The Royal Government of Cambodia (RGC), represented by the Ministry of Economy and Finance
(MEF) has received a grant from the Government of Australia (Department of Foreign Affairs and
Trade) and a loan from the Asian Development Bank (ADB) for Flood Damage Emergency
Reconstruction Project - Additional Financing (FDERP-AF), and intends to apply part of the Loan and
Grant to payments under the Contract No. FDERP-AF-MRD-CW13a, Emergency Rehabilitation of
14.0 km of 2 rural roads and concrete pavement 5.68 km and road structures in Kampong Cham
province, the Contract No. FDERP-AF-MRD-CW13b, Emergency Rehabilitation of 21.8 km of 4 rural
roads and concrete pavement 8.16 km and road structures in Kampong Cham province, the Contract
No. FDERP-AF-MRD-CW14, Emergency Rehabilitation of 16.6 km of 2 rural roads and concrete
pavement 5.72 km and road structures in Kampong Thom province, the Contract No. FDERP-AFMRD-CW15a, Emergency Rehabilitation of concrete pavement 5.10 km and road structures in Siem
Reap province, the Contract No. FDERP-AF-MRD-CW15b, Emergency Rehabilitation of 24.2 km of 2
rural roads and concrete pavement 3.99 km and road structures in Siem Reap province, the Contract
No. FDERP-AF-MRD-CW16a, Emergency Rehabilitation of 15.5 km of 1 rural road and concrete
pavement 3.736 km and road structures in Banteay Meanchey province, the Contract No. FDERP-AFMRD-CW16b, Emergency Rehabilitation of 25.5 km of 2 rural roads and concrete pavement 3.91 km
and road structures in Banteay Meanchey province and the Contract No. FDERP-AF-MRD-CW17,
Emergency Rehabilitation of 24.3 km of 2 rural roads and concrete pavement 8.01 km and road
structures in Battambang province. Bidding is open to bidders who can prove their eligibility and
qualification as mentioned hereunder and in the Bidding Documents.

The Project Implementation Agency-2, Ministry of Rural Development (MRD) now invites sealed
bids from eligible bidders for the Packages mentioned above. Bidders may submit separate bid for
each package. Procurement will be conducted through National Competitive Bidding (NCB)
procedures outlined in the Procurement Manual for Externally Financed Projects/Programs, and
under the laws and regulations governing public procurement within the Kingdom of Cambodia.
The construction period is 540 (Five Hundred Forty) Calendar days.
This invitation is open to all eligible bidders from eligible source countries as described in the
Bidding Document.
Interested eligible bidders may obtain further information from the address below and inspect the
bidding documents at the address below from Monday to Friday during office hours from 8:30 to
12:00 and from 14:00 to 17:00 hours.
A pre-bid meeting shall take place on 14 November 2014 at 10:00 hours (local time) at the address
mentioned below.
Interested bidders’ attention is drawn to Sub Clause 6.1(g) and 6.3 of the Instructions to Bidders
and the Qualifications requirements.
A complete set of bidding documents in English may be purchased by interested bidders on
submission of a written application to the address in paragraph 12 and upon payment of a nonrefundable fee of USD 100.00 or its equivalent in Cambodian Riel being 400,000.00 Riel. The method
of payment will be in cash. The bidding document will be collected in person at the discretion of
bidder. Other than payment of the non-refundable fee specified above, there shall be no other
conditions for the purchase of the bidding documents.

Bids (one original and three copies) must be delivered to the address given below on or before 10:00
hours (local time) on 4 December 2014. Late bids will be rejected. Bids will be opened in the presence
of the bidders’ representatives and other interested person who choose to attend in person at the
address below not later than 10:30 hours (local time) on 4 December 2014.
All documents relating to the Bid shall be in English.
All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to
Bidders.
The RGC and the Asian Development Bank will respectively declare a firm ineligible either
indefinitely or for a stated period of time, to be awarded a contract funded by the RGC and/or
Asian Development Bank, if they at any time determines that the firm has engaged in corrupt or
fraudulent, coercive, collusive or obstructive practices in completing or in executing a contract.
