BACKGROUND
India grew from a population of
33 crores in 1947 to 101 crores in
2001. The last 13 years have witnessed
a demographic explosion and India's
population is now 127 crores in 2014,
adding at the rate of 2 crores per year.
More than 50% of this growth is in the
urban areas, spread over nearly 7,900
cities and towns, contributing to over
70% of India's GDP and occupying only
3% of India's land mass. Our urban
population is likely to be over 55 crores
by 2021, out of a total population of
145 crores. We have a challenging
situation from this doubling of urban
population, with cities already bursting
at the seams due to inadequate basic
infrastructure, housing and other social
amenities. There is also a major
challenge of tapping the limited
resources of land, forests, water,
mate ri al s, ai r and ener gy. The
challenge before the governments, city
managers and professionals is to
create sustainable cities by the
optimum and efficient use of all
resources, including renewables.
The Government of India has
announced a slew of new ambitious
initiatives: Swachch Bharat MissionSanitation for All by 2019, Housing for
All by 2022 and 100 new Smart Cities.
These programmes and the
gargantuan growth of urban
population is throwing up challenges
and opportunities in the housing and
infrastructure sectors for the central,
state and local/city governments, as
well as private industry.
Municipalika 2014 is the 12th
International Conference &
Exhibition on Emerging Trends in
Sustainable Habitat & Integrated
Cities, with the participation of all
stakeholders dealing with urban
development, management and
governance – all geared towards
“Building Smart and Green Vibrant
Cities”. The event is being organised at
the Mahatma Mandir, Gandhinagar,
Gujarat, India from13 to 15 November
2014.
On this occasion, best of innovative
planning, design, technology and
policy options, with proven best
practices, would be showcased and
presented.
Municipalika provides the platform for
sharing knowledge, experiences,
solutions, and best practices, and we
would like to ignite the creative minds
of young student architects, planners,
engineers and other graduates from
leading educational institutions and
invite their association.
The Urban Innovation Challenge
Smart Cities & Green Buildings: Smart cities are envisaged to make the life of users
comfortable by being technologically well-integrated, resource-sensitive and efficient in their
operations. Green buildings are envisioned to be environment-friendly in their making and
are directed towards achieving sustainable growth and development. While there can be
multiple definitions of Smart Cities & Green Buildings, the Urban Innovation Challenge
invites you to explore and define your ideas of what will make Indian cities smart and green.
The Good Governance India Foundation (GGIF) Municipalika 2014 Urban Innovation
Challenge (UIC) looks to identify the next generation of innovative solutions to systemic
challenges in the urban areas, by under-graduate, post-graduate students and young
professionals from different disciplines through the Urban Innovation Challenge.
These participating young innovators will have unique opportunities to present and get
feedback on their innovative solutions from the delegates and stakeholders of Municipalika
2014. Municipalika 2014 will see the presence of senior government officials of all levels,
industry practitioners, academia, think tanks and industry leaders.
This year the challenge goes beyond being an ‘ideas’ competition to one that welcomes
highly implementable and practical solutions for India's urban innovation. Proposed
solutions should be capable of being implemented in a real-world setting and should identify
and address critical development challenges of Smart Cities & Green Buildings.
The Urban Innovation Challenge will be held in two stages:
Stage 1- Contest: Teams are invited to devise strategies and solutions for the creation of
Smart Cities & Green Buildings while addressing the challenges in key areas (*mentioned
below under Solution Areas) of Indian cities. Teams would be required to develop solutions
and present a paper which may include drawings, site plans, tables etc. The top three entries
will be included in the Conference Papers volume of Municipalika 2014, and will also win
cash prizes.
Stage 2- Incubation: A few of the most innovative and practical ideas that are short-listed
from among all entries (these can be different from the entries short-listed in the Contest
stage as for this stage the proposals that are most capable of being readily implemented will
be selected), may be transformed into a reality through idea-incubation and actual
investments*! Teams that are short-listed will be given more time to further work on their ideas
and a final set of ready-to-implement proposals will be considered for incubation. (*The
details of this phase of the challenge, requirements, format, time-frame shall be shared with
short-listed teams in due course of time after the short-listing.)
Given this second stage, we suggest that all participating teams invest time and effort on the
practical nature of the ideas being proposed by them.
Some selected teams will get a presentation slot of 10 minutes in the Open House on Day 2,
i.e. 14th November 2014.
Eligibility
The Urban Innovation Challenge is open to anyone below 28 years of age from any
discipline. Each team shall comprise of a maximum of three members. Under-graduate
student entries will be judged separately while the post-graduate student entries will be
judged along with other entries. We seek individuals who are impatient for change and
passionate about transforming urban India.
Solution Areas
We are seeking proposals that have innovative and sustainable ideas addressing challenges
in the following areas:
MACRO - Sustainable Cities and Townships
Solutions could exemplify excellence, innovation and technological advances delving in the
following issues - urban planning, sustainable inter and intra-city mobility, application of
GIS/GPS for effective e-governance, energy efficiency, urban supply-chains, pedestriancentric experiences, public accessibility, equitable distribution of resources, slum-free and
inclusive design, supply-side and demand-side management, energy generation, water
supply, sanitation, rainwater harvesting, waste water management including urban waste
and e-waste management, and recycling at the urban scale.

MICRO - Green Buildings and Habitats
Solutions could exemplify excellence, innovation and technological advances in passive and active design, inclusive design, affordable housing, ergonomics
and behavioral sciences influencing sustainable practices, energy efficiency, building management systems, energy generation, water efficiency, rainwater
harvesting, waste water management, waste segregation and management and recycling at the building level.

Format of submission
Entries should identify specific problem areas from among the above heads and suggest innovative ideas, solutions and strategies and capture the
same in a maximum of 5 graphical slide frames or 6 A4 sheets or 4 A3 - all formats not containing more than 1,000 words. The acceptable format for
submission is pdf and should be emailed to [email protected]. Please note - the entries are not to be copied or emailed to any other id. Please
do not write your name and college details on any of the sheets. Instead, name the file with your names followed by your college name.
Entries will be selected based on the following criteria
 Identification of a problem or key issues
 Clarity of the expression of the idea addressing a system-level problem and its solution
 Solution reflects the needs and matches the resources of urban India
 Commitment to serving vulnerable urban populations and improving their outcomes
 Focus and depth in the idea and solution rather than a range of issues
Selection
The selection of the entries will be done by an eminent Jury of professionals and urban managers.
