I hope you joined in the fun of a GREAT Community Day on Friday & Saturday, September 5th and 6th. Every aspect went well, the weather was great, and everyone seemed to have a wonderful L-R: Fred Richardson, Tom Stracken Jr, time. This year is the first time we’ve held Jason Houston, Cory Middel Community Day as owners of the Kiln Creek Golf Club & Resort. I hope everyone enjoyed being in their Club. After 8 months of hard work the Club is starting to prosper. It is starting to be the Community amenity that we thought it could become. We appreciate your support of the Club and we hope you make it a regular stop in your social life! Many thanks to the Club staff, HOA staff, and all the volunteers for their wonderful preparation and support during the event. I’d especially like to thank Chris Coleman and Laura Davis for taking the lead in make the Community Day such a success. This year in particular it seemed we heard from you that these canvassers were stating that they were sent out by the HOA office. I can assure you that we (the HOA) haven’t seen anyone canvassing into our community. Since the majority of the issues we had this past summer were from security companies, I can only guess that they were getting the law enforcement reports for all the petty crimes going on in the York County neighborhoods this summer and decided that it would be a good idea to come into Kiln Creek to solicit their services. During the summer months petty crimes do seem to increase. This may be due to the nice weather and the “would be criminals” hanging out later at night or it could be due to school being out of session and youth having too much time on their hands. Whatever the case may be these issues do seem to be on the rise during warm weather. We still have some villages that are not involved in a neighborhood watch program or have not formed any type of crime watch for their village. What is a NEIGHBORHOOD WATCH? It is an organized effort by concerned residents to look out for each other’s safety, and to help law enforcement officers protect people and their homes against criminals. Working together, neighbors learn how to safeguard each other’s homes and reduce the risk of crime. They become more alert to unusual or suspicious circumstances, individuals, or vehicles. They learn that it is better to call the police when they see something suspicious, even if their suspicion proves unfounded, rather than to keep it to themselves and risk letting a neighbor be victimized. Your neighborhood could simply form a phone tree or email tree so that when there is suspicious activity in your village you can work together to get the word out. It doesn’t have to be a formal process but if you would like information on how to form a formal neighborhood watch program for your neighborhood, please call 591-4978 (NN) or 890-3642 (YC) and let the person who answers the phone know you want more information on the neighborhood watch programs for your area. You might also want to attend our National Night Out Event on Tuesday October 7th to meet with members of law enforcement in a social setting. There also will be a brief presentation by law enforcement. Who to notify in the event of a crime: Call the Police-Non Emergency Phone number (NN 928-4295) (YC 890-3603) as the first step. What the Police need to know: What happened? Where? When? How? Who did it? If a vehicle was involved: What was the license plate number? Color? Make? Model? Year? Which way did it go? How many people were in the car? What was their sex? Race? Age? Height? Hair Color? Clothing? Any type description you can give law enforcement is helpful. Did you hear them say anything? Look for these Signs: A stranger entering a neighbor’s home that appears unoccupied (never leave your house unlocked)! Anyone looking into parked cars (please don’t leave your car doors unlocked)! Breaking glass, gunshots, screams or abnormally barking dogs. Anyone loitering around the neighborhood. Anyone going door to door, trying to open doors. Any vehicle cruising slowly back and forth on the street. Anyone sitting in a parked car, especially at an unusual hour. What appears to be a stranger talking to a child or putting a child in a car. 3 McGruff® says…Take a bite out of Crime! National Night Out 2014 Tuesday October 7, 2014 5:00-6:30 p.m. What is National Night Out? It is a crime prevention event sponsored by law enforcement to help heighten crime awareness and to support anti-crime programs. It also helps to strengthen neighborhood spirit and law enforcement partnerships. Kiln Creek wants to send a message to criminals that we are organized and united in our fight against crime and we want to let them know we don’t want them (criminals) in our community. Please join us on Tuesday October 7th at the Kiln Creek Recreation Center (picnic area) at 5:00 p.m. for hotdogs and drinks and discussions with neighbors and law enforcement on how to combat crime in our community. There will be fun stuff for the kids to do and a possible appearance by McGruff the Crime Dog® We’d love for you to join us. Stock your cashbox with change and have plenty of newspaper ready to wrap breakables. 5 KILN CREEK’S COMMUNITY SHRED DAY SATURDAY October 25, 2014 11 a.m. until 2 p.m. “Shred Day” has been such a big hit with our residents and has been such a big success, we have been asked if we can hold the event twice a year. Why continue this effort you ask? Our Community “Shred Day” is a concentrated effort by the Kiln Creek Owners Association to help our residents combat “Identity Theft”. Stealth Shredding will again be on hand to shred your confidential items. They will begin at 11 a.m. this year and be on hand until 2 p.m. *Please note in addition to paper products; video tapes, binders and CDs can be shredded. There is no need to remove staples or paper clips! Residents are welcomed on a first come, first serve basis. Please bring your REC PASS with you to the event. For your peace of mind…….. A salad luncheon was enjoyed by everyone. The programs were discussed for 2014-15 and a busy year is ahead. The KCGA meets the 2nd Tuesday of month at 1 p.m. at the Rec Center. Everyone is invited to attend. The October program will be Angela King, Director of the Newport News Green Foundation. She will talk about 2 new programs that are being implemented. November program will be at Jeff ’s Florist where Jeff will show us how to make topiaries to use in our fall decorating. It’s a blast to dress up in costumes, go trick-or-treating, attend parties and, most of all, eat candy! At the same time, Halloween can be scary for parents. Costumes can be dangerous, too much candy can be sickening and walking around at night can be risky. The Centers for Disease Control and Prevention offer these tips (in anagram form) to make sure your little ghouls and goblins have a safe Halloween: S – Swords, knives and similar costume accessories should be short, soft and flexible. A – Avoid trick-or-treating alone. Children should walk in groups or with a trusted adult. F – Fasten reflective tape to costumes and bags to help drivers see trick-or-treaters. E – Examine all treats for choking hazards and tampering before they’re eaten. H – Hold a flashlight while trick-or-treating to help see and help others see you. A – Always test make-up in a small area first. Remove it when done to avoid skin irritation. L – Look both ways before crossing the street. Use established crosswalks wherever possible. L – Lower the risk for serious eye injury by avoiding decorative contact lenses. O – Only walk on sidewalks or on the far edge of the road facing traffic to stay safe. W – Wear well-fitting masks, costumes and shoes to avoid blocked vision, trips and falls. E – Eat only factory-wrapped candy. Avoid eating homemade treats unless you know the cook. E – Enter homes only if you’re with a trusted adult. N – Never walk near lit candles or other open flames. Be sure to wear flame-resistant costumes. If you’re expecting trick-or-treaters: † Consider providing non-traditional treats such as raisins, bags of popcorn, pencils, erasers, etc. † Be sure walking areas and stairs are well-lit and free of obstacles that could cause falls. † Keep candle-lit jack-o-lanterns and other open flames away from doorsteps, walkways, landings and curtains. Place them on sturdy tables, keep them out of reach of pets and small children and never leave them unattended. † Drive safely and watch out for trick-or-treaters. Leaf Removal The Virginia Property Owner’s Act requires the seller to obtain from the homeowners association a Disclosure Package and to provide this to the purchaser. The package contains important information regarding your community such as the budget, rules and regulations, governing documents, current cash in reserve accounts etc… It also contains information about your specific lot regarding any violations. The purchaser may cancel the contract within three (3) days after receiving the Disclosure Package or being notified that the package will not be available. This is one of the reasons it is good to order your package promptly. The Association has 14 days to provide the package once ordered. There is a $100 charge for the package and it must be ordered and paid in full before the package can be processed. *Please note that the Association now conducts on-foot front and backyard inspections of your lot for the disclosure package. You will be asked to sign a statement to this effect when ordering your package. As soon as you receive a written contract to purchase your home, make sure you order the package in a timely manner by calling the HOA office at 757-877-9835. It’s that time again when leaves are starting to fall. We wanted to remind you that the piling of un-bagged leaves on your curb is strictly prohibited. By doing this, you are allowing your leaves to blow through neighbors properties and also allowing them to blow down our storm water drains. These extra leaves will flow into our lakes which can cause damage to our fountain systems. Please be courteous and follow the rules and bag your leaves. If it is noticed that you are piling leaves on the curb, or placing bags on the curb prior to the appropriate pick up time, you will be considered in violation and will receive prompt notice. Newport News: All leaves must be placed into clear plastic bags to be picked up with bulk trash. Please do not place the bags on your curb until 5:00pm the Sunday evening before bulk trash pick up. Please remember that bulk trash pick up is every other Monday (October 13 & 27, November 10 & 24). You may also place leaves in your regular trash bin to be picked up on Wednesdays. (Only what will fit in the bin will be picked up on Wednesdays, not any extra bags.) York County: York County does not have a weekly bulk trash pick up service; therefore they schedule a leaf pick up every two weeks. All leaves must be placed into clear plastic bags. Please DO NOT place leaves on the curb until 5:00pm Sunday evening of the scheduled pick up week. At the time of writing this article, they have not set the starting date. Pick up typically starts the first full week in November. PLEASE contact Y.C. Solid Waste at 890-9780 to find out the start date for your neighborhood. ****If you live in a private neighborhood, please contact your management company for proper disposal of leaves. NO FISHING IN KILN CREEK Please be reminded that there is no fishing in any of the Kiln Creek lakes. We recently had our annual fishing fun on September 6th during our Community Day festivities. Since that day has now come and gone, there is NO FISHING once again. Please report any fishing to the HOA office immediately. 14 Friendly Reminders from the Office Questions and Answers From the Office Q. A. “They missed my trash can”: There are certain times that your trash can needs to stay on the curb a little longer, or it might have even been missed during the regular pick up; but there is no way for our office to know of these circumstances. If for any reason your trash can is on the curb before or after the specific times, please contact our office as soon as possible. This way we can make sure you are not sent a notice. Trash can and recycle bins are one of the most unsightly things in our neighborhoods, yet we all need them. We try very hard to make sure they are not visible except when on the curb for pick up. How do we participate in the community yard sale? No need to sign up for the yard sale, just set up! Make sure to put out some balloons on your neighborhood’s entrance sign to show where a sale is going to be. Please remember, no other signs are permitted except on your own lawn. We will also be putting an ad in the newspaper. Don’t forget, if you live in Newport News, you must go down to the local police station to purchase a yard sale permit for approximately $5.00. Q. A. Can we still get our rec passes even though the pool is closed? Yes! Since the rec. passes are now for more than just the swimming pools, you may receive your pass all year long. Please remember that all current passes that have been lost will be replaced at a $10 charge. Q. A. When can we start putting up holiday/ seasonal/temporary decorations? 1) Seasonal decorations may be displayed during the calendar year’s seasonal dates. 2) Holiday (Halloween, Thanksgiving) decorations may be displayed for up to 14 days before and 7 days after each holiday. 3) Christmas and Hanukkah decorations may be displayed from Thanksgiving to January 10th of each year. Q. A. How can we use the tennis courts? Depending on which tennis courts you want to use, you will need to go to one of two paces; the HOA office for a key to the courts by the Rec Center – ORthe K.C. Golf Club & Resort office for a key to the courts at the golf club. **Please note that if a key is lost, there is a $25 replacement fee. Pet Owners: Please be mindful of others and clean up after your pet. We receive complaints of this nearly every week. Please curb your pets, and stay off any lawns that you do not have permission to go on. There are also doggy stations all along the walking trails. Your assessments help pay for this service, and pet waste is also a health hazard. Remember, pets must be on a leash and accompanied by a responsible person at all times, except when in a fenced rear yard. Pets shall not be tethered. The HOA Office will be closed on Thursday November 27th and Friday November 28th in observance of Thanksgiving. The HOA staff wishes you and yours a very happy and safe Thanksgiving!! 15 Retiring Old Glory We are in desperate need of a volunteer from the community who could take over the job of retiring old glory (retired flags). Our most recent volunteer has fallen ill and can no longer do this job. If you are a boy scout or you have a son who is or you are a member of the American Legion or another group that retires old flags, please contact us. The Association staff is thankful as we approach the Thanksgiving holiday; for residents who receive their annual review notices and realize it is just a reminder for them; not a blemish on a record or anything personal. It makes a very nice Thanksgiving decoration. EnchantedLearning.com Supplies: • • • • • Brown, red, orange and yellow construction paper Pencil Scissors Glue Googly eyes (optional) Trace around the child’s feet using brown construction paper. These two pieces will be the turkey’s body. Trace around the child’s hands using red, orange, and yellow construction paper. These 6 pieces will be the turkey’s feathers. Glue the two footprints together to make the turkey’s body. (The heels make the head area.) Cut out a round wattle and an orange beak. Glue the wattle, beak, and googly eyes (or paper eyes) to the turkey’s head. Make two legs from paper and glue then to the back of the body (or use pipe cleaners and tape them to the back). Glue the handprint “feathers” to the back of the turkey. You can now decorate your house for Thanksgiving with these cute turkeys. Don’t forget to put the child’s name and age on the back of the turkey. 29 It’s Budget Season…. By: Megen McMichael, KCOA Board Treasurer It is budget season around the Homeowners Association! What that means is the Board sets up a ‘Budget Committee’ to start the work of reviewing and looking at the budget over the past year(s) and see where we could save additional money or where perhaps we have to increase money on certain line items to form our next year’s budget. For example, the cost of gas for our maintenance vehicles may have gone up, or maybe we found a way to cut costs on printing assessment coupons so that item would go down. Once the Budget Committee meets, a draft budget is presented to the Board at the September Board Meeting. From there, we make any requested tweaks based off of the Board’s discussion and then present it at the Neighborhood Advisory Board (NAB) Meeting in October. We have a discussion with the NAB members, again make any necessary tweaks and then officially vote on it at the October Board Meeting. After the vote, it is placed on the website and is available in the Homeowner’s Office for 14 days. After that time, it is considered officially approved by the membership. While that is the process, the staff is constantly reviewing the budget throughout the year for ways to increase revenues and cut costs. This year was no different. Throughout the year, the staff and Board made decisions to do just that. This fee is paid by the purchaser of the property and is direct income for the Association. The rental cost of the recreation center was raised from $175 to $200 due to updates that were done. New kitchen cabinets were installed, a backsplash, and new cabinet hardware. New décor and curtains were installed and new sinks for the bathrooms in the rec center. Since Recreation Center rental is income on our budget, it is important to keep the room as desirable as possible and after many years of not much updating, it now has a new look that we feel the residents will appreciate. We have changed the Courier to a ‘Green’ status which means we are not printing out the Courier at such a volume as we have done in the past. Each Courier costs approximately $4,000 to print. In addition, costs were saved on maintenance workers as they could focus on the day-to-day operations and not take a day away from their work to deliver the Couriers. This initiative will be revisited towards the end of the year to see if this will be a continued effort or if we will revert to the traditional print version. The Board decided the initiative would only be done on a ‘trial basis’ through the end of the year. We have been working to get a credit line that you only pay interest on to make needed repairs at the golf course. A great deal of the items at the club are original and are in much need of replacement. Some items such as the convection oven are very important items on the replacement list. The club depends tremendously on its cooking appliances because that helps to generate revenue through banquets, etc. The HOA has been working closely with the Golf Club to see where we can consolidate and save costs. We have done that by: o Handing down the HOA equipment when it is time to replace it, to the golf course to save operating expenses at the golf course. o Sharing a staff member to help with event coordination at both places. We have developed committees to focus on certain line items that are budgeted at a high dollar amount or are running over budget to see what we can do to reduce costs. Specifically: o Lake Maintenance Line Item: We have hired an individual that is certified to spray the lakes so we can do away with the lake maintenance treatment program because we will be able to do it in-house now. When not working on the lakes, this individual is an asset to the Maintenance Staff. o Legal Line Item: A committee has been established to review legal expenses and determine how we can save costs in this area possibly looking at a retainer. oOffice Space Line Item: The committee has been reviewing possible locations at the Golf Club to move into permanently which would save approximately $69,000. We are hoping to achieve this early in 2015; however the biggest challenge would be to transfer the camera monitoring system from the current location to the new location at the Golf Club.
