Question #1: Build a New Elementary School and
Renovate the Micclle School HVAC Systems
Shall the board of Independent School District No. 31 (Bemidji), Minnesota be authorized to issue general obligation school
building bonds in an amount not to exceed $39,815,000 for acquisition and betterment of school facilities, including construction of
a new 4th and 5th grade elementary school and renovation of the middle school’s heating, ventilation and air conditioning systems?

The new elementary school will cost an estimated $30M
•
The new HVAC system at the middle school will cost an estimated $4M
•
Advance Capitalized interest to cover payments on the new bond issue until the BHS/Lincoln bonds are paid off (four years)
is $5.8M.
•
It is estimated that the total $39,815,000 Bond will cost taxpayers about the same amount as the current bond levy but
will extend the annual levy for an additional 21 years.
Question #2: Additional Operating Costs
If Ballot Question 1 is approved, shall board of Independent School District No. 31 (Bemidji), Minnesota be authorized to increase the
School District’s general education revenue by $180 per pupil. The proposed referendum revenue authorization would be first levied
in 2015 for taxes payable in 2016 and would be applicable for ten (10) years unless otherwise revoked or reduced as provided by law.

The additional operational costs to run the new elementary school is estimated at $1M per year
•
The Operating Levy amount of $180 per pupil will generate $1 million per year for ten years and will be used to pay for
the additional operating (lighting, heating, etc.) costs of the new elementary school. This will cost the taxpayer approximately:

Hubbard County Auditor’s Office, 301 Court Avenue, Park Rapids
All mailed Absentee Ballots must be received by the Beltrami or Hubbard County Auditor by
Tuesday, November 4, 2014 before 3 p.m. or they will not be counted.
In-person absentee voting is available at the Beltrami or the Hubbard County Auditor’s office until
Monday, November 3, 2014 before 5 p.m.
