As discussed at CoSEG, we wish to raise a change to improve the interaction between Suppliers and Distributors when address updates are required, as
detailed within MAP09. The key areas concern Data Items, Communication Method, Data Validation and ability for Suppliers to set their customers’
expectations. The proposed solution will improve Supplier and Distributor efficiencies and benefit the customer experience while involving minimal/ no
additional cost to parties.

Description Of Change
When an address update is needed (from Customer / Agent / other) Suppliers follow the MAP 09 process. This involves contacting the Distributor
(commonly by email) to request a change. The Distribution Business obligation is to action the proposal by updating MPAS and informing the Supplier (via
a D0171 data flow) within 5 days, or not respond if the proposed change is rejected. Where the Supplier is not informed of the rejection reason the
Supplier is therefore unable to provide any update to their customer.
Under the current process, Suppliers have no powers to set customer expectations around how the process works and, if Suppliers were to provide
address changes to their Agents only, these details can be overwritten by subsequent MPAS flows and will not follow the customer on a change of Supply.
We therefore feel that a change to MAP09 should be considered to enable Suppliers to be notified of the reason when an address update is ‘rejected’.
Correct addresses are essential for the effective roll-out of smart metering and where Incorrect addresses are identified these should be managed using a
robust process at industry level i.e. MPAS.
Incorrect addresses can have the following impacts:

Increased number of revisits, at cost to the industry.

New Agents may be appointed to install smart i.e. not normal agent and therefore would not have 'local knowledge'

This CP proposes the following clarifications of the processes:

Clear determination of mandatory and non-mandatory data items Suppliers must provide as part of their address update request.

Address as it should be shown in MPAS (mandatory)

MPAN (mandatory)
o
Meter Serial Number (non-mandatory)

All initial Supplier-to-Distributor address updates to be sent via email. The D0171 is to continue to be sent if address accepted, otherwise a
rejection reason to be provided via email. Retain ability for escalation process to be completed via telephone.


In the event the address of an established property is to be changed, the Supplier should first check the Royal Mail portal to ensure the
customer request matches PAF. If it does not match, the customer should be informed they must request their address is updated by their
local council first. This step should reduce inaccurate address changes being sent to Distributors.

In the event the address of a newly built property must be changed, the Supplier does not need to first check the Royal Mail website. This
is because the Distributor may need to check the ‘New or Yet to be built database’ via Royal Mail.
The use of an agreed template for Suppliers to issue to Distributors when requesting an address update. This will act as a prompt to Suppliers to
provide all the relevant data items as well as allowing both parties to clearly document what changes have been requested and agreed to.
We propose the following changes to MAP09:
The inclusion on an additional clause ‘2.2 Inter-operation rules’

Amendments to the existing Guidance notes on inter-operation.
The MAP09 amendments are provided in the appendix of this change.

2.2 Inter-operation Rules
The MRA defines the Distribution Business as responsible for the Metering Point Address (including
postcode) and the MPAS Registration System as a repository of that information.
As the Supplier has more contact with the customer, the Supplier may be able to identify potential
changes to a Metering Point Address in advance of the Distribution Business. It needs to be
recognised however, that the Supplier can only alert the Distribution Business to such changes; the
decision whether a change is appropriate rests with the Distribution Business.
Following identification by the Supplier of a potential change to a Metering Point Address, the rules
below should be adhered to.
1. The Supplier should make reasonable endeavors to confirm the PAF address is consistent
with any proposed changes. Any changes required to the PAF address should be directed to
the customer who occupies the premises in question.
2. The Supplier should populate the below table with the proposed (complete) new address for
the premises. The table requirements could form the headers for a table if the proposal is for
multiple MPANs.

* In cases where the full post code (e.g. B69 2AQ) cannot be determined, the postal out code
(e.g. B69) will be sufficient. In certain cases, for example, new buildings/ plots, the property may
not yet have a full postcode allocated to it. Suppliers/ Distributors should have the ability to
request/ enact a change to the address, for example, plot number to postal (property) number,
without full postcode being allocated.
3. The Supplier must provide the completed proposal to relevant distributor via email.
4. The Distributor will endeavor to process within 5 working days or respond within 10 working
days to the Supplier proposal with a response of either:

Acceptance that the change has been made (via D0171 flow) or;

Confirmation that the change will not be made (via email) or;

A request for additional time to action the request (via email).
5. If the response in step 4 is a rejection, a reason for this rejection will be provided to the
Supplier as part of the response.
6. If the response in step 4 is a request for additional time, a new target response date will be
provided as part of the response.
7. If the Distribution Business initiates MPAS update in response to accepting the proposal in
step 4, the MPAS Service Provider will produce a D0171which will reflect the complete
Metering Point Address as updated in MPAS.
8. Should the Supplier have already advised Agents of the potential change, and that change is
subsequently not implemented by MPAS, the Supplier is responsible for informing its Agents.
(This could be achieved by sending a D0131 to the Agents).

The MRA defines the Distribution Business as responsible for the Metering Point Address (including

As the Supplier has more contact with the customer, the Supplier may be able to identify potential
changes to a Metering Point Address in advance of the Distribution Business. It needs to be
recognised, however, that the Supplier can only alert the Distribution Business to such changes; the
decision whether a change is appropriate rests with the Distribution Business.
Whenever a Supplier provides an address on a data flow, it shall populate the address in its entirety,
including postcode.
The Distribution Business may choose not to implement a Supplier’s potential address change. The
absence of a D0171 response after 5 working days indicates to the Supplier that the Distribution
Business has decided against the proposed change. The Distribution Business may contact the
Supplier to indicate its decision if it so wishes. If the Distribution Business initiates MPAS update in
response to the proposal, the MPAS Service Provider will produce a D0171which will reflect the
complete Metering Point Address as updated in MPAS. Should the Supplier have already advised
Agents of the potential change, and that change is subsequently not implemented by MPAS, the
Supplier is responsible for informing its Agents. (This could be achieved by sending a D0131 to the
Agents).

Where a Supplier provides address details on a D0168, the complete address including postcode
shall be entered. If the metering point does not have a PAF address and has no proper postcode, a
partial postcode identifying the Outcode element of the postcode will be entered. The Supplier shall
make reasonable endeavours to retain the same format as that of the originating MPAS. Where a line
is to be deleted, the deleted line will be replaced with an empty line.
Where an Agent identifies a change in Metering Point Address, it should notify the Supplier using
D0222. Again, the address shall be provided in its entirety. Where an agent receives a D0131 from
the Supplier following this process, the D0131 may be treated as the confirmation of acceptance of
the change. While it is recognised that some Suppliers may wish to retain different address structures
for “customer facing” and “MPAS facing” operations, it is recommended that the Supplier and its
Agents maintain the Metering Point Address structure in D0131 and D0222 flows when
communicating between each other.
