The Winnipeg Police Service is offering an exciting and challenging career opportunity
for an experienced and dynamic individual with exceptional managerial skills. This
position is responsible for leading the Service’s Human Resource plans and strategies
and for the direct provision of all HR services for approximately 2000 employees
(human resource planning, labour relations, compensation and benefits, recruiting and
staffing, workplace wellness and occupational health and safety, employee training
and performance, human resource information management and equity/diversity
initiatives).
POSITION SUMMARY:
Under the general direction of the Superintendent with an HR functional reporting relationship to the Director
of Corporate Support Services, the Manager of Human Resources is responsible for the planning, development,
implementation, coordination and evaluation of efficient and effective human resource systems, policies,
procedures and practices for the Winnipeg Police Service (WPS).

As a member to the Human Resources Leadership group, through a shared vision, the Manager of
Human Resources is responsible for the identification and development of the people systems within
the organization by developing an integrated set of policy/guidance/systems and identifying and
improving existing systems.

As a member of the Winnipeg Police Service (WPS) Senior Management team, the Manager of Human
Resources oversees the delivery of all Human Resource services in support of the Police Service.
This position is responsible for leading the department’s Human Resource plans and strategies and for the direct
provision of all HR services for a department of approximately 2000 employees. (human resource planning,
labour relations, compensation and benefits, recruiting and staffing, workplace wellness and occupational health
and safety, employee training and performance, human resource information management and equity/diversity
initiatives).
The Manager of Human Resources represents WPS human resource interests, participate on committees and
working groups, and attends Police Service Board meetings as required.
DUTIES AND RESPONSIBILITIES include:





Leading the human resource strategic planning for the Winnipeg Police Service (WPS). Manages, plans,
directs coordinates and ensures the provision of effective, equitable and integrated strategic HR systems
which are responsive to the needs of the WPS
Providing leadership in the planning and delivery of staffing, selection, promotion, placement and efficient
redeployment of personnel, including the management of the return to work process for the WPS
In conjunction with Corporate Labour Relations, providing professional advice to WPS management, the
Police Services Board and staff in the area of labour relations including grievance and disciplinary hearings,
arbitration, legislation and contemporary human resource management.
Developing and administering the implementation of human resource systems for the department including
the provision of payroll, compensation, benefits and employee classification and compensation
Managing, planning and coordinating the Division Budget and related Human Resource operations and
programs including the promotion of continuous education and development of departmental staff
MINIMUM QUALIFICATIONS:

18 years of age

Canadian Citizen or Permanent Resident

Bachelor’s Degree or equivalent in one of the following:

Behavioral Sciences/Commerce or Business/Public Administration

48 months’ prior related work experience in HR field
Ability to meet and maintain the standards of a Winnipeg Police Service security check / background
investigation and required police clearances

No involvement in any criminal activity within the last two years (including illegal drugs)

No criminal record for which a Pardon has not been granted
ADDITIONAL QUALIFICATIONS:

Certificates/Designations: Certified Human Resource Professional (CHRP) or International Personnel
Management Association (IPMA) Certified Professional – desirable assets

Extensive knowledge and senior administrative experience in the management of Human Resources in a
diverse unionized environment

Ability to work cooperatively and effectively as a key member of the Human Resource Leadership Group,
and of the department’s senior management team

Thorough knowledge of and the ability to administer financial budgets complex collective agreements,
human rights legislation, human resource statutes and HR benefits and policies

Considerable knowledge of systems development and performance measurement, including project
management and problem solving skills

Demonstrated ability to consult, mediate, negotiate and work with a variety of teams/groups and
committees, i.e. Unions/Associations, the Police Board, departmental staff and external agencies

Demonstrated leadership and management abilities with proven knowledge of administrative practices,
skills and concepts and experience in developing a creative team based work environment

Demonstrated ability to communicate effectively both orally and in writing with a variety of people including
staff, senior civic officials, elected officials, union activists and the public

Demonstrated ability to plan, strategize, organize and investigate Labour Relations (grievance, discipline and
negotiation) issues

Demonstrated ability in the development of policies and procedures through the application of effective
research and thorough analysis

Proficiency using Microsoft Office, Word, Excel and other software applications with ability to learn and
utilize organization specific Human Resource related systems

The ability to establish and maintain a positive, respectful, healthy work environment that supports the
physical, psychological and social working relationships with members at all levels in a team environment

Must have demonstrated acceptable attendance and job performance relevant to this position
WORKING LEVEL QUALIFICATIONS (some may be acquired after starting)

Thorough knowledge of and the ability to interpret and administer the following collective agreements:

Winnipeg Police Association (WPA) – within 12 months
o
Winnipeg Police Senior Officers Association (WPSOA) – within 12 months

Thorough knowledge of City of Winnipeg policies and procedures – within 12 months

Thorough knowledge of Police Service policies and procedures – within 12 months

SELECTION PROCESS
There are several steps to the Selection Process which may include job-related testing, candidate presentation,
behavioural-based structured panel interview, criminal record check in accordance with the policy of the City of
Winnipeg regarding Employment of Individuals with Criminal Convictions (which includes an in-depth
background investigation conducted by the Winnipeg Police Service), medical examination with the City of
Winnipeg Occupational Health Services Unit

FREQUENTLY ASKED QUESTIONS – Foreign Credentials
I was educated outside of Canada. Will proof of that education be accepted?
Applicants educated outside of Canada must have education which is comparable to the minimum
qualification in Canada (Grade 12 diploma). Applicants submitting foreign credentials require an
official academic assessment report issued by a recognized Canadian assessment service at time of
application.
Recognized Canadian assessment services are members of the Alliance of Credential Evaluation
Services of Canada (ACESC). They offer a variety of assessment products including Basic/General or
Comprehensive/Detailed reports. While either type of report can be submitted, only a Basic/General
report is required.
The wait time to get my foreign credentials assessed exceeds the competition closing date. Will you accept my
application without it?
No. However, some ACESC members may offer the option to have your academic assessment report process
expedited.
The Winnipeg Police Service does not recommend one ACESC member over another. It is the responsibility
of the applicant to determine their best course of action to have the official academic assessment report
completed prior to the competition closing date and to submit it at time of application. Incomplete
applications will not be accepted.
Expediting the process may include an additional cost to the applicant or require further documentation. All
fees incurred regarding Academic Assessments are the responsibility of the applicant.
