communities in protecting the environment, “Greening Our Roads” has been chosen as the conference theme. This event hopes to provide
a platform for delegates to explore and be motivated by new ideas with regards to “greening” all aspects of road construction such as
design, materials, techniques or methods, among others. Meeting knowledgeable and inspiring experts and speakers at this event, can help

International Seminar on Slopes, Road Foundation Drainage and Stormwater Management which will be held in Kuala Lumpur,
Malaysia from 10 to 12 November 2014.
The objective of the joint event is to explore many possible key areas of sustainable green roads. It is a must-attend event for
the road administration, construction industry, academicians, research institutions and other transport related societies where
delegates will have the opportunity to gain new knowledge and share experiences.
Revolving around the theme GREENING OUR ROADS, the programme for this event will focus on the challenges that the
transportation industry is facing and will face to achieve sustainable road infrastructure. This timely event will therefore provide
a platform for the meeting of the minds and hearts of road practitioners in emerging issues and latest developments to achieve
a better balance between road industry activities and environmental conservation. The organisers are also inviting world class
speakers and experts to grace the event and share their knowledge and experiences with the delegates.
There will also be an exhibition showcasing the latest developments in green road management. We hope this event will enrich
and greatly benefit everyone and be a gateway for best practices in road management towards sustainable infrastructure.

Guest Lectures
Three guest lectures have been scheduled, two on the first day of the conference and one on the
third day.
Dato’ Zohari bin Haji Akob began his civil service career in 1986
with the Fisheries Development Authority of Malaysia (LKIM).
Following completion of his studies in Public Administration at
the National Institute of Public Administration (INTAN) in 1988,
he was transferred to the Agriculture Section of Economic
Planning Unit (EPU) in the Prime Minister’s Department. He
moved to the Privatisation Section in EPU in 1995 and became
the Section’s Director in 2008. In 2009, he was promoted to the
position of Deputy Director General of Public Private Partnership
Unit (UKAS), in the Prime Minister’s Department. In January
2014, he became the Deputy Secretary General (Energy) in the
Ministry of Energy, Green Technology and Water (KeTTHA). He
was appointed as the Secretary General of the Ministry of Works
(MoW) in July 2014.
Dato’ Zohari who had previously served as a Board Member of
Suruhanjaya Tenaga (Energy Commission) and Sarawak Hidro
Sdn Bhd, is currently a Board Member of the Construction Industry Development Board (CIDB) and
Jambatan Kedua Sdn Bhd (JKSB) which oversaw the successful completion of the iconic Second
Penang Bridge.
Emeritus Prof. Ir. Dr. A. A. A. Molenaar received his MSc and PhD
in civil engineering from the Delft University of Technology in The
Netherlands in 1972 and 1983 respectively.
From 1972 to 1984, he worked at Delft University first as an
Assistant Professor and from 1982 as an Associate Professor in
the Road and Railway Engineering group.
In 1985 he left the university to become the Managing Director
of Netherlands Pavement Consultants, a company specialising in
pavement design, evaluation and management as well as road
materials. He was responsible, among others, for numerous road
and airfield projects in The Netherlands, Europe and worldwide.

In 1988 he returned to Delft University to take a part-time position
as a Professor in Highway Engineering. He was appointed as a
full-time Professor in 1990.

The year 2000 saw him being appointed as Professor Extra-ordinarius by the Stellenbosch
University in South Africa and in 2005 he was honoured with a similar position by the Wuhan
University of Technology in China.
Prof. Molenaar’s research activities were mainly in the field of characterisation of asphalt concrete
mixtures, unbound and cement treated base courses, pavement design and management.
He has been teaching in a number of countries all over the world including China. He has had the
privilege of supervising more than 30 PhD students coming from 11 different countries. Next to his
teaching and research duties, he was and still is involved in consultancy projects world over.
He had authored over 150 papers in the field of pavement design and rehabilitation and road
materials. He had participated and continues to contribute as a conference chairman, session
chairman and keynote speaker at numerous international conferences.
Though Prof. Molenaar retired from the Delft University in 2012, he is still an Emeritus Professor at
the university.
Mr. Pekka Pakkala, a Senior Consultant with Ramboll Finland
has vast experience in asset management and maintenance and
performance based maintenance contracts (PBMC) including
procurement and contracting issues. He is an invited speaker
at numerous international events worldwide, particularly those
sponsored by the International Road Federation (IRF) since
2005. He is on the World Bank’s list of experts in the area of
PMBC.
Mr. Pekka’s recent participation in international seminars
and conferences include Brazilian National Department of
Transportation and Infrastructure PBMC Workshop in Rio de

Productivity Committee), Road to Excellence Project (Swedish Road Administration), Management
Contracts (Washington DC) and Task Manager for Tunnel Asset Management & Lighting Asset.
Prior to Mr. Pekka’s current position as a Senior Consultant, he was a Technology Specialist, Tekes
(National Technology Agency of Finland), Procurement Development Manager & International
Affairs (Finnra), Senior Transportation Engineer (Science Applications International Corporation,
USA) and Researcher & Senior Transportation Engineer(Aalto University, Finland).

“GREENING OUR ROADS”
The continuous degradation of the environment resulting in the diminishing of critical habitats and ecosystems that support human life is
raising concerns worldwide. Innovative cutting edge technologies in design and construction methodologies are in dire need to protect this
planet’s biodiversity from the encroachment of widening network of road infrastructure arteries. For the survival of mankind, for now and in
the future, it is imperative that greater focus is directed toward building the infrastructure in harmony with nature with sustainable materials
and socially sensitive actions that safeguard air, land and water and human resources. The technical sessions in this conference and seminar
have been formulated to find answers and face the challenges ahead.

Malaysian Road Conference
Invention & Innovation Exhibition (MRC – IIE 2014)
This concurrently held event at the upper level of the venue is another first for MRC. There are still a limited number of shell scheme and
raw space lots available for those from institutions of higher learning and public and corporate sectors keen on exposing their inventions and
innovations and at the same time be judged for the multiple awards made available by the organisers.
Background
The road sector in Malaysia has expanded tremendously over the years. In order to encourage new research and development among the
academicians and students from institutions of higher learning, engineers, public authorities and the corporate sector, REAM and Malaysian
Highway Authority (MHA) have conceptualised a platform by way of an exhibition to bring innovators and the relevant industries together to
pave the way for better and quality roads in Malaysia. This would also enhance technological communication between road construction and
maintenance departments, construction enterprises and manufacturers of road construction and maintenance machinery. New inventive and
innovative products displayed at the exhibition will be judged by professional International / national juries for the award of Gold, Silver and
Bronze Medals. Sponsored International awards are also expected to be given to high achieving break-through inventions and innovative
technologies and products.

Conference Background
The biennial Malaysian Road Conference (MRC) held since 1994 has emerged as the premier national and regional platform for presenting
research findings, discussing and exchanging ideas on cutting-edge technologies relating to the development, construction, management
and maintenance of roads, highways and related infrastructure. The MRC is a much sought after event for those involved in the finance,
design, construction and maintenance of road engineering projects.
The Malaysian Road Conference 2014, currently ninth in its series is jointly organised by the Ministry of Works, Malaysia, Public Works
Department of Malaysia, Malaysian Highway Authority, Construction Industry Development Board and the Road Engineering Association of
Malaysia (REAM). It is supported by the Chartered Institution of Highways and Transportation (Malaysian Branch) and Intelligent Transport
System Association of Malaysia (ITS Malaysia).
More than 30 local and international papers will be presented and discussed at the technical and workshop sessions with one special lecture
by an international expert each day. Senior managers and leading practitioners in road engineering from corporate sector organisations
including officials from the government will present up to date, highly relevant and practical information on the increasingly complex road
environment. The technical programme, which will include the PIARC International Seminar papers, is very flexible with a choice of speaking
streams or workshops on each day. Delegates may freely swap between both streams.
World Road Association (PIARC) in brief
The World Road Association was established in Paris, France, more than a century ago under the name of Permanent International
Association of Road Congresses (PIARC) on 29 April 1909. Today, PIARC has some 120 national member countries from all over the world,
including Malaysia. Two thirds of these members are developing countries and countries in economic transition. At the time of its formation,
the subject of concern focused on the design of infrastructure suited to motor vehicles but today the key issue driving PIARC’s initiative is
access to safe, environmentally-friendly and sustainable mobility for all. Climate change, which seemingly causes increasingly frequent
natural disasters, reminds us of the need to gather and share our collective research, knowledge and experience.
Road administrations across the world are seeking to address these issues at the highest management and political levels. PIARC is
participating in this effort through the work of its 17 Technical Committees comprising experts appointed by member governments. These

Technical Committees will work on current issues that are pivotal to road and transport systems. The activities carried out at the international
level are followed through and complemented by actions at the national level, which include, among others meetings, seminars and outreach
activities targeting the road fraternity through the respective PIARC National Committees, and the simultaneous promotion of these activities
to young professionals towards ensuring their future involvement.
Concurrent Event - A first for MRC
PIARC International Seminar on Slopes, Road Foundation Drainage and Stormwater Management
The co-organiser of this seminar, Technical Committee TC4.4, one of the 17 PIARC Technical Committees, is structured under Strategic
Theme 4, Infrastructure. The goal of Strategic Theme 4 is to improve the quality and efficiency of road infrastructure through the effective
management of assets in tandem with user expectations and government requirements while adapting to climate change and changing
energy scenarios and policies. In the arena of earthworks and unpaved roads, TC4.4 places strong emphasis on the optimal use of
local materials in support of the ‘proximity principle’ and maintenance techniques for unpaved roads in developing countries, as well as
slope and foundation drainage, and stormwater management. Mexico is the current chair of the Technical Committee TC4.4, which has 63
representatives from 36 countries including Malaysia.
A technical visit to the iconic Stormwater Management and Road Tunnel project
(Smart) has been arranged especially for the Technical Committee TC4.4 members.
Smart is one of Malaysia’s finest engineering showcases and the world’s first
combined stormwater management and road tunnel. This project was conceived to
mitigate floods in the Kuala Lumpur city centre. Delegates will be able to tour the
operations control room equipped with the latest systems in operations management,
surveillance and maintenance.
Technical Visit Venues
An enlightening schedule of technical visits has been arranged to showcase Malaysia’s efforts to meet the accelerating demands for an
efficient road and transportation infrastructure. Delegates are requested to select one (1) visit of their choice. Due to space constraints at
the venues, registration will be on first come, first served basis.
Note: Delegates are required to reconfirm their paticipation in the technical visit of their choice on the first day of conference by 12.00 noon, failing which the seat will be offered to other delegates in the waiting list.

Malaysian Highway Authority (MHA)
Traffic Management Centre
Delegates will be briefed and given a tour of the Malaysian
Highway Authority (MHA) Traffic Management Centre which
integrates individual traffic control centres of all privatised
highway operators in Malaysia. It is also the first control
centre that is equipped with state-of-the-art ColorRAYTM
system, a software based LED lighting solution that ensures
maximum comfort and productivity for highway operators.

MY Rapid Transit (MRT)
(Under construction)
The MRT project is a three-line mass rapid transit
system within the Klang Valley. It is currently the largest
ongoing infrastructure project in the country. When fully
commissioned in 2017, the MRT will significantly improve

construction of the first 51 km line will run from Sungai Buloh
in the northwest to Kajang in the southeast of the federal
capital of Kuala Lumpur.

KLIA 2
Technical Visit 3
The recently opened KLIA 2 is the largest low cost terminal in Southeast Asia. It is connected to the nearby main KLIA terminal via a highspeed train, creating a seamless connectivity between full service and low-cost airlines. At KLIA 2, a sky-bridge, the longest in Asia and the
third longest in the world, links the main terminal building and the satellite building making it the first airport in Asia with a sky-bridge that
will give an added advantage to greater aircraft maneuverability while providing a spectacular view of the airside to passengers crossing it.
The terminal design meets the requirements of LEED (Leadership in Energy and Environmental Design) Green Building Certification and
Environmentally Responsible Interior Design (ERID), in line with Malaysia’s objective of creating a green airport.

Rawang Bypass (Under construction)
The Rawang Bypass project involves the construction of
a new road alignment to bypass a section of Route 1 that
currently passes through the busy Rawang town. This
new alignment runs along the eastern side of town and
cuts through a hilly and environmentally-sensitive forested
heritage park which has been a traditional location for family
outings, nature lovers and eco-tourists. Major mitigation
initiatives were considered in its engineering design,
including the construction of a viaduct and localised cutting of
the slopes. Movement of wildlife is possible below the entire
stretch of the viaduct. A careful construction methodology
is being used with the view to mitigate disturbance to the
existing environment and ecosystem during construction.
