Grapevine-‐Colleyville ISD Board of Trustees Draft Unofficial Summary of Actions: May 19, 2014 BUDGET WORKSHOP Trustees received an update on the 2014-‐2015 budget preparations. Several reports were discussed including 2013-‐2014 budget projections through April 30, 2014, and preliminary 2014-‐2015 budgets for General Operating, Debt Service and Child Nutrition, and fund balance analysis. Several payroll budget models were presented for comparison as recommended in the recent TASB compensation study. The Board will consider action on the recommended 2014-‐2015 budget at the June meeting. LEAD 2021 HIGHLIGHT The Board heard an update on LEAD initiatives sof the Communication Services department and the GCISD Champions program. BOARD ACTIONS Administered the Oath of Office to Trustee Jorge Rodriguez, Place 7, Trustee Jesse Rodriguez, Place 5 and Trustee Leon Leal, Place 6. The term for GCISD trustees is three years. Approved Scott Saettel as the new principal of Heritage Middle School. Saettel comes to GCISD with 16 years of experience, most recently at Mansfield ISD as academic associate principal of Mansfield High School. To read more about Mr. Saettel, click here. Elected the 2014-‐2015 Board officers. Karen Deakin, Place 3, was elected as Board president for the 2014-‐2015 school year. Kimberley Davis, Place 1, was elected to serve as Board vice president and Becky St. John, Place 2, was elected as Board secretary. Scheduled a public meeting to discuss the 2014-‐2015 budget and proposed tax rate. The meeting is scheduled for June 16, 2014, in the Board Room of the GCISD Administration Building, 3051 Ira E. Woods Avenue in Grapevine. The proposed tax rate for publication will be shown as $1.3021. Approved Memorandum of Understanding with Child Care Associates for full-‐day, full-‐year early care and educational services for pre-‐kindergarten students in the district. Currently the district offers half-‐day pre-‐kindergarten at Timberline, Cannon, Glenhope and Silver Lake for families that meet state criteria for eligibility. The partnership with Child Care Associates will allow the district to offer full-‐day, full-‐year early care and educational services for low-‐income families. Beginning in the 2014-‐2015 school year, students who qualify will spend half of the day in the GCISD state-‐based Pre-‐K classroom and half of the day in a campus-‐based CCA classroom. GCISD will continue to oversee the curriculum, as well as instructional expectations and professional learning opportunities for CCA teachers. Approved Memorandum of Understanding with Tarrant County College District Northeast for the GCISD Collegiate Academy. TCC Northeast is the location for the Collegiate Academy, which opens in fall 2014. The Memorandum of Understanding includes terms and conditions of the relationship. Additionally, the Operations Manual discusses day-‐to-‐day operations of the school and the Facility Use Agreement outlines responsibilities related to the district’s occupancy of a TCC facility. Approved additions, revisions or deletions in Texas Association of School Boards Update 99, except local Board Policy EHDC, (regarding credit earned by examination) which shall remain unchanged. Major topics in the update include accreditation, district legal counsel, safety programs, graduation, credit by examination, state assessment, student discrimination, harassment and public information. Postponed action on Change Order Number 005 for Bid Package 4 of the 2011 Bond Program. This item will be brought back to the Board for consideration at a future date. Postponed Interlocal Agreement and College Park Center Facilities Use Agreement with the University of Texas at Arlington for 2015 and 2016 Graduation Ceremonies. This item will be brought back to the Board for consideration at a future date. Approved the donation of a digital sign valued at $15,595 from the Cannon Elementary PTA. The digital sign has a full-‐color video display and will be located at the front of the campus. Approved Board minutes for the April 28, 2014 meeting. Approved May 2014 Personnel Report, which includes one, one year administrator probationary contract, 24 one year educator probationary contracts, 20 resignations and six retirements. Approved Quarterly Investment Report. Approved the textbook selections of the Textbook Adoption Committee as submitted. To comply with the guidelines established by the State Board of Education, each year an official textbook committee is selected to sample and review textbooks for a specific curricular objective. This year, the focus was in the area of K-‐ 3 Handwriting. Approved the Texas Education Agency State Waivers Application for six instructional days for 2014-‐2015. These waivers allow the district greater flexibility in meeting the educational needs of our students by providing additional professional development and grade-‐level conferences when appropriate. Approved expenditure of critical facility funds from the 2005 Bond fund to replace two sewer lines at Silver Lake Elementary School. Approved changes to Board Policy FFA(LOCAL) as presented. The change dictates that the Chief Learning Officer and Chief Operations Officer shall jointly oversee and implement the policy, which promotes general wellness of all students through nutrition education, physical activity and other school-‐based activities. Approved changes to Board Policy FMH(LOCAL) as presented. The update to this policy will allow participation in a commencement program, contingent upon successful completion of the requirements listed in the policy. Approved Change Order No. 004 for Bid Packages 5 & 6 of the 2011 Bond Program. The change order adds the Dove Elementary School standing seam roof repair and replacement. INFORMATION ITEMS Students who are part of the inaugural class of Collegiate Academy shared with the Board the story and reason for the nominations for school mascot, colors and motto. The students selected a phoenix as their mascot and red and gold as Collegiate Academy’s colors. Their motto is Soar…. An update was presented on the 2011 Bond Program. As outlined in Bid Package 5, painting has begun at Bransford Elementary and Cross Timbers Middle School and electrical work for the fire alarm system is almost complete at Cannon Elementary. Roofing abatement is ongoing at CTMS and upgrades to sport field lighting have begun at Colleyville Heritage High School. From Bid Package 6, work has begun at O.C. Taylor Elementary, including painting, drilling of piers, underground plumbing and grade beams. Preparations are underway for summer construction, which includes flooring upgrades at 11 campuses, roof replacements at seven campuses, major painting at nine campuses, fire alarm system replacement at three schools, freezer-‐cooler upgrades for Nutrition Services at five locations, restroom partitions added at two campuses, and major HVAC upgrades at two campuses. Work is scheduled to begin June 6. An update was presented on the 2013-‐2014 budget. The report shows that revenues are projected to be $1,369,718 more than budgeted. Payroll expenditures are projected to be $2,079,120 less than budgeted. Other expenses are projected to be $719,120 less than budgeted. Total state funding is currently projected to be approximately $88,000 more than budgeted due to student enrollment being more than projected. The district also received $578,000 in federal funding for State Health and Related Services, which is $314,000 more than budgeted. Overall, current projections show that expenditures will exceed revenues by $4,555,523, which would be covered by fund balance, and the deficit is $4,167,996 lower than budgeted. The Board was presented an update on the 2014-‐2015 preliminary budget. Parameters used to develop the 2014-‐2015 preliminary budget include, student enrollment, including enrollment for iUniversity Prep, an increase in local taxable values, employee compensation adjustments based on the TASB compensation study, and additional personnel cost due to change in schedule model. Reviewed Owner Contingency Expenditures for Bid Packages 5 and 6 and the Access Control & Door Hardware Project. The Board discussed the Board of Trustees Planning Calendar for May 2014-‐May 2015. RECOGNITIONS Students from Cannon Elementary led the pledges and shared thoughts on the district initiative, “Rachel’s Challenge.” Student presenters were fifth-‐grader Sara Rayon, fifth-‐grader Morgan Hess and fourth-‐grader Garrett Johnson. GCISD Director of Career and Technical Education, Dr. Rick Bracy, was recognized for being named the Career and Technology Educators of North Texas Administrator of the Year. Along with eight other regional winners, Dr. Bracy will now advance to the state competition held in Houston in July. GCISD Director of Fine Arts Pat Antinone accepted a proclamation from the Texas Senate commending the district on its outstanding music program. This is the second consecutive year GCISD has been recognized for outstanding commitment to music education by the National Association of Music Merchants Foundation. • • • • • 2014 Leadership Grapevine Chair Lavon Bolech shared a special presentation for Dr. Jerry Hollingsworth for completing Leadership Grapevine. ANNOUNCEMENTS • On behalf of the Board, Trustee Jesse Rodriguez and newly elected President Karen Deakin thanked former President Jorge Rodriguez for his service to the Board as president for the previous two years. • Dr. Robin Ryan congratulated the Dove Elementary Choir for winning the opportunity to sing backup at the Foreigner concert in D/FW this past weekend. Trustee Jesse Rodriguez invited members of the Board and Leadership to visit the North Texas Area Association of School Boards’ exhibit table and reception during Summer Leadership Institute in Fort Worth. Trustee Jesse Rodriguez congratulated all the graduating seniors. Dr. Robin Ryan congratulated Bridges graduates and invited Trustees and audience members to the Bridges Graduation Ceremony on Tuesday night. Trustee Kimberley Davis reminded Trustees of the VALOR banquet scheduled for Thursday evening. Trustee Leon Leal announced that he and his wife are celebrating their 25th wedding anniversary this week.
