Notice of By-Election
A by-election will be held in Saskatoon on Wednesday, October 29, 2014 from 8:00 a.m. to 8:00 p.m. Eligible voters will vote for one trustee for
St. Paul’s Roman Catholic Separate School Division No. 20 (Greater Saskatoon Catholic Schools) to fill one vacancy on the board.
The Official Results of the by-election will be formally declared by the Returning Officer at 11:00 a.m. on Friday, October 31, 2014 at the
Office of the City Clerk, City Hall.
Who Can Vote
You can vote in this by-election if, on the day of
the by-election, you:
1. Are a Canadian citizen;
2. Are at least 18 years of age;
3. Have resided in the Catholic school division,
or on land that is now in the school division,
for at least three months for the period of time
immediately preceding the by-election;
4. Have resided in Saskatchewan for at least six
months for the period of time immediately
preceding the by-election; and
5. Are of the religious faith of the minority that
established the separate school division,
which means you must be of the Roman
Catholic faith.
If you are of the Ukrainian or Chaldean Catholic
rites or your faith recognizes the Pope as the
leader of your church you are considered a
member of the minority Catholic faith, thereby
becoming an elector for the Roman Catholic
separate school board.
You are not eligible to vote for the school board
if you do not live in the city of Saskatoon. You
may only vote ONCE, regardless of how many
properties you own.
Residency
For the purpose of this by-election, the residence
of a person is the place where that person
ordinarily resides. A person who is temporarily
absent from the place where that person ordinarily
resides does not lose his or her residence. No one
can have more than one residence in the province.
If a person has more than one home in the
province, he or she must choose one of them as
his or her residence.
General Voting Rules
Before voting, you are required to provide proof
of your identity and your residence. You must also
sign a declaration that states you are eligible to
vote. There are several ways to prove your identity
and residence.
Option 1
> One original piece of identification that
includes your photo, name and address.
> The identification must be issued by a federal,
provincial or municipal government i.e. valid
Saskatchewan Driver’s License.
If your identification does not meet these
criteria, it will not be recognized as an
acceptable form of identification.
If you do not have a valid driver’s license, you may
obtain photo identification from Saskatchewan
Government Insurance.
Option 2
> Two original pieces of information, both of
which must contain your name and at least
one that contains your address i.e. utility bill
issued to you within the last six months and a
credit card statement.
Option 3
If you do not possess any form of acceptable
identification, you may have another voter vouch
for you. In this case, the following requirements
must be met:
> You must be accompanied by another voter
who has acceptable identification; and
> The voter who is vouching for you must be
entitled to vote at the same polling place.
For more information on voter identification
and a complete list of acceptable identification
options, visit www.saskatoon.ca (look under ‘E’
for Elections).
Your Polling Station
> Visit www.saskatoon.ca and use the online
form (look under ‘E’ for Elections) to find your
Polling Station. Enter your address, and you
will receive your Polling Station location.
You may also call the City Clerk’s Office
at 306-975-3240.
> Poll boundaries run down the centre of the
street. If you live on the boundary, vote at the
Polling Station on the same side of the street
as your home.
> You must vote at your assigned Polling
Station. If you go to another Polling Station,
you will be directed to the proper one unless
you are there to utilize the AutoMARK Voter
Assist Terminal (VAT).
> All voters must complete a Voter’s Declaration
form at the Polling Station and provide proof
of identity and residence.
To Assist You
There are several options if you need assistance
to vote:
> Election officials at each Polling Station are
available to provide assistance to voters with
a physical disability or anyone with reading or
writing difficulty.
> Bring a relative or friend. After they sign
a declaration, they may help you in any
way required.
> A magnifying device is available upon request
at each Polling Station.
AutoMARK Voter Assist
Terminal (VAT)
The AutoMARK Voter Assist Terminal (VAT) is an
optical scan ballot-marking terminal that provides
privacy and accessibility to voters who are visually
impaired or have physical impairments that would
make it difficult or impossible to mark a ballot in the
usual way. It combines a touch screen terminal and
the same paper ballots that are used by all voters.
The VAT will be available for voting at:
> Advance Poll - City Hall
- October 22 and 25
> By-Election Day
- St. Mary’s Wellness and Education Centre,
327 Avenue N South
- St. Joseph High School, 115 Nelson Road
Any separate school board elector can go to either
location on the day of the by-election to use the
VAT only. If you are not using the VAT, you must
vote at the poll in which you reside.
By-election Results
For unofficial results, visit www.saskatoon.ca
after the polls close at 8:00 p.m. on Wednesday,
October 29, 2014. The Official Results will be
formally declared by the Returning Officer at
11:00 a.m. on Friday, October 31, 2014 at the
Office of the City Clerk at City Hall.

I was privileged
to spend over 30
years with the GSCS
Division as a teacher
and vice-principal.
When I retired this
past spring I wanted
to continue serving
my community.
As a parent and a teacher in schools
across the division I have witnessed
firsthand many changes in education, and
gained an understanding of the needs
and concerns of parents, teachers and
students across our Catholic system. I
have served on a number of committees
and been actively involved in many school
and extra-curricular student activities.
I have always believed in bringing out
the best in individual students; I would
like to continue to exercise my passion
for helping students succeed and to
safeguard their right for a faith-based
education. If elected, I will ensure that
every decision I make focuses on the
effect to our students and our schools,
and holds true to our Catholic identity.

Mike Cey
Hello, my name is
Mike Cey. Laura and
I have been happily
married for 21 years
and we are blessed
with four children
who are currently
enrolled in the
Saskatoon Catholic
school system. Saskatoon has been our
home for the past 15 years, where I work
in the bioscience sector.
Most recently I have served as Chair of
the Parish Pastoral Council at Holy Family
Cathedral where I helped guide the
development of our 5 year Shared Vision
plan. I have also served as K of C Grand
Knight at O’Neill Council in Regina.
I am originally from Wilkie, and raised as
part of a large family, I will bring a spirit
of gratitude, humility and good humor to
this role.
We have a beautiful 100 year legacy
of Catholic education to build upon in
Saskatoon. Please join me as we set the
course for the next 100 years.

I care deeply about
Catholic education.
As a parent,
and as a former
teacher, principal
and director of
education with
Catholic schools,
I have grown in
my understanding and appreciation of
what Catholic schools are all about –
learning and growing together as a faith
community.
In addition to serving with passion and
dedication in Catholic education, I have
held many parish and diocesan leadership
roles. I am currently on parish council
and am active in several ministries at
the Cathedral of the Holy Family. I also
serve on the diocesan Commission
for Ecumenism and as the diocesan
representative on the provincial Catholic
Connections Committee.
I believe in parental choice for Catholic
education, equitable opportunities for all
students, appropriate classroom supports
and resources, and our right to offer faithbased education. With my experience,
knowledge, and unwavering commitment,
I welcome the opportunity to work with
all stakeholders in strengthening Catholic
education.

I am running for
the position of
trustee with the
Greater Catholic
School Division
because I believe a
quality education
is possible for our
children while
emphasizing the values of our Catholic
church. I believe that faith based
education will produce a more caring and
responsible adult who will contribute
positively not only to our Catholic
community, but to society as a whole. I
believe that our separate schools exist for
a reason – to promote an enduring faith
within our children. Based on my previous
experience as school board member
and my own experience as a student in a
Catholic community and school, I feel that
I can contribute to the education of our
children.
