The Council met at 14:03.
2.
The Chairperson took the Chair and requested members to observe a moment of silence for
prayers or meditation.
3.
[14:03] Notices of motion.
4.
[14:03] Mr W F Faber moved without notice: That the Council (1)
notes Bafana Bafana and the Springbok victories over this past weekend;
(2)
further notes that Springboks has beaten the English roses at Twickenham their home
ground to show that they will be one of the main contenders for the next year Rugby
World Cup in England;
(3)
also notes that the Bafana Bafana is well on its way to qualify for the Afcon Cup; and
(4)
wishes Bafana Bafana good luck for the upcoming game against Nigeria - go Bafana go!
Motion agreed to in accordance with section 65 of the Constitution.
5.
[14:13] Ms E Prins moved without notice: That the Council (1)
notes that a 29 year old woman was sexually molested by 10 young boys in Athlone two
weeks ago;
(2)
further notes that 7 of the 10 boys, aged between 11 and 15 years were arrested after the
woman was able to point them out;

requests the justice system to defend women against all forms of abuse; and
(4)
further requests fathers to play their role of being role – models for their sons.

[14:14] Mr D L Ximbi moved without notice: That the Council (1)
notes that on Thursday, 13 November 2014, four men were arrested by police in
Khayelitsha;
(2)
further notes that the men were armed with illegal arms and were on their way to
commit business robbery; and
(3)
congratulates the police on the good work and hopes that this will assist in stopping the
robbery of businesses and crime in general.

[14:17] Mr B G Nthebe moved without notice: That the Council (1)
notes the success that has been achieved by three of our national teams over the past
weekend;
(2)
further notes that the win by Bafana Bafana has allowed them to qualify to take part in
the African Cup of Nations in January next year;
(3)
also notes that Springboks defeated the strong English Team in their fortress in
Twickenham bouncing back after a defeat in their previous match;
(4)
further notes that the South African Cricket Team won their match in Australia which
put them in a good position to win the 1 day series; and
(5)
congratulates the South African teams for making the country very proud.

[14:19] Mr M Khawula moved without notice: That the Council (1)
notes with appreciation the sterling and awesome performance of Bafana Bafana in their
2015 African Cup of Nations qualifying games;
(2)
further notes that even before the last qualification game is played in Nigeria tomorrow,
Bafana Bafana have already booked their place in AFCON 2015 which will be held in
Equatorial Guinea and are guaranteed to finish top of their group;
(3)
also notes that the house should commend Bafana Bafana as a bunch of winners;
(4)
acknowledges and congratulates the team coach, Shakes Mashaba and his technical
team for a job well done so far; and
(5)
congratulates Bafana Bafana on a job well done and that beating Nigeria tomorrow will
be a wonderful bonus for the team’s performance in the qualifying games.

[14:24] Mr A S Singh moved without notice: That the Council (1)
notes that November is declared as Diabetes Month;
(2)
further notes that 1.2 million South Africans suffer from diabetes and are not diagnosed;
(3)
also notes that as a diabetic person, Hon Singh has been tested and is taking the
medication and he is able to achieve a lot more;
(4)
requests people to change this and be helped from this silent killer; and
(5)
requests all the members of this House to set an example.

[14:25] Ms L L Zwane moved without notice: That the Council (1)
notes and condemns the saddening continuous loss of lives in reckless nature of driving,
the case in hand being the recent death of six people in KZN;
(2)
further notes that this loss of lives could have been prevented if all drivers were to
commit to obeying rules of the road; and
(3)
encourages the different provincial traffic departments and law enforcement agencies to
tighten their operations in the bid to combat such accidents during the year end, where
people are expected to travel the country for December holidays.

[14:28] Mr E Makue moved without notice: That the Council (1)
condemns the inconvenience and violence caused by taxi drivers during their strike in
Johannesburg on 17 November 2014;
(2)
further notes that not only commuters and student were victimized but also motorists
were abused and that shows the level of disregard of other people’s human rights;
(3)
also notes that transport is a crucial engine of economic growth and social development
of the country; and
(4)
calls all the relevant and affected stakeholders to sit down and try to find some amicable
consensus on this issue.

[14:32] Mr M Rayi moved without notice: That the Council (1)
notes that the Department of Justice and Correctional Services has once again tightened
the noose on child maintenance defaulters, who owe about R 5,3 million;

further notes that 1 639 defaulters with outstanding warrants of arrest in the Western
Cape alone, will be traced during Operation Isondlo;
(3)
also notes that the Annual Defaulters Tracing Campaign was launched yesterday as part
of the 16 Days of Activism for No Violence Against Women and Children; and
(4)
implores defaulting fathers to take responsibility and pay for the maintenance of their
children or face the prospect of going to prison.
