Affairs co-hosted the Role of Women in Global Security Conference
(RWGSC) in Copenhagen. The
RWGSC featured internationally
known plenary speakers, such as
NATO Secretary General Anders
Fogh Rasmussen, Secretary
Hillary Clinton, Danish Ministers
Espersen, Beck and Pind. It also
brought together leaders and
activists from focus countries to
highlight barriers and recommend
best practices to increase the
participation of women in
countries emerging from conflict
to help bring stability, security
and prosperity to their countries. RWGSC benefitted from
private as well as public support.

the National Export Initiative is
an Embassy priority. The new
Renewable Energy and Energy Efficient Export (RE&EE) Initiative,
which calls for a collective effort
between the U.S. government and
U.S. industry to increase exports
and open new markets for American energy products and services,
is also of special importance to
our efforts here in Denmark. As
President Obama set forth in his
State of the Union Message 2011,
innovation is key to winning the
future, and innovation will help
American exports gain market
share. We have a unique opportunity to contribute to this effort in
Denmark. Innovation and promising development and commercialization in the area of sustainable
energy technology is creating jobs,
reducing dependence on fossil
fuels, helping make the planet
healthier – and is a strength of
many AmCham members.

the world leader for new ideas
and wealth creation. As President
Obama said on February 7 to the
U.S. Chamber of Commerce in
Washington, D.C.: “We still have,

Laurie S. Fulton
Before being appointed U.S. Ambassador
to Denmark, Ms. Fulton was a Partner at
Williams & Connolly LLP, where she had a
national practice in complex civil litigation,
internal investigations and white collar
criminal defense. In 2004, she was named
one of “Washington’s Top Lawyers” by the
Washingtonian magazine.
Ms. Fulton has co-chaired the Criminal Litigation Committee of the Section of Litigation
of the American Bar Association. She was appointed and confirmed by the U.S. Senate to
serve on the Board of Directors of the United
States Institute of Peace from 2004 to 2008,
and serves as Co-Chair of USIP’s International
Advisory Council. She has been active in nonprofits and community organizations such as
Bright Beginnings, Inc., Girl Scouts Women’s
Advisory Board, Alumni Admissions Interview
Program at Georgetown Law School and the
South Dakota Farmers Union Foundation.
Prior to entering the field of law, Ms. Fulton worked on Capitol Hill and as Executive
Director of Peace Links and Access, A Security
Information Exchange.
Ms. Fulton holds a B.A. from the University
of Nebraska at Omaha and a J.D., magna cum
laude from Georgetown University.

Message from the Board
AmCham Denmark, under the leadership of Stephen Brugger and the dedication of its capable staff, continues to
make great progress in its policy and advocacy work. This is especially evident as we look back on 2010 and the high
level access that AmCham achieved within the Danish government, holding no less than 15 meetings with key decision makers in Danish politics. If ever there was a doubt that AmCham is gaining momentum as the leading voice for
international business in Denmark, it was vanquished immediately when the AmCham’s Executive Director Stephen
Brugger was asked to testify before the Prime Minister’s Growth Forum on the barriers to foreign direct investment in
Denmark – a highlight of AmCham’s achievements in 2010.
The progress that AmCham has made in the past is just the tip of the iceberg. We believe that our efforts will
continue to promote new and greater growth opportunities for our members and for Denmark as a whole. AmCham

Looking back at 2010 it marks
a banner year in the history of
AmCham Denmark and its success as the voice for international
business in Denmark. No other
non-governmental organization in Denmark has this niche
focus which makes us unique and
relevant for key decision makers,
and we are being confirmed in
the access we are achieving and
the work that we are accomplishing. This yearbook is rich
with examples of the access and
accomplishments that took place
during 2010.
AmCham Denmark has made
it a priority to identify issues affecting our member companies,
communicate these issues to
decision makers and work towards
sustainable solutions. Of primary
concern is the current and future
shortage of talent in Denmark.

We have gained some significant
momentum this past year, making
headway in improving expat
taxation and increasing international school capacity, and we will
continue to drive these and more
issues through the coming year.
Equally important to Denmark’s
competitiveness is the ability of
our member companies to invest,
grow and flourish both in- and
outside of Denmark. AmCham will
place a great deal of focus this
coming year on promoting an
environment that encourages
foreign direct investment both
here and abroad. In addition to ensuring a sufficient and adequate
labor supply, important aspects
of this include a stable regulatory
regime and a tax climate that promotes cross border investment.
It is our aim to continue the
outreach and constructive dialogue we have established with
key decision makers, as well as
continue to build relationships
across organizations, academia
and parliament in order to make
AmCham even more relevant
going forward. Our success will
continue to depend in part on your
participation and the input and
support you provide to us; as well
as AmCham’s committed staff
and engaged Board of Directors,
without the enthusiasm and
drive of which we would simply
not be able to make the progress

AmCham Denmark makes it a priority to provide members access to key business and political
leaders. Whether speaking out on behalf of its members, facilitating face-to-face contact, or
highlighting the important contributions international companies make to Denmark, its economy
and its ability to compete, AmCham was at the top of its game.

With the release of the AmCham
HR Executive Committee’s white
paper The Talent to Succeed in
January, the floodgates opened
and opportunities flowed for
AmCham to speak out on behalf
of its members both through the
media and meetings with key
decision makers.
Already in February, AmCham
joined forces with Copenhagen
Capacity, co-author of The Talent
to Succeed, in Børsen to address
the serious talent shortage in
Denmark and the importance of
attracting and retaining talent
both now and in the future.
Shortly thereafter, Copenhagen’s
Lord Mayor Frank Jensen reached
out to AmCham to partner up and
reinforce the message – highlighting the need for a “One Stop
Shop” to service these high-level
ExPats’ needs upon arriving in
Denmark. With AmCham’s support and encouragement fueling
progress, Denmark’s first “One
Stop Shop” opened its doors in
Copenhagen in June 2010.
Meetings with key politicians
filled the calendar in 2010. One
of the most significant events was
AmCham’s testimony before the Prime Minister’s Growth Forum in April
2010. As part of the Prime Minister’s
efforts to understand and improve
Denmark’s slow productivity growth,
several experts were brought before
the Forum to provide testimony
that would assist them to identify
key inhibiting factors and develop
solutions. To speak on foreign direct
investment and the challenges
to attracting and retaining this
investment in Denmark, the Prime
Minister invited AmCham’s Executive Director Stephen Brugger.
Additional policy highlights for

Finally, the 2010 Foreign Investors Summit held at
Christiansborg in September was a high point for
AmCham’s policy and advocacy. With the release of
its 2010 Business Barometer highlighting that 44%
of respondents were considering or had considered
moving investments out of Denmark, the message
to decision makers was loud, clear and reinforced
by key members of the business, academic and
political communities. Sharing their viewpoints
and participating in the ensuing discussions were

AmCham’s Executive Forum
series was strong in 2010, providing member company executives
access to experts and information
in variety of areas. Relevant topics
and timely information made the
2010 Forum series a true value added for AmCham members.
AmCham kicked off the year
with its annual review of Corporate Finance Priorities, a series
started in 2008. Presenters
Carsten Stendevad, global head of
Citi’s Financial Strategy Group and
Niels Peder Nielsen, Senior Partner
at Bain & Company sent executives home with some valuable
key messages. Stendevad was
cautiously optimistic about 2010,
but while there is a lot of hope,
he stated, corporate budgets are
still pointing to a high degree of
vigilance.
Niels Peder Nielsen counseled companies to focus on their
core business. With 2009 fresh
in their minds, executives must
ensure better alignment between
business strategy and balance
sheet requirements. Getting down
to the core of your business is the
first place to start.
In May, the series continued
with Daniel Stelter from Boston
Consulting Company exploring
how companies can flourish in a
slow-growth economy. The take
home message was clear. The
slow growth economy isn’t necessarily bad news for companies.
“Those that take the initiative,
respond defensively to the challenge and execute their strategies
with single-minded determination
can still expect to grow. For those
companies, the Great Recession
and its new realities present a
”once-in-a-lifetime opportunity,”
said Stelter.
The third Executive Forum was
especially topical and relevant as
companies engage in the tough
competition for the short supply
of highly skilled labor in Denmark.
Giving executives real food for
thought as they headed into the
summer holidays, AmCham joined forces with the
Great Place to Work Institute in Denmark, Microsoft
Denmark and ATP to explore the perfect recipe for
being a great place to work.
According to Lars Rohde, ATP’s CEO, it takes making a great place to work a company goal and there
are no quick fixes. It takes more than “green apples”
and higher salaries, Rohde said. You need to cultivate
your talent and show your employees that you believe
in creating a world class workplace and ensuring a
work-life balance.
Microsoft Denmark is no stranger to being a highly
regarded workplace, having placed in the top 10 on
Great Places to Work annual survey since 2006. For
Country General Manager Jørgen Bardenfleth, it’s
simple. The secret is commitment. This starts with
setting expectations together with the individual
employee and making sure that these expectations
fit with the overall company strategy. Furthermore,
Bardenfleth stressed the importance of praise. “In
Denmark, we aren’t as good as they are in the U.S.
at praising our employees’ work. But we are getting
better,” he said.

In March, AmCham added

general meeting (AGM) – the first

enunciate the point, former
Minister for Foreign Affairs Uffe
Elleman-Jensen was on hand to

provocative keynote speech. More

the extensive networking reception that followed.
The first annual Spring Reception at the Ambassador’s residence, Rydhave, blossomed with
quality networking among its
100 guests. In addition to a warm
spring welcome from the Ambassador, Minister for Business and
Economic Affairs Brian Mikkelsen
expressed his gratitude to the
international business community and welcomed feedback and
suggestions.
The fall months were particularly bountiful for AmCham
Denmark networkers, starting in
October with AmCham’s annual
Ambassador’s Reception and
Foreign Company of the Year
Award. More than 150 guests gathered for an afternoon of quality
networking and to find out which
company would be named the
2010 Foreign Company.
The mid-term elections offered
an excellent opportunity to bring
together the diplomatic community and international business
leaders to watch as the mid-term
election results rolled in during
the wee hours of the morning.
With big screens flashing minute
by minute updates from the polls,
U.S. Ambassador Laurie S. Fulton
took the opportunity to talk
about the election process and
explore some of the implications
of the possible outcomes. About 300 intrigued participants enjoyed a delicious continental breakfast and
interesting conversation.
AmCham concluded a great year of networking
with a Holiday Reception and Business after Hours
in partnership with the U.S. Embassy’s Foreign Commercial Service. In an entertaining, dynamic program two of Denmark’s most well regarded political
commentators shared their opposing viewpoints on
the possible outcomes of Denmark’s 2011 election.

In September 2010, AmCham Denmark’s annual Business Barometer revealed that
44% of survey respondents have considered or are considering moving investments
and jobs out of Denmark. When one delves deeper into the data, it is clear that
Denmark’s eroding competitiveness is causing companies, both Danish and foreign,
to think twice before investing here. This is troublesome for the Danish economy as
it works to regain productivity growth and compete globally for talent and investments.
Therefore, in 2011 AmCham will focus on several key factors affecting Denmark’s
competitiveness. These are:

Low productivity growth
I am deeply concerned that nearly one out of
two of our member companies are considering
moving their investments out of Denmark. It is
a very bad sign for Danish business and continued growth
- also because this trend extends beyond our members to
the broader base of companies in Denmark. Based on this,
I urge politicians to quickly address the problem.

the high cost of

It is clear that moving investments and jobs out of Denmark will have a negative impact on Denmark’s global competitiveness. Therefore it is noteworthy that 85% of 2010 Business Barometer
respondents who have considered or are considering moving investments and jobs out of Denmark
pointed to the high cost of doing business as a factor in their decision. When asked which elements
contributed to the highest degree, the most common responses were:

Operating in the highest taxed
country in the world just doesn’t
make good business sense.

Corporate tax rate and
the stability of tax policy
Corporate tax rate is becoming an increasingly important factor when companies decide where to locate their activities. This is why many of the countries in Europe, including Denmark, have chosen to lower corporate tax rates in
recent years. However, unstable tax policy and retroactive decisions have caused companies to take a much more
critical look at Denmark and the latent costs of these practices can have grave consequences to a company’s ability
to compete. Examples of such policy are the increased scrutiny on taxation of multinational companies and transfer
pricing regulations. Offering a competitive corporate tax rate is only one piece to the package.
Based on the effect it has on Denmark’s ability to compete globally for investments and jobs, AmCham Denmark
has made the high cost of doing business in Denmark a priority area for 2011. Denmark must set down a plan with
clear steps to reduce the marginal tax rate and increase stability and transparency in the area of corporate tax policy.
AmCham Denmark urges decision makers to take heed and act swiftly to improve in these areas.

The cost of labor in Denmark is one of the highest in the world, caused by a variety of factors with the frontrunner
being the high marginal tax rate. When considering investments in Denmark, board rooms across the globe must
weigh these costs against the benefits. Unfortunately, it can be a very tough sell. The level of the marginal tax rate is
vital for the potential for companies to employ highly skilled employees and attract qualified labor from abroad. Low
marginal tax rates are also important as an incentive to work more hours, increase productivity and take measures to
continue to improve the level of one’s education and qualifications. High marginal tax rates in Denmark cause salary
levels to increase in order to compensate.
Furthermore, Denmark scores very poorly in the growth of unit labor costs, i.e. shows tremendous growth, which
means that salary increases are greater than productivity development. 1 This has a direct effect on a company’s bottom line and its decisions on where it will choose to invest. In addition to the high marginal tax rate, several factors
contribute to the high level of wages and salaries in Denmark including collective bargaining agreements dictating
salary levels, taxation of benefits and in general a high cost of living.

The shortage of talent has been an issue and will
continue to be an issue into the coming years.
According to the 2010 Business Barometer, 96%
of the business community agrees. In fact, 44%
of the companies who have considered moving
investments and/or jobs out of Denmark state
that the inability to attract and shortage of
highly qualified workers has played or will play
into their decision. Without a qualified labor
force, Denmark risks being unable to compete
on the global playing field. To secure this labor
force, Denmark will need to both look abroad and
nurture a home-grown supply.
Attracting and
retaining foreign talent
Attracting and retaining foreign highly skilled labor is one area where AmCham advocated heavily in 2010 with its white paper “The Talent to
Succeed” released in January. AmCham focused
primarily on resolving short-term issues affecting attracting and retaining highly skilled foreign
labor and significant progress was made through
the course of the year in several areas. Some of
the highlights include:
• A change to the “Free School” law was achieved
enabling the expansion of international schools
in Denmark, opening approximately 350 additional seats in the greater Copenhagen area.
However, while this is a step in the right direction, additional capacity is still needed and this
will therefore continue to be a focus in 2011.
• The time in which non-EU expats must exchange their driver’s license has been increased
from 14 days to three months. While a seemingly small issue, this has had a tremendous
effect on the on boarding of foreign workers
and their ability to become integrated into the
Danish society. There is still a long way to go
however, and AmCham will continue to monitor progress and push for swift action from the
Danish authorities.
• The expat taxation scheme was enhanced to
remove the three year tax wall that encouraged
experts to leave Denmark, interrupting continuity and imposing costs to companies in terms of
recruiting new replacements. The scheme was
changed from a variable tax five year plan with
retroactive consequences should one choose
to stay five years instead of a pre-chosen three
years, to a flat rate for five years.
• Information and services for expats were vitally
enhanced via the introduction of the One Stop
Shop in four cities in Denmark. Providing access
to key authorities and essential information
in English has enhanced the experience for
foreign workers and reduced the time necessary
to become situated in Denmark. This was very
good progress, but more is needed. AmCham
will continue to advocate for expansions to the
offerings, including job counseling and placement services for accompanying spouse.
• More highly educated The personal gain in
completing a higher education in the form of higher
income plays a major role in convincing young people to take further education. Denmark falls dead
last in this area2, due primarily to its high marginal
tax rates. When considering lifetime net earnings,
there is essentially no economic benefit to increasing one’s educational level. Until and unless this
changes, a home grown supply of a highly qualified
workforce will be compromised and have a tendency to seek work in countries that do offer economic
benefits to the highly educated.
AmCham Denmark believes that in the short
term, highly qualified foreign talent is the
answer to ensuring an appropriate labor force.
But in order to for Denmark to be successful in
attracting and retaining highly qualified foreign
workers, it is essential that they are met with
a system and structure that make it attractive
to work and live in the country. Specifically, the
highly qualified workers that companies are employing and recruiting need to see economic and
social gains of residing and working in Denmark
and at the same time, barriers and bureaucracy
in connection to moving to Denmark need to be
minimized.
• Timely completion Fast completion of tertiary
education helps to ensure an increased workforce,
higher tax income, and lower public expenditure.
This is particularly important at a time when many
European countries, including Denmark, are facing
a dramatically diminishing workforce due to an
aging population. Denmark ranks very low in the
number of students completing a tertiary education by the age of 25, which will be a critical factor
in Denmark’s ability to produce a sufficient supply
of highly qualified workers in the future and to
compete for jobs and investments.

One important way that Denmark can ensure
a sufficient, high quality work force in the long
term is by developing a local supply. This effort
must start with encouraging more young people
to complete a higher education. But this is not
enough. It is also essential that these young people complete their educations in a timely manner
and in areas that meet the needs of Denmark’s
business community.
• Align with business needs Finally, in terms
of education it is important that the government
work together with private enterprise to ensure
that the educations being completed meet the
needs of business now and in the future. Availability of these educations and adequate capacity will
be important to succeed. AmCham Denmark is currently working on a joint project with Copenhagen
Business School to help identify these needs, assess Denmark’s ability to meet them, and propose
any relevant action to help Denmark in this area.

Low productivity
growth and the
importance of foreign
investment to
Denmark’s
competitiveness
Nobel Prize winning economist Paul Krugman asserts that if competitiveness has any meaning, then
it is simply another way of saying productivity; that growth in national living standards is essentially
determined by the growth rate of productivity.3 If one agrees with this definition, then Denmark could
face some significant challenges in maintaining a competitive position in the coming years. In fact,
in the period 2000-2009, Denmark realized an average of .58% labor productivity growth, well behind
the OECD 30 average of 1.35% over the same period.4
It will be important to improve on this statistic for Denmark to be able to compete for investment
and jobs. In fact, when asked in AmCham’s 2010 Business Barometer if the slow growth in labor
productivity would negatively affect their company’s investments in Denmark, 51% of respondents
answered yes. This is staggering especially considering the majority of these companies are foreign
and multinational firms and strong contributors to the Danish economy.
Foreign companies in Denmark play a vital role in the Danish economy, but must compete
for their share of inter company projects and investments. I can’t emphasize enough the
need for Denmark to act swiftly and decisively. We must provide the tools necessary for
them to be successful.

Productivity and Foreign Investment
Key Focus for AmCham in 2011
In its June 2009 report, Statistics Denmark
showed just how vital foreign companies are
for Denmark. Though comprising only 1% of
private sector companies, they employ 19% of
the private sector workforce and are responsible
for 24% of all private sector turnover and value
added. Furthermore, foreign companies make up
27% of exports – a key factor in the strength of
the Danish economy.
Moreover, foreign companies are more productive than Danish companies. According to a
Copenhagen Economics report in 20105, foreign
investments are one source to strengthen productivity in the Danish economy and promote
economic growth for several reasons:

FDI so that related companies learn through
more competition, knowledge diffusion and
clustering, and innovation.
AmCham Denmark believes that it is essential
for productivity growth in Denmark that FDI be

can strengthen Danish competitiveness. Foreign companies create jobs, innovate, and are
ultimately a decisive factor in creating necessary growth in the future. Therefore it will place
great emphasis in 2011 in continuing to remove
barriers to FDI, specifically in the areas of talent
attraction and retention; the high cost of doing
business; and multinational taxation policy.
