Request for Proposal Mitigating adverse impacts of prolonged internal conflict in Pakistan by fostering peace and multi‐sectoral development at community levels leading to improved human security. Service required: To implement United Nations Trust Fund for Human Security (UNTFHS) project component concerning capacity building in Disaster Risk Reduction (DRR) Type of Contract: Contract for Services Contract Start Date: 1st January 2015 Contract End Date: 31st May 2015 Background “Mitigating adverse impacts of prolonged internal conflict in Pakistan by fostering peace and multi‐sectoral development at community levels leading to improved human security” is a joint UN inter‐agency collaboration to bring about improvement of human security situation among rural and disadvantaged populations in Khyber PakhtunKhwa. It is a two year pilot initiative funded by the United Nations Trust for Human Security (UNTHS). Three partnering UN agencies, i.e. UNESCO, UNDP and WHO together with the Government of Khyber PakhtunKhwa identified union council “Musazai Sharif” being one of the poorest and socially excluded union councils of district D.I.Khan for project intervention. The primary goal of the project is to reduce adverse human and socioeconomic impact of prolonged internal conflict and resulting terrorism in KP and to foster peace and stability in the region as a whole. The Project objective is to improve social security status of people in conflict affected areas through enhanced access to health, education and resources for building peace, reconstruction, security and social harmony. Building capacities of communities on Disaster Risk Reduction (DRR) by imparting trainings is an integral part of the project. The DRR component of the project aims in development of Information, Education and Communication (IEC) materials and later on imparting trainings on DRR at school level. In view of the above, UNESCO Office Islamabad is inviting technical and financial proposals from nongovernmental implementation partners for a DRR related assignment as described below. Scope of Work and Activities The contractor will carried out following activities:‐ UNESCO Islamabad Office Page 1 of 4 1. Develop, design and print a short booklet and Flyers/ pamphlets in English and Urdu and distribute it among the target communities. Quantity is 2500 copies. Contractor will equally distribute the material during 6 training programmes and in 16 public schools in UC Musa Zai Sharif as per the list attached as Annex 1. Contractor will provide around 50 copies of material to UNESCO as well. Brief description of book and flyers/ pamphlets is as under: a. The short book consisting of at least 30‐ to 35 pages will be a guide book on DRR for schools and communities. The implementing partner can propose topics to be covered in the book along with pictures and illustrations. b. The flyers/pamphlets will focus on three major disasters, i.e. earthquake, floods and drought while focusing mainly on four questions (i) what is it (ii) what to do before disaster (iii) what to do during disaster (iv) what to do after the disaster. The flyer will also contain pictures and it will be developed in English and Urdu. This should also be based on the local context. 2. Transport 2000 disaster master game (measurements size 12.5 inches length, 9 inches width 2.25 inches height and ½ half kg weight) from Islamabad to D.I.Khan and onward and distribute them at the project site. 3. Conduct at least 6 Trainings on school safety and DRR at school level besides involving local communities of the target union councils. The training will also involve conduct of emergency evacuation drill, how to develop disaster management committee at school level and development of school safety plan. Group exercises and practical demonstrations should also be made part of it. Community awareness through students and these trainings via street performances will also be generated. The contractor will ensure that UNESCO name and logo is appropriately used in all correspondence, promotional materials, IEC materials, meetings and conferences and at any other forum related to this activity. The contractor will inform UNESCO in advance prior to undertaking any activity for necessary inputs. Methodology The proposal should clearly describe methodology to be adapted to develop the IEC materials and organizing DRR related trainings. It should provide a detailed framework for monitoring and evaluation of the intervention to be carried out by the implementation partner. In order to accomplish the tasks outlined above, the implementation partner will visit the project sites and develop IEC and training materials based on local context of the area so that children and communities can relate it to their routine life. The methodology should also cover how adequate coordination with district administration specially department of education will be carried out for ownership of activities. UNESCO Islamabad Office Page 2 of 4 Deliverables The following deliverables will be produced by the implementation partner during the course of the assignment: a. Detailed project inception report including the project work plan to be followed during the course of the assignment. b. A comprehensive midterm progress report highlighting implementation challenges faced and measures undertaken to address them. The report should also provide a detailed account of the achievements in developing IEC materials and conducting the trainings. The report will also contain the following:‐ • draft and dummy versions of all IEC materials, • dates, agenda and venue of 6x trainings • Completion of transportation of disaster master games from Islamabad to D I Khan c. Final project completion report, which should cover all programmatic and financial aspects and lessons learnt. Evidences of completion of all above activities. Training reports, attendance sheets etc. The report should also provide tangible recommendations for sustainability of the project and an account of its impact and way forward. Duration of Consultancy The duration of the assignment is 6 months starting from 25th November 2014 to 30th May 2015. Qualification of Implementation Partners 1. Over 10 years of progressive work experience in a post conflict and transitional context with focus on DRR 2. Ground presence with adequate understanding and knowledge of local social, development and security context of the area. 3. Adequate local social and technical resources available to implement the assignment. 4. Familiarity with and demonstrated ability to interact in local language.
