Vol.XXXII, No.20 www.realestatenewsline.com October 15, 2014 Home Buyers Readiness Program By Pat Farrell PRSRT STD U.S. Postage PAID San Antonio, Texas Paid Permit #1957 Already committed to providing self-sufficiency opportunities for families through educational, job training and employment programs, the San Antonio Housing Authority (SAHA) has recently instituted a new venture that is sure to create new clients for REALTORS®. We often encounter young couples or families who want a home of their own but are not quite financially ready for such an endeavor. The question then is: How can the real estate industry help working families prepare and get “lender-ready” for a home purchase? SAHA’s mission statement is to provide “…quality affordable housing that is well integrated into the fabric of neighborhoods and serves as a foundation to improve lives and advance resident independence.” So, in addition to being the largest landlord in San Antonio, SAHA is also committed to producing ownership-savvy home buyers. Partnering with the City of San Antonio Financial Empowerment Centers, local lending partners, and other experts in the housing industry, SAHA has instituted a new homebuyer educational program to help potential home buyers get “mortgage ready” in today’s more restrictive lending environment. SAHA’s Home Buyer Readiness Program (HRP) is designed to assist low to moderate income families achieve their dream of homeownership by “…helping them break the cycle of poverty and overcome barriers to self-sufficiency.” Low to moderate income means the salary range for a family of two ranging from $24,713 to $37,650 or an income range from $35,280 to $47,050 for a family of 4. Down payment and closing cost assistance will be available for those homebuyers who select a SAHA built home and who are income eligible. Lori Hall, Assistant Director of Real Estate and Homeownership at SAHA, says “Any interested home buyer can take the class.” The cost for all four (4) workshops is $40 which includes the materials, memory stick of resources, snacks, and day care for kids over 5 years. The classes are held at SAHA. “At some point, we may take the classes to the community in various locations around San Antonio. Every potential home buyer could benefit from these workshops regardless of income. This Program is built to help potential home buyers be successful homeowners for the full term of their mortgage.” The Home Buyer Readiness Program (HRP) consists of four (4) individual workshops that provide in-depth coverage of topics that include Budgeting for Homeownership, Impact of a Credit Score, Calculating an Affordable House Payment, Selecting the Right Home for your Family, How to read a Home Inspection Report, Budgeting for Future Repairs, Roles of the Realtor and Lender, Choosing the right Home Warranty and Home Insurance Policy, and Preparing for Loan Closing. In the workshops, applicants learn the many advantages of owning a home. They are taught that owning a home is a wise investment where they can achieve pride of ownership and a sense of community while building home equity, gaining borrowing power and being able to save money at tax time. They also learn about the negative impact from missed payments on their credit cards, etc. and are exposed to the intricacies of the home buying process which can be daunting if one is not prepared for it. Hall said, “There is a lot of information to share and we don’t want to overwhelm potential home buyers, so we parcel it out over 4 workshops. We give them time to think about the materials and then follow-up with questions.” Initially, customers learn about credit scores and how they affect buying power. Their assigned Financial Empowerment Counselor helps them examine the budgeting steps that will help them raise their FICO scores and will also explore how much of a home they can afford, provided they follow the plan they establish. Each participant is given a memory stick (key) containing resources such as mortgage calculators, amortization schedules, true costs for a loan package and the forms they will need during and after the program to help them keep track of their progress. The instructors chosen for the program are well-versed in the subjects they teach and the materials provided will stand the students in good stead when they are ready for that big purchase. The program was initially set-up to run for a total of 12 hours as the modules were scheduled for three hours per month. “We are letting the customer drive the agenda for the workshops and are finding that they have an appetite for 3.5 to 4 hours per workshop,” says Hall. “This means they are getting 12-15 hours of home buyer education by the time they graduate.” During the workshops the participants are exposed to local Lenders, REALTORS®, Home Inspectors, Escrow Officers and Home Insurance experts. So in addition to the information about credit and loans, they will learn how to choose a lender who is best suited to their needs. They will find out the role of the REALTOR® in working for them as buyers and how to also make that selection. They are exposed to home inspection reports and taught how to read and interpret them and how to read and interpret a home insurance declaration page, how to select the best policy, and how to shop for home insurance. The final workshop occurs at graduation (which for this first class will be on November 1st) where the discussions turn to what will happen once one does purchase a home. They will explore how much savings may be needed to assure they can maintain the home, such as lawn equipment or necessary interior and exterior repairs. They will be shown the benefits to having a home warranty plan and home insurance policy, and how to select both the plan and the company that will provide it. It is possible that after evaluation of the effectiveness of the program 2 REAL ESTATE NEWSLINE that a post-home purchase workshop may be added. “Graduation from the workshops will not always be the end of the road for our customers,” says Hall. The HRP is a long-term educational project which can continue for months after the initial four workshops if the home buyer needs that time to reach their financial goals. “Individual home buyers will continue to meet with their free Financial Empowerment Counselor, as needed, until they are mortgage- ready,” says Hall. Each participant before graduation will select their own personal “Board of Directors” comprised of a Financial Empowerment Center Counselor, a REALTOR®, Home Inspector, Mortgage Lender, Homeownership Insurance Co. Agent and SAHA’s Homebuyer Counselor. They will meet monthly with their financial advisor to assess progress and obtain advice on what comes next. The other members of their selected Board are available to answer questions as they arise. “We have had very successful meetings between the City’s Financial Empowerment Counselors and local lenders to discuss how to resolve home buyer’s credit issues in a way that will support their goal of home ownership,” says Hall. There are two Financial Empowerment Centers located in San Antonio – one is located at The Neighborhood Place and the other at the Claude Black Community Center. “This is a self-directed financial counseling program whereby the individual sets personal October 15, 2014 goals and then, gets help to achieve those specific goals whether it is saving money to buy a house or get an education, car, etc.” Down payment and closing costs assistance for a home purchase may be available, up to $15,000, for those who have completed the Home Buyer Readiness Program provided they purchase one of SAHA’s homes for sale. Among other requirements for eligibility, the purchaser must be a U.S. Citizen, a resident of Bexar County, and a 1st time homebuyer who is qualified for a Conventional, VA or FHA mortgage. The buyer must be able to contribute 1% of the sales price, $500 of which must be used at time of contract, and $500 must be in reserve at time of closing. Hall said, “We tell our customers that this Program is designed to help an individual determine if they are ready to buy a home. If, at the end of the workshops, they decide not to buy a home, we congratulate them on making a good personal decision and offer a hug. This Program is about helping families get ready for long-term, successful home ownership. After learning about the language of homebuying, the detailed process, and the long-term financial commitment, etc., some may choose not to buy while others may determine that they need more time to prepare. Both are success stories.” Over the next three years, SAHA will be developing single family homes on both the east and west sides of the city. On the west side, SAHA plans to construct new homes in the Blueridge, Sunflower, Palm Lake, and Villas de Fortuna neighborhood. Forty new homes (40) new homes will be constructed in the Blueridge neighborhood located near Culebra and between NW 26th and 27th streets. A local architecture, design, and construction company named WestEast Design Group has developed six new floor plans for the Blueridge neighborhood. The homes are expected to range in cost from $87,000 to $130,000. SAHA will also be building and rehabilitating homes on the east side as part of the CHOICE Neighborhood Grant. San Antonio Housing Authority (SAHA) won the $29.7 million U.S. Housing and Urban Development (HUD) Choice Neighborhood Grant in an effort to revitalize the Wheatley Courts Area of East San Antonio. Down payment and closing cost assistance will be provided to eligible home buyers. Some homes will available for sale to all interested homebuyers. REALTORS®, you might want to visit the HRP classes to familiarize yourselves with the program so you can recommend it to those buyers who are not yet close enough for a home purchase and you could even become a member of a participant’s Board of Directors. President, Women’s Council of REALTORS This Fall Has Been Busy We have had a busy few weeks with Women's Council. San Antonio was the host city for the Texas Association of REALTORS Convention and the Texas Women's Council of REALTORS® Convention. Our local chapter hosted a Margarita Tour to kick off the convention. It was a great success. We had over 50 people on a bus that toured the city to see what restaurants had the best margaritas. Our guests to the city had a great time and also enjoyed getting to know the city and some of its culture. The networking is valuable for referrals. Everyone knows someone moving to San Antonio. I personally have received 4 referrals this summer and early fall from Women's Council of REALTORS® members from other cities. That is what the Council is all about, creating leaders in the industry and also creating a reliable referral system. Women's Council of REALTORS® is also dedicated to our community. Tracey Blackwell, this year's Women's Council of REAL- TORS® Community Service Chair and her dedicated committee, put on an incredible event that supported Pets Alive, “YAPPY HOUR”. The event was held at the Rolling Oaks Golf Club. The committee worked hard, and our furry friends were included in the event. There were dogs of all kinds, big, little, fluffy, old, young and most were dolled up. They had a great time eating treats, doing an obstacle course and meeting other 4 legged friends. There were vendors that sold animal goodies, live music by Clifton Jansky, auction items and once again a network of successful REALTORS® out to raise money for a great cause! October 15, 2014 www.realestatenewsline.com Industry Sound Off By Justin Landon, Govermental Affairs Director Support Proposition 1 on November 4 There are three things a growing Texas cannot afford to fall short on: water, power and roads. Last election, the Texas voters overwhelmingly approved a Constitutional Amendment to invest $1 billion in local water systems. This election the Texas legislature is asking the voters to do the same thing for roads. Proposition 1, if passed, will provide billions in reliable transportation funding every year—about $1.7 billion the first year alone. The funds can only be used for constructing and maintaining public-access roads. No funding for toll roads will be provided from monies distributed through Prop 1. The money will come from the Economic Stabilization Fund (aka: the rainy day fund), which is funded primarily by oil and gas tax revenues. With the boom of oil and gas exploration in the Permian Basin and Eagle Ford Pass, the fund is at an all-time high, nearing the statutory 10 percent of the total general revenue budget cap. Today, 25 percent of the oil and gas tax revenue goes directly to schools, while the remaining 75 percent goes into the rainy day fund. Prop 1 would split that 75 percent so that half of it (34.5 percent) would be diverted for Texas roads, while the remaining 34.5 percent would continue to bolster an already flush rainy day fund. In other words, if Prop 1 passes, Texans will see nearly $2 billion invested in their roads in 2015 alone without any new taxes and no new debt. In fact, Prop 1 even requires the Texas Department of Transportation to identify $100 million of administrative savings as a way to help pay off current debt. Today, Texas roads are funded by the gasoline tax which is 20 cents per gallon. As fuel economy has improved the gas tax has been contributing less and less to the State Highway Fund. To make up the shortfall the Texas legislature has diverted funds from other budget priorities to keep Texas roads safe. Prop 1 is a vital first step in ending diversions and getting REAL ESTATE NEWSLINE Texas back on a sustainable maintenance and construction schedule. Virgin Olive Oil 1 large Onion chopped 1 pound Spanish Chorizo medium dice 2 Garlic cloves sliced 12 eggs whisked 1 1/2 cups milk 1 1/2 cups Half and Half 1 tablespoon Red Chili Flakes 2 cups Manchego Cheese shredded Salt and Pepper to taste Directions Preheat oven 375 degrees F. Cut bread into 1-inch cubes and set aside. In a large sauté pan heat olive oil over medium high heat. Add onions and sauté for 2 to 3 minutes until soft. Lower heat to medium and add chorizo. After 2 minutes add garlic and cook just until fragrant then set aside off the heat. Whisk together the eggs, milk, half and half, chili flakes, 1 1/2 cups cheese and season with salt and pepper. Add the bread and chorizo mixture to the eggs and toss to coat. Press down firmly. Pour into a greased baking dish. Bake uncovered for 35-40 minutes. Let stand for 5 to 10 minutes before serving. Grate remaining cheese over top. Serve with a dollop of salsa verde. Enjoy!
