About the Conference...
Finding and Helping the “Hidden Victims”
– Responding to Children at the Scene
All too often, the most overlooked and forgotten
victims of domestic violence are the “hidden”
victims—the children. This segment provides the
service provider (law enforcement, social services, etc.) with a deeper understanding of the
obstacles, behaviors, investigation tips and safety
plans needed for a successful interview and intervention with children.
Beyond the Obvious
This lesson will guide the investigator/officer
through the complexities of dual-assault cases. It
will provide a clear definition and understanding
of probable cause, self-defense, interpretation of
injuries and identifying the dominant/primary
aggressor. The goal is to reduce inappropriate
dual arrests which frequently occur at the scene
of domestic violence incidents.
Civil Liability in
Domestic Violence Incidents
This instruction will present an overview of the
danger, complexity and liability risk to officers
and departments when dealing with domestic
violence. This will be accomplished by utilizing
existing case laws of “failure to protect” suits.
Additionally, the course will explain the officers
and agencies’ legal authority and best practices
to manage liability.

Workers, Child Welfare Workers, Social Workers,
Therapists, Counselors, Victim Advocates,
and anyone concerned about the impact
of domestic violence on a community.
Safe Homes of Orange County works to
eliminate all forms of domestic violence through education, outreach and provision of comprehensive support
services to individuals and families affected by domestic
abuse. Services include a 24-Hour Hotline; a 17-bed shelter facility at a confidential location; advocacy and accompaniment before the courts, police departments
and the Department of Social Services; legal-aid
through the Orange County Family Justice Center; liaisons with the Department of Social Services, Child Protective Services, Law Enforcement, and the District Attorney’s Office; individual and group support; financial
assistance and education; a Teen Dating-Violence Prevention Program promoting safe and healthy dating
among young populations; education/outreach programs available to community groups, work-places, atrisk populations, etc.; two satellite offices, in addition to
the Newburgh headquarters; El Abrazo de Mís Hermanas (all the same services and programs in Spanish,
and regardless of immigration status).

ABOUT THE SPEAKER...
MARK WYNN is a twenty-one-year member of the Nashville
Metropolitan Police Department. He served as Lieutenant to
the Domestic Violence Division and was a member of the
Special Weapons and Tactics (SWAT) Team for fifteen years.
He is the recipient of 121 commendations and 51 awards and
certificates including the 1995 National Improvement of Justice
Award and the 1998 Nashvillian of the Year Award; in 1995
Mr. Wynn was selected as one of the top ten police officers
in the United States by the International Association of Chiefs
of Police and Parade Magazine. More recently, he received the
2012 Family Justice Center Alliance Lifetime Achievement
Award, and in 2011 he was awarded the “Visionary Award”
by End Violence Against Women International and the Distinguished Faculty Award by the National District Attorneys
Association. In 2013 he was selected to the Executive Committee of the Nashville Davidson County Domestic Violence
Safety and Accountability Assessment –Office of the Mayor.
Mark Wynn is a member of International Association of Chiefs
of Police National Strategic Partnership on Violence Against
Women, and a Faculty member to the National Leadership
Institute. He is a Consultant to the National Stalking Resource
Center of the National Center for Victims of Crime, as well as
a Consultant to the Department of Justice Office of Victims of
Crime, Training and Technical Assistance Center.
Mark Wynn is an international lecturer at police academies in
Germany, England, Northern Ireland, Russia, Canada, Australia,
the Republic of Mauritius, Federated States of Micronesia,
Republic of Georgia, and China. He has served as an advisor
to state, national and international leaders to help guide and
shape law and policy on this important issue. Mark Wynn
helped form the largest police domestic violence investigative
unit in the United States. Mr. Wynn is also a survivor, an
experience that enables him to teach both effectively and
passionately. In short, Mark Wynn is devoted to ending family
violence as a police officer, detective, educator, program
supervisor, consultant and advisor.
