Further Information On The RIBI Re-Districting Proposals And The Implications For District 1080 Following the District Council meeting on the 11th October, at which I outlined the proposed re-districting of RIBI and its effect on this district, Version 2 of the proposal was recently made available and this accompanies this message. At the District Conference and over the last two weeks, a lot of concerns have been raised as to exactly how the Re-Districting will affect our existing District. To that end I asked DGN Nick Corke, Foundation Chair PDG Steve Munns and District Treasurer Keith Bosanko to prepare some facts and figures to help you decide whether or not the proposal is acceptable as it now stands. Background: At their September 2011 meeting, the RI Board members approved the concept of the development of three-year regional membership development and retention plans. This is in acknowledgement of the vast regional differences amongst Rotary clubs and regions, as well as a means of encouraging and supporting continuity and consistency in establishing goals, strategies and actions. In RIBI, there are 29 Districts with 1,859 Clubs and just under 54,000 Rotarians. The largest District has just over 3,000 Rotarians and the smallest just over 1,000. The numbers of Clubs in Districts range from 88 to 41. Almost 10% of the Clubs in RIBI have fewer than 15 members with only one District having no Clubs below 15 members. Methodology to be used: Wherever possible, the re-districting was to be based on the use of existing recognised geographical areas and boundaries, such as Counties, Boroughs, or administrative regions; currently there are examples of Counties where four Districts have Clubs. Using these administrative areas will, it is hoped, enable a district to be described to the public by locally recognisable names rather than a number. Extract from the RI Manual of Procedure 2012 (MoP) “Districting” The RI Board is authorized to establish new districts, consolidate districts, and change the boundaries of existing districts. No change in district boundaries of any districts with 30 or more clubs and 1,000 or more Rotarians shall be made by the RI Board over the objection of a majority of the clubs in the district or districts that would be affected. The RI Board may eliminate or change the boundaries of any district with fewer than 30 clubs or fewer than 1000 Rotarians (fewer than 33 clubs or 1200 Rotarians as of 1 July 2012. THE IMPLICATIONS FOR DISTRICT 1080 As it stands at the moment, and if these proposals were implemented tomorrow, we would lose 6 clubs and 180 members, i.e. 8.34% of our membership. This would mean a reduction of our income of £3,150 and a reduction in our RIBI Grant of £1,064. Bearing in mind that there would probably not be a reduction in expenses, the District would need to raise a further £2.00 per member in order to make up the difference. If, on the other hand, as has been suggested by various District Officers, we go back to the RIBI Re-Districting Committee with an alternative proposal that our boundary is re-positioned strictly by County (i.e. Suffolk, Norfolk and Cambridgeshire), we would lose 5 clubs but gain 11, giving us a net gain of 171 members. This would be much more in line with the RI requirement for 2500 members per district and will remove the effect that, at a time when Districts are intended to be strengthened in numbers, this District would be weakened to a level some 20% below optimum. We have a severe time constraint with this proposal, which means that we have to get our collective views back to the RIBI Re-districting Committee by the 9th November. I appreciate this time scale is very short, but it is essential that all comments to the Re-districting Committee be in by that date. Therefore, because of my absence in America on business, I am asking clubs to let DGN Nick Corke know by 5th November whether or not you support the RIBI Re-districting proposal in its present form or whether you wish for the alternative District proposal to be put forward. There will be an article on this in the November issue of 1080 News, which will be out on November 1st. Please bear in mind the MoP, which quite clearly states that RI cannot alter boundaries if a majority do not wish it to happen. If the majority of the clubs in District 1080 object to the Version 2 proposal, we will submit our alternative County Boundary proposal to the Re-districting Committee by the 9 th November for consideration. Currently, there is a lot of pressure and turmoil across the whole of RIBI, together with emotive responses to the re-districting changes being proposed. In District 1080, I much prefer that our approach should be viewed as being constructive in our arguments for change with a well reasoned alternative proposal being tabled. Taking note of any RI established protocols and procedures. We recommend the RIBI Finance and RIBI Constitutions committees work out the details of how this should proceed. District regalia must also be taken into consideration. 5.3 Constitutional issue We feel the General Council should be aware if the following extract from the RI Manual of Procedure 2012; page 27: 29 Re-districting proposal – V.2 – 11th October 2012 “Districting The RI Board is authorized to establish new districts, consolidate districts, and change the boundaries of existing districts. No change in district boundaries of any districts with 30 or more clubs and 1,000 or more Rotarians shall be made by the RI Board over the objection of a majority of the clubs in the district or districts that would be affected. The RI Board may eliminate or change the boundaries of any district with fewer than 30 clubs or fewer than 1,000 Rotarians (fewer than 33 clubs or 1,200 Rotarians as of 1 July 2012). (RIB 15.010.) The RI Districting Committee assists in establishing additional districts, realigning clubs within districts, and consolidating existing districts. The districting proposal form, which details the required information and procedures in submitting a proposal, is available for download at www.rotary.org or from your RI Club and District Support representative at the Secretariat (find your representative at www.rotary.org/cds). Districts submitting a proposal should note the following: 1) The Districting Committee considers proposals throughout the year. Proposals should be submitted at least 90 days before an RI Board meeting, if the proposer wishes the Board to consider the item at its next meeting. 2) The committee looks favorably on proposals to create additional districts with at least 60 clubs and/or 2,100 Rotarians that demonstrate a potential growth to at least 75 clubs and 2,700 Rotarians in the next 10 years. (RCP 17.010.4.)” We recommend any questions regarding the above are referred to the RIBI Constitutions Committee. 5.4 Transition Management 5.4.1 DGs for 2015/16: The election for District Governor of 2015/16 shall be completed by 31st May 2013. Please see RIBI website for more information. 5.4.2 Shadow Council for each District: Following the election of the DG 2015/16 the new districts should consider setting up a Shadow District structure which will need to consider the following matters: Executive committee By-laws Standing orders Constitutions Committee structures Future elections and appointments The vote for these proposals will take place at district level after the final proposal has been put to General Council on 26th November 2012.
