PPI holds community
journ workshop in Iloilo

THE Philippine Press Institute (PPI) is holding a three-day seminar workshop on Civic Journalism at GT Hotel, Iloilo City from
February 19 to 21, 2015.
The Visayas Leg of the seminar-workshop aims to equip journalists in the country with knowledge on civic journalism and to

and initiate development.

Paraw Regatta weekend in Iloilo City

ILOILO City Paraw Regatta Foundation,
Inc. chairman Manuel Villa Jr. said they
expect more or less 70 participants in the
main sea race on Sunday, Feb. 22.
Last year, a total of 63 racers joined in
three categories in the annual race of winddriven sailboats on the Iloilo Strait.
“We are expecting practically the same
number, though it could be more than that
if the Australians had decided to come and
join us,” Villa said.

Enforcers blamed
for city’s traffic mess

TRAFFIC enforcers are being blamed for the traffic
problems of Iloilo City.
This is the gist of the report on the traffic summit
held last February 11 at the Iloilo City Hall.
The report was written by Councilor Plaridel Nava,
committee on transportation chairman, who initiated
the summit.
Traffic congestion in various key areas in the city
were mostly blamed on traffic aides who were either
not around to manage the traffic, lax on their job, or
too familiar to vehicle owners to the point of ignoring
their violations.
The complaints against traffic aides were aired in the
workshop by stakeholders present in the summit – transport
groups, vendors and businessmen and even the police.
The most common traffic violations which need to
be addressed include illegal parking, illegal loading/
unloading areas, loading/unloading in non-loading/
unloading areas, lack or absence of signage for traffic movement, lack or absence of signage to identify
parking areas, automatic traffic lights in areas where
manual operation of traffic lights is advisable, and non-
observance of rules on turning at street corners.
Some of the recommendations in the report are to
deploy traffic aides on a permanent basis to traffic
chokepoints; stricter enforcement of traffic rules and
regulations; and a monthly rotation of traffic aides to
avoid familiarization with vehicle owners.
The speakers during the summit include two officials from the Metro Manila Development Authority (MMDA), Land Transportation Office (LTO)
regional director Dennis Singson and Atty. Jose Mari
Lamparero, legal counsel of the Land Transportation
Franchising and Regulatory Board (LTFRB).
Woman nabbed for using fake money Inmate attempts

A 28-YEAR-old woman was arrested Thursday night in Pavia, Iloilo for allegedly using
fake money to buy goods in a market.
Police said a store vendor placed Charito
Pedregosa of Brgy. Tigbauan, Iloilo under
citizen’s arrest for allegedly paying a bogus
P200 bill for a loaf of bread.
Pedregosa denied the accusation saying she didn’t know that her money was
counterfeit.
Pedregosa was nabbed and detained at
the Pavia Police Station.
The alleged fake peso bill will be examined.
Pototan’s most wanted nabbed
One of the most wanted persons in Pototan, Iloilo was arrested Thursday evening.
Police identified the suspect as Ritchel
Pinuela, 28, of Brgy. Batuan, Pototan.
Police said Pinuela is wanted for rape
case filed with Regional Trial Court (RTC)
Branch 68.
Pinuela was the number 11 most wanted
person of Pototan.
Pinuela was arrested around 9:30 p.m. on
his rented boarding house. He is currently
detained at the Pototan Police Station.
Sikad driver stabs fellow driver
A trisikad driver allegedly stabbed his
fellow driver in Molo, Iloilo City Thursday
evening.
Victim Dominador Bacolcol, 38, of
Brgy. North Baluarte, Molo suffered a
lone stab wound in the abdomen inflicted
by suspect Candido Cuenca, 52, of Brgy.
Infante, Molo.
Police Inspector Juan Tigaronita, deputy
station commander of Molo PNP, said
the incident happened when Cuenca confronted the victim.
A heated argument ensued between two
which led to the stabbing.
Bacolcol managed to run away and
asked for help while Cuenca escaped on
board his trisikad.
The suspect was arrested following a
hot pursuit operation conducted by the
Molo PNP.
Bystanders immediately rushed Bacolcol to the Western Visayas Medical Center

A MAN accused of allegedly shooting his wife’s nephew on Valentine’s Day attempted to take his own life inside the detention
cell in Molo, Iloilo City.
Leo (not his real name), 59, of Mambusao, Capiz, tried to
plunge to his death by jumping off the partition of the comfort
room inside the cell which he shares with nine other detainees.
But fellow detainees screwed up Leo’s plan.
Leo also stabbed his neck with a fork but to no avail.
“He used a plastic fork which did not pierce his skin,” said
Chief Inspector Rio Maymay, Molo police chief.
According to Leo’s wife, he has been suffering from nervous
breakdown.
He was detained after he shot his wife’s nephew, Rodolfo
Baguioro, Jr., 29, of Brangay Compana, Molo.
The victim was hit on the armpit.
Maymay said Leo his licensed gun in shooting the victim.

Last Tuesday Vice Governor Eugenio
Lacson threw more kindling into the fire by talking about a possible merger of the United Negros Alliance of Governor Marañon
and Lacson’s Love Negros team that opposed Governor Marañon
during the 2013 elections. The vice governor also said that his
party met last February 5 where his group gave priority to the
merger. The governor confirmed that indeed talks between the
two political groups are going on.
However Governor Marañon has already expressed preference for Ferrer and he suggested that Lacson runs for Congress
to represent the 1st District to succeed Rep. Jules Ledesma who
is barred for another term. The Love Negros group, however,
prefers Lacson for vice governor under a merger of Love Negros
and UNA. This creates the dilemma.
It is a surprise then that last Wednesday Lacson was reported
to have chided those who are into this guessing game. He practically said that people should not be stoking the fire but wait for
the result of the merger. How can Lacson be a bad sport?

revealed this crucial

the media on condition
of anonymity, to expose who is the real
author of “Oplan Exodus.”
The operation plan was the sloppy and
botched strategy to get the international
terrorists that led to the slaughter of 44 SAF
members in Mamasapano, Maguindanao.
According to the SAF officer, the
Americans set up a camp at La Vista
del Mar Beach resort in Upper Calarian,
Zamboanga City. There, the members of
84th Company, a SAF Seaborne unit were
trained by the Americans on the operation to entrap Malaysian terrorist Zulkifli
bin Hir also known as “Marwan” and his
partner, Filipino bomb expert Abdul Basit
Usman.
The Federal Bureau of Investigation
(FBI) also placed a huge bounty on the
two suspected terrorists: US$6 million for
Marwan and US$3 million for Usman.
Days prior to the operation, residents of
Mamasapano noticed the presence of US
drones in the area. When “Exodus” was
launched on January 25, the Americans
were directing the whole operation, the
SAF officer said.

“Come to think of it, the Americans
dictated every move. In the Mamasapano
operation, the Americans made the arrangements, paid two MILF men who
served as guides. Napenas (SAF chief) was
just following the Americans because if he
did not, the Americans would withdraw
their support.”
The SAF officer identified an American, Allan Konz as the real commander of
“Exodus,” directing the operation from a
command post at the 43rd SAF Company in
Shariff Aguak, Maguindanao. “He (Konz)
was the immediate supervisor of the 84th
for Marwan’s intelligence packet.” This
explains why the finger of the dead Marwan was turned over to the FBI instead of
to Philippine authorities for DNA verification. The fiasco in Mamasapano was in fact
watched as it unfolded in real-time by the
Americans through the presence of their
drone which recorded the debacle.
American priority to get Marwan and
authenticate the hit explains the high casualty of the SAF. “Oplan Exodus” mobilized
392 SAF forces. Only two teams went deep
into the marshland, the 42-member 84th
SAF that was the assault team and the 36member 55th SAF that acted as the blocking
force. The Americans were so focused on
the 84th SAF because it had the sampletissue of Marwan that they overlooked the
situation of the 55th SAF that was in the
thick of the fight.

were killed. But the 55th SAF lost all but
one of its men because no help from the
Americans arrived,” the SAF officer said.
The narrative signifies the major role
played by the US in the colossal flop in
Mamasapano. Yet amidst the national
recriminations on the incident, American
involvement on the death of 44 SAFs is
largely ignored by authorities and the
public.
This is the saddest, most outrageous part
of the tragedy. The worst aspect of Filipino
colonial mentality is in full display here.
The national leadership is being crucified
by the outraged public on the massacre of
44 SAFs but the Americans were largely
spared from the fury.
Once more Filipinos are demonstrating
their shameful subservience to America,
mindlessly licking the feet of their colonial
master notwithstanding the severe havoc
and shame the US just inflicted on its
former colony. This detestable attitude of
Filipinos surfaced in its most despicable
form in the way they reacted to the SAF
deaths. The national leadership and the
public are both guilty of this most awful
manifestation of colonial mentality.
The Americans cannot operate in the
country, especially sensitive military operation without the knowledge, blessing
and cooperation of Philippine authorities.

HE Gospel informs us that before
he started his public ministry, Jesus
was driven to the desert by the Holy
Spirit to be tempted there for forty days and
forty nights. He subjected himself to such
a trial not really to see if he was capable
of overcoming temptation (for although he
was a man, he was also all-powerful God to
whom nothing is impossible); neither did he
Fr. Czar Emmanuel need any purification (for he was conceived
Alvarez, O.S.A without sin). He must have decided to undergo the test to convey a message to us. Let
us mention only three points here.
The episode of the temptation in the desert
seems to concern us more than Jesus himself.
In other words, it has a message to send to us and the Lord, by
assuming our humanity, reminds us of some fundamental truths
about ourselves as we try to enter into a full communion with
him. First, human nature has been, is and will always be subject
to temptation. There will always be that tension between the
desires of the spirit and the desires of the flesh (cf. Gal 5:17ff.),
and God has given us free will in order that we may exercise it
well, choosing the good over the bad. In theology, we attribute
temptations to the presence of “concupiscence” within us – that
is, the tendency to sin – considering it as one of the consequences
of “original sin” (cf. Rom 7:7ff.).
Second, by assuming our humanity – becoming like us in all
things except in sinning (cf. Heb 4:15) – and overcoming the intrinsic weakness of the human flesh, Jesus is teaching us that we,
too, can be strong in the face of temptation “through him, with
him and in him” (as the priest always says during the Holy Mass).
Therefore, we should not despair whenever temptation comes
our way as if there is no way out of it or as if we will always be

Paraw Regatta 2015

N an island nation like the Philippines, boats were
meant for food gathering before evolving into a
vehicle for discovering the world.
Sailing became the sport of adventurers and heroes
who learned how to navigate and master the wind way
before the Spaniards came to our shores.
This weekend, we celebrate the colorful sailing
tradition of our past.
The 43rd Paraw Regatta Festival is reputed as the
oldest traditional sea craft event in Asia and the largest
sailing event in the Philippines.
Paraw Regatta festival seeks to preserve the Ilonggo
maritime tradition and the importance of the native
sailboat. It is basically a race among native outriggers
or “paraw” in the native dialect between the island
province of Guimaras and Iloilo City.

said to be used by the first Bornean settlers in Panay
Island.
The festival traces its origins from the year 1973
when the Department of Tourism Region VI together
with the City of Iloilo, the Municipality of Oton in
Iloilo Province, the municipalities of Jordan and Buenavista in Guimaras Province first decided to organize
an event which was then known as the Iloilo-Guimaras
Paraw Regatta.
Soon, other sectors in the city helped organize the
event and thousands enjoyed going to the Villa beach
area every year to witness the event.
From a simple race, the festival has grown into
a community activity. It now incorporates Ilonggo
visual arts, culinary skills and other interests through
pageants, food festivals, sport events and musical
variety shows.
Amid the festival’s metamorphosis, Paraw Regatta
remains through to its core as a celebration of Ilonggo
tradition where ingenuity, skill, craftsmanship and
artistry battle go side by side with nature.
The Festival Appeal

THE country has an abundance of festivals and Ilonggos can never
seem to get enough of them.
With a weekend full of activities, why has the Paraw Regatta
sustained itself as the one of Iloilo’s endearing festivals?
“It is a mix of carnival and water sports which makes it more
unique than other festivals. Paraw Regatta gives an opportunity to
painters, artist and water sports enthusiasts to display their craft
and gifts,” explained 28-year-old Hanz Cydell B. Fernandez.
He believes that people enjoy the festival because of the many
activities that are inclusive to a fun loving crowd. The inclusion
of waters ports gave it a unique flavor not often found in many
mardis gras type festivals.
Fernandez said that before, he was not really interested in taking part of the festivities until he joined the Sinamba Mardis Gras
competition in 2011. Ever since, it was a yearly tradition for him
to participate.
“My reason for joining at first was uncertain, but eventually I
got hooked with the spirit of the festival,” he said.
This weekend, he will once again enjoy with thousands the
creativity, artistry, competition and enjoyment with this year’s
festivity.
“The people enjoy the festivity of music, dance, water sports
food and merrymaking. They are embracing the culture of Iloilo’s
Paraw Regatta and are also celebrating God’s abundance gifts,”
he said.

E was nervous and pressured.
Last year was Hanz Cydell B. Fernandez’s
fourth time to join Paraw Regatta Festival but this
time he decided to become one of the models for the Pinta
Tawo competition.
The Pinta Tawo Competition is basically a body painting contest. With the human body as a canvas, one can
express their creativity with hues of blue, green and many
more colors.
“The experience was tiring. I was nervous but in an
awesome way. It is an overwhelming
experience and an opportunity
to promote the culture and legacy
of Paraw,” Fernandez said.
He explained that at first he was hesitant
to be one of the models and be painted on but
a friend convinced him to try.
The festive atmosphere was one of the
reasons why he agreed, sharing that the upbeat spirit of the festival made him very
excited.
The process of painting him was long,
but for him it was definitely an experience to remember and is thinking of
participating again this year.

cooperation programs with the Negros
Occidental provincial government, particularly on renewable energy development
and environmental protection.

BACOLOD City – The Department of Labor and Employment (DOLE)-6 had recently
entered into a memorandum of
understanding (MOU) with the
private sector which will ensure
employment for graduates of
the Sugar Workers Development Center (SWDC) training
program here.
The private sector partners
that singed the MOU are the
Contractors Network of Negros Occidental (CONNO)
Inc., Construction Industry
Tripartite Council (ITC) and
Region-6 Human Resources
Network (HRNet).
The MOU is part of the
strategic action to provide the
graduates of the SWDC Self
and Wage Employment-based
trainings access to employment opportunities through
the assistance of the members
of CONNO, Construction-ITC
and HRNet.
“The regional office wants
to ensure that the graduates
will be able to apply what
they learned from the training
by getting employed through
the help of our partners,” said
DOLE-6 director Ponciano M.
Ligutom.
Ligutom also said DOLE
prioritizes sugar workers and
their dependents because “they
need help due to their relatively
low income, which contributes
to high incidence of child labor
in the sugar industry.”
The SWDC Training Program has three components: social infrastructure, self employment and wage employment. It
is the region’s contribution to
the national Human Resource
Development Master Plan in
the Sugarcane Industry of the
Department which aims to
mitigate the possible negative
impact of the ASEAN Economic Community (AEC)
integration among the workers
in the industry.
Two trainings were conducted in 2014: a 5-day Organizational Leadership and
Management Workshop under
the Social Infrastructure Development Area; and a 136hour Construction Painting
Training NCII under its SelfEmployment Development
Area. (PNA)
“I think there are plenty of possible cooperation, more particularly in energy sector
and environment because both Negros Occidental and my country share many things
in common,” Olsa said after emerging from
his 30-minute meeting with Maranon.
Olsa said that the Czech Republic, like
Negros Occidental, has mountains, rivers
and other natural wealth and has the ample
experience in energy development.
“This is one of the things that we can
explore and discuss,” he explained.
Before his Philippine posting, Olsa
was also assigned to South Korea and
Zimbabwe.
He added that their interest in Negros
Occidental can be attributed to Talarak

Organic Market today
AT LEAST 60 exhibitors composed mostly of
organic farmers and producers from various parts
of the province are joining the second installation of the Organic Market at The District North
Point-Ayala Mall which opens today, Feb. 21,
until Sunday.
Ramon Uy Jr., president of the Organik
na Negros! Organic Producers and Retailers
Association (ONOPRA) said among the new
exhibitors is the group of upland organic/forest
communities, from the towns of Calatrava, Don
Salvador Benedicto, Sagay, and Murcia.
The exhibitors were organized by the Provincial Environment and Management Office.
ONOPRA is instrumental for the mounting of
the Organic Market.
Another addition to the market is the group
of “organic villages” which are small communities of organic farmers being assisted by the
Office of the Provincial Agriculturist. Three of
the 10 organic villages from the cities of Bago,
Himamaylan and San Carlos are joining the
market this weekend.
Another featured exhibitor is the Fish Cove
of The Dream Project PH which will showcase
some of the country’s best local social enterprise
products such as bags and shoes from Gouache,
Anthill, Risqué, Habi, and Rags2Riches.
Slow Food Negros will be highlighted this
weekend with its “ark of taste” ingredient of the
month which is the “gata (coconut milk).”
Servings of traditional gata or ginataan products as well as demo cooking will be featured
this weekend.
There will also be talks on organic food and
products and organic lifestyle by agriculturist
Edna Garde, Mila Abaquita of the Bureau of
Plant and industry, and natural farmer Anabel
Villanueva.
Other activities include weaving demonstration by OISCA staff, painting sessions by the Art
Association of Bacolod-Negros, and live bands.
During the 1st Organic Market in the same
venue last Jan. 24-25, a total of 50 exhibitors
showcased certified organic fresh produce and
all-natural processed products, local artisanal
food, homegrown native products, vegetarian
dishes, and specialty diets; organic poultry and
livestock; organic farming inputs, supplies,
equipment and technology; and handicrafts,
textiles and clothing.
The Organic Market helps boost the economy
in the rural areas since most of the exhibitors
are from the grassroots or those located in the
countryside, Uy added.
“Through this organic market, our organic
farmers and artisans will get better prices for the
value of their products,” he stressed.

We have just started the
Lenten season – the time par
excellence, in the Church’s
liturgical calendar, for purification, sacrifice, intensification
of prayer, more active involvement in acts of charity, and so
forth. Like Jesus in our Gospel
reading this Sunday, we too
are invited to be strong and to
overcome temptation during
the forty days and nights that
cover Lent. Needless to say,
we should expect temptations
to become more challenging
as we exert extra effort to
become better Christians and
more faithful to the teachings
of Jesus. This has always been
the case. The more one tries
to live a holy life, the more
he encounters trials and difficulties that put his faith to
the test and discourage him in
his endeavor to become closer
to God. But like Christ, let us
allow ourselves to be guided by
the Holy Spirit and be strengthened by its power. He alone
can really purify us and help us
overcome the temptations that
come our way.
Our strength can come only
from Jesus who says, “Without
me there is nothing you can
do” (Jn 15:5) just as branches
cannot bear fruit if they are
severed from the vine. The
Lenten season, therefore, is
also an invitation to deepen
our relationship with God and
to hold fast to his only begotten
Son. Our being tempted like
him serves to determine the
quality of our faith in him, or as
Saint Peters puts it: “In this you
greatly rejoice, even though
now for a little while, if necessary, you have been distressed
by various trials, so that the
proof of your faith, being more
precious than gold which is
perishable, even though tested
by fire, may be found to result
in praise and glory and honor at
the revelation of Jesus Christ”
(1Pt 1:7).
Filipinos by deliberately
ignoring US involvement in
“Exodus” exhibited their unabashed worship of mother
America. Excluding the US in
the ferocious rage on the death
of 44 SAFs is an oblique view
of justice. Fire, brimstone, hell
and whatever are being called
upon Filipino officials who sent
the SAFs to their slaughter.
But no terrible rage, terrifying
anger and deep-seated resentment on the “Kano” who was

As usual, Filipinos are disposable pawns in the irregular
war of the US but where is the
national wrath on this nasty act
of America? Why is the collective seething anger limited only
to Filipino authorities? The
boot-licking talent of Filipinos
is amazing.
Colonial mentality is a national malaise afflicting Filipinos and the US is exploiting
this loathsome attitude of the
little brown “Americans” to use
them to serve its interests.
As long as Filipinos are inflicted with colonial mentality,
they will always be sacrificial
lambs and expendable playthings of the Americans, neither
respected nor esteemed.

I suspect that the 2016 election is of less importance to
Love Negros and its allied
forces – the Nationalist Peoples Coalition and the Liberal
Party - than that of 2019 when
Marañon steps down, no longer
qualified for reelection. With
Lacson as vice governor, he
will have the upper hand to
run for governor and secure the
province in the NPC-LP stable.
UNA would have no elected
official with a province-wide
mandate that can be the base
for its candidate for governor
against Lacson.
The chances of Ferrer as vice
governor are better if hitched to
Marañon’s wagon in 2016 and
the best chance to succeed the
governor in 2019 because he
has a province-wide electorate. He can run for another
office, say mayor of La Carlota
City but he will have limited
political base for a provincial
candidacy unless he is content
being grounded in La Carlota
or in the 4th District.
With Ferrer as his vice governor, Marañon will have a bigger
clout in 2019 and can field his
candidate from the north to pair
with Ferrer from the south.
In 2013 Ferrer stood by
Marañon against the combined
NPC-LP forces that junked and
bashed Marañon. Ferrer deserves a reward for loyalty.

cancelled for lack of preparation, according to its organizers.

Competition, was supposed to
happen on February 23, 2015 at
Breakthrough Villa Beach.
The Kite Surfing Tournament is one of the new water
sports in Iloilo.
According to Jaybee Espino,
the kite surfing is an intense water sport in Iloilo that Ilonggos
should try since it’s a new level
of extreme game especially
during summer time.
But the organizers assured
that even if the tournament
was cancelled during the Paraw
Regatta 2015, they are looking
forward to stage the event in
line with the Iloilo Charter

ERC clears EDC wind
farm for FIT incentives
THE Energy Regulatory Commission
(ERC) gave the 150-megawatt (MW)
wind farm of Energy Development Corp.
(EDC) the benefit of receiving incentives
under the feed-in tariff (FIT) system.
The regulator approved the application
of the 150-MW Burgos Wind Project
for a Certificate of Compliance (COC)
on February 9, 2015, EDC said in
a disclosure to the Philippine Stock
Exchange Friday.
“The transparent and predictable
regulatory regime we have in the
Philippines should encourage more
players to pursue much needed renewable
energy (RE) investments in the country,”
EDC president and COO Richard
Tantoco said in a statement.
Last December 18, the ERC granted
the wind farm a Provisional Authority to
Operate after the Department of Energy
(DOE) endorsed it in November as an
eligible RE project.
In line with the Renewable Energy
Act of 2008, the ERC gives payments on
a guaranteed fixed rate per kilowatt-hour
– the FIT rates – for power producers
harnessing renewable energy under the
FIT system.
In a research note, First Metro
Securities Research said the ERC
approval allows EDC to sell electricity
from the Burgos wind farm at the FIT
rate of P8.53 per kilowatt hour (kWh)
for 20 years.
“This is positive development for
EDC as it assures the company of
additional steady stream of cash flows
from its $450-million investment,” it
noted.
The project – the largest in the
Philippines and in Southeast Asia —
gives the Luzon grid a 150-MW boost
that could help address the looming
power shortage in Luzon and in the
Visayas, Tantoco said.
“Few people know that our country
is built on an island-arc setting
characterized by volcanism, and in such
settings we will not have large reserves
of oil, natural gas and coal. We badly
need RE to help us become less reliant
on volatile imports,” he noted.
Apart from being EDC’s first foray
into the wind energy business, the
Burgos Wind Project is also its single
largest investment to date.
The company invested $450 million
in the project, including $315 million
in project financing with leading
international and local banks led by
EKF – Denmark’s export credit agency.

Oil edges up ahead
of US rig count data
TOKYO – Oil markets edged up on Friday to halt a two-day
decline, helped by expectations that data later in the day would
show a continuing decline in the US oil rig count, a clear sign of
the pressure the tumble in crude is putting on oil producers.
The Baker Hughes survey is likely to show that the number of
rigs drilling for oil in the United States fell for the 11th straight
week to multi-year lows, market participants said.
“I assume we’re going to continue to see another big fall and
that’s going to provide support for the market,” said Tony Nunan,
a risk manager at Mitsubishi Corp. in Tokyo. “The expected fall
in the second half is being built into current prices”
London Brent crude for April delivery was trading 30 cents
higher at $60.51 a barrel during mid-morning trading after settling
down 32 cents on Thursday.
The contract is headed for its first weekly decline in four weeks
of around 1.6 percent, after declining 3.7 percent in the past two
sessions due to a higher-than-expected rise in US oil inventories.
Oil has rallied over the past month, with Brent gaining about 34
percent from a mid-January low as traders covered short positions
following a 60 percent crash since June.
US crude for March delivery, which expires later in the day, was
up 41 cents at $51.57. Trading was quiet in Asian hours as markets
in China, Singapore and several other countries were closed for

THE Philippines is among the very
best performers in terms of improving
economic freedom or promoting equal
economic equal economic opportunity
and prosperity, but it still needs
improvement.
The publishers of the 2015 Index
of Economic Freedom say while the
Philippines has had an 11 percent
improvement in economic freedom over
the last five years, it must do more in terms
of freedom of investment.
“The Philippines’ score is 60, no
change over the past year. It’s not bad,
slightly above the world average. But in
terms of the countries you are actually
competing for investments with, it is not
a particularly strong area. Other countries
would have scores in the 80 to 90 range,”
Terry Miller, executive director of The
Heritage Foundation, said.
“So this is an area where there are
still substantial regulatory burdens in
the economy, a number of restrictions
that guard selected areas. I am told that
perhaps that this is even an area tht some
sort of Constitutional change might have
to be envisioned to make reforms in this
area,” he added.
Miller is referring to Charter change
to allow more foreign ownership in the
country that of course is a very touchy
topic, as many still fear lawmakers could
use it to abuse their power.
But the Aquino government has done
well even without Charter change.
Last year, it grew foreign direct
investments to nearly $6 billion, despite
averaging just $3.5 billion in the two
years before.
But even then, the Philippines still
ranked lowest among ASEAN nations.
“You may feel, ‘Oh, there is a
disconnection, we have this much economic
freedom but where is our FDI?’ But as we
know it will take some time, but in the case
of the Philippines, it’s not that far away.
Already you’ve been implementing good
policies over the past five years, not just
a year or two over the past five years,”
Anthony Kim, senior policy analyst, The
Heritage Foundation, said.
Such policies include the opening up of
the banking sector to foreign companies,
which has so far drawn interest from
Japanese banks and other regional players.

abound migratory
sites in Antique
T
HE result of this year’s waterfowl census
in Antique province recorded a total of
1,474 birds in five identified migratory
sites. During the survey, Cattle Egrets accounted
for the highest population at 1,044. The Department of Environment and Natural
Resources (DENR) in Antique, under the Asian
Waterbird Census (AWC), recorded the greatest
concentration of Cattle Egrets at Lipata, Culasi
with a total of 813. It was followed by Little
Egret with 166. The AWC is an annual activity that is internationally implemented which aims to obtain
information on an annual basis of waterbird
populations in wetlands as a basis for evaluation of sites and monitoring of migratory birds
population. DENR-Antique conducted the sampling in
the same sites which were visited in the previous
years. The sample areas are in the five identified migratory sites in Brgy. Lapaz, Hamtic;
Brgy. Supa, San Jose; Brgy. Cubay-Napultan,
Sibalom; Brgy. Ilaures, Bugasong; and Brgy.
Lipata, Culasi.
Sampling was conducted on January 20-24. There were 15 other migratory bird species
identified in the census – Intermediate Egret,
Grey Heron, Black Winged Stilt, Little Egret,
Common Sandpiper, Javan Pond Heron, Green
Shank, Pacific Golden Plover, Yellow Bittern,
Unidentified Shorebirds, Unidentified Herons &
Egrets, Cattle Egret, Little Egret, Little Ringed
Plover, Barred Rail and Purple Heron. Species of shorebirds, herons and egrets were
spotted while on flight hence, the team could not
indicate their specific species. The AWC Team that conducted the census

Act 10645 mandates that all
senior citizens must be covered
by the Philippine Health Insurance Corp. (PhilHealth).
PhilHealth-Antique under
Local Health Insurance Officer
Junie Sabusap said they are
doubling their efforts in keeping with the law.
As of latest count, PhilHealth
is processing the membership
of more or less 10,000 senior
citizens.

of PhilHealth-Antique said the
number could increase since the
enlistment process is ongoing.
RA 10645 provides that all
senior citizens shall be covered
by the national health insurance
program of PhilHealth.
Funds necessary to ensure
the enrollment of all senior
citizens not currently covered
by any existing category shall
be sourced from the National Health Insurance Fund of
PhilHealth and proceeds of
the Republic Act No. 10351 in
accordance with the pertinent
laws and regulations.
PhilHealth is banking on the
support of local officials at the
barangay level who are more
knowledgeable about their
population and could determine
the household with senior citizens who are not included in the
program.
Requirements are duly filled
up Member Registration Form
which is available at PhilHealth
Office and Senior citizen Identification Card or Birth Certificate.
Fonclara assured that senior

same benefit compared to other

things, since matter is the very principle of

places at the same time, unless we enjoy
the supernatural gift of bilocation.
Whatever we have, including those
elements that can and ought to be shared
with others, like our feelings and emotions,
our talents and aptitudes, our skills and
even some special charisms that
we may be privileged to have, will
always be held by our individual selves.
They can never be held collectively or
communally without first being held
individually and abidingly.
This is where we have to learn how
to blend our individuality with our
universality. Yes, there will be some tension
involved here, but it is going to be a healthy
tension that will give verve and suspense to
our life. Let’s just be game about this.
May it be that while we enrich our
individuality as we should, we don’t
become individualistic, isolated and
indifferent to others. In the same way,
while we try to enrich our universality
as we should, we avoid becoming so
universally minded that we trample on
our individuality with the legitimate
differences that we will always have.

are meant not to be divisive and destructive,
but rather to unleash the dynamics of
complementation and ultimately of love

The Hyogo Framework for Action
(HFA): Building the Resilience of Nations
and Communities to Disasters (20052015) is a 10-year roadmap that promotes
strategic and systematic approach to
reducing vulnerabilities and risks to
hazards.
The framework was adopted by 168
nations during the World Conference
on DRR in 2005 and has reached its
concluding phase.
Each UN-member nation is expected
to submit its Country Progress Reports
on HFA strategic goals and priority
actions which were implemented and
accomplished for the period 2013-2015
Our individuality and universality
BELIEVE
these

aspects of our
life that we need
to be more aware
of. The idea is to
let ourselves be
more conscious of
their implications
and consequences,
especially
the

This is not to
mention the many dangers that often beset
us due to our ignorance, misunderstanding
or confusion about them. Sad to say, these
dangers are usually taken for granted, and

nullify or, even better, to eliminate them.
It is a fact of life that we as human
persons are composed of a material body
and a spiritual soul. The materiality of our
body cannot be denied. The spirituality of
our soul can be proven by the fact that we
can do the spiritual operations of thinking,
knowing, reasoning, willing and loving.
It is also because of the spirituality
of our soul that we have the capacity to
receive the supernatural grace that God,
our Creator, in whose image and likeness
we are made, constantly supplies us. This
is especially true of the actual grace, more
than the sanctifying grace.
As such, we are both individuated
and at the same time meant to enter into
communion with others, starting with
God. That we are individuals never

and mercy and compassion which, in the
end, are what matter in our life.
And so all the channels for dialogue
and for fostering family life and fraternity
among ourselves should be made
available, and ideally, made part of a
living and working structure of the family,
firms and companies, and the community
and society in general.
We have to learn to respect our individual
differences, being quick to identify both
our individual strengths and weaknesses,
so as to integrate them properly toward a
working and productive order.
We have to avoid petty envies and
jealousies, unfair and biased comparisons,
indifference as well as greed, rash
judgments, gossips and backbiting,
laziness as well as pride and vanity,
unreasonable impatience and intolerance,
bigotry and discrimination.
Sad to say, my personal experience
is that even among priests who ought to
know better and have the obligation to be
models and examples of what is proper to
us all, these bad things are rampant.
All of us have to learn to be always mindful
and thoughtful of others, trying to follow
what St. Paul once said to be “all things to all
men to save all.” (1 Cor 9,22) Take note that
the motive to be all things to all men should
be that of Christ, that is, to save men. Absent
this motive, we cannot go far.
This may not be easy, given our human
limitations, but if we strive to be with
Christ, we too can say together with St.
Paul: “I can do all things in him who
strengthens me.” (Phil 4,13) So, let’s not be
afraid and doubtful. Let’s just have faith,
and see how Christ can work wonders in

wed in civil rites
THE municipality of Ibajay, Aklan in partnership with the Philippine Statistics Authority (PSA)-Aklan, held a civil mass wedding
inside the Ibajay Sports Complex on February 17, 2015.
The mass wedding is part of the Civil Registration Month
celebration.
Some 68 couples coming from different barangays of the municipality exchanged “I do’s” during the civil wedding ceremony
which was solemnized by Mayor Ma. Lourdes Miraflores.
Elizer Sevilla, head of the Ibajay local civil registry office, the
mass wedding gave indigent, unwed couples the opportunity to legalize their union and establish the legitimacy of their children.
Statistician Rodelyn Panadero, PSA-Aklan officer-in-charge,
said the mass wedding helps lessen the number of couples who
are in common-law relationship.
Based on the 2010 census data, out of 21,236 persons are living together in Aklan, more than 7 percent or 1,511 are in Ibajay
and mostly those who are live-in status are in the 25 to 29-year
old bracket (24.16 percent), followed by 20-24 years old (24.02
percent) and 30-34 years old (12.17 percent).
“In fact, there are even 9 percent who are teenagers who are
in common-law status in Ibajay. That’s why this free mass wedding is big help to promote the welfare of their families and their
children as well,” Panadero said.

shirt promoting the province.
Lim, who was invited
to Albay’s Tsinoy Festival,
explained on Twitter that he
refused to wear the shirt to
avoid conflict with his clothing
endorsement.
The actor made the
statement after an online news
report quoted him as saying,
“I am not here to promote
Albay.”

about an incident which is
