Education: BA - Texas Tech University; J.D - University of Houston Experience and Qualifications: Ms. Swallow serves as VP and General Councel to The Swallow Group, LLC (Trust, Estate, and Oil and Gas Management) and also serves as VP and General Counsel to Permian Basin 1031 Exchange Services, LLC. She is licensed to practice law in Texas and New Mexico and is admitted to practice before all US Dictrict Courts of Texas and New Mexico, as well as, admitted to practice before the Fifth Circuit Federal Court of Appeals. She is a certified mediator for general civil and family law cases. Previously, Ms. Swallow was a partner with Hinkle, Heensley, Shanor & Martin, LLP; Assistant City Attorney for the City of Midland, Texas, and worked for Petroleos Mexicano (PEMEX) in the International Legal Department in Mexico City. She is active in numerous civic and charitable organizations and serves on a number of Boards in the Midland/Permian Basin area. D'Anne McNaughton Experience and Qualifications: Ms. McNaughton has 25 years experience in sales and use tax issues in a number of states, including Texas, New Mexico, Oklahoma, Louisiana, and the Rocky Mountain regions. She is a former auditor for the Texas State Comptroller's Office in Odessa, Texas. Her industry experience includes management of state tax issues for Southwest Royalties, ARCO Permian, and Compressor Systems, Inc., managing sales tax responsibilities in multiple states. She has performed numerous sales tax consulting projects for a wide range of clients including oil and gas producers, oil and gas service companies and suppliers, construction contractors, manufacturers, and retailers. Other projects and services include reducing audit liabilities, obtaining refund of overpaid sales taxes, streamlining and enhancing tax compliance systems, and monitoring current tax developments to assist clients in staying abreast of upcoming issues. She currently serves on the statewide committee for TSCPA's annual Texas State Tax Conference. Representative Mike Conaway J.D. Faircloth, CPA Education: BBA - Hardin-Simmons University; MBA - UT Austin Experience and Qualifications: Mr. Faircloth spent began his accounting career working for eight years with a Big-4 public accounting firm in Midland, Texas, dealing with public and privately owned companies engaged in oil and gas exploration and production, crude oil refining, agriculture, retail, manufacturing and financial industries. The next 20+ years he was engaged in the public and private practice of accounting with an emphasis on oil and gas accounting, including natural gas gathering and marketing entities. He has assisted in taking two local companies public. He has extensive Securities and Exchange Commission reporting experience and has served as chief executive, chief financial, and/or chief accounting officer for a number of publicly owned companies. Mr. Faircloth joined Johnson Miller's audit department in May 2004 and became a shareholder and director in January 2008. He holds membership in the TSCPA and the AICPA. He also is a former Midland At-large City Councilman and Mayor. Cox School of Business at Southern Methodist University. Prior to joining SMU, Dr. Shaw taught at Cornell University and the University of Colorado at Boulder. He teaches courses in corporate governance, financial accounting, taxation, and mergers and acquisitions at the undergraduate and MBA levels. Prior to entering academics, Dr. Shaw worked for the IRS in the large case audit group, drug enforcement, appellate, and the Corporate Tax Division of the National Office. He also was employed as a tax law specialist for A.M. Pullen & Co., CPAs. Dr. Shaw has been involved in the development and presentation of training materials for major corporate and not-for profit entities including National Association of Corporate Directors, Bank of America, Goldman Sachs & Co., Greyhound, MCI, Texas Instruments and more. He has served as an expert witness for the SEC and various law firms in the areas of corporate governance and ethics, financial reporting, and federal income taxation. He is licensed by the TSBPA as an ethics instructor and has published a book that is used in that course. In 2013, Dr. Shaw was awarded "D Magazine's" CEO's Financial Executive Award for Excellence in Corporate Governance. Billy Atkinson, CPA Education: Texas A&M University Experience and Qualifications: Billy Atkinson has over 39 years experience in public accounting with PricewaterhouseCoopers LLP, where he was an audit risk management partner in Houston. He has served as a member of the AICPA's Governing Council and has had numerous leadership roles in the TSCPA. He chairs the Private Company Council, which in 2012 was established by the Financial Accounting Foundation to work with the FASB to determine whether, and when, to modify U.S. GAAP for private companies. He has served as a sposoring member of the FAF/AICPA/NASBA "Blue Ribbon Panel" on Accounting Standard Setting for Private Companies in the U.S. Mr. Atkinson was appointed to the TSBPA in 1999 adn served as the Board's Presiding Officer from 2003-2005. He now serves as Chairman of the Texas Public Finance Authority which issues State supported eebt to finance legislatively approved projects and facilities. Currently, he serves on the board of Atkinson Candy Company, a private candy manufacturer in Lufkin, Texas, with over 200 employees in Texas and Guatemala. Todd Burchett, CPA, ABV, ASA, CFF, CFE Education: Experience and qualifications: Mr. Burchett is a partner with BKD's Forensics and Valuation Services and leads its Texas practice, providing business valuation, forensic accounting, investigation, bankruptcy and litigation support services, including serving as an expert witness.
