The historical play narrates the love and separation
of Prince Naothingkhong and
Petanga. Naothingkhong was
the third son of Emperor
Urakonthouba of Manipur
(568-663AD).
Naothingkhong, a youth
of stubborn character ran
away to a far hilly place while
his father tried to control his
arrogant character and he
found Petanga a beautiful
charming girl at the foothills
who was the only daughter
of Shelloi village chief.
Naothingkhong married
Petanga under a strict promise that she would be the
queen of Manipur whenever
Naothingkhong ascend the
throne. In the past time
Shelloi was a bitter enemy of
Urakhonthouba.
But the secret marriage of
Naothingkhong and Petanga
was noticed by the Shelloi
villagers. So the Shelloi
villagers revolted to kill
Naothingkhong.
But
Naothingkhong had a nar-
the chance of survival. She
was alone and lamented with
tears about the pang of separation from her beloved
husband Naothingkhong.
On
the
other,
Naothingkhong learnt the
knowledge of political affairs along with other
disciplines of education
from Luwang Punshiba,
who was a great scholar in
various subjects.

Petanga
that
Naothingkhong was ready to
ascend the throne with
K e i r u n g h a n b i .
Naothingkhong ascended the
throne with Keirunghanbi as
the queen in 688 AD.
Meanwhile Petanga entered the royal palace to meet
King Naothingkhong. The
king pretended not to know
her. Petanga submitted the

Indigenous Brothers meet was
held today at Manipur Press
Club.
Organised by the League
of Fourth World People,
Kangleipak, the meet was attended by representatives of
15 different ethnic indigenous communities of the
State. Presentation of respective communities' rituals and
important festivals marked
the meet.
Representatives of Baite,
Chiru, Chothe, Gangte,
Inpui,
Kabui,
Khoibu,
Koireng, Kom, Maram,
Maring, Meitei, Paite and
Rongmei participated in the
meet.
A seminar on the ritual
and traditional festivals of all
ethnic communities of
Kangleipak was also held.

Corruption if not tackled will lead to death of society : Court
NEW DELHI, Oct 30
A Delhi court has sentenced
two public servants and
three others, convicted in
one of the seven National
Insurance Company (NIC)
scam cases, to four years
rigorous imprisonment
saying "corruption, if not
tackled will lead to death of
society by continuous
debilitation."
Special CBI Judge
Kanwal Jeet Arora
sentenced G C Gupta and
V P Pandhi, the then
assistant managers at
NIC who have been held
guilty in the company's
other cases as well, saying
that corruption affects the
"efficient functioning of
any economic system"
and "discourages reliance
on merit as a means to
success".
"Corruption, if not
tackled will lead to death
of society by continuous
debilitation," the judge
said, while also sentencing
three private individuals-Munish Yadav, Arvind
Kumar Sharma and P C
Mohan.
All the five persons
were convicted on October
16 for hatching a conspiracy leading to a loss
of Rs 2,32,000 to NIC by
forging papers to claim a
marine policy (an insurance policy meant for
goods to be transported
between two places) in
1997-98.
The court had convicted Gupta, Pandhi,
Yadav, Sharma and
Mohan under section 120B (criminal conspiracy)
read with section 420
(cheating), 468 (forgery),
471 (using as genuine
forged document) of IPC
and under provisions of
Prevention of Corruption
Act (PCA).
Gupta and Pandhi
were also convicted under
sections of PCA separately while Munish
Yadav and Sharma were
convicted for offences
under section 420 and
471 of IPC.

No claim if vehicle driver does
not have valid licence: NCDRC
NEW DELHI, Oct 30: An
insurance company is not liable
to pay any claim if the insured
transport vehicle, which met with
an accident, is driven by a person
having a licence to drive only light
vehicle, the apex consumer body
has observed.
"A person who does not
hold licence to drive transport
vehicle cannot drive transport
vehicle and if he drives transport
vehicle,
insurance
company cannot be fastened
with any liability," the National
Consumer Disputes Redressal
Commission (NCDRC) said
while allowing a revision petition of insurance company
New India Assurance Co Ltd.
The insurance firm had
sought setting aside of the state
commission order of dismissing its appeal against the district
forum's order granting com-

secretly escaped Shelloi village and ran away to a
far off place to save her
life. She was wandering
through the bushes day in
and night for many months.
She had neither support nor
pensation to vehicle owner
Birender Mishra, whose vehicle had met with an accident.
Setting aside the order of
district consumer forum which
had asked the insurance firm to
pay compensation of Rs
1,15,975 with 9 per cent per
annum interest and litigation
cost to Mishra, the NCDRC
said the vehicle's driver was
"not authorized to drive transport vehicle whereas, vehicle in
question which met with an
accident was insured as commercial vehicle."
The apex consumer commission, presided by Justice K
S Chaudhary, also held the
observation of state consumer
commission that capability and
skill of the driver to drive particular vehicle determines
liability of the insurance company is "apparently not
correct."
"Insurance company can be
held liable only if driver holds
valid driving licence to drive
the vehicle at the time of accident," Justice Chaudhary
observed.
"Consequently, revision petition filed by the petitioner is
allowed and impugned order
dated May 9, 2008 passed by
the state commission in appeal
of the company and order of
district forum dated January 7,
2008 is set aside and complaint
stands dismissed with no order
as to costs," the commission
said.
Mishra had in his complaint
to the district forum said that
his vehicle, insured with the
insurance company, met with
an accident in May 2004, and
suffered extensive damage.

In its 26-page order on
sentence, the court said,
"Public servants entrusted
with the domain over
public money, are
expected to deal with the
same with utmost
propriety and transparency, in order to keep the
economic equilibrium of
the society in place."
The court also slapped
a fine of Rs 75,000 on
Gupta, Pandhi, Sharma
and Mohan, while Rs
4.75 lakh fine was
imposed on Yadav for
being the main conspirator.
The court also directed
that out of the total fine
of Rs 4.75 lakh realised
from Munish Yadav, Rs
2.50 lakh be given to NIC
as compensation.
It said that these are
incidents where people
instead of thinking for
the nation as whole,
prefer to think of their
own interests or for
whom they are interested
and "unsettle this
equilibrium, which results
in widening of the gap
between the haves and
have nots, instead of
bridging the same."
Noting that both
Gupta and Pandhi were
driven by greed, the court
said, "They failed to
maintain the purity of
public office, which they
were holding and hatched
a conspiracy to cheat the
insurance company by
forging documents.
"Character or class is
not made in crisis, rather
it is exhibited. It is the
erosion of the moral
character of individuals in
particular and society in
general and lack of
national interest, which
has led to the large-scale
corruption adversely
affecting the social,
spiritual, political,
economical, educational
and moral values of our
nation," it said.
Special Public Prosecutor Harish Gupta prayed
for the maximum
sentence to all the
convicts citing relevant
Supreme Court judge-
ments on rampant
corruption in the country. Refusing to grant
any leniency as pleaded
by the convicts, the court
said, "A public servant
in-concert with others by
indulging in such acts,
brings disrepute not only
to his institution, but to
society at large, thus he
does not deserve any
leniency."
According to the
prosecution, on a written
complaint of Chief
Vigilance Officer K
Mahapatra of NIC, a
case was registered on
June 29, 2001 by CBI
which led to probe in
several other related cases
too.
It had contended that
Gupta in the year 19971998 had entered into
criminal conspiracy with
Pandhi, Munish Yadav,
Sharma, Juneja, Raj Pal
Yadav and Mohan to
obtain Marine Insurance
claim amounting to Rs
2,32,000 on the basis of
false and forged documents and thus to cheat

T'gana farmers in deep crisis, say
TDP MLAs, slam TRS Govt
NEW DELHI, Oct 30
A delegation of TDP MLAs from Telangana today took up the issue
of the plight of farmers there with Union Agriculture Minister Radha
Mohan Singh, who told them that he would speak to the state's chief
minister over the matter.
"The TDP delegation said in the meeting that there is a
drought-like situation in Telangana and that the state government is not taking any steps to address the concerns of farmers.
"The state government has not submitted a memorandum in
this regard or else we would have sent a team to asses the
situation in Telangana. I will speak to the chief minister on the
issue," Singh told reporters after meeting the TDP MLAs here.
In a memorandum submitted to the Union agriculture minister, the TDP MLAs alleged that the neglect by the K
Chandrasekhar Rao-led TRS government in Telangana has resulted in 343 farmer suicides in the state since June this year.
"Due to a delayed and deficit monsoon, only 16 lakh hectares has been sown as against the normal area of 20.60 lakh
hectares. Of this, a large extent has dried up due to frequent
power cuts and farmers have had no choice but to use the failed
crop as fodder," the memorandum said.
The delegation called for the opening of more centres by FCI
and CCI and also asked for the minimum support price to be
ensured for farmers. In separate memorandum to Power Minister Piyush Goyal, the delegation charged that Telangana was
facing an acute electricity crisis due to the inept handling of the
power supply mechanism by the state government. The TDP
legislators sought allocation of power through the central grid
or appropriate mechanisms to tide over the situation. PTI

Indian navigation scientist
HYDERABAD Oct 30: Dr G Satheesh Reddy, eminent scientist
and Director of DRDO's Research Centre Imarat, has been conferred the prestigious fellowship of the Royal Aeronautical
Society, London for his outstanding contributions in the field of
aeronautics and aerospace engineering.
The society, a professional body dedicated to the aerospace
community, has nearly 2,780 fellows elected and inducted
from all over the world and Reddy is one of the only five from
India, according to DRDO.
Reddy is presently leading the design and development of
avionics technologies in critical areas of inertial systems, embedded computers, control, real time software and simulation,
power supplies, seekers and flight instrumentation for various
defence applications. As a top navigation scientist in the
country, he holds the distinction of being conferred with the
full member diploma from the Russian Academy of Navigation and Motion Control and has been inducted into it as a
foreign member. He is also one of the youngest recipients of
Homi J Bhabha Memorial Award, it added.
5 policemen injured, mob
beats up murder accused
JALPAIGURI, Oct 30
Five policemen were injured as a mob fought pitched battle with
cops who went to rescue a murder accused at Madarihat in
Jalpaiguri district this afternoon. A senior police officer said the
accused Faridul Islam was caught by villagers as he was escaping
after the news of death of local vegetable vendor Zaheer Hussein
allegedly stabbed by Faridul earlier in the day spread in the locality.
