Wellington Salary Range $73,433 – $99,350 Purpose The purpose of the Investigating Accountant role is to: Monitor the integrity of people and organisations operating in the gambling sector through undertaking in-depth financial analyses of societies and determining the financial viability of organisations in support of the assessment of Class 3 and Class 4 gambling licence applications, renewals and amendments Provide expertise, advice and support to Gambling Inspectors, Senior Gambling Inspectors and the Licensing Compliance Unit’s Management team in the financial analysis and assessment of sector participants and licensing applications Key Tasks Licensing Compliance Work Programme The Investigating Accountant will be responsible for contributing to the successful delivery of the Licensing Compliance Unit’s work programme by: Key tasks Applying best practice and proven financial analysis, audit and review methods and practices in support of the assessment of Class 3 and Class 4 gambling licence applications and renewals Ensuring timely and quality delivery of financial analysis in support of the assessment of applications and sector participants and licensing recommendations Providing advice and analysis to management, team leaders and investigators on the financial aspects of complex and high risk licensing applications and renewals Lead financial based investigations, enforcement actions or prosecutions ensuring high quality and timely preparation of evidence and prepare and present evidence to Gambling Commission appeals in support of decisions to suspend or cancel licences Interpret the legislation and provide advice on the interplay between legislation and Financial Reporting Standards including the implications for the practical application of the legislation and the effect on internal operational policy Effectively planning, organising and delivering against their own individual work programme and case load in order to ensure the Team and Unit deliver against the Licensing Compliance work programme Leading sector forums, presentations, engagement and education activities and contributing to gambling publications in order to build capability and commitment to achieving required compliance outcomes Licensing Compliance Capability The Investigating Accountant will be responsible for contributing to the development of licensing compliance capability and maximising the Unit’s capability to deliver against its work programme by: Key tasks Providing support, coaching and intellectual leadership to Unit staff in the relevance and review of business financial records Supporting the manager and team leaders in lifting overall team and unit performance through implementing best practice accounting and audit methodologies and tools and by mentoring and coaching Gambling Inspectors and Senior Gambling Inspectors in the application of best practice accounting and audit methodologies and tools Peer reviewing the financial analysis work of Gambling Inspectors and Senior Gambling Inspectors Identifying and building support for new and innovative approaches and tools for assessing licence applications and achieving compliance Actively participating in, and where appropriate leading, the implementation of change and organisational development initiatives and in particular sector initiatives that contribute to positive engagement, more effective licensing and achievement of required compliance outcomes Taking responsibility for ensuring own development and maintaining currency with developments in the sector and in best practice financial analysis, audit and review approaches Risk Management & QA Ensure that licensing recommendations are informed by thorough financial analysis and audit findings Identify, assess and report on the financial risks associated with specific applications and participants Contribute to effective risk management by identifying, developing and recommending risk mitigation options and interventions Undertake quality assurance and peer review of other team member’s financial analysis and audit findings as requested by team leaders Compliance Analysis Contribute to the identification, collection and sharing of intelligence related to people, events and organisations within the Unit and across Regulatory Services Utilise intelligence and analysis capability within Regulatory Services to achieve thorough financial assessment of applications and informed licensing recommendations and decisions Relationship Management and Communications Builds effective relationships and manages effective communications within the sector and with stakeholder groups to promote compliance, harm minimisation and the Department’s reputation as an effective regulator Builds effective relationship and manages effective communications with sector applicants and participants to appropriately influence and build commitment to best practice compliance Engages positively and builds effective working relationships with management and staff within the Unit and across the wider Gambling Directorate and Regulatory Services Group in order to contribute to a
