Headline News (Le Mars) -- A Pennsylvania man was arrested early Saturday morning by the Le Mars Police Department for the possession of cocaine. The subject, identified as 28 year old Zachary Bujak of Butler, Pennsylvania was originally stopped for expired plates. However, the driver of the vehicle was found to be intoxicated and in possession of cocaine. He was charged with OWI for a second offense, an aggravated misdemeanor and possession of a controlled substance, a serious misdemeanor. He was transported to the Plymouth County jail. (Le Mars) -- Le Mars Police also made an arrest late Thursday evening involving two people who were stopped for erratic driving, but was found to be in possession of marijuana. The incident happened in the 800 block of 12 Street Southwest. Sobriety tests were conducted and found that 40 year old Terrell Rose of Sioux City was under the influence of a drug other than alcohol. He was taken to the Plymouth County jail and charged with possession of a controlled substance. 46 year old Gina Landwier of Pleasant Hill, Iowa was a passenger in the car, and was found to be in possession of both marijuana and methamphetamine. She was also taken to the Plymouth County jail and charged with drug offenses. DES MOINES, Iowa (AP) - A new Iowa clean water rule designed to increase inspections of livestock farms and provide stricter enforcement over manure spills is now in effect after a year of hearings and deliberations by government agencies. The rule, which took effect Wednesday, establishes new inspection and permit procedures. It does not impose mandatory permits for farms that repeatedly spill manure, a measure some environmental groups including Iowa Citizens for Community Improvement want. The Iowa Department of Natural Resources signed a deal with the U.S. Environmental Protection Agency last year to develop the new rule after the EPA threatened to take over federal Clean Water Act enforcement if state officials didn't do more. WEST BRANCH, Iowa (AP) - Fifty years ago the funeral for former President Herbert Hoover attracted more than 75,000 people to his hometown of West Branch, Iowa. A ceremony was held Saturday on the 50th anniversary of the funeral to remember that day and honor Hoover. Kenneth Quinn, president of the World Food Prize, says Hoover's death in the fall of 1964 helped bring Americans together during the presidential race between Lyndon Johnson and Barry Goldwater. Quinn says he remembers Hoover as a humanitarian who fought world hunger. At Saturday's ceremony, Quaker minister Ruthie Tippen read the eulogy that Hoover family friend EltonTrueblood delivered at the funeral.
