical education teacher
education classes for 10 years most recently at the University of WisconsinLa Crosse and previously at Marshall University and William Paterson
University. David also taught high school physical education and health at
Bethlehem High School in Bardstown, KY and K-8 physical education and
health at The Cathedral School in New York City. David has coached
basketball, baseball, golf, co-ed soccer, and volleyball. David has a Master
of Education degree from Teachers College, Columbia University, a Master
of Arts degree from Eastern Kentucky University, and a Bachelor of Science
degree from the University of Louisville.
Andrea Taliaferro joined CATS faculty in the College of
Physical Activity and Sport Sciences at WVU in the fall of
2010. Dr. Taliaferro earned her Ph.D. (2010) and M.Ed.
(2002) from the University of Virginia in the area of Adapted
Physical Education. She holds an undergraduate degree in
Kinesiology with a concentration in Physical Education from
James Madison University. Prior to obtaining her Ph.D., Dr.
Taliaferro was as an Adapted Physical Education Specialist
in three public school systems in Virginia for seven years.
She also has experience as a general physical educator and
coach. She is a Certified Adapted Physical Educator through the National Consortium for Physical
Education and Recreation for Individuals with Disabilities (NCPERID), and is also an American Red Cross
Instructor Trainer in Water Safety and Lifeguarding. Dr. Taliaferro has reviewed manuscripts for five
different journals including Research Quarterly for Exercise and Sport and Adapted Physical Activity
Quarterly. Dr. Taliaferro is a member of the American Alliance for Health, Physical Education,
Recreation, and Dance (AAHPERD), the National Association for Kinesiology in Higher Education
(NAKHE), NCPERID, and the North American Federation of Adapted Physical Activity (NAFAPA), and has
served on the Board for WVAHPERD and NCPEID. Dr. Taliaferro’s research interests involve the inclusion
of individuals with disabilities in physical activity with an emphasis on physical education teacher
preparation and self-efficacy toward teaching students with disabilities, adapted aquatics, motor skill
assessment, and community physical activity.
Amanda Metcalf is an Assistant Professor of Physical Education at Fairmont
State University and received her Ph.D. in Kinesiology from West Virginia
University. Prior to her appointment at FSU, Amanda served several years as a
faculty member at Central Missouri University. She has presented at the local,
state, and national levels. Amanda is a Physical Best Health-Fitness Instructor
who enjoys teaching fitness and sport skill oriented courses as well as
incorporating technology into her instruction.

Susan Ross is an assistant professor with the Department of Health and
Human Performance at Fairmont State University. Susan earned her B.S.
degree in Health and Physical Education from Alderson Broaddus
University, M.S. degree in Community Health Education from WVU, and
Ph.D. in Kinesiology with an emphasis in Physical Education Teacher
Education from WVU. Susan’s background includes teaching physical
education in the public schools for twelve years in various roles, including
an elementary health and physical education teacher in Ritchie County
and Marion County WV; and an adapted physical education specialist for
Marion County Schools. Susan currently teaches Introductory Seminar in
Human Movement and Biomechanics courses at FSU and her research
involves motor skill acquisition and teacher effectiveness.
Sara Ballengee teaches Health at Princeton Middle School in Mercer County
West Virginia. Sara attended Concord University and is certified in both
Health and Physical Education. Sara has been both a member and a mentor
for the Health and Physical Education Leadership Academy. She has served
WVAHPERD as the Recreation Chair and the Vice President of Secondary
Education and has served on the Mid-West Recreation, Leisure, Lifestyles
and Fitness Council. Sara has been awarded the WVAHPERD Young
Professional Award and the 2013 Health Teacher of the Year award.
A sincere thank you to all of the presenters at this year’s
WVAHPERD conference. We appreciate their willingness to
share their ideas for best practice within our community of
learners. Any conference is only as good as its presenters and
we are very excited about the range of expertise and topics
that will be addressed.
We would encourage all of you to consider submitting a
presentation proposal for our 2015 WVAHPERD Conference.
Look for that call for proposals in the next couple months.

Each year WVAHPERD awards small grants to
support JRFH/HFH programs and events in
schools across the state. The proposal process
requires 2-page narrative that explains the
passion you, your students, school, and
community have for JRFH/HFH. Summarize how
the grant (if awarded) will enhance the school’s
physical education program in a way that aligns
with NASPE Standards and Guidelines. The
proposal also needs to include a sample budget
for the program/equipment described in the

On this 35th anniversary, we wanted to take a
moment to thank you for your leadership with
respect to the Jump Rope for Heart (JRFH) and
Hoops for Heart (HFH) Programs that are jointly
sponsored by SHAPE America and the American
Heart Association. The JRFH and HFH programs
combat heart disease, stroke, and childhood
obesity through school-based fundraising
events. The proceeds benefit individuals who
need advanced cardiac care while also
furthering related research. In addition to
serving as important national and state
fundraising opportunities, these valuable
programs promote physical activity, heart
healthy living, and community service.
Each year in West Virginia, participating schools
raise money on behalf of the American Heart
Association. This measure of success could not
be achieved without the personal commitment
and professional excellence of the JRFH/HFH
school coordinators. So please accept our
sincere thanks on behalf of WVAHPERD. Please
know that our members and the communities
we serve truly appreciate your efforts.

WVBE Policy 2150 Update
Summary of Changes: Elementary and Middle schools are now required to provide 30 minutes
of physical activity daily and at least 50 percent of class time in Physical Education Elementary –
High School will be spent in moderate-to-vigorous intensity physical activity (MVPA).
Physical Education K-5: In grades Kindergarten-5, not less than 30 minutes of physical
education, including physical exercise and age appropriate physical activities, for not less than
three days a week shall be provided as per W. Va. Code §18-2-7a. At least 50 percent of class
time for physical education will be spent in moderate to vigorous-intensity physical activity.
Physical Activity K-5: In grades Kindergarten-5 physical activity in the form of recess or informal
physical activity will be provided for no fewer than 30 minutes daily for all students.
Physical Activity 6-8: Middle schools should recognize that healthy lifestyles and academic
success are tightly interwoven. Therefore, schools should promote wellness activities that extend
beyond the course requirements for physical education and health. This may be accomplished
through programs that focus on skill development, sportsmanship and teamwork. Opportunities
will be provided for 30 minutes of moderate to vigorous integrated physical activity daily to keep
middle grades students physically active throughout the school year. Wellness education should
target the widespread behaviors that undermine the health and resulting capacity for personal
success during adolescence.
Physical Education 6-8: In grades 6-8, not less than one full period of physical education,
including physical exercise and age appropriate physical activities, each school day of one
semester of the school year shall be provided as per W. Va. Code §18-2-7a. At least 50 percent
of class time for physical education will be spent in moderate to vigorous-intensity physical
activity. Schools not having the number of certified physical education teachers or required
physical setting may develop alternate programs that will enable current staff and physical
settings to be used to meet the physical education requirements. Alternate programs shall be
submitted to the WVDE and the Healthy Lifestyle Council for approval.
