Holmes & Hills’ Planning & Development Team invite you
and your colleagues to attend their 5th annual series of
free Planning Law Updates, taking place across Essex &
Suffolk.
Holmes & Hills’ series of Planning Law Updates is the
largest of its kind in the region, last year attracting 220
planning and property professionals from the public and
private sectors.
Recent years have seen a raft of changes to planning
legislation and policies. The Planning & Development
Team will be delivering a CPD certified update on
important changes to planning legislation over the
previous 12 months, as well as case law developments
and the implications of these for property, development
and planning professionals.
Holmes & Hills’ Planning & Development Department is

David Whipps - Partner
David is Head of the Planning & Development Team.
David is an Associate of the Royal Town Planning Institute
(RTPI) and is also a member of the Law Society’s Planning
Panel.
Steven Hopkins - Partner
Steven specialises in dealing with contentious planning,
property litigation and planning enforcement matters,
including proceedings in the Magistrates, Crown, County
and High Courts. Steven also often appears at public
planning inquiries.
Joanna Lilliott - Solicitor
Jo is recognised as a regional specialist in planning and
highways law, particularly planning obligations and
highway works agreements. Jo currently acts for a number
of local authorities, developers and private landowners.
Tom McPhie - Solicitor
Having previously held positions as Principal Solicitor for
Colchester Borough Council and Head of Planning for
another regional law firm, Tom has a wealth of experience
dealing with complicated planning matters from a range
of perspectives.
Michael Harman - Solicitor
Michael works alongside Steven Hopkins on complex
planning and property litigation matters, including
planning enforcement issues, planning appeals and
breaches of planning control.
