John P. DOW, Sr.
John Dow, well-known in-flight icing certification
consultant and DER, has had a close collaboration
with NTI for a number of years, on aviation
projects and as a key instructor in NTI’s CFD for inflight certification course.
Dow adds to NTI’s expertise his very unique skills
and experience in aviation, international aircraft
certification and icing, with almost four decades of
relevant experience in air transport and general
aviation. He was the FAA Senior Icing Specialist
and has worked with international aviation
authorities, international aircraft manufacturers
and aircraft operators.
His experience provides an extraordinary blend of

wet and dry tunnel testing, and flight-testing in
natural and simulated conditions. He has
managed successful projects obtaining FAA
certification.
He has a BS degree in engineering and holds a
multi-engine commercial pilot license with
instruments rating. Dow was a DER in reliability
when he joined the FAA. He was an international

Working Group and taught accident investigation
at the Transportation Safety Institute. He also
worked in aircraft and power plant manufacturing,
and in aircraft modification.
John Dow became a DER in icing after his
retirement from the FAA.
Dow has also worked with manufacturers and
national authorities seeking a Bilateral
Airworthiness Agreement with the United States.
Dow is a regularly scheduled lecturer on icing
certification, is the author of many articles on icing
and was a major contributor to the recent issue of
