DOH: De Guzman’s case will be based on documents

THE Department of Health (DOH-6) said they will
observe due process on the charges filed against the
chief of the Western Visayas Sanitarium (WVS) in
Sta. Barbara.
In an interview with The Daily Guardian On Air last
weekend, second strict congressman Arcadio Gorriceta
said he wants Dr. Annabelle De Guzman ousted due
to their misunderstanding on the construction of the
P25-million hospital ward expansion project in the
sanitarium.
But Gorriceta denied he is interested in the bidding
or construction of the project and is only concerned
with its wrong orientation.
Dr. Marlyn Convocar, DOH-6 regional director said
the regional office will base its decision on De Guzman’s case on the evidence and documents presented
by both parties.
Four WVS employees accused de Guzman of op-
pression, humiliation and abuse of authority.
“The result of the investigation will serve as basis
for the action of DOH. We will stick to the facts and
supporting documents,” Convocar said.
Covocar said a lawyer from the central office arrived
yesterday to conduct a preliminary investigation on the
charges filed against De Guzman.
Convocar said she talked with Gorriceta and the
congressman conveyed to him the same concern.

Capitol’s P3.3-billion annual 2
investment fund approved

THE Iloilo Provincial Development Council (PDC) approved
the P3.3-billion annual investment program and 20 percent
development fund for 2015.
The budget was approved
during the council’s meeting
last October 8.
Provincial administrator
Raul Banias said the AIP is a
list of projects prioritized by the
various sectors (general public
services, social services and
economic) but not all will get
the funding.
“Only the 20 percent development fund or P358.2 million
will be funded in 2015. Those
that are not listed cannot get
the approval whenever fund is
available,” he said.
The items which did not
avail of the funding can get
from other sources such as loans
or grants from the Korean International Cooperation Agency
(KOICA) and World Bank.
Various sectors validated the
programs identified and added
more projects for possible funding during the PDC meeting.
Banias said the province
prioritizes projects in the economic sector with P58 million
counterpart funding from the
Philippine Rural Development
Program and P40 million for
health programs for hospitals.
Social services projects also
received a substantial amount.
The PDC is composed of
municipal mayors, with 30 percent of its members from nongovernment organizations.

in ‘bayle’ shooting

A MEMBER of the Regional Intelligence
Office (RIO) 6 under the Police Regional
Office (PRO-6) is a suspect in Sunday’s
shooting incident which wounded a 25year old man at Brgy. Sooc, Arevalo, Iloilo
City.
No less than the victim, Fernando Caturas Jr. of Project 3, Sooc village, positively
identified his neighbor, Benjie Calunsod, as
the one who shot him.

Arevalo police chief, said that the victim
referred to Police Officer 3 Benjamin
Calunsod who is assigned at RIO-6 in Camp
Delgado, Iloilo City.
Caturas, who is still recuperating from a
gunshot wound on the lower left back portion of his body, briefly talked to Arevalo
police investigators Sunday.
Querubin said scene of the crime operatives (SOCO) recovered three empty shells
of caliber .45 bullets.
“We already sent a request addressed to
RIO-6, through the Police Regional Office
(PRO) 6, to conduct ballistic examinations
on PO3 Calunsod’s firearm,” he added.
But while Caturas survived the incident,
his friend Aldrin Gasis, 23, of Project 4,
Brgy. Navais, Mandurriao, died of a stab
wound on his back.
Querubin said witnesses identified a
certain “Negro” as Gasis’ assailant.
Aside from Calunsod and Negro, two
other suspects were also identified by witnesses.
Querubin said they have yet to determine
the motive for the incident.
The two victims were on their way home
when a group of men attacked them from
behind shortly after midnight of Sunday.
It was believed that the victims had a
misunderstanding with the suspects during
a community dance at the village hall.

the 12th (Cadre) Battalion based in Banga,
Aklan.
On Monday, October 13, Lieutenant
Colonel Enriqueto Deocadez, Jr. assumed
as commanding officer of the 82IB replacing Lieutenant Col. Aldwine Almase.
Deocadez is the outgoing Executive
Officer of the Army’s 301st Infantry
“Bayanihan” Brigade. He served as the
Assistant Chief of Staff for Civil-Military
Operations, G7 of the 3rd Infantry Divi-

Ompong leaves 3 dead in Iloilo City

Iloilo City since October 10.

arm-twisting tactics on Sanitarium?

T appears the feud between Iloilo second district
Rep. Arcadio “Cadio” Gorriceta and officials
of the Western Visayas Sanitarium (WVS) in
Sta. Barbara, Iloilo developed only after one camp
refused to follow the wishes of another camp over a
WVS projected implemented by the Department of
Health (DOH).
Since a standoff is unacceptable, Gorriceta is now
calling for the ouster of WVS chief, Dr. Annabelle
de Guzman.
Gorriceta’s move, however, was viewed by some observers as an
“arm-twisting tactic” only because he failed to get what he wanted.
As a member of the legislative branch, Gorriceta is supposed to enact
laws, not to interfere in projects pushed by the executive branch.
By calling for De Guzman’s ouster only because she crossed his
path, Gorriceta, a best friend of Senate President Franklin Drilon, is
showing “who’s the boss”; he could be guilty of influence peddling
or “waslik poder.”
The Liberal Party congressman is flexing his political muscles.

We were told since elementary days that the teachers are our second
parents.
Therefore we should be kind to them; we should accord them the
love and respect we give our parents.
We can forget the names of some of our relatives but not our teachers.
Gorriceta must have forgotten this fundamental ethos when he allegedly belittled the teachers by comparing them to officials of the WVS
during the executive committee (EXECOM) of the WVS meeting in
Sta. Barbara, Iloilo early this year.
The spat with the WVS officials occurred when Gorriceta reportedly pushed for his recommendation to change the orientation of the
WVS’ P25-million hospital ward extension project when he barged
inside the EXECOM meeting.
The Daily Guardian, which interviewed Gorriceta over Aksyon
Radyo on Saturday, reported that the neophyte solon reminded the
officials the extension project must take into consideration the P137million Sta. Barbara-San Miguel access road project and the presence
of an ongoing residential project.
When hospital officials did not accept the congressman’s suggestions, Gorriceta allegedly called them “close-minded and stubborn.”
The ward extension has been approved by the DOH central office
and that WVS is just the implementer, asserted De Guzman.
INCIDENT
TGD reported October 13 that the EXECOM incident report also
quoted Gorriceta as saying that the WVS officials are “like public
school teachers who just follow all the whims and wishes of their
superiors.”
“He further accused the EXECOM members of being afraid of
‘imperial Manila’,” the EXECOM resolution added.

Bare Facts
THE JICA flood control project
prevented a major flooding but...
L
AST WEEK, three days
of heavy rains proved
that the JICA Flood
Control Project serves its purpose of preventing a major
flood in Metro Iloilo.
Without the floodway, the
heavy downpour would have
caused waist deep flooding in
Pavia, Iloilo and Jaro, Iloilo City.
But why is still there minor flooding, mostly
in the streets of downtown Iloilo City?
As far as drainage capacity is concerned, it is
now proven that the JICA floodway can adequately drain the storm waters (the technical term for
rain water that hits the ground) even at the most
extreme and heavy prolonged rainfall.
But why oh why is there still flooding in the
streets of the city? One does not have to be a
scientist to know why!
The simple reason is that the drainage system
of the city is lousy, that it CANNOT deliver the
storm water towards the Jica flood way or towards
the sea. The claim of some city hall apologists that
Iloilo City is below sea level is not true.
I still remember that our first surveying exercise in college was to determine the elevation
from sea level of the first floor of Roblee Hall
where the office of the College of Engineering
was formerly located. We started at Parola and
traversed our way via the Railway tract up to CPU
campus and our findings shows that definitely
Iloilo City is above sea level!
Street flooding is also a barometer of how
disciplined we are as a people. If we wantonly
continue to throw our garbage, especially plastics,
anywhere, even the functioning city canals will
be clogged up.
The city has been rehabilitating the drainage
system but flooding still occurs, a sign that the
effort of the city engineer is not enough and that
the people still continue to throw garbage into
the canals.
We go back to the role of the JICA floodway in
preventing a major flooding in Metro Iloilo. There
were misgivings (including this author) before
the heavy rains that the floodway will overflow
because it is filled with sediments and giant cogon
grasses were allowed to flourish in the mounds
of sediments along the floodway bed.
During his inspection a year ago, the Japanese
Ambassador was dismayed that the floodway was
full of sediments and grasses and he wanted it
restored to its newly-constructed condition.

During the early days when the floodway
was devoid of sediments and grasses, it caused
tremendous erosion of river banks upstream in
Pavia, Sta. Barbara and San Miguel because it
increased the speed of river flow. This is due to the
siphon effect of the straight floodway. Rivers are
created by nature to be winding or sinuous so that
it can expend its excess energy in the curvature
of its path, thus reducing the speed of its flow so
it will not erode the river banks.
In order for a river not to be destructive, its
hydraulic and geometric variables will have to
be at equilibrium. It then technically becomes a
river at grade.
The hydraulic variables are: sediment load of
the water, volume and timing of water delivered
by the watershed while the geometric variables

Putting it right
T
OMORROW the Diocese of Bacolod will
celebrate the feast of Our Lady of the
Most Holy Rosary, its secondary patron.
This feast has been celebrated for generations.
The street named after this title of the Blessed
Mother is an indication Bacolod has been celebrating this feast since Spanish times.
Indeed the Calle del Nuestra Señora del
Santissimo Rosario, commonly known as Rosario Street is among the few remaining streets of the 20th century
Bacolod that retained its name despite attempts to change it to
honor a politician.
The antiquity of this feast is without question so that I find it the
height of presumption on the part of the organizers of this year’s
MassKara Festival to declare in press statement that the Feast of
Our Lady of the Most Holy Rosary is being celebrated “in connection” with the MassKara festivities.
The organizers are making it appear that the celebration of the
feast of Our Lady of the Rosary is an adjunct of the MassKara
Festival and are trying to take credit for it. They should exercise
restraint of their propensity for grabbing credit.
Must they ride on the holy festivity in honor of the Blessed
Mother when more people flock to the MassKara Festival than to
this solemn commemoration?
We must put things right; everything on its proper place and
reason. The Holy Rosary feast is a solemn religious observance;
MassKara is entertainment with tint of bacchanalia.
I also find it presumptuous for the city to ban the operatives
of the Land Transportation Office for enforcing the traffic and
vehicular law in Bacolod. The city is overstretching its powers to
please the jeepney and taxi drivers whose behavior in the streets
is an anomaly and an abnormality.
The LTO is enforcing a national regulation and local governments should know where and what they are. They cannot order
national offices to enforce the law to fit their own agenda.
The city government does not have the power to demand compliance of traffic rules without authority of the LTO. The traffic
enforcers or discipline officers cannot issue temporary operator’s
permit. How can they enforce compliance? They would be laughing
stocks to be ignored and that is what these unruly and undisciplined
drivers want. They can have a field day violating traffic rules.
The most important function of the LTO is checking on colorums that proliferate in this city, especially those vehicles plying
the ports. They charge horrendous fares. Without the LTO, what
can the city do?
The ban on LTO Region 6 surely includes the local LTO office
that is mandated to impose the fines that drivers and operators
oppose. Sure the fines are high, but that is nothing for those who
follow the law. It is only excessive for violators. If one has no
intention of violating the law, what is there to be afraid of?
But we know that these drivers and operators are the usual
violators and if the penalties are small they would rather pay the
fine. A heavy fine is a deterrent and that is the intent of these new
rates though we must also admit can be tempting for abuse.
Monico Puentevella is over-reaching his authority just to pacify
the drivers who want Butch Ebreo out. This raises the suspicion
that the drivers’ demand for Ebreo’s ouster is a bargaining ploy to
make Puentevella make a choice – Ebreo or help get the LTO off
their backs. Puentevella buckled down.
I am certain the LTO will not take this lying down. In fact the
reputation of the LTO of Region 6 personnel is being tarnished.
Puentevella said that the LTO personnel “have enough vehicles to
fine in Iloilo so they are not allowed to operate here.”
There are two implications here. First, is that the LTO personnel
operate in Bacolod only for the “fine of it” and that this “fining”
spree is a fund-raising activity. These suspicions had always been
raised by the drivers without considering that unless the drivers
have violated the law, there is nothing to fine.
The fines appear too high but not so if one complied with the
law. The problem is that the public suspect corruption in the LTO
and this mess arises from that suspicion.
Again let us put things right – LTO must enforce the law; the
ban obstructs the performance of their duty. Puentevella should
know the parameters of his authority. If there is no enforcement of
the law, Bacolod’s chaotic traffic will turn into bedlam.

super-typhoon “Ompong”
(Vongfong)” in Western
Visayas, the intertropical
convergence zone affected
the Visayas and Mindanao
regions.
Super-typhoon Ompong is the strongest typhoon, so far, that entered the Philippine Area
of Responsibility (PAR) this year.
I would like to congratulate Mayor Jed Patrick
Mabilog for the timely cancellation of classes at
all levels in the City of Iloilo. The declaration
relieved our students and the parents from the
calamity.
The suspension was made in compliance with
Executive Order No. 66 issued by President Benigno “Noynoy” Aquino on January 9, 2012.
To recall, the following natural calamities
that affected the country in the last 6 years are
the June 21, 2008 super-typhoon “Frank” which
lambasted Western Visayas Region and caused
great flood in the City; the September 2009 typhoon “Ondoy” which ravaged Luzon, leaving
behind more than 460 persons dead; the August
2012 killer typhoon “Gener” which also hit
Luzon, leaving behind at least 60 casualties due
to torrential monsoon rains and heavy floods;
the December 4, 2012 super typhoon “Pablo”
which killed at least 1,000 people in Southern
Mindanao; the December 26, 2012 typhoon
“Quinta” in the provinces of Iloilo, Capiz and
Aklan, leaving behind at least 13 casualties due
to flashfloods and landslides; Super Typhoon Yolanda on Novmeber 8, 2013 which devastated the
country, particularly the provinces of Leyte and
Samar and killing at least 6,300 people; the July
2014 typhoon “Glenda” that shut down Metro
Manila, leaving the megacity in shambles and
without power, and took at least 20 lives.
Lately, a 10-year-old Grade 5 pupil of Lacayon
Elementary School in Bugasong, Antique and
winner of the regional DSWD Search for Exemplary Pantawid Pamilya children reminded everyone “to plant trees and not to throw cellophane in
surroundings” to help save the environment.
Again, with this lesson from our young pupils,
it is commendable to remind our schools and the
community of the Department of Environment
and Natural Resources’ (DENR) Memorandum
Circular No. 2011 – 01 concerning the implementation of the National Greening Program (NGP).
The NGP is pursuant to Executive Order No.
23 and Executive Order No. 26, both series of
2011, mandating the DA-DAR-DENR convergence initiative to develop an NGP in coordination with Department of Education (DepEd),
Commission on Higher Education (CHED),
Department of Social Welfare and Development
(DSWD), Department of Budget and Management (DBM), private sectors and other concerned
agencies and institutions.
Private and public schools, colleges and universities are urged to include in their educational pro-

grams the participation of all students in the NGP and
planting of a minimum of 10 seedlings per student
per year in the identified planting areas or sites.
Likewise, all government employees shall do
the same, while private sectors and civil society
groups shall be encouraged to participate in this
NGP program of the government.
However, we have to make sure that the trees
we plant survive. Many of those who participated in the NGP made the activity ceremonial
in nature, leaving their planted trees unattended
regardless if they survive or not.
That is not the purpose of the program. I valued
the effort of those who planted trees and nurtured
them until they are fully grown-up.
However this activity of nurturing 1.5 billion
trees, including the application of fertilizer, if
needed, lacks a clear-cut budget appropriation
from the government.
This problem should be look upon by our lawmakers for sustainable and successful greening
program, our best defense against the fatal attack
of nature through series of natural calamities.

Bacolod City – Local government units
being victimized by robbers is more than
alarming, it is an embarrassment to Negros
Occidental, said Vice-Governor Eugenio
Jose Lacson.
Lacson issued the statement after the
municipal halls of Valladolid and Moises
Padilla towns were ransacked over the
weekend.
The treasurer’s offices of the two LGUs
were robbed, just like in previous robberies in at least six towns and cities in the
province.
“I still cannot understand why it still
happens after the first two to three cases
happened,” he said.
“I would think that the local government units concerned would have been
more vigilant. I hope they would find ways
to protect the office of their treasurers,”
Lacson said.

in Hinobaan hinterlands.
In a letter to Negros Occidental Governor Alfredo Marañon
Jr., Sipalay City CENRO OIC
Vilma Limates admitted that
the memorandum of agreement
between Hinobaan LGU and a
private firm for the retrieval of
illegally cut logs was signed
without her knowledge.
Limates was made to explain
the MOA after the Department
of Environment and Natural Resources-6 ordered the suspension of the retrieval operation
amid questions raised by Abang
Lingkod partylist Rep. Carapali
Lualhati.
Limates admitted that she
was not aware that the retrieval
operation commenced, adding
that she discussed the issue
with Hinobaan Mayor Ernestro
Estrao.
I pressed for the supposed requisites such as the
need for bidding, social preparation among others, she said.
Limates said the retrieval
operation started without an
emplaced system.
Limates passed the buck to
PENRO, and said that CERNOSipalay “succumbed to the
instruction of the PENR Officer to monitor and supervise
the same, practically thinking
that all issues and concern are
already ventilated and ironed
out before the MOA for this
purpose was signed”.

“As to watchmen, they can get the services of volunteers like the barangay tanods
and coordinate with the local police as support in the security of municipal halls,” he
pointed out.

Governor Alfredo Maranon Jr. suspects
that most of the robbery incidents are inside job.
But he called on the Negros Occidental
PNP led by Senior Supt. Milko Lirazan and
the NBI to investigate the heists.

surer’s office,» Marañon said.
“It should be the responsibility of the
mayors and the local treasurers,” he said.
Marañon said he does not want to dip his
fingers into the matter lest he be accused of
meddling in the LGUs’ affairs.
The reality in many towns is that they
lack police personnel to monitor all incidents in their areas, Marañon pointed
out.
“They should ensure that the money
they collected everyday should be stored
in secure vaults,” he added.
For his part, Lirazan said the heists were
not perpetrated by one group.
“It’s not an organized crime group behind these robberies,” he stressed.
From June to September this year, ransacked by still unidentified thieves were the
treasurers’ offices of Escalante, Cauayan
and Hinobaan and Bago City.
Last year, the treasurer’s office of Calatrava town was robbed.

47th Infantry Battalion based
in Cauayan, Negros Occidental,

is the commanding officer of

while Reyes has “contributed
much in the internal peace and
security operations in Negros

by their ace left-hander Madison Bumgarner, beat the St. Louis
Cardinals 3-0 to claim the opening game in the National League
Championship Series on Saturday.
Bumgarner pitched seven and two-thirds innings, giving up
four hits and striking out seven, and got all the support he needed
when the Giants scored two runs in the second and another in the
third off the Cardinals’ top starter, Adam Wainwright.
It was the Giants’ seventh consecutive postseason road win and
Bumgarner put his name in the record books by extending his scoreless
playoff road streak to 26 and two-thirds innings, overtaking a 90-year-old
mark of 23 innings set by New York Giants hurler Art Nehf in 1924.
Sergio Romo finished up the eighth and Santiago Casilla retired
the Cardinals in order in the ninth to claim the save.

Some funny bounces and uncharacteristic mistakes worked

Probe WESM rates - Marañon

Bacolod City – Governor Alfredo Marañon Jr. of
Negros Occidental called the province’s solons to investigate the “highly anomalous” charges of the Wholesale Electricity Spot Market (WESM) that threatens to
jack up the price of electricity in Western Visayas.
The governor issued the call after electric cooperatives in Western Visayas issued a statement opposing
WESM’s rates.
In a press conference Monday, Central Negros
Electric Cooperative (CENECO) president Atty. Arnel
Lapore said electric coops in Region 6 came up with a
position paper addressed to Energy Secretary Jericho
Petilla.
Lapore said the electric coops in the region are
asking Petilla to suspend WESM’s imposition of the
“questionable charges,” which the coops claimed are
excessive, lacking in transparency, and abusive.”
He claimed that the billing charged by WESM is
“unreasonable” and lacks justification.
Lapore said WESM charges will jack up CENECO
power rates by P2 per kilowatt hour, or P3 in other
electric cooperatives.
But Lapore assured that CENECO will not pass on
the “questionable charges” to its consumers.
The governor also asked the Sangguniang Panlalawigan to have a position paper on the issue.
HOW WESM WORKS
WESM was created following the restructuring
of the energy sector under Electric Power Industry
Reform Act (EPIRA) of 2001. WESM is where power
suppliers disclose energy outputs and agree on energy
prices. The Philippine Electricity Market Corporation
(PEMC) facilitates the trading at WESM.
At WESM, the stakeholders determine the total

Safer playgrounds
for Pinoy kids pushed

AS the country observes the National Children’s Month this October, environmental and
health watchdog group EcoWaste Coalition called
on the government to ensure that playgrounds are
safe to their health and well-being.
In a statement, the group said it is the responsibility of the society to realize the Article 31 of
the Convention on the Rights of the Child that
governments, including the Philippines, adopted
in 1989.
Article 31 of the Convention stressed that
signatory governments recognize the ‘right of
the child to rest and leisure, to engage in play
and recreational activities appropriate to the age
of the child and to participate freely in cultural
life and the arts.”
Thony Dizon, coordinator of the EcoWaste
Coalition’s Project Protect, said the government
has the responsibility to provide all children with
opportunities to relax and have fun in a safe environment that will not pose risk to their health
and well-being.
“The right to play is indispensable to a child’s
complete growth and development as a person,”
he emphasized.
To emphasize the conditions of play environment
in the country, the group cited that some of the playgrounds and recreational sites they visited in Manila
are “in various states of disrepair and neglect.”

GCT student tops PIA-DENR essay writing tilt

KALIBO – A student of Garcia College of
Technology (GCT) bested 24 other studentwriters in the On-The-Spot Essay Writing
Contest on Climate Change Mitigation and
Adaptation held here recently.
The contest was sponsored by the
Philippine Information Agency and
Department of Environment and Natural
Resources.
John Albert Rapista took home P10,000
cash, while runners up Mary Claire D.
Gellang of Aklan Catholic College , and Jane
Dalyn R. Oliveros of Aklan State University
– Makato Campus received P7,000 and
P5,000 cash prizes, respectively.
Their schools also received certificates
of recognition.
The three were awarded in a ceremony
held on October 11 at Hotel Carmen here.
The awarding of winners served as a
special feature of the “Kapihan Sa Aklan”, a
regular program of the Aklan Media Forum
every Saturday.
Other participating schools were
Northwestern Visayan Colleges, Altavas
College, and the five campuses of Aklan
State University, namely: Banga, Kalibo,
Ibajay, Makato and New Washington.
The three will represent Aklan in the

‘Mga Anino ng Kahapon’
T
he FDCP Cinematheque will
screen “Mga Anino ng Kahapon”
this week.
The film is about a family coping with
the challenges of schizophrenia. It stars
Agot Isidro and TJ Trinidad who play
married couple Irene and Ed, who are
both nurses.
The film is written and directed by Alvin Yapan (Ang Sayaw ng Dalawang Kaliwang Paa, Debosyon, Rapture of Fe) and
produced by Vim Yapan/
Alem Chua Productions in
partnership with Janssen
Philippines. The story of “Mga Anino ng Kahapon” starts
when Ed goes abroad to
work, and Irene’s schizophrenia is triggered. The
family’s peace is affected.
So, Ed, together with his
mother Flor, brother Carlo
and son, Brian, struggle to
understand Irene’s condition. In the process, Ed
and Irene also discover the
true meaning of love. The
film explores the varying degrees, forms
and issues of surveillance (the feeling of
being policed) which are the heart of the
relationship and conflict of a schizophrenia
patient and the caregiver, especially during
the treatment phase.
It intends to raise awareness about
schizophrenia, reduce the stigma associated with mental illness, and promote
compassion for individuals with this type
of condition.

novel that is up for a film.
“Inferno” will mark the return of Tom

“We found not a few broken seesaws and swings and rusty play
equipment that should be refurbished or altogether replaced,” he said.
The group stressed that what is disturbing is the presence of
toxic chemicals like lead.
“But what we found most disturbing was the presence of elevated levels of lead, a neurotoxin, in some play equipment and
structure with painted surfaces that are badly chipping. The lead
level of such paint chips can be much higher than the lead level
in dust and can be very harmful if ingested by a playful child,”
he pointed out.
Using a portable X-Ray Fluorescence (XRF) device, the group
was able to detect lead levels up to a whopping 215,000 parts per
million (ppm) in some play apparatuses and park railings, way past
the threshold limit of 90 ppm for decorative paints.
The exceedingly high lead levels detected could be attributed to the
multilayer application of paints with high concentrations of lead.
Aside from the chemical risk linked to the ingestion or inhalation
of lead paint chips and dust, the group cited the illegal practice of
open trash burning in one playground as another concern.
“Open burning releases tiny smoke particles that impair the air
quality, as well as discharges dioxins and other environmental pollutants that are particularly hazardous for children,” Dizon said.
To address the problem, the group proposed that local authorities
conduct a comprehensive safety evaluation of existing playgrounds
and parks under their jurisdiction.
The group further stressed that the authorities should carry out
appropriate remedial measures, including proper lead paint abatement, to prevent and reduce health and safety risks for children
using the facilities.
