Message from the Village President:

Ten years ago I first learned of Elgin’s prior administration’s plans to change our semirural community by adding commercial zoning at the intersection of McDonald and
Corron Roads and allowing a 16% increase in density in residential zoning in northern
Campton and southern Plato Townships. It should be noted that current Elgin Mayor
Dave Kaptain voted against these changes as a Plan Commission Member. Elgin’s
annexation and rezoning led to the formation of the Village and also made me aware
of how little I actually knew about Illinois government. I’ve learned much in 10 years
about Illinois law and I’m constantly getting questions related to the duties of various
government entities. Here’s my short version of Illinois Government 101.

Illinois has more governing bodies than any other state. We have 6,968 governing
bodies to be exact, with various jurisdictional boundaries and overlapping special
districts. 2,831 entities have general purposes and 4,137 are special districts
according to Governing Data.

You don’t have to look any further than Campton Hills to see that we have
representatives at the Federal (Congress), State (House and Senate), County (Board
Representatives), Township (Board of Trustees) and Village (Board of Trustees) level.
In addition, there are special districts that include two solid waste districts (Campton
and Plato Townships (they negotiate waste hauler contracts), Campton and Plato
Township Cemetery Districts, two Community Colleges (Elgin and Waubonsee), five
different fire districts (Burlington, Elburn, Fox River, Pingree Grove, and South Elgin),
two library districts (Elburn’s Town and Country and Elgin’s Gail Borden), the Wasco
Sanitary District and three different school districts (Burlington, Kaneland, and St.
Charles). Each entity is given a different set of tasks.
Out of the 25-person county board, two people are elected (Barb Wojnicki and Drew
Fraz) to represent our area. County governments are responsible for: the coroner,
courts, development in the unincorporated area, elections, forest preserves, public
health, sheriff, and vital records.
Township duties include: maintenance of township roads (we elect highway
commissioners to administer this function), assessment of properties (assessors are
also elected positions), in addition to providing temporary public aid to residents. In
Campton Township, there is an Open Space Program that administers the Campton
Township public open space. Township Highway Commissioners and Assessors act
independently of their Townships, but the Township Board governs their budgets.
Our Village provides police protection, road maintenance for village roads, animal
control, development and zoning code enforcement, and storm water runoff in the
road right-of-ways. By having our own village, we receive funds that we were already
paying before incorporation (income tax, use tax, sales tax, motor fuel tax, and
franchise fees). These revenues allow the village to provide minimal municipal
services without a municipal property tax.
In November, two special taxing districts are asking referendum questions that may
be of interest; see the 4th page of this newsletter for more information. The last page
of this newsletter provides phone numbers for various government entities.

Harvard PD as Lieutenant in 2011
after 26 years, focusing on
administrative responsibilities his
last 13 years. He has been with
CHPD for almost 2 years part-time.

As students begin making their daily trek back and forth to school, please be
cautious of school routes. Keep in mind this list when traveling near schools:
 It is against the law to pass a stopped school bus when the lights are
flashing and the STOP sign is extended.
 Children do not understand the dangers of walking into the street
without looking carefully, so be diligent to watch for them.
 Hand-held cell phone use is prohibited while driving. That means no
phone calls, texts, emails, or Internet use while in the driver’s seat. You
may speak on your phone only through a hands-free device.

Premise Alert Program
The Village offers an important registration program for persons with special
needs. The information collected is only used during an emergency. The
Police Department encourages individuals living with disabilities to voluntarily
notify the department of their specific circumstances for inclusion into a
database for first responders and emergency medical service professionals. If
you, or a family member could benefit from this program visit the Village
website or contact the Police Department to complete the Premise Alert
Notification Form.
Vacation Checks
Are you going on vacation? The Campton Hills Police Department conducts
periodic security checks for residents who will be away from home for any
length of time. You can confidentially register your vacation plans by
completing the form on the Village’s website or by completing it at Village Hall.
Home Security System Permit
For those residents who have alarm systems, it is important that the security
company, as well as the responding officers, know whom to contact during an
emergency. Be sure to complete the free Intrusion Alarm Permit, found under
the Police Department’s section of our website, to register this vital
information. Also, be sure to update this information as you make changes.
Illinois Emergency Contact Database
In the event of an emergency, you may not be able to communicate with your
loved ones, but the Illinois Secretary of State can help. You can register two
emergency contacts that can be accessed only by law enforcement, linked
through your driver’s license, state ID, or learner’s permit. To learn more visit

CODE RED - Emergency Telephone Notification System
This system allows local officials to telephone targeted areas of a municipality,
or the entire County, in case an emergency situation requires immediate action
(such as a boil-water notice, missing child or evacuation notices). Sign up by

Free Cell Phone for Senior Citizens
Seniors can contact the Department on Aging Local Case Management Office
to determine if they qualify for a free cell phone, as well as a certain amount of

There are referenda on the November ballot concerning some Village electors:
Elburn Fire Protection District Disconnection Referendum
A Citizen’s Petition has been circulated to, “disconnect certain territory from the
Elburn & Countryside Fire Protection District and to add such territory to the Fox
River & Countryside Fire Protection District.” The area included in the petition
roughly covers the area north of Campton Hills Road, east of Anderson Road, south of
the Great Western Trail (excluding some homes in the Hunters Hill Subdivision), and
west of LaFox Road in addition to the area generally north of the Great Western Trail,
west of the east line of the Windings Subdivision extended north to Burlington Road and
lying east of the east line of Lily Lake. To be an informed voter consider the tax rates,
the Insurance Services Offices, Inc. (ISO) rating of the fire districts, time to respond to
calls for service, amount of equipment each district owns, auto aid and mutual aid
agreements negotiated by each fire district, as well as the experience of employees.

The Gail Borden Public Library District Board of Trustees is asking district residents and
unserved voters living near their western boundary to, “become members of the
library district.” Voters in four Campton Hills’ precincts (Campton Township Precincts
#2, 4, and 5 as well as Plato Township Precinct #2 will be voting on this question. If a
majority of voters vote “yes” in a precinct, combined with a majority of voters voting
“yes” by the existing library district voters, the defined area will become part of the Gail
Borden Library District. If approved, those affected would see a new line item on their
2015 tax bill titled “Gail Borden Library District” along with a tax. For a house assessed
at $150,000 (multiply by 3 for an estimated resale value of the home), the tax would be

The Wasco Post Office Needs Your Patronage

On March 20, 2012 voters agreed to encourage the United States Postal Service
(USPS) to preserve the historic Wasco post office. One way to help keep this historic
piece of Campton Hills is to show the USPS how profitable the Wasco branch can be.
Barby Kay, the Wasco Postmaster, says it really helps their branch when residents buy
their stamps, ship packages and rent P.O. boxes. Help prove it is worth keeping the
Wasco branch open by shopping locally -- purchasing stamps and shipping packages
from other post offices takes revenue away from Wasco USPS. Hours of Operation are:

Zoning Workshops This Fall
The Village received a grant from the
Chicago Metropolitan Agency of
Planning to assist the Village in
redrafting our Zoning and Subdivision
Ordinances. Camiros will lead this
project and stakeholder meetings will
be held on September 16. Watch the

receive information on workshops to
voice your opinions.
Are You Interested In Volunteering?
The Village is still looking for volunteers who want to help in the event of an
emergency. As a recipient of the Cities of Service grant to promote emergency
preparedness awareness, the Village is training residents how to assist first
responders during an emergency. If the Village successfully meets the
quantitative metrics of the grant, it will earn an additional $5,000 that could be
used to help purchase an early warning siren. You can learn more by visiting the

Building Permit Applications Online
Building permit packets can be found on the Village’s website under the Building
and Zoning link located on the left side of the homepage. Contact Building and
Zoning Officer Chris Ranieri at Village Hall with questions.
Well & Septic Seminar for Homeowners
Are you a homeowner with a well and/or septic system? Do you know how these
systems work? Do you know how to properly care for your well and septic
system? If you answered “no” to any of these questions, come join the Kane
County Health Department as they host a Well & Septic Seminar for
Homeowners on Thursday, September 11 at the Campton Township Community
Center. Check-in and display viewing is at 6:30 p.m. and the seminar begins at
7 p.m. To reserve your seat please call Village Hall at 630-584-5700. One free
water sample test kit will be given to each household that relies on well water.
Attention Business Owners! We Need Your Help!
The Campton Hills Police Dept. is building a registry of emergency contacts for
businesses. In the event of an emergency, the Police Department will need to
reach out to these contacts. Call Chief Hoffman at 630-584-0330 or email him at

It’s That Time Of Year - Upcoming Road Projects
Here are some facts about the upcoming Campton Hills Rd. resurfacing project:
 The total area to be resurfaced is 7,740 feet – 4.4 miles.
 The project will take place from LaFox Rd. to just east of Happy Hills Rd.
 The Village of Campton Hills is not paying anything for the entire project.
 The project is funded through the Federal Surface Transportation Program
(STP), with additional funding from the City of St. Charles (their portion of
the road is 973 feet, east of Happy Hills Rd.), and Campton Township
Highway District to meet the 25% matching requirement.
 The project will begin in September and be completed by November 2014.
 While there will be temporary lane closures, but the road will be open to
traffic for the duration of the project.
Other fall road projects include the resurfacing of Brierwood and Ickenham
Roads in Plato Township, and $35,000 worth of storm water drainage projects.
The storm water projects are being funded through the 2010 Capital
Improvement Grant the Village received from State Representative Kay Hatcher.
Severe Storm Damage
Within one week after a severe storm, the Campton Township Highway District
will remove brush from road rights-of-ways. Residents are responsible for
removing storm debris from their properties. Call the Highway District at (630)
365-9300 to schedule an emergency pick-up.
