Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
It does so by providing services and advice to governments and migrants.
Only internal candidates holding SST ungraded contracts and external candidates will be
considered for this vacancy. This is a direct recruitment and the successful candidate will
be offered Special Short Term (Ungraded) contract.
This is a request for Curricula / expression of interest for the position of Programme
Manager (PSAIT) – Islamabad, Pakistan. The envisaged length of service for this
position is five (5) months with possibility of extension.

Context:
Under the direct supervision of the Chief of Mission (CoM) in Islamabad, and in coordination
with the technical support of the Security Awareness Induction Training (SAIT) in Pakistan,
the Staff Security Unit (SSU) unit in IOM Manila Administrative Centre (MAC) and the Staff
Development and Learning Unit (SDL) unit at IOM Headquarters, and relevant project staff,
the successful candidate will be responsible and accountable for the implementation,
oversight and coordination of the Pakistan Security Awareness Induction Training
Programme (PSAIT).

Core Functions / Responsibilities:
1. Undertake overall management of the Pakistan Security Awareness Induction
Training Programme (PSAIT).
2. Liaise with the United Nations Department of Safety and Security (UNDSS) and all
relevant partners and donors, such as the European Commission Humanitarian Aid
Department (ECHO), the United Stated Agency for International Development
(USAID), the agency Field Security Advisers (FSAs) and the Security Management
Team (SMT) as regards to the implementation of PSAIT.
3. Liaise and report to donors in respect of project updates and financial expenditure.
4. Inform, coordinate and consult with UNDSS and agency FSAs on necessary updating of material presented by PSAIT in order to maintain its relevance in
consideration of developments within Pakistan.
5. Coordinate with PSAIT instructors for the preparation and implementation of all
approved amendments to SAIT training material.
6. Contribute to the planning process for future training, in liaison with UNDSS and the
FSAs.
7. Ensure that regular information/briefing reports are compiled for the CoM, IOM
Headquarters, donors, key stakeholders and press officers.
8. Ensure the maintenance and update of databases and other information systems
that are currently used by PSAIT.
9. Supervise the Security Awareness Induction Trainers and coordinate the work of all
programme staff to ensure harmonious relationships and teamwork.
10. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education


Master's degree in Security Management, Social Sciences, Communication,
International Relations, or a related field from an accredited academic institution with
five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional
experience.
Experience





Experience working in security management systems, law enforcement and military
disciplines preferably with international experience;
Experience in planning, designing, developing, implementing and managing training
and learning in a large multi-lateral organization, preferably with experience in
developing countries as well as within the United Nations (UN) system, agencies,
funds or programmes; Experience in coordination and programme implementation as
well as in preparation and implementation of security awareness instruction
materials, donor reports (financial and narrative) and briefing reports;
Experience liaising with the UNDSS, relevant partners and donors;
Experience in delivering training courses, facilitated learning and instructional
teaching methods;
Experience working in the UN, international peacekeeping, humanitarian emergency
operations and strategic security planning in private industry or international
organizations highly desirable.
Languages
Fluency in English is required. Working knowledge of Urdu, Pashtu, Punjabi or Sindhi an
advantage.
