It is hard to make heads or tails of the upcoming November 4, 2014 election. In my more than 40 years of covering elections, this one is the most difficult. One reason is that for the first time we have combined State, County, School District, Austin Community College and proposition all together in one election. While there is much concern over the new Austin City Council election by geographical districts, we also have to elect candidates for Austin Community College, and the Austin Independent School district. Other cities in our county are having the same problem. So I am going to back into this election by starting with the propositions. Prop. 1 - calls for the issuance of $600 million in bonds and notes by the City of Austin for the rail system. It would be operated by Capital Metro. It is designed to relieve congestion, enhance mobility and manage traffic in the I-35, US 183, SH 71, RM 620, RM 1826, RM 2222 FM 734 (Parmer), Lamar Blvd., and Loop 360 corridor; and the levy of a tax sufficient to pay for the bonds and notes. The proponents of the system says that it is the only way to relieve much of the traffic from our more used roadways. And they guarantee that the bonds will not be issued unless they can get the matching funds needed to complete the project from the Federal government. Opponents to the play says that it is more of the same - another rail system that completely goes around the eastern part of the city just as other proposed plans have done. It is confusing and hard to understand how we keep getting plans that move traffic North and South, but none for East and West traffic. However, since our traffic problems are not getting any better and it does not appear that it will in the near future, we must do something to begin working on the problem. Bounce TV will encore the first season of Family Time on Tuesday nights from 9:00-10:00 p.m. (CT) with two-episodes back-toback starting Sept. 23. The network will also air a Family Time Marathon of Season One on Sunday, Oct. 12 starting at 11:00 Noon CT. See ENEMY Page 9 The Breast Cancer Awareness Campaign takes place every October, with efforts throughout the year to help combat what is still the most common form of cancer. In late September 2001, Governor Rick Perry declared October as Breast Cancer Awareness Month in the state of Texas. To continue the campaign to raise awareness, get funding for further research and other initiatives, Austin is hosting several 2014 events toward this end.
