Venue
The Second Meeting of the Ad Hoc Afghanistan Contingency Group (AHACG/2) meeting will take place
in WoW Hotel Istanbul (http://www.wowhotelsistanbul.com/), which is very close to Ataturk Airport. An
all-inclusive special rate for single room of only EUR 120 EURO is being offered to meeting participants

For those participants who have a non-refundable hotel rate and are unable to change accommodation
from near the previous venue, we will try and arrange some form of transportation to the new venue. A
map of the venue location is below. Any enquiries on the stay in Istanbul of an administrative or support
matter not directly related to hotel booking should be directed to Mr. Sven Halle, Regional Officer ATM
at the Paris Office ([email protected]).
Meeting
The Meeting Registration will take place from 08:30 until 09:00, and the AHACG/2 will commence
promptly at 09:00 thereafter.

0and%20B.pdf. Please read the report and be prepared to participate in a key meeting that needs to
progress or planning to the point where we agree on a trans-regional contingency scheme which is going
to involve many nations.
In particular, participants from Afghanistan, Armenia, Azerbaijan, India, Iran, Pakistan, and Turkey
should ensure that they bring with them information on the following:

Sector capacity (this is especially important for Pakistan and Iran as the traffic flow may change
quite a bit from its current disposition);

ATS surveillance coverage;

ATS Letters of Agreement (these are likely to need review to take into account an contingency
operations – and the meeting will want to especially ensure that procedural separations within
surveillance coverage at the transfer of control point are no longer used); and

information on communications capability/problems (both ATS unit to ATS unit – voice, data
and flight plan, and air-ground – VHF, HF, CPDLC and SATVOICE).
As in the AHACG/1 Meeting, there will be no Chairperson for AHACG/2. The ad hoc meeting will be
primarily moderated by Mr. Len Wicks, Regional Officer ATM at the APAC Office, with the assistance
of the Regional Officers ATM from the MID Office (Mr. Elie Khoury) and EUR/NAT Office (Mr. Sven
Halle).
The meeting’s duration will depend on what papers we receive, the intensity of discussion, and the
deliverables achieved. It is anticipated that it will take a full two days from 09:00 until 16:00 on Monday
17th and Tuesday 18th November to complete discussions – and there may be a number of side meetings to
resolve issues between States. A meeting report would be compiled and presented on Wednesday 19 th
November, which will deliver the results of the AHACG/2 to the Asia/Pacific DGCA Conference only a
few days later on 28 November in Hong Kong, China.
