Council Recommendation:
WHEREAS staff has undertaken a review of the usage of the Seymour Transfer Station,
following its transition from a landfill to a transfer station in April of 2013;
WHEREAS the findings of this review suggest that the Seymour Transfer can be operated four
(4) days per week during the months of April to November, and three (3) days per week during
the months of December to March, while still maintaining daily usage rates that are equal to or
lower than those encountered at the Bewdley Transfer Station and Brighton Landfill; and
WHEREAS the busiest days of operation for the Seymour Transfer Station are Saturdays,
Mondays and Fridays, respectively.
NOW THEREFORE BE IT RESOLVED THAT County Council approves changing the days of
operation for the Seymour Transfer Station to the following:


Mondays, Wednesdays, Fridays and Saturdays during the months of April through to,
and including November; and
Mondays, Fridays and Saturdays during the months of December through to, and
including March.
Purpose
Receive Council approval to change the days of operation for the Seymour Transfer Station.
Background
As part of the 2014 budget process, staff prepared an issue paper on operational changes at the
Brighton Landfill, Bewdley and Seymour Transfer Stations and Roll-off Truck operations.
Within the Issue Paper, which was supported by Council, it was noted that usage of the Seymour
Transfer Station had reduced since it had become a Transfer Station in April of 2013, and that even
prior to its transition from a Landfill to a Transfer Station, the Seymour site had the lowest usage, in
comparison to the Brighton Landfill and the Bewdley Transfer Station.
Because of its historically lower usage and its recent decrease in usage resulting from the change
in operations, staff recommended that in January of 2015, the Seymour Transfer Station go from
operating six (6) days per week (Monday to Saturday), to operating no more than 4 days per week,
with one of those operational days being Saturday. The hours of operation were recommended to
remain unchanged at 8:30 a.m. until 5:00 p.m.
As part of the Issue Paper, staff suggested that a detailed review of the site’s usage be undertaken
in 2014, with a follow-up report to Council in late summer of 2014, containing recommendations on
precisely what days the Seymour Transfer Station should be operated on, on a weekly basis.
Options/Consultations
As committed to in the 2014 Issue Paper, staff undertook a review of the usage of the
Seymour Transfer Station and compared its usage to that of the Brighton Landfill and Bewdley
Transfer Station.
The review covered the period of August 1, 2013 to July 31, 2014.
Below is a summary table showing the average number of patrons to visit each of the three
sites, on a day by day basis, during winter, summer, and combined time periods.

From the above table it can be seen that:

between late fall and early spring (December 1 to March 31) the Seymour Transfer
Station gets, on average 39 patrons per day, compared to 57 at the Brighton Landfill
and 83 at the Bewdley Transfer Station;

between early spring and late fall (April to November 30) the Seymour Transfer Station
gets, on average 79 patrons per day, compared to 113 at the Brighton Landfill and 176
at the Bewdley Transfer Station;

the busiest days at the Seymour Transfer Station are Saturdays, Mondays and Fridays,
respectively;

theoretically, if the Seymour Transfer Station were operated three (3) days per week
(Mondays, Fridays and Saturdays) between late fall and early spring, it would receive,
on average, 71 patrons per day; and

theoretically, if the Seymour Transfer Station were operated four (4) days per week
(Mondays, Wednesdays, Fridays, and Saturdays) between late spring and early fall, it
would receive, on average, 118 patrons per day.
From a review of the usage of the Seymour Transfer Station in winter and summer months, in
comparison to usage at the Bewdley Transfer Station and Brighton Landfill for the same time
periods, it seems logical to suggest that the Seymour Transfer Station can be operated three
(3) days per week (Mondays, Fridays and Saturdays) during the months of December to
March, and four (4) days per week during the months of April to November, and still provide an
adequate level of service to the local community.

Financial Impact
It is anticipated that reducing the days of operation at the Seymour Transfer Station, as
described above, would result in operational savings of approximately $80,000 annually.
Staff Recommendation
Staff is recommending that County Council approve changing the days of operation for the
Seymour Transfer Station to the following:

Mondays, Wednesdays, Fridays and Saturdays during the months of April through to,
and including November; and

Mondays, Fridays and Saturdays during the months of December through to, and
including March.
