ATCO Electric Ltd. (ATCO), pursuant to Permit and Licence No. U2012-99,1 has approval to
alter and operate the 144-kilovolt (kV) transmission line 7L165 (the transmission line) by
constructing a temporary bypass to accommodate Alberta Transportation’s work on the
expansion of Highway 63 and secondary Highway 686.
ATCO, pursuant to Permit and Licence No. U2014-95,2 has approval to alter and operate the
transmission line from Parsons Creek 718S substation to Tower Road 933S substation in the
Fort McMurray area by removing a portion of line between the southeast quarter of Section 3,
Township 90, Range 10, west of the Fourth Meridian and the northeast quarter of Section 11,
Township 90, Range 10, west of the Fourth Meridian.
ATCO, by Application No. 1610890 registered October 1, 2014 (the application), applied to the
Alberta Utilities Commission (AUC or the Commission) for approval to alter the previously
approved realignment of the transmission line between the northwest quarter of Section 6,
Township 90, Range 9, west of the Fourth Meridian and the southeast quarter of Section 14,
Township 90, Range 10, west of the Fourth Meridian.
The Commission, pursuant to sections 14, 15 and 19 of the Hydro and Electric Energy Act,
approved the application in DA2014-231,3 and granted to ATCO a permit to alter and a licence
to operate the transmission line, subject to the provisions of the Hydro and Electric Energy Act
and the Alberta Utilities Commission Act, any regulations made under the acts, any orders made
under the acts, the Commission rules made pursuant to the Alberta Utilities Commission Act, and
the following terms and conditions:
1. The route of the transmission line shall be as shown on Appendix A and as described in the
application, Application No. 1607894, and previous applications pertaining to the
transmission line.

2. Specifications of the transmission line shall include the following:
a) The transmission line shall be designed, built for and operated at a nominal voltage of
144 kV.
b) The structures shall be constructed of materials as specified in Application No. 1607894
and other previous approvals pertaining to the transmission line.
c) Other aspects of the alteration as more particularly described in Application No. 1607894
and other previous approvals pertaining to the transmission line.
3. ATCO shall file with the Commission within 30 days of completing the transmission line
alteration, the energization certificates for the transmission line issued by the Alberta Electric
System Operator and/or by ATCO, to confirm that the transmission line alteration has been
completed and the transmission line is being operated in accordance with the provisions of
this permit and licence.
4. Unless otherwise authorized by the Commission, the transmission line alteration shall be
completed by March 31, 2016.
Permit and Licence No. U2012-99 is rescinded upon the completion of the construction of the
relocated segment of line at which time Permit and Licence No. U2014-419 will take effect.
Permit and Licence No. U2014-95 is rescinded.
The Commission may cancel or suspend this permit and licence, in whole or in part, in
accordance with Section 41 of the Hydro and Electric Energy Act or may review this permit and
licence, in whole or in part, upon its own motion or upon an application by an interested party, in
accordance with Section 10 of the Alberta Utilities Commission Act.
