The State Public Employment Service (SEPE for
its acronym in Spanish) is the autonomous body
appointed to the Ministry of Employment and
Social Security that has assumed the functions of
the defunct National Employment Institute (INEM
for its acronym in Spanish) since 2003.
At SEPE we worked hard to improve the quality of
services that we provide, and the purpose of the
publication of this Service Charter is to show our
commitment to progress and to inform citizens and
users about our services, their rights and about the
quality commitments we have made in regards to
those services.
We trust that this Charter will promote the
modernisation of the State Public Employment
Service, serve as internal management tool for
continuous improvement and bring us closer to
citizens.

Electronic services
99Publish any legislative developments that affect services and
the rights of citizens or that constitute relevant information on
our website no later than 48 hours after they are published in
the Official Bulletin (BOE).
99General information and personalised assistance.
All the aforesaid services can also be processed electronically
through our Online Office https://sede.sepe.gob.es with the
exception of the PREPARA Programme which can only be
managed in person.
99Institutional data: statistics on the labour market situation.
To carry out online operations you must have the following:
MANAGEMENT
99Windows XP, Windows Vista, Windows 7 and Windows 8. The
supported architecture for all operating systems is 32 and 64
bit.
Percentages of:
99Internet Explorer, Mozilla Firefox or Chrome Browsers. The
browser should not prevent the execution of JavaScript code or
pop-ups.
99Questions and requests addressed with regards to all
enquiries.

99Procedures and payment of:
-- Unemployment benefits (contributory, allowances, active
integration income and agricultural unemployment
allowance).
-- Payment of accumulated unemployment benefits (lump
sum and support for the voluntary return of foreigners).
-- PREPARA Programme aids.
99Facilitate job searching through our website in the Portal de
Empleo (Employment Portal), Portal de Autónomos (SelfEmployed Workers Portal) and EURES Network spaces.
99Assessment of professional skills acquired through work
experience.
99Issuance of professional certificates.
Services for companies
99Registration and accreditation of training centres.
99Authorisation of placement agencies.
99Search for professionals through our website in the Portal de
Empleo, Portal de Autónomos and EURES Network spaces.
99Register of contracts for economically dependent selfemployed workers.
99Communication by electronic means for:
-- Hiring through the Contrat@ application.
-- Business licences through the Certific@2 application.
Services for Public Administrations and non-profit
entities
99Create and qualify National Reference Centres for vocational
training.
99Awarding of subsidies to promote recruitment.
99Manage grants to Local Governments for the agricultural
amployment development Programme.
99Vocational training for employment activities targeting military
personnel as well as persons deprived of liberty.
99Adobe Acrobat Reader 7.0 File Viewer or higher.
99Java Virtual Machine (JRE) (1.7u55) or higher of 32 bit.
99Username and password provided by a State Public
Employment Service, digital certificate provided by a
recognised body, or electronic ID.
We also deliver services related to employment and training in the
autonomous cities of Ceuta and Melilla.
OUR COMMITMENTS
99Make appointments, whether requested by phone or via the
website, within the following times:
-- 70% between 1 and 5 working days.
-- 20% between 6 and 10 working days.
-- 10% within a maximum of 15 working days.
99Address all inquiries and handle all the operations requested
by telephone, within the corresponding business hours.
99Resolve requests for contributory benefits and benefits for
termination of employment contract, within 5 working days of
the request, and transfer payment of the benefit on the 10th
of the following month.
99Answer electronic enquiries sent through our website within 1
and 5 working days from when they were sent.
99Provide access to electronic processing through the Online
Office, providing 100% of new recipients of benefits with a
username and password.
99Company registration through the Portal de Empleo and Portal
de Autónomos on our website within 24 hours from when the
request was sent.
99Make monthly statistics on unemployment, recruitment and
unemployment benefits available to the public at 9am on the
2nd working day of each month.
QUALITY INDICATORS
99Managed appointments, distributed by the three time ranges.
99Contributory benefits settled and paid within established
timeframe.
99Electronic queries answered within established timeframe.
99New recipients that have a password and username.
99Companies registered through the Portal de Empleo and the
Portal de Autónomos within 24 hours.
99Monthly statistics made available to the public within the
established time and date.
99New legislation published on the website within expected
timeframe.
RELIEF MEASURES
Complaints arising from failure to comply with the commitments
stated in this Charter should be addressed to the unit
responsible.
Once your complaint has been received, we will reply within 15
working days with a letter from the State Public Employment
Service General Directorate communicating the reasons that
caused the breach and relief measures that will be accordingly
adopted.
Failure to comply with the commitments stated in this Charter in
any way will not result in liability of the Administration.
