PECO reduces
electricity rates

GOOD news for the consumers of Panay
Electric Company (PECO).
The sole power distributor in Iloilo City said
consumers will still enjoy lower electricity rates
despite minimal hikes on several charges.
Engr. Randy Pastolero, PECO vice-president
for operations and general manager, said electricity
rates went down by 3 centavos per kilowatt-hour
(kWh) due mainly to reduction in the generation
charge.
The generation charge is paid to PECO’s power
suppliers such as Panay Power Corp. (PPC) and
Panay Energy Development Corp (PEDC).
PPC and PEDC are subsidiaries of Global Business Power Corp. of the Metrobank Group.
Pastolero said the reduction in the generation
charge offset the recent increases imposed by the
Energy Regulatory Commission (ERC) this year.

receiving threats and accusations because

Shelter Assistance (ESA) to Typhoon
Yolanda victims.

A LABOR strike is looming over one of
the oldest and prestigious universities in
Iloilo City.
The staff union, which includes the
faculty, of the Central Philippine University (CPU) threatened to hold the strike to
protest the alleged violation of their Collective Bargaining Agreement (CBA) with the
school administration.
The union claimed that CPU President
Teodoro Robles violated the CBA when he
refused to grant their demands on their leave
credits conversion.
Robles said CPU workers are entitled to
a 15-day vacation leave, of which, 7 days
can be converted to cash.
Robles said they decided to increase the
convertible leave credits to eight days but
the workers wanted more.

PDEA raids frat
house, 7 arrested

FIVE PERSONS, including two students, were arrested in a drug
raid Thursday evening at Barangay Villa Anita, City Proper in
Iloilo City.
Members of the Philippine Drug Enforcement Agency (PDEA)
arrested brothers Kirvy, Roven, and Zunvold Gomez; cousins
Charles Anthony Deduyo and April Rose Deduyo; Jason Rey
Vergel, and Kristian Buivan.
According to PDEA reports, Vergel and Buivan are students
of St. Therese MTC Colleges in La Paz district.
The target of the raid was the Deduyo Compound on 66 Barangay Delgado St. where the Deduyo cousins reside.
PDEA operatives recovered 21 heat-sealed plastic sachets of
suspected shabu, weighing more or less 58 grams with an approximate street value of P348,000.
Also seized were 3 digital weighing scales, voluminous paraphernalia used in the repacking, distribution, and use of illegal
drugs.
PDEA said there are reports that Deduyos are both into drug
trade and maintained the house as an alleged drug den.
Paul Ledesma, PDEA regional director, said a portion of the
compound also serves as a fraternity house of the Tau Gamma
Phi (TGP) Aguinaldo Chapter.
Ledesma noted that there were banners and other items related
to fraternity activities. Thursday’s raid was the second instance where members of the
same fraternity were arrested for alleged illegal drug activities.

Man nabbed for using fake check

A MAN believed to be a member of the
notorious budol-budol (swindling) gang
was arrested Thursday evening at Brgy.
Nabitasan LaPaz, Iloilo City possession
of a counterfeit check.
A certain Dedio Dela Cruz claimed that
ssupect Ronald Mariano borrowed P4,000
from him.
Dela Cruz said Mariano gave him a
check for P28,000 as loan collateral but
when he tried to deposit it with his bank,
he was told that it was fake.
Dela Cruz reported the matter to the
police who then arrested Mariano.

SENATE President Franklin Drilon was
surprised to learn during the Iloilo-Batiano
Rivers Development Council (IBRDC)
meeting on Friday that illegal fishpen operators were arrested at the Iloilo River.
This prompted Dilon to push for regular
operations at the Iloilo and Batiano Rivers
to prevent illegal structures from sprouting
again.
The City Environment and Natural
Resources Office (City ENRO) headed by
Engr. Noel Hechanova was instructed to
lead the patrols.
“Do the job in cooperation with the
marine police and the coastguard once or
twice a week,” Drilon said.
Iloilo City Mayor Jed Patrick Mabilog
suggested that patrols must be conducted
once every 15 days.

Mitchell Jamile confirmed the apprehension of fishpen operators at the river.

Ange, suggested that a sliding boat ramp be

mobilization against illegal structures.
“Our patrol boats are presently docked
at the Iloilo Fishing Port, which may not be
immediately available at the Iloilo River in
case there is need to stop criminal activities
in the river,” he informed.
Mabilog said there is already a plan
to construct boat ramps along the river at
Barangay San Pedro in Molo.

LOT of Manny Pacquiao fans have
expressed apprehensions that his former
conditioning coach who now works for
the enemy “might reveal Pacquiao’s strong
points and expose his weak points” to Floyd
Mayweather Jr.’s camp.
Alex Ariza left the Team Pacquiao on a sour
note three years ago after a falling out with
Freddie Roach, his former boss in the Wild
Alex Vidal Card Gym, for a breach of schedule policy.
Because the rift was kept under wraps from
the media, there was a guessing game as to
whether the separation was true or not.
The bad blood between Pacquiao’s two top
caliber trainers was confirmed when a melee broke out inside the
gym in Macao before the fight between Pacquiao and Brandon
Rios on Nov. 24, 2013.
Ariza, 43, a Colombian, tried to kick Roach, 55, during a heated
word war when the American coach and Team Rios disputed the
schedule of the training gym.
Ariza’s departure from the Team Pacquiao became crystal clear
to all unsuspecting fans: he was now working for Team Rios.
The training camp imbroglio was not a gimmick to drumbeat
the Pacquiao-Rio fight.
Ariza really was determined to eat alive his former superior
in the Team Pacquiao.

The episode was even captured by a Chinese TV.
I first had an inkling that something bad was brewing up in
the Team Pacquiao coaching staff in 2009, days before Pacquiao
TKO’d Cotto in 12.
Dr. Allan Recto, a Texas-based pediatrician, Ariza and I had a
lunch at the Jollibee in Las Vegas (We all ordered Chicken Joy).
Ariza was saying something unsavory about some people in
the Team Pacquiao. I never bothered to press him for details but
I could sense he wasn’t happy.
Several months later Ariza was involved in a scuffle with Michael Koncz, Pacquiao’s most trusted legal adviser, when they
were in Baguio City where Pacquiao trained for his fight against
Antonio Margarito in Arlington, Texas on Nov. 13, 2010.
Ariza allegedly punched Koncz during an argument.
The Canadian lawyer did not retaliate.
He denied Ariza attacked him. Koncz decided “not to make a
mountain out of a molehill” and did not press charges. Case closed.
It was when Ariza went back to the United States for unclear
reasons and abandoned Pacquiao’s training camp in the country’
summer capital that reportedly infuriated Roach.
He fired Ariza.
But there was no official confirmation of Ariza’s sacking.
We heard it only in the whispers.

Ariza officialy joined Team Pacquiao when the world’s best
boxer pound-for-pound pounded out a controversial 12-round
split decision win in a rematch against Juan Manuel Marquez in
Las Vegas on March 15, 2008.
Ariza was no longer with the Team Pacquiao when Juan Manuel
Marquez kayoed in 5 Pacquiao on December 8, 2012.
When Mayweather Jr. started to rev up for his May 2 “Fight
of the Century” duel against Pacquiao, he confirmed Ariza would
be his conditioning coach.
The revelation sent shivers down the spine of Pacquiao fans
who feared Ariza would leak to the enemy camp the Filipino
congressman’s training secrets.
There is nothing to be leaked, in the first place.

The Mamasapano fiasco created a situation
that exposed the opportunists among the
leaders of the land. There are numerous
of them and this is one of the positive
outcomes of the debacle.
Among the opportunists unmasked by
the death of 44 Special Action Force (SAF)
members is Senator Peter Allan Cayetano.
Prior to the Mamasapano tragedy, Allan
Cayetano was one of the strong supporters
of the peace process between the government and the Moro Islamic Liberation
Front (MILF). He was one of the principal
sponsors of the Bangsamoro Basic Law
(BBL). In the pre-SAF 44 death days, the
Aquino administration enjoyed relative
popularity and Allan Cayetano wanted to
cash-in on its political capital.
Sensing the change of direction of the
political wind after the killing of 44 SAFs
in a botched operation to entrap wanted
international terrorists, Allan Cayetano also
made a 180-degree turn of position on the
peace process. Here is an opportunity for
him to enhance his public image by taking
advantage of public outrage on the Ma-

is important is to score political “pogi”
points and strike while the iron is hot.
To ingratiate himself to the public and
express his anger on the death of SAF 44,
Allan Cayetano immediately withdrew his
sponsorship of the BBL being deliberated
in the Senate. He went further to endear
himself to the enraged public by becoming the public face of the warmongers.
He thought this is the best way to seize
the political opportunity presented by the
moment.
With the public angry at the Mamasapano tragedy, Allan Cayetano amplified
the voice of war through his provocative
pronouncements. Take his reckless statement at the Philippine Military Academy
which both demonized and threatened the
“other.”
“Kung gusto niyo ng BBL,” Allan Cayetano addressing the MILF, “tatalikuran
niyo ang terorismo. Kung hindi mo tatalikuran ang terorismo, pupulbusin lang kayo
ng Repulika ng Pilipinas.” These words are
music to ears of those who lust for blood.
Does Allan Cayetano really know what
he is talking about aside from currying favors from the warmongers? “Intelligence”
according to sociologist George Herbert
Mead” “is essentially the ability to solve
the problems of present behavior in terms
of its possible future consequences as implicated on the basis of past experience.”
Intelligently solving the present problem
involves both memory and foresight. Opportunists have either none of these or
deliberately ignore them just to advance
their self-serving agenda.
Had Allan Cayetano used his intelligence to deal with the present crisis,
he would have known that based on the
past, war is never the answer to the Moro
question. For centuries, colonial powers
Spain and United States tried to pulverize the Muslim rebels but failed. The
caliber .45 pistol was especially invented
by the Americans for the Moro rebels.
Data from the past show that war under
Filipino administrations also did not solve
the problem in the South and only brought
terrible suffering, destruction and death to
the people there.
Since 1972 up to the present, 150,000
soldiers, Moro rebels and civilians died in
the conflict in Mindanao and the deaths
only worsened the problem. The 2005
Philippine Human Development Report
revealed that from 1970s more than 2 million people were displaced by the Moro
conflict. The economic cost of the conflict
was also staggering, estimated to be 370
billion pesos from 1975 to 2002 alone, the
report said.
Allan Cayetano bewails the death of 44
SAF members but what about the lives of
hundreds of thousands who also perished in
the war? Past deaths, no matter how high,
do not matter to opportunists since it cannot
serve their current political agenda.
If pulverizing the Moro people is the answer to the problem in Mindanao, how does
Allan Cayetano propose to do this? There
are more than 6 million Muslim Filipinos
and does the call of Allan Cayetano imply

T IS NOT a surprise that last week the students of the University of the Philippines
have begun a protest movement against
the clumsy operation and facile management
of the aftermath of the Mamasapano massacre. They joined their voice to the demand
from several sectors that President Aquino
Modesto P. Sa-onoy resigns.
They got a good media mileage but their
protest was short-lived and failed to spread
into the other campuses. The reason I believe
is that the ground for a new round of student activism has not been
prepared well enough to generate a nationwide following.
Last Saturday I began this column with an example of how the
students in the 1970s Bacolod helped influence in the formulation
of national policy at least in this part of the country, specifically
the sugar industry. The long ignored RA 809 that mandated the
share of workers in the sharing of the fruits of the haciendas and
the sugar mills began to take shape that today the Social Amelioration Fund in the Sugar Industry has become its major feature.
We no longer hear of refusal of planters to give this fund instead
we hear of millions that the industry distributes annually to the
farm and mill workers.
The photographs that Tony Kho sent me showed Virgie Calvez,
Tony Borromeo and himself speaking to the students in the series
of rallies participated in by schools that declared no classes in support of the students. During the NFSP rally in Sta. Fe, Virgie was
allowed to speak to the delegates of the concerns and demands of
the students for the workers’ benefits. That her speech fell on fertile
grounds helped in the eventual implementation of RA 809.
In another photograph Tony reminded me that “student leaders
from LCC figured prominently (Tony Borromeo, Josephine and
Virgie) in these rallies” and that he was giving me these pictures
“in case you are writing this part of the history of Negros”. In
my book, “Church on the Hill” which covers the history of the
Catholic Church in Negros from the beginning of Christianity here
to 2009” I have included the rise of activism not only in schools
but within the Negros Church and the factors that influenced the

activism of students, faculty and Catholic clergy.
Another reason, Tony wrote, “is that these student leaders from
LCC were, I understand, your students. They are the pride of the
school, your school.”
Truly I am proud of them. Tony Borromeo, an excellent orator
and public speaker has gone to the Far Beyond while Josephine
Amechazurra remains active in several people-oriented projects.
Virgie is now an accomplished lawyer*. Jo and Virgie were also
award-winning orators, debaters and stage actresses at the time
when LCC excelled as training ground for Thespians. We credit
their splendid performance to the tireless effort of Mrs. Luisa
Medel Reyes-Howard who has also left for the Heavenly Gates.
Mrs. Reyes fled to the US during martial law and lived in exile
there with the other prominent Filipinos like Benigno Aquino Jr.
and Raul Manglapus who was our mentor in social democracy.
Manglapus, Luis Taruc, Fr. Jose Blanco, S.J. and Fr. Eddie
de la Torre were part of the group that influenced us then. Taruc,
the Supremo of the Hukbalahap rebellion, did not call for armed
revolt as he said, armed revolt is like riding the tiger (the title of
his book actually) and the rider usually end up inside.
Fr. De la Torre was the exponent of Liberation Theology, the
same kind of theology that the present Holy Father, Pope Francis,
was exposed to in Argentina. Many priests, seminarians and laymen embraced this theology that eventually led to their confrontation with Church authorities. Some left for the hills, like then
Fr. Frank Fernandez while others went underground, like former
priest Luis Jalandoni of the National Democratic Front.
They influenced the campus. Some of my students went also to the
hills or underground while some were arrested when martial law was
declared and incarcerated. Then commanding general of the 301st
Army Brigade in Negros, General Raymundo Jarque introduced me
to his troops during the turnover of command in Hinigaran to be the
“teacher of the 14 top NPA”. I did not know whether to be proud or
afraid of being arrested though the martial law regime had already
collapsed. But we just had a good laugh. Jarque then launched his
Operation Thunderbolt that broke the backbone of the NPA.
I only taught English, history, education, literature, philosophy
and military science in LCC.
Self-discipline in times of floundering

I could not agree
more about the role
of virtue and continence. If someone
says I was lucky to
win an individual
research grant from the national government last 2010—a single slot selected
nationwide—he must think again. It did
not come as ten pro bono I-Phones (not
counting the prestige) that comes to one
with a golden hair. I made it after years of
hundred push-ups and ten-kilometer jogging everyday together with abstinence
from certain foods and drinks—I mean,
figuratively.
Again, if a friend queries, “How come
you still have time to do these despite your
teaching load those days?”, I show him
another fact: I painted and sculpted my
third solo exhibit last 2013 in a gallery and
bagged little awards in fine arts albeit I am
not formally schooled in this field. How did
visual arts come to my resume?
Before one banters and lock me in his
prejudices about studio guys, I have to remind him about a studio fellow: he already
expanded his influence outside the atelier,
beyond the carabao dignity of a mere researcher under the playful hands of gods in
a university—he serves as editorial board

While others are pressured to finish their
PhD’s in universities that cannot produce
what is required in the international criteria
for promotion and tenure—international
publications in refereed journals—I carved
my path without a formal PhD. As a result,
these international societies I just mentioned made me the only Filipino in their
editorial teams and put a “Dr.” in my name.
Later, two colleges granted me an honorary
PhD in Social Sciences and Fine Arts.
Thank God for these distinctions after
so many agonies in an opposing organizational culture.
Seeing me as an artist, a friend will
go beyond the visage of a night-owl who
cares little if he could pay the bills or if he
is living a well-balanced and orderly life.
I still intend to be systematic with the end
in mind.
Even with my pursuits, I do not forget
to set aside time to distribute free Bibles
to schools and resorts through an international Christian organization and involve
in church leadership. My busyness should
not blur my vision such that if I were too
busy to pray, I would be too busy to have
power.
There are numerous other cases of pilgrims who live the excellence mindset and
lifestyle. They, too, have made sacrifices
before they could see the peep-o’-day.
These fellow pilgrims feel the pressure
exercises and stamina, not how the fighter should deliver his killer
uppercuts and hooks.
He will merely apply to Mayweather Jr. the formula of conditioning he had applied to Pacquiao.
In fact, hiring Ariza is not necessary for Team Mayweather.
The undefeated American champion had the best conditioning
coaches in the past.
Mayweather Jr. only probably hired Ariza in order to out-psyche
Roach, et al.
The brash-talking black fighter only probably wanted to send
to adopt to the negative culture around.
A good example is in their attendance to
organizational meetings where the usual
habit is delaying it for one hour or more
late. I do not know the members’ rationale
for allowing such practice: could it be for
the benefit of the late-comers? But how
about another unseen implication—that
the disciplined are bowing out to pamper
the undisciplined, and thus, glorifying the
floundering and reduce good principles to
shambles? God forbid!
These pilgrims listened to seminar
speakers where issues about discipline
would needlessly stare to the face. O my,
why would some equate effective communication with verbosity? These seminar
mentors could have mistakenly thought
that a mind is a bucket to be filled and not a
lamp to be lighted. So they force their way
hoping all the listeners were all unlearned
about how a message can engage. After the
speechmakers’ delivery, the audience usually remembers little because their speech
wandered too much with serendipities.
How I wish we can easily learn from
Manny Pacquiao. He is so focused that an

Signs inviting us to
know Jesus more
3RD SUNDAY OF LENT
Gospel Reading: John 2,13-25
T
HE fourth Gospel – that of Saint John – is fond of using
contrasts and symbolism. We have one example of this
in our Gospel passage this Sunday. The readers’ attention
may immediately be drawn to the unfolding of the scenes in the
account – namely, Jesus driving vendors and money changers out
of the precinct of the Temple of Jerusalem – and easily interpret
it as a simple manifestation of the Lord’s love for the Father’s
house and a rather violent demonstration of his desire to keep it
pure and duly respected by people. The evangelist even inserts
the explicatory note: “The zeal for your house will devour me”
(v.17) citing from Ps 69:9.
In our reflection, however, we will focus more on the apparently
casual mention of the term “sign” (in Greek, “sēmeion”) in the
text. The first mention of it is in v.18 which reads: “What SIGN
can you show for doing this?” (put in the crowd’s mouth). The
second time the term occurs is in v.23: “Many began to believe in
his name when they saw the SIGNS he was doing.” Sign is a type
of symbol. There are other types of signs, of course. Saint Augustine, in his famous work “De magistro” (The Teacher) speaks of
“signa naturalia” (“natural signs,” like smoke, footprints, etc.)
and “signa data” (“conventional signs,” such as words, national
flags, and so forth) in this regard.
Signs are supposed to point to something beyond themselves
(cf. “De Magistro” 1.2; 7.19; 9.25; 11.36; etc.) – that is, to the
reality (in Latin, “res”) which they intend to
indicate. In the case of our Gospel reading,
the term “sign” is mentioned twice. This
means that we are invited to go beyond
the plot of the story or Jesus’ actions and
words to understand the real message
beyond them. Thus, on the part of Christ,
there is more to it than the simple desire
to safeguard the purity and sanctity of the
Temple.
Fr. Czar Emmanuel As to the message the Lord wanted those

at a certain point Saint John had Jesus say:
“Destroy this temple and I will rebuild it in three days” (v.19). We

as a “sign” of God’s presence amidst His people to the body of
Jesus as the “sign” or symbol of the new temple of the Holy Spirit.
Thus, our focus is now turned away from the material temple to
the person of Christ himself.
Since the word “sign” now refers to his own body, Jesus foretells
his imminent passion, death and resurrection by challenging his
interrogators to “destroy this temple,” claiming that he would have
it rebuilt in three days. The reference is clearly to his raising back
to life after his death on the cross. The reconstruction of the temple
in three days’ time foreshadowed his resurrection. The conceptual
transition in the usage of the term “sign” does not end here.
Reading further through the text, Saint John says: “Many began
to believe in his name when they saw the SIGNS he was doing.”
While the Temple of Jerusalem was a “sign” pointing to Jesus’ body
and its being raised back to life after his passion and death, the
resurrection itself is yet another “sign” that communicates another
message. Like the many miracles and healings the Lord performed
during his earthly mission, his resurrection from the dead was supposed to help us understand that he was indeed the Son of God
and the Messiah. Again, in this case, many readers would limit
themselves to the “signs” per se and fail to grasp the message they
want to transmit. In the Gospels, sometimes Jesus becomes quite
disappointed with the crowd’s inability to understand the message
behind his actions, for example, when he multiplied the loaves
of bread and some fish to feed thousands of men and women (cf.
Mt 14:13-21). People misunderstood the real message – namely,
that he is the true bread that came down from heaven – and failed
to realize their need for the true bread, which alone could satiate
the hunger of their soul (cf. Jn 6:27.31-35). Thus, after they had
witnessed the miracle, they started looking for Jesus, wanting to
make him their king, thinking that he came to solve their material
hunger. Christ decided to go away, in this case (cf. Jn 6:15).
As we enter the third week of Lent in preparation for the Easter
season, our Gospel reading this Sunday invites us to be keen about
the many “signs” God is sending us in order to discern His will and
plan for us. More particularly, through such “signs” we are invited to
deepen our understanding of who Jesus is and what his teachings are,
so that we may be able to enter into a deeper relationship with him.

DOJ nullifies RPT

Justice recently nullified the ordinance
that mandated the increase in real property
tax here as the authorities did not follow
the procedures in the enactment of tax
ordinances prescribed by the Local Government Code.
In a resolution dated February 18, 2014,
Justice Secretary Leila De Lima has ruled
null and void the Bacolod City Ordinance
08-14-700. The Daily Guardian got a copy
of the ordinance Friday.
De Lima acted on the consolidated
appeal of Proxima Centauri Realty and
Development Corp. and the Bacolod Real
Estate Development Corp (BREDCO)
against the Bacolod City government,
Mayor Monico Puentevella, Sangguniang
Panlungsod, and City Assessor Maphilindo
Polvora.

The mayor said he will call

and dialogue to address the
problem of the coop and the
firm, and to finally put an end
to the issue.
Utilities are important to
attract and keep investors in
Bacolod, he stressed.
CENECO contracted Energreen to supply electricity as
the power coop’s contract with
PSALM ended last December.
However, Energreen failed
to deliver its side of the contract due to force majeure that
delays the construction of their
power facility. The firm even
blamed CENECO for its failure
to secure the approval of the
National Electrification Administration on the contract.
To avoid power interruptions, CENECO asked Filinvest Development Corporation
Utilities Inc. to supply power
from December 2014 to June
2016.
Energreen insisted that
CENECO cannot just terminate
the contract.
Meanwhile, Puentevella assured that the National Government is not letting Bacolod City
do all the preparations for the
city’s hosting of APEC meeting
on April.
He said the national government is providing all-out
support to prepare the city for
the big event by having roads
rehabilitated and beautified.

-The SP failed to observe the requirements of notice, public hearing and publication in the enactment of a tax ordinance
involving general revision of real property assessments in violation of the Local
Government Code in consonance with the
Constitution;
-The schedule of new market value of
the subject properties is unfair, excessive,
arbitrary, oppressive, inadequate and confiscatory;
-There is duplication of fair market
value appraisal of several lots affected by
the ordinance; and
-The valuation of some memorial lots
violates the principles of valuation based
on actual use and on uniformity.
De Lima stressed that the law requires
the publication or posting of a proposed
ordinance within 10 days from filing, the
sending of written notices of the proposed
ordinances to interested or affected parties;
Specifying the date or dates and venue of
public hearing or hearings in the written
notices; all affected and interested parties
should be given the opportunity to appear
and present their views at the public hearings; and the minutes of such public hearings should be prepared.
Per complaint, the Bacolod Sangguniang Panlungsod passed the ordinance on
Nov. 19, 2014, Puentevella approved it
on Nov. 28, 2014, and the ordinance was
published in Bacolod-based newspapers.
The law took effect on Dec. 3, 2014,
De Lima said her power is limited to the
determination of whether or not the local government unit enacting the ordinance was performing its functions in accordance with law,
by following the prescribed procedures.
City Legal Officer Rayfrando Diaz said
the city government has not yet received a
copy of the DOj’s decision.
“The city will wait for its copy and
decide on the next course of action,” he
said.

This, after Energreen postponed its first delivery several
times, the latest was last February 26, 2015 due to “force
majeure.”
Energreen spokesperson,
Manny Canto said the delay
is caused by the uncertainty of
the firm’s agreement with the
National Grid Corporation of
the Philippines (NGCP).
“Our first delivery of power will now be on April 26,
2015 when we hope against
hope that NGCP finalizes our
connection agreement,” said
Canto.
When asked for reasons why
the agreement with NGCP is
delayed, he said he is not privy
to the agreement.

THE superfight between Floyd Mayweather Jr. and Manny Pacquiao is expected to be the highest grossing bout in history but
will do nothing to resuscitate a sport that has been in perpetual
decline for years, according to experts.
Boxing will enjoy more exposure than it has seen in decades
during the buildup to the May 2 fight but will quickly reclaim a
back seat to other sports after the last crushing blow is landed at
the MGM Grand Garden Arena in Las Vegas.
“It’s going to be massive, but it’s also going to be a massive
one-off,” Bob Dorfman, executive creative director of Baker Street
Advertising in San Francisco, told Reuters.
“It would’ve had more impact overall on the boxing world if
it happened five years ago when it could’ve been the beginning
of an ongoing series of fights between these guys that would’ve
maybe built in momentum.”
Mayweather and Pacquiao will be 38 and 36, respectively, on
fight night and their failure to agree to meet earlier in their illustrious careers robbed the boxing world of what could have been
one of the sport’s all-time great rivalries.
But for one day, at least, boxing will likely be at the centre
of the sporting universe given the intrigue of watching Filipino
southpaw Pacquiao, who has held world titles in eight different
weight divisions, take on an undefeated Mayweather.
“This may be the last hurrah of boxing,” said Robert Boland,
sports business professor at New York University. “It’s an interesting moment and maybe a moment that boxing will come together
and figure out where it goes for the future.”
Tickets for the fight between two of the greatest pound-forpound fighters have not gone on sale to the public yet but are
expected to start at $1,000 with ringside seats fetching a face
value of $5,000, according to Forbes.

Organic farmers:
No to GM crops

BACOLOD City – Organic farmers in
Negros Occidental are optimistic that
the country can attain its target to be
rice self-sufficient even without the use
of genetically modified crops, including
rice seeds.
Organic na Negros! Producers and
Retailers Association president, Ramon
Uy Jr. said their group is concern over the
on-going cultivation and consumption of
GMCs, which he said pose health threats
to consumers and to the organic farming
sector in Negros Occidental.
Uy said he sees no benefits from golden
rice – a GMC that could contaminate
organic rice production in the province.
Last year, even the International
Rice Research Institute pushed back the
commercialization of golden rice due
to its very low yield performance, he
added.
Organic rice yield now is already at an
average of 4.6 tons per hectare, he said.
“Since mainstreaming the Organic
program in the province and banning of
GMO’s, we have experienced a significant
increase in our rice production,” he said.
“This only proves that we don’t need
this GMO technology to be able to become
rice self-sufficient. Organic rice farmers
in the province now produce their own
inputs, from organic fertilizer, pest control
and seeds, thus, their incomes have
increased significantly,” he said.
Negros has already created a market
niche for GMO-free products specifically
for soy and corn. Big buyers of GMO-free
corn and soybeans took advantage of the
GMO-free practice of the farmers of the
province where it is banned.
Uy, together with the Hotel and
Restaurant Association of Negros
Occidental wanted to raise the consumers’
awareness on the availability of organic
products in the province before the GMO
golden rice becomes available in the
market in 2016.
ONOPRA and HRANO were among
the organizations that affirmed its stand
for GMO product ban in the province
two years ago.
Philippines is considered one of the
world’s biotech mega countries.
A mega-country is one that plants
biotech or genetically modified crops in
50,000 hectares or more, as qualified by the

SSS disburses P102.8B in Malls support DOE’s call for lower aircon use
benefit payments in 2014
THE Social Security System released a total of P102.8 billion in
social security and employees’ compensation (EC) benefits from
January to December last year.
The amount is 12.5 percent higher than the same period in
2013.
SSS President and Chief Executive Officer Emilio S. De Quiros
Jr. said the increase in benefit disbursement is due to the growing
number of members who depend on SSS in times of contingencies
and intensifying marketing efforts to various sectors.
More than half of the benefit payouts in 2014 were on retirement claims amounting to 56.1 billion or 54.6% of the total
disbursements, he said.
The next biggest benefit payment of SSS last year was on death
benefit with 33.7 billion or 32.8% of the total payouts. Death
benefit is either lump sum payment or transfer of monthly pension
to the legal dependent spouse and minor children.
The SSS also paid P2.9 billion in funeral grants, P1.9 billion for
sickness, P4.4 billion for maternity and P3.8 billion for disability.
The sickness and disability payouts include EC payments.
Aside from the regular benefit payments under the social
security program, SSS also released P17.4 billion in EC medical
services and rehabilitation which are reimbursements for expenses
incurred by members for work-related illnesses and injuries.
To make its services more accessible to its members, 25 new
branches and 13 service offices usually located in malls, were
added to the SSS service delivery network as of yearend 2014.
As of December 2014, SSS has 262 offices across the Philippines
located in NCR (60); Luzon (118); Visayas (41), and Mindanao
(43).
This year, SSS will open five new branches and five service offices while also enhancing electronic and self-service transactions
for greater convenience of its 32.1 million members.
SEVERAL mall chains in the country
expressed support to the Department of Energy’s call for lower electricity consumption, particularly the use of aircon.
Energy Secretary Jericho Petilla earlier
issued a memorandum to its employees
to set the air conditioning temperatures
at 25 degrees Celsius in order to save on
consumption.
The memo also authorizes workers to
wear “cool attire” to minimize discomfort.
He also called on the private sector,
including malls to save on energy use.
Alfredo Yao, the head of the Philippine
Chamber of Commerce and Industry, said
he will tell members to cooperate with the
government initiative.
The management of Robinsons Malls says
it is ready to follow but the measure must also
consider the comfort of mall goers.
SM Malls, on the other hand, said it will
support Petilla’s call.
“For so long as it is for the good of the
country, we will support DOE Sec. Petilla’s
program,” Annie Garcia, president of SM
Supermalls, said.
Ayala Malls also said it supports energy
conservation initiatives.
The DOE wants malls to set their aircons
at 25 degrees Celsius from 10 a.m. to 3 p.m.,
when consumption in Luzon is at its peak.
From 6,800 megawatts during the peak
hours in mid-February, the peak consumption rose to 7,500 megawatts last Friday.
Based on DOE’s projection, the peak
demand for summer may reach over 9,000
megawatts.
“When we say reduce your consumption, put it at 25 degrees, we’re not joking.
We’re actually talking about 1 big plant being saved, if all of us do it,” Petilla said.
According to the DOE estimates, if all
consumers join the energy conservation
and set their aircon at 25 Celsius, it can
bring down the demand by around 400
MW, which is significant in easing the burden on Luzon’s thinning electricity reserve

California poultry
banned in PH
IMPORTED poultry from California, USA
are temporarily banned in the country after
an Avian Flu outbreak in California’s Stanislaus County recently.
According to Agriculture Secretary
Proceso Alcala, the ban which will protect the local poultry covers eggs, semen,
poultry meat, and day-old chicks of wild
and domesticated birds.
The ban was enforced to “protect the
health of the local livestock population in
the country from the Highly Pathogenic
Avian Influenza (HPAI).”
The US Department of Agriculture Animal and Plant Health Inspection Service
(USDA-APHIS) reported to the Office
of International des Epizooties (OIE) that
there has been an outbreak of HPAI virus in
Stanislaus County in California, according
to Philippine authorities.
“The USDA-APHIS National Veterinary Services Laboratories has confirmed
increased mortality affecting a commercial
turkey farm in said county,” the DA said.
Alcala stopped all processing, evaluation of application and issuance of Sanitary
and Phytosanitary Import Clearance related
to importing California poultry.
Except for heat-treated products, all
poultry products from California will be
seized by Philippine authorities on orders
of the Agriculture Department.
Alcala noted that the importation of
poultry and meat products from California is now subject to the conditions under
the applicable articles of the Office of
International des Epizooties’ (OIE) 2014
Terrestrial Animal Health Code.
BFAR encourages
culture of
high-value eels
THE DEPARTMENT of Agriculture, through
the Bureau of Fisheries and Aquatic Resources
(BFAR) urged businessmen to invest into eel
aquaculture.
According to BFAR, the global demand for
high-value eels is growing, thus, the Philippines
must position itself to take advantage of the
demand for supply.
“Eels, or igat as they are more known locally,
have huge market potential in the global scene.
This is an opportunity that entrepreneurs in the
country must look into and take advantage of,”
Agriculture Secretary Proceso J. Alcala said.
The Philippines is one of the few areas in the
world where high-value species of eels such as
Anguillids (true eels) and Monopterus (paddy
eels) thrive—a reason that puts the country at
an even better position of becoming a major
producer of eel, he added.
In 2014, the combined export volume of true
and paddy eels reached 5,142.7 metric tons with
an equivalent value of 34.87 million US dollars.
Japan, South Korea and China are the highest
importers of eels where they are perceived as
delicacies and a good source of strength.
Most of the eel catch, however, were taken
from the wild, Alcala said—which prompted the
BFAR to promote eel culture in the country.

Last month, the DA imposed a temporary ban on wild and domesticated birds
and poultry products from Israel and Taipei
as well as from Oregon in the US.
The Paris, France-based OIE is an intergovernmental organization responsible
for improving animal health worldwide.
It informs governments of the occurrence
of animal diseases and of ways to control
these diseases.
OIE defines avian influenza or bird flu as
a highly contagious viral disease affecting
mainly chickens, turkeys, ducks and other

BMW: Talks with Apple not about car
FRANKFURT – German carmaker BMW said its
talks with technology giant Apple did not involve
developing or building a car, denying a German
magazine report.
Auto Motor und Sport said in its March
4 edition that the two firms were discussing
possibilities for cooperating on the development
of a passenger car.
Apple was impressed with BMW’s carbonfiber electric cars, the magazine said, citing a
“high ranking BMW manager.”
The BMW spokesman said: “We are in
regular talks with companies from the IT and
telecommunications sector, including Apple,
concerning topics like connected vehicles.
Developing or building a car is not a topic of
these discussions.”
An Apple spokesman said the company did
not comment on rumor or speculation.
Auto Motor und Sport said Apple cars could
be sold in Apple stores and serviced at BMW
dealerships.
Among the issues that needed to be resolved
was whether BMW would allow Apple to
develop an operating system for its i3 model, a
step that would require BMW to reveal details of
its own vehicle software to the technology giant,
the magazine said.
Last month, a source told Reuters that Apple
was looking beyond mobile devices to learn
how to make a self-driving electric car, and was
talking to experts at carmakers and automotive

House ends debates on anti-trust bill
MANILA - After eight Congresses,
the House of Representatives has
finally terminated debates on an
anti-trust bill, moving the country
one step closer to the passage of a
fair competition or anti-trust law.
According to House Speaker
Sonny Belmonte, the debates were
terminated during sessions this
week. The bill has moved into the
period of amendments, after which
it will be put to a vote on 2nd
reading.
Belmonte
is hoping that
a vote can be
done before Congress goes on
summer vacation later this month.
The Senate has passed its own
version of the bill.
“Ito pala ang longest bill, this
anti-trust or fair competition law,
from the 8th to 16th Congress, it has
always been filed. This time, I think
we will succeed. We have finished
the period of interpellations, nasa
amendments na kami. I’m very
hopeful. It’s a piece of legislation
that’s needed. I’m hopeful we can
do it before we adjourn on the 18th,”
he said.
Anti-trust laws are designed to
protect consumers from predatory
business practices by guaranteeing
fair competition exists.
Passing an anti-trust law has been
an advocacy of Belmonte, himself
a businessman by profession. His
family owns a media company,
among other businesses.
Belmonte, however, admitted
this anti-trust bill is not as tough as
he wants it to be.
“My comment: It’s not as strong.
It’s still going through the period of
amendments, bicam, may period
pa to improve it if enough people
would support that. We want a
stronger bill... Pero the mere fact na
pumapasa yan is a big step forward
considering it’s the longest existing

“WE used to fight a lot,” said 45-year-old Monien Doroño describing her
relationship with her husband.
A Pantawid Pamilyang Pilipino Program beneficiary, Monien of Barangay
Mongpong, Roxas City has been married for 18 years now to Catalino, who
is 19 years older than her.
She recalled that their initial years were filled with happiness. But bouts
of arguments started when financial problems had set in.
The couple has four children, and three of them are covered by Pantawid
Pamilya. Under the DSWD program, children are entitled to cash grants for
their health and education which their mother receives every two months.
She said their problems started when her husband retired from his job.
That time, he used his retirement pay to purchase a tricycle to have a daily
source of income.
“After he retired, we did not have enough money to meet our daily needs
particularly that we have children to attend to,” she said.
The fights have hurt them and caused friction among the couple. With the
entry of Pantawid Pamilya, Monien said
their relationship has improved.

EACHERS play vital roles in molding the lives of the
Filipino youth. They are called “unsung heroes” because in
their hands is the responsibility of honing the young minds
to become better adults despite the meager salary and benefits.
A leader, a facilitator, a nutritionist, an adviser, a guidance
counselor, a friend, a sister, a brother, an instructor, a nurse, a

“I said to my wife, ‘The moral is that I should never stop
playing Wolverine. I’ve got to find a way to keep playing him
until I die.’ I know that someday they’ll recast the role with
another actor…I’d be happy if the role was eventually recast. It
would mean that it had become iconic.”

Many of us prefer that the Toy Story saga closed with a
marvelous third movie, making it a trilogy of great movies.
However, a fourth Toy Story movie is being developed. But
reports said the ‘Toy Story 4’ will not be a direct sequel to the
trilogy, rather, it is said to be “taking the franchise in a new
direction” and would be a romantic comedy.
In an interview with Disney Latino, studio president Jim
Morris revealed that the next Toy Story chapter will not be a
direct continuation of the original trilogy.
“The third movie ended in a beautiful way and completed a
trilogy. I think this movie is not part of this trilogy. It is a separate
story, which in turn I do not know if will be continued. Never
begin a project with that in mind.”
He continues that it will be a romantic comedy, stating:
“It is not a continuation of the end of the story of ‘Toy Story
3’.Temporarily it is, but it will be a love story. It will be a
romantic comedy. It will not put much focus on the interaction
between the characters and children. I think it will be a very
good movie.”
Morris also said that director John Lasseter found the idea
“irresistible”, pointing out that Pixar films are successful enough
that that they don’t have to exploit them with sequels just to
make money.
The story is being credited to Lasseter, Unkrich, Andrew
Stanton and Pete Docter. Rashida Jones and Will McCormack
will pen the script. ‘Toy Story 4’ is set to hit theaters June 16th,
2017.

OSMO Iloilo’s name droppables and A-listers will certainly not spend
a dime or their precious time in a place unless it is a certified chichi lounge that serves divine cocktails and savory food, and plays
fantastic music suited for savvy party-goers.
It was a cool Friday night when my friends and I had a relaxing chill-out
evening which started at the hip Brewery Gastropub, located at the city’s
most prime locale - Barangay San Rafael in Mandurriao.
Brewery Gastropub is where the city’s hip and trendy come to dine and
drink such as the debonair Tommy Asencio and son, Mikee, lovely pairs
Kristian Teruel and Lui Tubungan, Gely Tolentino and Chi Baldevia, and
Eden Highanith and Franz Sawyer, all enjoying the delicately prepared
food paired with imported beers and cool bubblies.
Our next destination was at Henry’s Wines and Liquors in La
Plazuela de Iloilo.
It was refreshing to sit at the al fresco area, where we spotted
the young at hearts Dr. Rolando Padilla and close pals, Jobert and
Teena Sese,
Nestor Bugos of PDI, topnotch legal eagle Rita Peña, and another
respected lawyer, Llonil Viterbo sipping wines amid the hearty conversations on politics, economic
and even fashion.
Of course, groove time capped our night only at the chic JLK Music Lounge. Together with
my Prince Troy, we found our long-missed US-based stunner, Scarlet French and her friends. Of
course, JLK owner Jim Velez gave us the best shots of the night!
