Minister In-Charge of the Establishment Division : (a) The Civil Service of Pakistan (Composition & Cadre) Rules 1954 have been amended vide SRO dated 10-02-2014. Rule 6 (2) whereof, inter alia, envisages that the posts excluded under Sub-Rule 1 thereof under the Federal responsibility shall be apportioned amongst other services. In view thereof, some excluded posts are likely to come in the share of Custom and Excise and Income Tax Group, alongwith other Services/Occupational Groups. (b) No. As SRO dated 10-02-2014 was issued to amend the Civil Service of Pakistan (Composition & Cadre) Ruled 1954, Ministry of Finance, Revenue, Economic Affairs, Statistics and Privatization Division was, therefore, not consulted prior to its issuance. 2 33. *Dr. Nisar Ahmad Jatt: (Deferred during 14th Session) Will the Minister In-charge of the Establishment Division be pleased to state: (a) the impacts of SRO issued by Establishment Division on 10th February, 2014 regarding the performance/work of the Postal Service of Pakistan; and (b) whether the Ministry was consulted before issuance of said SRO; if so, the recommendations forwarded by the Ministry; if not, the reasons thereof? Minister In-charge of the Cabinet Division : Yes, the sectors E-12, C-14, C-15, C-16, I-12, & I-15 are planned for development by the CDA in near future in Islamabad. Implementation is expected in the current financial year 2014-15 after fulfillment of codal formalities which are under process. 3 109. *Ms. Sajida Begum: (Deferred during 14th Session) Will the Minister for Railways be pleased to state: (a) the station-wise cargo offices functioning in the country at present; (b) the year-wise income earned therefrom during the last five years; and (c) the steps being taken by the Government for betterment of those cargo offices? However, the following steps are being taken for facilitation of customers: 1. Cargo Express which was discontinued previously now has been restored between Karachi Bandar - Badami Bagh w.e.f. 01-09-2014. 4 2. Container Service from Karachi to up country has been started. 3. The clearance of cargo is ensured in time. 4. Delivery at destination point in safe condition is ensured. 5. Cargo offices telephonically inform the customer for delivery of consignment. 6. The parcel cargo services on some train have been privatized. 5 6 110. *Ms. Sajida Begum: (Deferred during 14th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that there is an acute shortage of car-parking in all the commercial centers in Islamabad; (b) if so, the steps being taken by the CDA to overcome said problem alongwith the estimated time for completion of car-parking plazas in Islamabad? Minister In-charge of the Cabinet Division : (a) Yes. (b) To overcome the problem, CDA has decided to improve the car parking in Marakiz by constructing multi level under ground car parking. As pilot project two lots in Markaz F-7 have been selected. Tenders opened and under approval. Estimated time of completion is six to nine months after award of work. 115. *Mr. Asad Umar: (Deferred during 14th Session) Will the Minister In-charge of the Cabinet Division be pleased to state; (a) the steps taken by the Government to increase the life span of the Rawal Dam; and (b) whether any work for de-silting and improving the catchments is being done by the CDA; if so, the details thereof? 7 Minister In-charge of the Cabinet Division : (a) & (b) Rawal Dam is under the administrative control of Small Dam organization which is a Government of Punjab’s Department. CDA has no role in any issue pertains to Rawal Dam. 118. *Sahibzada Tariq Ullah: (Deferred during 14th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether at is a fact that Capital Development Authority (CDA) has collected amount under the head of various Residential Housing Schemes during the period from 2008 till date; (b) whether the said amount has been invested by the CDA in the Stock Exchange; if so, the legal status thereof; and (c) the prescribed criteria under which the approval for the same was given? However, detail of steps taken by PTDC for promotion of tourism is attached at Annex-IV (Annexures have been placed in the National Assembly Library) 42. *Ms. Shahjehan Munir Mangerio: Will the Minister In-charge of the Aviation Division for be pleased to state: 9 (a) whether there is any proposal under consideration of the Government to restructure the Pakistan International Airline (PIA); if so, the time by which it will be implemented alongwith the steps being taken by the Government in this regard; and (b) the time by which PIA will be made a profitable entity of the Government? Minister In-charge of the Aviation Division: (a) Yes, there is a proposal under consideration of the Government to restructure the Pakistan International Airlines (PIA) through strategic partnership. The Privatization Commission has been tasked to carry forward the process of privatization of core activities of National Airline by divesting 26% of its share with complete management. The Privatization Commission has selected a Financial Adviser to set the ball soling. This endeavor is being done by the Government to offset the airline from recurring losses and to improve its service for the traveling passengers. The process will be completed in due course of time. Besides above, the Government has also taken following steps to minimize the loses of PIA:— ¾ Organizational/HR rationalization: - Officers of good reputation, service record and relevant experience have been posted on important posts. Similarly, many departments have been merged to improve horizontal coordination of the organization. ¾ Domestic / Foreign Stations Rationalization: - Various less economical or loss making domestic and foreign stations of PIAC have been closed. The surplus staff has been posted to other departments according to their experience in order to get better advantage of their services and area of expertise. ¾ Route Rationalization: - Flights on various loss making routes have been suspended. Now PIAC is not operating on routes such as Amsterdam, Frankfurt Hong Kong & Bangkok etc. At domestic level direct flight routes were adopted to curtail cost. ¾ Fuel Rationalization: - Measures to control fuel cost is the focal point of cost control drive. Presently, renewals of fleet and route rationalization are the two basic steps taken so far to reduce fuel consumption. A comprehensive fuel cost control strategy has been devised based on best industrial practices. 10 ¾ Fleet Modernization: - The airline has been facing shortage of aircraft due to aging fleet, which is not only increasing maintenance cost but also consuming high amount of fuel. In order to minimize the costs, PIAC is in process of acquiring fuel efficient narrow body aircraft on lease. Detail of fleet is Annexed. (b) PIAC is in process of formulating its Business Development Plan and after finalization of the same the time-line may be given. 43. *Ms. Shahjehan Munir Mangerio: Will the Minister for Federal Education and Professional Training be pleased to state: (a) the year-wise number of students sent abroad on scholarship during the last five years alongwith the total expenditure incurred thereupon; (b) whether it is a fact that a large number of said students did not come back to Pakistan; 11 (c) if the answer to part (b) above is in the affirmative, whether there is any proposal under consideration of the Government to take action against the responsibles; if so, the steps taken/being taken by the Government in this regard? Minister for Federal Education and Professional Training : (a) 2492 scholars have been sent abroad by Higher Education Commission, during last five years. (c) An effective mechanism is in place to monitor the progress of scholars. All scholars are bound to submit legal bond/ surety to return to Pakistan. The quarterly and annual performance is assessed through partner agencies. In case of breach of agreement defaulters and their guarantors are pursued to return back or return the actual amount incurred on studies along with penalty up to maximum of 25% for breach of agreement. 44. *Sheikh Salahuddin: Will the Minister for Information, Broadcasting and National Heritage be pleased to state the steps being taken by the Government to formulate a code of conduct for print, electronic and social media? 12 Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): Press Information Department (PID) The present government believes in freedom of press as the government has always supported free flow of information to masses and encouraged positive criticism in the country. As per the Article 19 of constitution 1973; “Every citizen shall have the right to freedom of speech and expression, and there shall be freedom of the press, subject to any reasonable restrictions imposed by law in the interest of the glory of Islam or the integrity, security or defense of Pakistan or any part thereof, friendly relations with foreign States, public order, decency or morality, or in relation to contempt of court”. After coming into power, the government is moving ahead to legislate “Right to Information Bill”. The proposed legislation will recognize and realize the right to information as a fundamental constitutional right and will make information available to the public in order to promote good and transparent governance. This is an effort to make all public and private bodies falling within its ambit increasingly accountable to citizens. The government is pursuing a policy of complete freedom of expression and expects that the media would also follow the norms and ethics of the profession. The duty of the journalist is to further those ends by seeking truth and providing a fair and comprehensive account of events and issues. Conscientious journalists from all media and specialties strive to serve the public with thoroughness and honesty. Professional integrity is the cornerstone of a journalist’s credibility. Furthermore, the media should abide by the code of ethic which should apply across all platforms, including social media. Pakistan Electronic Media Regulatory Authority (PEMRA) Pakistan Electronic Media Regulatory Authority (PEMRA) was established on 1st March, 2002 through an Ordinance to facilitate the growth of Electronic Media and to regulate its operations. PEMRA has devised Code of Conduct for programmes and advertisements for broadcast media and distribution services through PRMEA Rules 2002 and which is part of PEMRA Rules 2009 [Clause 2(1) (f) and 15(1)1 (Copy of Code of Conduct is annexed at Annex-1). The same has been incorporated in the terms and conditions of the license. This Code of Conduct is duly signed by all the licensees of PEMRA. For a mutually accepted 13 Code of Conduct federal government constituted a Committee of neutral and eminent experts in 2009 headed by Justice (R) Fakharuddin G Ibrahim. The Committee was assigned the task to assist the government to formulate a mutually accepted voluntary Code of Conduct/ethics based on the principle of self regulation for the electronic media in Pakistan. The Committee on the basis of draft Code of Conduct of PBA and after taking input from all stakeholders furnished its findings/ draft to the government which was circulated amongst the stakeholders for review & comments. However, Pakistan Broadcasters Association did not respond to the draft prepared by the Committee. Ministry of Information, Broadcasting and National Heritage on 08-05-2014 constituted another Committee on the directions of the Prime Minister of Pakistan to remove ambiguities in the Code of Conduct for the electronic media. The Committee is headed by Mr. Irfan Siddiqui, Special Assistant to the Prime Minister while President All Pakistan Newspapers Society (APNS), President Pakistan Broadcasters Association (PBA), President Council of Pakistan Newspaper Editors (CPNE), Secretary, Law and Justice and Human Rights Division, and Additional Secretary , Ministry of Information, Broadcasting and National Heritage are its members. The Committee convened various meetings with stakeholders and thoroughly deliberated upon the provisions of Code of Conduct set out in Schedule-A of the PEMRA Rules, 2009, Code of Conduct devised by the Committee headed by Justice (R) Fakharuddin G Ibrahim, Self Regulatory Code of Conduct of PBA, and PEMRA (Content Regulations) 2012 (set aside by Supreme Court). The Committee has formulated draft Code of Conduct after removing the ambiguities in existing Code of Conduct for effective implementation mechanism of PEMRA laws. Annex-I Schedule – A of PEMRA Rules 2009 [see rules 2(1) (f) and 15(1)] Code of Conduct for Media Broadcasters or Cable TV Operators Programmes:— (1) No programme shall be aired which: (a) Passes derogatory remarks about any religion or sect or community or uses visuals or words contemptuous of religious 14 sects and ethnic groups or which promotes communal and sectarian attitudes or disharmony; (b) contains anything pornographic, obscene or indecent or is likely to deprave, corrupt or injure the public morality; (c) contains an abusive comment that, when taken in context, tends to or is likely to expose an individual or a group or class of individuals to hatred or contempt on the basis of race or caste, national, ethnic or linguistic origin, colour or religion or sect, sex, sexual orientation, age or mental or physical disability; (d) contains anything defamatory or knowingly false; (e) is likely to encourage and incite violence or contains anything against maintenance of law and order or which promotes antinational or anti-state attitudes; (f) contains anything amounting to contempt of court; (g) contains aspersions against the Judiciary and integrity of the Armed Forces of Pakistan; (h) maligns or slanders any individual in person or certain groups, segments of social, public and moral life of the country; (i) is against basic cultural values, morality and good manners; (j) brings into contempt Pakistan or its people or tends to undermine its integrity or solidarity as an independent and sovereign country. (k) promotes, aids or abets any offence which is cognizable under the Pakistan Penal Code; (l) denigrates men or women through the depiction in any manner of the figure, in such a way as to have the effect of being indecent or derogatory; (m) denigrates children; (n) contains anything which tends to glorify crime or criminals; (o) contains material which may be detrimental to Pakistan’s relations with friendly countries; or 15 (p) contains material which is against ideology of Pakistan or Islamic values. (2) Particular care should be taken to ensure that programmes meant for children do not contain objectionable language or are disrespectful to their parents or elders. (3) Programmes must not be directed against the sanctity of home, family and marital harmony. (4) While reporting the proceedings of the Parliament or the Provincial Assemblies, such portion of the proceedings as the Chairman or the Speaker may have ordered to be expunged, shall not be broadcast or distributed and every effort shall be made to release a fair account of the proceedings of the Parliament or the Provincial Assemblies. Advertisements: (1) Advertisements aired or distributed by a broadcast or cable TV station shall be designed in such a manner that it conforms to the laws of the country and is not offensive to morality, decency and religious sects of the people of Pakistan. (2) No Advertisement shall be permitted which: (a) promotes or supports sedition, anarchy or violence in country; (b) is against any provisions of the Constitution of Pakistan or any other law for the time being in force; (c) tends to incite people to crime, cause disorder or violence or breach of law or glorifies violence or obscenity in any way; (d) glorifies adultery, lustful passions or alcoholic drinks or the nonIslamic Values; (e) distorts historical facts, traditions of Pakistan or the person or personality of a national leader or a state dignitary; (f) fans racial, sectarian, parochial, regional or class hatred; (g) promotes social inequality, militates against concepts of human dignity and dignity of labour. (h) is directed against sanctity or home, family and marriage; 16 (i) is wholly or mainly of a religious of political nature. (j) contains references that are likely to lead the public to infer that the product advertised or any of its ingredients has some special property or quality which is incapable of being established; (k) contains indecent, vulgar, or offensive themes or treatment; or (l) contains material which is repugnant to ideology of Pakistan or Islamic values; (3) The goods or services advertised shall not suffer from any defects which are harmful to human health. Misleading claims about the goods shall not be made. (4) No advertisement which is likely to be seen by children in large numbers should urge children directly to purchase goods of a particular brand or ask their parents to do so. (5) All advertisements must be clearly distinguishable as such and be separate from the programmes and should not in any manner take the form of news or documentary. 45. *Sheikh Salahuddin: Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the steps being taken by the Government to improve standard of Education in the Government Educational Institutions in Islamabad? Minister In-Charge of the Capital Administration and Development Division : FDE endeavors to impart quality education to the residents of Islamabad through its educational institutions. The steps taken to improve the standard of Education in the educational institutions are placed at Annex-A. (Annexure has been placed in the National Assembly Library) 17 46. *Ms. Naseema: Will the Minister In-charge of the Cabinet Division be pleased to state: (a) the district-wise total number of families in Balochistan to whom financial assistance is being provided by the Benazir Income Support Programme at present; (b) whether it is a fact that the financial assistance is not being provided by the said programme to a large number of persons of the said province who are presently living below the poverty line; if so, the steps being taken by the Government in this regard; and (c) the prescribed criteria to provide financial aid in Balochistan under the said programme? Minister In-Charge of the Cabinet Division: (a) The list of beneficiaries is attached at Annex-A. (b) BISP initiated the roll out survey in Balochistan and contracted Population Census Organization (PCO) for the task. PCO completed the Poverty Scorecard survey, at the door step of households within a period of six (6) months major areas of Balochistan. However, the survey could not be completed due to unfavorable law & order situation in following areas of Balochistan. i. ii. Basima and Naag tehsils of Washuk District. Tehsil Mach of Kachi/Bolan district. iii. Kohan tehsil of Kohlu district iv. Lohi Patwar Circle of Lasbella district. It is a fact that a large number of eligible/ identified families from Balochistan are not getting benefit from BISP because of unavailability of their important data e.g. CNIC, family status etc. Following steps have been taken to outreach these pending beneficiaries. · Honorable MNA(s) have been approached for outreach of these beneficiaries. 18 · BISP Regional office Balochistan and its Divisional offices have been assigned to trace out these pending beneficiaries. · Local level campaigns through national and local media have been conducted. · Notables of the areas were approached through BISP field offices. BISP is trying its best to trace out the pending beneficiaries through its available resources. (c) The criteria for selection of beneficiaries is same as across the country. The same is described as below: At the start of the Program in July 2008, no reliable data were available for the identification of the underprivileged and vulnerable persons in the country. The task of identification of the potential beneficiaries of BISP was, therefore, entrusted to the Parliamentarians in Phase –I of Targeting. Application Forms were distributed among the Parliamentarians in equal number (8000 forms to each member of the National Assembly and Senate and 1000 forms to each member of the Provincial Assemblies), irrespective of party affiliation. The forms received were verified through NADRA database and out of 4.2 million received forms, 2.2 million families were found eligible for cash transfers. Later, a transition in terms of objective and scientific mode of targeting i.e. Poverty Scorecard (Phase-II) was launched. The nationwide Poverty Scorecard Survey enables BISP to identify eligible households through the application of a Proxy Means Test (PMT) that determines the welfare status of the household on a scale between 0- 100. Based on available fiscal space, the eligibility criteria is set at less than or equal to 16.17. Annex-A Federal government has enhanced the monthly financial assistance of BISP beneficiaries from Rs.1200 to Rs.1500 during the FY 2014-15 Budget. BISP pays quarterly installment to its beneficiaries and 159,702 beneficiaries from 19 Baluchistan have been paid during the July-September 2014 Quarter @ RS 4500 per bneficiary. District wise list of BISP beneficiary families in Balochistan is placed at attached below 20 47. *Ms. Naseema: Will the Minister for Railways be pleased to state: (a) whether it is a fact that the Quetta Express plying between Quetta and Rawalpindi was discontinued since long; if so, the reasons thereof; and (b) whether there is any proposal under consideration of the Government to restore said train service; if so, when it will be implemented; if not, the reasons thereof? Minister for Railways (Khawaja Saad Rafique) : (a) 23-UP/24Dn (Quetta Express) running between Quetta and Rawalpindi was suspended on 22-03-2012 due to resource constraints i.e acute shortage of locomotives and rolling stock. 21 (b) However, 23-Up/24-Dn (Quetta Express) was renamed as Akbar Express and restored w.e.f 01-05-2013. The Train has been plying between Lahore – Quetta since 01-05-2013. 48. *Ms. Shaista Pervaiz: Will the Minister for Information Technology and Telecommunications be pleased to state: (a) whether the threat of occurrence of fatal diseases like cancer is rising due to installation of mobile towers in the big cities of the country; (b) if the answer to part (a) above is in the affirmative, whether the Government has fixed any time limit for removing those towers; if so, the details thereof; (c) whether there is any proposal under consideration of the Government to remove mobile towers which have been installed in all premises of schools and hospitals the country; if so, when it will be implemented; if not, the reasons thereof; and (d) the steps taken by the Government in this regard so far? Minister for Information Technology and Telecommunication : (a) No conclusive evidence of hazards to human health has been established for the exposure levels possible with the current arrangement of cellular phone towers. All operators comply with the MoIT issued Policy Guidelines under PTA regulations. (b) Not applicable. (c) Currently, no such proposal is under consideration. (d) Not Applicable 49. *Ms. Aisha Syed: Will the Minister for Capital Administration and Development be pleased to state the steps being taken by the Government to establish 22 separate Primary Schools for Girls in the Islamabad Capital Territory during the current financial year? Minister In-charge of the Capital Administration and Development Division : At present there are 144 separate Primary Schools for Girls and 60 primary schools with co-education out of total 315 primary schools in Islamabad Capital Territory. The existing schools are adequately meeting the needs for education of girl’s students. Therefore, at present there is no proposal to establish additional separate primary schools for girls in ICT during current financial year. 50. *Ms. Aisha Syed: Will the Minister for Railways be pleased to state: (a) the total number of Railways Engines which were repairable in 2013;. (b) the number of said engines which have now become functional; and (c) the total amount incurred thereupon? Minister for Railways (Khawaja Saad Rafique) : (a) A total of 225 diesel-electric locomotives were ineffective and repairable on 30-06-2013. (b) A total of 152 diesel-electric locomotives have been repaired from July-2013 up till now. Pakistan Software Export Board (PSEB) has leased 47.7 acres of land from Capital Development Authority (CDA) in Chak Shahzad, Islamabad for development of a state of the art Information Technology Park. The concept of ICT Parks has been approved by the Planning Commission of Pakistan and MoIT. In this regard, the proposal for foreign financial assistance is being pursued with international financial institutions by the ministry through EAD. Moreover, PSEB is also in the process of establishing similar technology parks at Lahore and Karachi. In this regards, PSEB has acquired land in both cities for the said purpose. (e) No appointment of Regular Managing Director at PSEB has had an adverse impact on PSEB's performance during the previous government's tenure. Regular Managing Director was appointed on 14 July 2014. An IT professional with 20 years of experience and the Board of Directors has approved strategy and budget to increase the global footprint of Pakistan's IT industry and to improve IT export earnings of Pakistan. It will also require better funding of PSEB for its international marketing activities and for development of new IT parks. Current government is giving priority to Pakistan's IT industry's promotion and stability for the propose IT Policy is also being finalized and international and domestic markets are being tapped to fully utilize the human resource capital of Pakistan. 52. It was acknowledged and appreciated by all including telecom sector stakeholders, auction supervisory committee and the Prime Minister of Pakistan to be a successful auction conducted by PTA in the most transparent and open manner. Dognfang Electric Corporation, China had been blacklisted by Pakistan Railways on 26-03-2013, as they failed to fulfill contractual obligations against the contract agreement for procurement/manufacture of 69 (3000/2000 hp) diesel-electric locomotives. 59. *Mrs. Shahida Rehmani: Will the Minister for Railways be pleased to state: (a) the time by which the project of Karachi Circular Railways will be launched; 33 (b) whether it is a fact that people of Karachi are facing grave difficulties due to increasing population and traffic problems at present; (c) if so, when projects like Metro Train and Metro bus will be launched in Karachi? Minister for Railways (Khawaja Saad Rafique) : (a) The project titled Revival of Karachi Circular Railway (KCR) is a foreign funded project sponsored by the Japan International Cooperation Agency (JICA). The launching of the project is subject to the signing of loan agreement and disbursement of the loan amount. Most of the pre-requisites laid down by JICA for signing of loan agreement have been fulfilled. However, one of the main pre-requisite by JICA for launching the project was the clearance of Right of Way of the KCR route from encroachers and shifting of 6km PR track, which is yet to be undertaken. A domestic plan was proposed by the Government of Pakistan envisaging that the Federal and Sindh Governments may provide cash compensation to Affected Households (encroachers), in addition to shifting of 6 km PR Track, and construction of Boundary Wall from the area vacated by encroachers. JICA was requested to give a letter of comfort for signing of loan agreement so that work on domestic plan could initiate. The letter of comfort for signing the loan agreement and consent of JICA to the domestic plan is awaited as yet. (b) People of Karachi are indeed facing grave difficulties due to increasing population and traffic problems at present. However there is no such proposal for re-employment of the employees who become disabled/ handicapped as re-employment is regulated under Section 14 of Civil Servant Act of 1973. The said Act does not provide re-employment of Civil Servants (Annex-B). (b) However, those employees who are declared invalid by the Central Medical Board established in the Central Health Establishment, Karachi under the Ministry of National Health Services and Regulation Coordination, Islamabad are entitled to get invalid pension and monthly grant from the Federal Employees Benevolent Fund & Group Insurance Funds. (Annexures have been placed in the National Assembly Library) 6 68. Dr. Nisar Ahmad Jatt: (Deferred during 14th Session) Will the Minister In-charge of the Establishment Division be pleased to state: (a) the details of SROs issued by the Establishment Division during the year 2013-14 alongwith the rules/law thereof; (b) whether it is a fact that the issuance of such SROs is being discourged/eliminated/reduced by the Government as per policy; and (c) whether it is also a fact that the relaxation has been allowed for recruitments during the ban by the said Division; if so, the details alongwith the reasons thereof? Minister In-Charge of the Establishment Division: (a) SRO No. 785(I)/2013 dated 23-07-2013 has been issued in exercise of the powers conferred by Sub-rule (2) of rule (3) of the Civil Servants (Appointment, Promotion and Transfer) Rules 1973. The SRO deals with the up-gradation / re-designation of the post of Stenographer (BS-15) in the Federal Government as Assistant Private Secretary (BS-16)(Annex-I). (b) According to the business allocated to the Establishment Division under Sr. No. 10 of Schedule-II of Rules of Business, 1973, regulation of all matters of general applicability to civil posts in connection with affairs of the Federation is the prime responsibility of Establishment Division. Rules, regulation formulated in this regard are notified through SRO, in Gazette of Pakistan. (c) The prevailing ban was imposed by this Division on the direction of Prime Minister’s Office w.e.f. 20-06-2013. Hence, Prime Minister is the competent authority to relax the ban. However, this Division analyzes the proposals move by the respective Ministries / Divisions and forward the same for approval of the Prime Minister. So far, one hundred fifty two (152) summaries of different Ministries / Divisions have been Processed. (Annexure has been placed in the National Assembly Library) 7 69. Mrs. Shahida Rehmani: (Deferred during 14th Session) Will the Minister for Information Technology and Telecommunications be pleased to state whether it is a fact that discussions were held on mutual cooperation for the establishment of research centre and promotion of Information Technology in Pakistan during the meeting of the Prime Minister with the Vice President of Huawei Company during his visit to China; if so, the progress made in this regard so far? Minister for Information Technology and Telecommunications: No specific proposal with Huawei is under consideration at the moment in Ministry of Information Technology. 70. Mrs. Shahida Rehmani: (Deferred during 14th Session) Will the Minister In-charge of the Aviation Division be pleased to state: (a) whether it is a fact that the construction work of the building of the new Islamabad Airport has not been completed so far; (b) if so, the time by which it will be completed? Minister Incharge of the Aviation Division: (a) The construction work at the New Islamabad Airport Project (IIAP) is in full swing. The present physical progress is at 77%. Construction of Airside Infrastructure including Runways, Taxiways and Aprons has been substantially completed. The work on Landside Infrastructure including Departure Level Bridge, Underpasses and Internal Road Network etc is in advanced stage of completion. Structural works of Passenger Terminal Building have also been completed. Architectural and MEP works are in progress. (b) The planned date of completion / operationalization of IIAP is October, 2016 as per revised master schedule. 8 79. Mr. Siraj Muhammad Khan: (Deferred during 14th Session) Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the progress made for the expansion project of Federal Government Polyclinic Hospital, Islamabad? Minister In-charge of the Capital Administration and Development Division: In March, 2010, the Prime Minsiter of Islamic Republic of Pakistan approved the allocation of additional piece of land of 2.54 acres of Argentina Park for extension of Federal Government Polyclinic, Islamabad. Later on the Senate Standing Committee on Cabinet Secretariat in its meeting held on 05-62014 directed Chairman, Capital Development Authority (CDA) to hand over the possession of land to Federal Government Polyclinic (FGPC). An amount of Rs.55.321 million (cost of land) has been allocated in the PSDP of current financial year 2014-15 and the payment will be made after handing over the land by CDA. However due to legal requirements and to allow the conversion of the Park land for hospital use the CDA has moved a Summary for the Prime Minister to allow the change in the Master Plan to use the Park land for the said purpose. On this Summary the Prime Minister Office has advised the CA&D Division to move a Summary for the approval of Cabinet. Accordingly the Summary for Cabinet is under submission. 82. Mr. Sher Akbar Khan: (Deferred during 14th Session) Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) the total number of complaints registered in the Capital Administration and Development Division by the public during the year 2013-14; and (b) the steps taken and criteria adopted by the Government for speedy redressal of those complaints? Minister In-Charge of the Capital Administration and Development Division: (a) The detail of complaints registered in Capital Administration & 9 Development Division and in its Subordinate departments/institutions during the year 2013-14 is as under:(i) Federal Government Polyclinic Islamabad. 17 complaints (ii) Department of Tourists Services (DTS), Islamabad. 21 complaints (iii) Federal Directorate of Education (FDE), Islamabad 1311 complaints (b) Criteria for redressal of complaints of each department is as under:- Federal Government Polyclinic, Islamabad The Polyclinic has a proper complaint cell for receiving complaints and formulated following 04 Committees comprising of senior doctors to deal such issues under E&D Rules and redress them through inquiry. o o o o Ethical Committee Vigilance Committee Complaint Committee Death Review Committee - Department of Tourist Services(DTS) On the receipt of complaints from Tourist or general public, the department has taken immediate action as provided under the Rules. In the first step, show cause notices were served to registered establishments. After the inquiry keeping in review the facts of case, the authorized officer determines whether the claim is genuine or otherwise. In the first instance, the respondents are directed to settle the claims within 15-days failing which the payments are made from the Bank Guarantees. - Federal Directorate of Education (FDE). As a policy FDE process the complaints immediately in order to redress the issues in minimum possible time. As a first step facts of the case are collected from the concerned institutions and examined in their light on merit. Conclusions are made with the approval of competent authority and the complainants are informed accordingly. A Complaint Cell is being 10 established in FDF on permanent basis for immediate redressal of the complaints. Admission Cell is already working in FDE for complaints/ issues regarding admission of students in schools/colleges. 86. Ms. Aisha Syed: (Deferred during 14th Session) Will the Minister In-charge of the Aviation Division be pleased to state: (a) the total number of complaints registered in the Aviation Division by the public during the year, 2013-14; and (b) the steps taken and criteria adopted by the Government for speedy redressal of those complaints? Minister In-Charge of the Aviation Division: (a) There are following four organizations under the administration control of Aviation Division. i. Civil Aviation Authority (CAA) ii. Pakistan Metrological Department (PMD) iii. Airport Security Force (ASF) iv. Pakistan International Airlines Corporation (PIAC) Aviation Division is a newly created Division and mostly receive complaints pertaining to above said organizations. Mr. Jamshed Ahmad Dasti: (Deferred during 14th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is fact that the number of dengue mosquitoes are increasing in Islamabad; and (b) whether there is any proposal under consideration of the CDA to make hygienic arrangements to kill the said mosquitoes through spray of pesticides in the residential areas of Islamabad? Minister In-Charge of the Cabinet Division: (a) No • First ordinary mosquitoe that is harmless appeared in Islamabad (culex) in April, 2014. • First Dengue mosquitoes (Aedes) appeared in 22nd and 23rd weeks 2014. • From 24th week onwards, samples do not show larvae of dengue mosquitoes • That is why till date no suspected, probable or confirmed case of Dengue Fever has yet been reported from major tertiary care hospital of Islamabad like FGSH, PIMS and CDA Hospital. • It is important to share that when thousand of cases were reported from Lahore in 2011 and above 1700 cases from Rawalpindi in 2013, Islamabad had only 520-90 cases which again show that DHS (Directorate of Health Services), CDA works proactively on war footing basis prior to occurrence of an accident. (b) Detailed DHS Dengue Control Plan based on Punjab Government Dengue Control Initiative and WHO Integrated Vector Management approach being implemented. 12 90. Mian Muhammad Farooq: (Deferred during 14th Session) Will the Minister for Railways be pleased to state: (a) the names, designations, educational qualification, experience, place of posting, pay and facilities of those persons who have been recruited in Pakistan Railways during the last five years; and (b) whether provincial quota has been observed for those recruitments; if not, the reasons thereof? Minister for Railways (Khawaja Saad Rafique): (a) During the last five years, 4164 persons have been recruited in Pakistan Railways as per details attached as Annex- “A” & Annex- “B”. Ms. Munaza Hassan: (Deferred during 14th Session) Will the Minister for Railways be pleased to state: (a) whether it is a fact that due to the corrupt practices of clerical staff, the Pakistan Railways is suffering from huge financial losses; and (b) whether any inquiry has been conducted to investigate the said cases of embezzlement during the year 2013-14; if so, the details thereof? Minister for Railways (Khawaja Saad Rafique): (a) Pakistan Railways has suffered losses on various accounts comprising lack of attention by the successive governments, exorbitant rise in salaries, aging assets, inadequate locomotives, hike in prices of fuel and utilities also including corrupt practices of the clerical staff. Since the inception of the present Government, efforts have been made to overcome its operational and financial health while mitigating its losses and formulating a way forward strategy to revitalize Pakistan Railways. 13 (b) By strengthening internal controls, vigilance and anti-corruption mechanisms, efforts have been made to implement transparent and merit-based system. Simultaneously all the pending corrupt cases are being properly investigated as per rules and those who are held responsible, are taken up as per gravity of the offence. Detail appended. Ms. Asyia Naz Tanoli: (Deferred during 14th Session) Will the Minister In-charge of the Capital Administration and Development be pleased to state: (a) the total strength of the technical and non-technical staff of BPS 1 to 18 presently working in Gynaecology OPD and Ward in PIMS, Islamabad alongwith their names, father names, domiciles, grades and the tenure of posting on the existing post; and (b) the total sanctioned strength of the said posts? Ms. Parveen Masood Bhatti: (Deferred during 14th Session) Will the Minister In-charge of the Cabinet Division be pleased to state the names of firms blacklisted by the CDA during the year 2013-14 alongwith the reasons thereof? Minister Incharge of the Cabinet Division: Only M/s M. Siddique Bhatti & Co. is blacklisted during the questioned year 2013-14 as per DAC/PAC directives against printed Para No. 6.17 (1999-2000) on account of non recovery of risk cost amount Rs.0.606 million. 132. Sheikh Salahuddin: (Deferred during 14th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: 14 (a) whether it is a fact that employees of Pakistan Tourism Development Corporation (PTDC) working in earthquake affected areas of Balakot have been transferred to other Districts without any complaints/justification during the period from 1-3-2014 till date; if so, the reasons thereof; and (b) whether there is any proposal under consideration of the Government to cancel such orders; if so, when it will be implemented? Ms. Naseema: Will the Minister for Information Technology and Telecommunications be pleased to state: (a) the procedure adopted to disburse and utilize the universal service fund amongst the provinces during the year 2013-14; (b) the year-wise total amount allocated, released and utilized from the said fund for each province during the last five years till date; and (c) whether it is also a fact that the said fund was not spent in letter and spirit, in Balochistan during the said period; if so, the steps being taken in this regard? Minister for Information Technology and Telecommunications: (a) Complete procedure for disbursement of USF fund/subsidy is prescribed in USF Rules 2006 and enforced since its publication (Annex-I). The same procedure was adopted during year 2013-14 for all USF projects. Mechanism for utilization of Fund specified in USF Rule 6 is reproduced as follows: “ Utilization of Fund- (1) The amount credited to the Fund shall be utilized for: i. provisioning of telecommunication services, telecommunication systems or electronic services for use in unserved and underserved areas of Pakistan; 15 ii. meeting administrative budget of the USF company including salaries of the employees; and iii. any other act as approved by the Federal Government, but not inconsistent with the Act and these rules.” The USF is being utilized strictly in accordance with above rules without any exception. (b) Year-wise total amount allocated and released to all provinces since last five years to till date is attached at Annex-II. (c) An amount of Rs. 4,644,684,639/- was spent in Balochistan in true spirit of the initiative during the said period. This is almost 61% of total amount disbursed in all provinces. The targets achievement sheet for Balochistan is attached at Annex-III. (Annexures have been placed in the National Assembly Library) 8. Ms. Naseema: Will the Minister In-charge of the Cabinet Division be pleased to state the year and district-wise total amount of aid given to the people of Balochistan under Wasila-e-Haq programme during the last five years alongwith their names and addresses? Minister Incharge of the Cabinet Division: The District/year wise summary of the loan amount given to the people of Balochistan under BISP Waseela-e-Haq programme during last five years is given in Annexure-A. The names and addresses of all the beneficiaries of Baluchistan who were provided loans under Waseela-e Haq programme are given in Annexure-B. (Annexures have been placed in the National Assembly Library) 9. Mr. Jamshed Ahmad Dasti: Will the Minister for Federal Education and Professional Training be pleased to state: 16 (a) the district-wise total number of Schools functioning under Basic Education Community Schools in the country at present; (b) whether it is a fact that salary of Teachers working in those Schools functioning under Basic Education Community Schools is very nominal; (c) whether it is also a fact that previous Government enhanced the salary of said Teachers from Rs. 5000- to Rs. 8000/- p.m; (d) if answers to part (a), (b) and (c) above are in the affirmative, whether enhanced salary is being paid to said teachers; if so, when; if not, the reasons thereof? Minister for Federal Education and Professional Training: (a) The district-wise list of total Basic Education Community Schools (BECS) in the country is attached at (Annex-A). (b) Basic Education Community Schools operate with the help of the community which provide space for non formal school and teachers. However, these teachers are paid honorarium at the rate of Rs. 5000/- per teacher per month. Moreover, the present Government has enhanced the BECS teacher honorarium from Rs. 3000/- to Rs. 5000/- per month per teacher w.e.f 1st July, 2013. (c) The Cabinet Sub-Committee decided that the Honorarium being paid to BECS teachers be enhanced from Rs.3000 and Rs.4500 to Rs.8000 per month in the revised PC-I (Annex-B). - ECNEC in its meeting held on 18th April, 2014 approved the PC-I of BECS project with a cost of Rs. 4282.059 million, from PSDP, till 30th June 2016. Honorarium of teachers was fixed at Rs. 5000/as per the decision of Finance Division, under this PC-I w.e.f . 1st July, 2013. (d) BECS teachers are being paid honorarium @ Rs. 5000 per teacher/ per month. The honorarium of teachers has been paid up to June, 2014. 17 As per the Government policy, no Government employee can be paid less than minimum wages fixed by the Government, which presently is fixed at Rs. 10000/- per month. (Annexures have been placed in the National Assembly Library) 10. Mr. Jamshed Ahmad Dasti: Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that the residents of sector G-9/2, Islamabad have been facing severe shortage of water during the year 2013-14 till date; if so, the reasons thereof; (b) the prescribed criteria with regard to allocation of time to supply water to various areas of the said sector alongwith hour-wise details of supply of water to each area of the said sector during the said period; (c) whether it is also a fact that the management which deals with supply of water to the said sector was involved in malpractices and mismanagement, particularly with reference to allocation of time therefor; (d) if the answers to parts (a), (b) and (c) above are in affirmative, the steps being taken by the Government to ensure proper supply of water to said sector and make the management accountable? Minister Incharge of the Cabinet Division: (a) No. Residents of sector G-9/2 are not facing shortage of water. Water is supplied to the sector from Simly, Khanpur Darn and Tube Wells. Water supply through Tube Wells is disturbed due to extensive electric load shedding/power break downs by IESCO. (b) Supply of water into the over head tanks of blocks is given in eight portions and the each portion receives water on turn basis for one and half hours to two and half. The supply gap ranges from 27 to 40 hours. (c) No malpractices or mismanagement is involved. The allocated supply time has not been changed. 18 (d) Management is not at fault. CDA is making its all out efforts to ensure proper supply of water to the residents of sub Sector G-9/2 with the available water sources. 11. Mr. Waseem Akhtar Shaikh: Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that the funds for repairing of Tube Well No. 9/50 in Sector I-8, Islamabad have not been released despite completion of tendering process by the CDA; if so, the reasons thereof; and (b) the time by which the said Tube Well will be made functional by releasing the funds thereof? Ms. Shakila Luqman: Will the Minister for Information, Broadcasting and National Heritage be pleased to state the steps being taken by the Government to improve the standard of PTV programs and dramas as compared to other TV Channels? Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): Improvement of quality is a continuous process and PTV takes appropriate steps in context of competitive environment and emerging scenarios. In this regard PTV has taken the following steps in the light of Government guidelines and instructions: 1. Establishment of Genre-wise Production Teams In order to produce interesting and quality programmes, PTV has established genre-wise production teams. The genres include: (a) (b) (c) (d) (e) (f) Drama Serial / Series / Plays Sitcom / Soap Children Programmes Shows / Music Documentary Regional Programmes 19 2. Establishment of Event Cell An Event Cell has been established at PTV Headquarters Office for quality production of mega shows, awards shows, and mega musical shows. Temporary transfers of talented professionals on assignment to 3. assignment basis Following PTV’s Ramazan/Eid-ul-Fitr Transmissions studded with interesting quality programmes was a blend of technical excellence and aesthetic beauty and have and well received by the viewers: (a) Rooh-e-Ramazan - Iftar Transmission (b) Rooh-e-Ramazan - Sehri Transmission (c) Shab-e-Wajd – Night Transmission PTV shifted its human resources from various Centres to make these marathon transmissions a success. 4. Advance programme Planning: Programmes planning related to special occasions such as Eid-ul-Aza is under taken well in advance to produce quality programmes. 5. People meter ratings: A system of competitive programmes rating encompassing all Pakistani channels has been evolved which provides foundation for strategic PTV programmes planning and preparation of Fixed Point Chart and yearly Event Calendar. 6. Introduction of New Fixed Point Chart: A Fixed Point Chart has been devised with competitive programming of new flavour. 7. MD PTV has introduced Corporate Communication Cell. Its objective is to develop products and hand over to Centres for quality production which has already started functioning. Its first assignment was Special Ramazan Transmission. The Cell has developed some outstanding concepts for programmes to be incorporated in the upcoming launching quarter starting from 2nd November 2014. Hopefully it will change the entire screen of PTV Home. 20 13. Ms. Shagufta Jumani: Will the Minister for Information, Broadcasting and National Heritage be pleased to refer to Starred Question No. 111 replied on 02-04-2014 and to state: (a) the present status of the cases for promotion to the posts of Director Program and Director Engineer; (b) whether it is a fact that despite meeting of DPC, cases of promotion for said posts have not been processed further; if so, the reasons thereof; and (c) the steps being taken by the Ministry in this regard? Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) It is submitted that the Ministry of IB&NH. Islamabad has approved the appointment of Mrs Nayyar Jamal as Director Programme and Mr Muhammad Khan as Director Engineering w.e.f 29-04-2014 vide Notifications No. 2(11)/2014. Mr. Imran Zafar Leghari Will the Minister for Information, Broadcasting and National Heritage be pleased to state: (a) whether it is a fact that the only employees of the Accounts Department have been upgraded in the Radio Pakistan during the last three years till date; and (b) whether it is also a fact that the employees belonging to Engineering, Programmes, News and Administration branches have not been upgraded during the said period; if so, the reasons thereof? Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) The PBC employees of the Accounts Department have been upgraded w.e.f. 01-07-2012, vide PBC Headquarters order No. AdmnIII/1(97)/99-Vol-I, dated 15-02-2013, on the analogy of the up-gradation of similar posts of the office of Controller General Accounts to avoid resentment and litigation. However, prior to this, PBC also allowed up-gradation to the clerical staff w.e.f. 01-07-2007 including the posts of Assistant Accountant and Accounts Assistant equivalent to the post of Senior Auditor and Junior Auditor, vide PBC Headquarters order No. Admn-III/1(31)/2007, dated 17-7-2012, in compliance with the judgment of Islamabad High Court, dated 20-06-2012, in view of the up-gradation of clerical/Accounts Wings allowed by the Federal Government. (b) It is fact that, the employees belonging to Engineering, Programme and News Wing have not been up-graded during the said period because there was no basis available for this purpose. However, the clerical staff of Administration Wing has been allowed up-gradation w.e.f. 01-07-2007 as mentioned in reply to question (a) above. 16. Mian Muhammad Farooq: Will the Minister for Information Technology and Telecommunications be pleased to state: (a) the number of scholarships which could not be utilized under National Information and Communications Technology (ICT) Programme during last two years alongwith reasons thereof; and 22 (b) whether there is any proposal under consideration of the Government to utilize the said scholarships in future under the said programme; if not, the reasons thereof? Minister for Information Technology and Telecommunications: (a) Prime Minister’s National ICT Scholarship Program 2012-14 is an approved program by the Board of Directors, National ICT R&D Fund. Under this program, 1,500 scholarships were to be provided. During 2012 and 2013, 940 scholarships were awarded, out of 1000, strictly on merit, as per the requisite criteria. The remaining 60 scholarships could not be utilized due to the delayed response of students to whom those scholarships were offered regarding their non acceptance of the same. The delayed response resulted in the start of the semesters/ academic sessions and therefore these scholarships could not be offered to students who were next in merit list. The 2014 program is underway and left over scholarships will be provided in this cycle. (b) As mentioned in part (a), the remaining scholarships are being awarded in 2014. 17. Mr. Waseem Akhtar Shaikh Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that the sewerage line of the Street No.46, Sector G-7/2, Islamabad is damaged badly due to which the school going children are facing many problems; if so, the reasons thereof; and (b) the time by which the sewerage system of the said street will be repaired?
