SPECIAL MEETING OF COUNCIL MINUTES 11 NOVEMBER 2014 MINUTES - SPECIAL MEETING OF COUNCIL - 11 NOVEMBER 2014 MINUTES OF THE SPECIAL MEETING OF THE PORT PHILLIP CITY COUNCIL HELD 11 NOVEMBER 2014 IN COUNCIL CHAMBER, ST KILDA TOWN HALL The meeting opened at 5:02pm. PRESENT Cr Bond, Cr Horvath, Cr Huxley, Cr Stevens, Cr Thomann, Cr Touzeau, Cr Voss. IN ATTENDANCE Tracey Slatter Chief Executive Officer, Mark Brady Executive Manager Governance and Culture, Claire Ferres Miles General Manager Place Strategy and Development, Carol Jeffs General Manager Community Development, Darren Martin Acting General Manager Infrastructure and Amenity, Chris Carroll General Manager Organisational Performance. We acknowledge and uphold their continuing relationship to this land. 1 WELCOME The Chief Executive Officer, Tracey Slatter, welcomed Councillors and members of the gallery to the meeting. 2 APPOINTMENT OF TEMPORARY CHAIRPERSON The Chief Executive Officer facilitated the appointment of a Temporary Chairperson, in accordance with Part 4, Section 28 of the Council Meetings Procedure Law No 2/2009. MOVED Crs Horvath/Huxley That Councillor Bond be appointed to the position of Temporary Chairperson for this meeting. A vote was taken and the MOTION was CARRIED. 3. APOLOGIES Nil. 2 MINUTES - SPECIAL MEETING OF COUNCIL - 11 NOVEMBER 2014 4. DECLARATIONS OF CONFLICTS OF INTEREST Nil. 5. OUTGOING MAYOR The Temporary Chairperson, Cr Bond, called on the outgoing Mayor, Cr Amanda Stevens, to address the gallery. Cr Stevens addressed the gallery: “Thank you Councillor Bond. It’s been a privilege and an honour to be Mayor of this great city for the last two years. I’ve found it to be a profoundly humbling, enjoyable and challenging experience. I’d like to acknowledge my family who are here tonight; Chris, Elizabeth, Georgia, and Muriel, thank you for your ongoing love and support – it is greatly appreciated. To my fellow Councillors, it’s been a pleasure to get to know you over the last two years, your commitment to your role in terms of time, energy and passion is impressive and I have enjoyed working with you. We haven’t always agreed, but we’ve maintained good working relationships and we’ve even managed to inject humor at times into our 13-14 hour days on Tuesdays so thank you for that. I look forward to continuing our journey together as Councillors. To the CEO Tracey Slatter, thank you for your professional tireless pursuit for the best outcomes for our community, it’s been a great joy and pleasure to work with you closely for the past year and a half. To the ELT, Executive Leadership Team, and our staff thank you for your daily hard work, it is the roles that you do every day that enables our great city to enjoy the services and amenity that our citizens enjoy. We enjoy some of the highest community satisfaction of any local government and I think it is a tribute that 95% of our community feel that their Council is trustworthy, reliable and responsible. I thank you for your contribution to making our city Vibrant, Engaged, Healthy, and Resilient today and into the future. I look back on the two years we’ve had as a great challenge and a real joy, and as a Councillor I will continue with my fellow Councillors to undertake my duties in a professional manner. Thank you. The Temporary Chairperson, Cr Bond, called on the outgoing Deputy Mayor, Cr Serge Thomann, to address the gallery. Cr Thomann addressed the gallery: “Good evening community and Councillors, I haven’t had any time to prepare any speech as I have other things to do for this city at the moment and I enjoy my job as a Councillor trying to save an old theatre. I have certainly enjoyed the last two years as Deputy Mayor, it’s a priviliege to serve my community and the community I love. I thank the CEO, my fellow Councillors, the Mayor, the staff and also all the people in the room who are my friends, supporters, confidantes, mentors, people I nag. I am actually the most privileged councilor in this state, I’ve got the best ward in this state. I’m sorry, I’m biased, but that’s the case: I know my ward very well – I know it’s a fantastic ward. Whatever is going to happen, I will keep working for the community that I love and whatever happens I’ve been a Deputy Mayor for two years and I think it’s time to pass the baton onto others if that is what should be. I thank everybody too for all their support, my energy will not stop with whatever happens tonight. I love my community, hopefully they love me back, and I will make a change hopefully in the very short future.” Cr Stevens acknowledged the support of and thanked Cr Thomann for his efforts as Deputy Mayor. 3 MINUTES - SPECIAL MEETING OF COUNCIL - 11 NOVEMBER 2014 6. TERM OF MAYORAL OFFICE No motion. 7. ELECTION OF MAYOR The Temporary Chairperson, Cr Bond, called for nominations for the position of Mayor in accordance with Section 71 of the Local Government Act 1989 and Part 4, section 28 of the Council Meeting Procedure Local Law No 2/2009. Cr Voss nominated Cr Stevens for the position of Mayor. Cr Horvath seconded the nomination. Cr Touzeau nominated Cr Thomann for the position of Mayor. Cr Thomann seconded the nomination. The Temporary Chairperson, Cr Bond, called for a vote by show of hands. A vote was taken for those in favour of Cr Stevens. Cr Stevens received 5 votes. A vote was taken for those in favour of Cr Thomann. Cr Thomann received 2 votes. Cr Amanda Stevens was declared elected. The Temporary Chairperson, Cr Bond, vacated the chair at 5:12pm. The newly elected Mayor of the Port Phillip City Council assumed the chair at 5:12pm. The newly elected Mayor, Cr Amanda Stevens, addressed the gallery: “Thank you Councillor Bond. Thank you to my fellow Councillors for the great privilege of representing this great city for a third year. It is truly humbling to receive your support again. I commit, again, to serving you and the community with integrity. I will strive with my fellow Councillors to role-model the highest standards of governance and to serve the interests of the whole community in the long term. I would also like to thank the organisation under the leadership of CEO Tracey Slatter and the talented Executive Leadership Team who are very well placed to deliver on our Council Plan in the next year. We look forward to working hard over the next year to achieve some significant milestones. Thank you very much. 4 MINUTES - SPECIAL MEETING OF COUNCIL - 11 NOVEMBER 2014 8. ELECTION OF DEPUTY MAYOR The Mayor, Cr Stevens called for nomination for the position of Deputy Mayor in accordance with Part 4, section 28 of the Council Meeting Procedure Local Law No 2/2009. Cr Horvath nominated Cr Bernadene Voss for the position of Deputy Mayor. Cr Bond seconded the nomination. There being no other nominations Cr Voss was declared elected. Mayor, Cr Amanda Stevens, declared Cr Voss elected as Deputy Mayor and invited her to address the gallery. The newly elected Deputy Mayor of the Port Phillip City Council addressed the gallery: “Thank you and thank you to my fellow Councillors for entrusting me with the honour of being Deputy Mayor for this third year of our term. As Councillors we’ve had a challenging year together; complex issues and important decision have been made, however through solid leadership we have been putting into practice our goals to adhere to our shared values including integrity, respect and unity. We have a collaborative and collegiate culture but as individuals we bring a wealth of unique experiences that contribute to our decision making. I want to particularly thank the Mayor, Cr Amanda Stevens, for her dedication in ensuring we all adhere to our shared values and acknowledge that she has worked tirelessly with the CEO to ensure we are on track in meeting the Council Plan and has skilfully led this Council to ensure our reputation is well earned and improved. You have been an outstanding Councillor and Mayor and I commend you for all the work you do for our great community. Also, the outgoing Deputy Mayor, Cr Serge Thomann, thank you also for your attention, your advice and always being there to guide from a place of experience. I’d also like to acknowledge the CEO and, as Amanda’s just said, the very talented ELT and all the Council staff for their great work for our city. I’d also like to acknowledge the Mayor and Councillors’ Office staff, they’re all here: Marisa, Mary, Barb, and Mandy; always helping us carry out our civic duty. You all do a wonderful job. I’d like to thank my family; to my mother in law Bev, thank you for coming all this way - I really appreciate it. Thank you for your support. It’s a privilege and an honour to serve our community. I have enjoyed all that civic life has had to offer so far and I look forward to bringing a vibrant, creative, inclusive and respectful approach to our discussions and problem solving. Thank you Councillors for your trust and support, and I look forward to our third year together.” As there was no further business the meeting closed at 5:17pm.
