Weekly e-News November 7, 2014
Dear Members and Friends:
Worst Customer Experience: - Many years ago we were
painting the interior of a large house in San Francisco. The
husband would meet the crew and I each morning and go
over the previous days progress.
When the wife was up and around, she would start her day
of "sipping" adult beverages. Her morning O.J. was
suspiciously clear. We were custom mixing colors for each
room and would get her approval before applying it. When
her husband came home, she would tell him she hated the
colors and never approved them. This happened a couple times and then we started getting samples
initialed. It fixed the problem but she was not happy and made life miserable. We did finish and get
paid but it was a job we were happy to put behind us. We ended up painting 16 shades of off white in
16 rooms. ( toward the end of the job, I found out her husband was an attorney).

Hunting Trip November 22
Chukar
Pheasant Hunting and also Chukar! November 22 at Birds Landing – Guide, Dog and BBQ for a
morning of fun hunting pheasant and chukar This is a great autumn morning and there is not much
better in life than shooting birds over dogs. You don’t have to be a great shot (the dogs do most of the
work) and you will see and shoot at lots of birds on this stocked game club. You need a hunting license
with a bird stamp and a shotgun (Just about any gauge will work fine ) and a box of shotgun shells.
Start at 9:30 and then BBQ at around 1PM. Meanwhile the club cleans your birds and puts them in little
plastic bags, so you bring home something that looks like it came from Safeway. If you need to get a
hunting license but have never had one before, start now – CA requires a class so you need to get
scheduled. Questions? Call Tom at 650-591-4486 and see the flyer to sign up!

California Releases its Updated Strategic Water Plan California's
growing population and dwindling water require up to $500 billion in
additional investment in water in coming decades, and new state fees for
water users could be one way pay for it, a water plan released Thursday
by the state's top water officials said.John Laird, California secretary of
natural resources, and Mark Cowin, head of the water resources
department, spoke to reporters via telephone to mark the release of the
plan, the latest update in more than a half-century of outlines for
managing California's water.
The plan looks as far ahead as 2050, spanning a period when California
will be dealing with everything from shrinking snowpack, rising seas
and encroaching salinity in waterways to more frequent droughts under
climate change. The plan envisions growing cities increasingly taking
more water, farmers using less, and water costing more in general. It
shouldn't be a surprise, Cowin said, that water is going to cost more for Californians in the future.
Broadly, the plan calls for greater coordination among state, federal and local agencies that make
decisions affecting water supplies, for streamlining government decision-making on water issues, and
for greater investment, including conservation and storage. Currently, governments spend about $20
billion annually on California's water supply, or $200 billion over 10 years, said Kamyar Guivetchi,
head of integrated water management for the Department of Water Resources.
State officials are calling for another $500 billion in coming decades. That includes $100 billion in
flood-control projects and $400 billion to fund a wide range of projects proposed by different regions of
the state, Guivetchi said. State officials gave almost no details Thursday on specific projects. The written
plan, however, includes an existing, $25 billion proposal backed by Gov. Jerry Brown to build two, 30mile tunnels to divert part of the Sacramento River for use by water agencies. Brown's administration
left the controversial tunnel project out of a $7.5 billion water bond proposal going before state voters on
Tuesday. The water plan released Thursday emphasizes securing more stable funding for water projects.
It suggests an unspecified state water fee on water users as one possible source of additional funding.

A Chance to Save
Money on Workers
Comp Insurance
What’s Happening? The Worker's Comp market is changing - State
Fund is becoming more competitive.
Why is this important? Exchange Members with a good loss history
can get a 6% discount (in addition to all other discounts) if they join
State Fund Group 826. You can save money.
What do I need to do? At the time of quoting or renewing you or your
broker need to ask to be put in 826 otherwise they will not put you in a
group and you will have to pay more. Be sure you ask for group 826
at the time of getting your quote.
What if I am not an Exchange member? If you are not a member you
can join when you get the insurance, but you MUST be a member to
get the discount. Make sure your broker considers State Fund Group
826.
Here is some background:
The workers' comp market changes every few years. We are beginning another
period of dramatic change. State Fund Workers Compensation Insurance is becoming
much more competitive as other insurers raise their rates or leave the California
market. This trend will likely continue for the rest of the decade.
Not a member? You can join before you get the insurance – Use the Membership

New Law Requires Free Plan Sets:
AB 2036 is a new law which requires that government agencies
provide digital plans to local builders
exchanges when requested.
We, as members of GSBE and in conjunction with the
AGC, sponsored this legislation because many
jurisdictions were withholding plans from our
exchange and some were even trying to charge for
digital copies sent by email. Many jurisdictions also
use “blueprint services” as the sole method of
distribution – which forces contractors to buy printed
sets of digital plans. This is good legislation for our members and we are beginning
our campaign to make the various state and local agencies aware of the new law,
and also asking them to provide us with plans.
Over the next several weeks Andrea will contact many local jurisdictions and
make a special effort to reach those small water districts and school districts
which often go unnoticed. If there are any public agency projects you would
like us to get a set of plans for, please contact Andrea at 650-591-4486 and we
will request them under AB 2036.
We at the Exchange recommend Planswift as the best digital take off
program for small to medium sized contractors. We have arranged with

Litigation History Search Request
One of the best ways for residential contractors to assess your owner client is to look at their
past. Have they been involved in a lot of litigation? People tend to continue the same pattern in
life and those who have had a great many disputes in the past will probably also have them in the
future. Your exchange will provide member companies with a San Mateo County court history
of prospective clients.
Please complete the form, sign and return to PBX by fax or mail. Please note that all responses to
your request are by email only, so be sure to provide a clearly printed email address.

Litigation Search. One of the best ways for contractors to assess your owner
client, or for subs to assess general contractors is to look at their past. Have they
been involved in a lot of litigation? People tend to continue the same pattern in
life and those who have had a great many disputes in the past will probably also have them in the
future. Your exchange will provide member companies with a San Mateo County, and adjacent
counties, court history of prospective customers.
Mediation – The Exchange will informally mediate construction related disputes. This
is true “no fault” mediation where parties are assisted in reaching a settlement. There
is no “verdict” or “judgment” and attorneys are not allowed. If you need help in

Workers Comp Discount – Many Exchange members who have workers comp
insurance through State Fund get a 6% discount (in addition to other discounts)
because they can join our State Fund group 826. You need to know that when you
renew you need to ask to be put in 826 otherwise they will not put you in a group and
you will have to pay more. If you discover it later on, they will not “reverse it”. Be sure you ask
for group 826 at the time of renewal!
