Just as the fall foliage ushers in the change of seasons, renewed focus on member benefits is changing the direction of our society for the better. I’m hoping that our general meeting speakers will be able to offer members a valuable piece of knowledge each time. At this year’s Jamie Wolitarsky, D.D.S. meetings, we will be having discussions on employment law, locum tenens, retirement planning and at the May meeting, we will be hearing from the ADA’s Chief Economic Advisor, Marko Vujicic, PhD. Other changes will focus on maximizing member benefits. Our Board of Governors will be focused on disseminating critical practice information to keep members ahead of regulatory changes. This will be achieved by placing more information in the Bulletin and by email when appropriate. Efforts are also underway to increase the number of casual gatherings for society members. Changes are occurring at the 2nd District level as well. Starting in 2016, members will be able to attend all three days of the Valley Forge Dental Conference at no cost. Be a part of the next great discovery!! the BULLETIN NOVEMBER 2014 MEMBER UPDATE DEA Imposes Tighter Regulations on Hydrocodone Combination Products (HCPs) On Aug. 22, 2014, the Drug Enforcement Administration (DEA) announced that hydrocodone combination products (HCPs), which include opioids such as Vicodin, Lorcet, Lortab and Norco, will be reclassified as Schedule II substances and subject to tighter restrictions. HCPs had previously been classified as products under the lessrestrictive Schedule III. The reclassification takes effect Oct. 6, 2014. According to the DEA, the reclassification will protect public health and safety by reducing the potential for abuse, dependence and diversion of these highly-addictive substances while still ensuring that they're available to patients with legitimate medical need and in ongoing consultation with the health care professional. HCPs are the most frequently-prescribed drugs in the U.S. More than 137 million prescriptions for HCPs were written in 2013 and nearly 7 million Americans abuse controlled-substance prescription medications, including opioid painkillers. The Centers for Disease Control and Prevention (CDC) estimates that each year more than 27,000 people, 75 per day, die from opioid-related causes. To put this in perspective, more people – especially those between ages 25 and 64 – die from prescription drug overdoses than from car accidents. The ADA has been following this issue since 2012, when the DEA asked the Food and Drug Administration (FDA) for an advisory opinion about the public health impact of rescheduling hydrocodone-containing drug products. The ADA and AAOMS commented at every stage the rescheduling was being considered. Both organizations even testified before an FDA advisory panel. Your patients are living longer thanks to their medications but many of the physician-prescribed medications used by your patients have dental implications and side effects affecting your treatment plan. Some of these medications are the drugs of choice of “doctor shoppers”. And one of these medications is the mo st prescribed medication abused by adolescents. This presentation includes the indications, contraindications, and side effects of the most commonly prescribed medications. Many of these medications wer e not approved when you took your pharmacology course in dental school . At the conclusion of this course, the attendees will know: Medications that could adversely interact with dental drugs; Why your patient is taking their medications; What oral side effects may be caused by these medications; Maximum doses for commonly prescribed pain medications; When not to prescribe NSAIDs; How to manage patients taking some of the newer anticoagulant medications; How to combine analgesics to maximize their effects; Indications and contraindications for opiate analgesics; and Current recommendations for SBE and orthopedic prosthesis prophylaxis. Wednesday, December 3, 2014 Jeffrey P. Okeson, DMD – Lexington KY – “What every dentist needs to know about Temporomandibular Disorders” The management of temporomandibular disorders is a complex problem in dentistry. This complexity arises from the many different disorders that can be present as orofacial pain in the masticatory structures. In order to effectively manage TM disorders the clinician must first be able to differentiate these disorders from other orofacial pain conditions. Emphasis will be placed on diagnosis so that correct therapy will be selected for each patient. The role of occlusion and joint stability in TMD will be discussed. Appropriate use and fabrication of occlusal applia nces will be presented. This course will benefit all practitioners. Y ou will learn: To identify those pain disorders that will likely respond to your therapy from those that will not; The relationship between occlusion, bruxism and temporomandibular disorders; The most favorable condylar position for restorative dentistry and why there is so much controversy; and The appropriate use of occlusal appliance therapy. Dr. Okeson is a graduate of the University of Kentucky College of Dentistry where presently he is Professor and Chair of the Department of Oral Health Science and Director of the College's Orofacial Pain Center, which he established. Wednesday, January 14, 2015 Brian Nový, DDS, – Loma Linda, CA – “Offensive Dentistry” Let’s face it, sitting through a lecture about dental caries doesn’t sound appealing (in fact it sounds downright boring). However, the science of clinical cariology is beginning to have an impact on restorative techniques and technology. Handpieces and burs will remove compromised tooth structure, but comprehensive patient care involves addressing the chronic disease that leads to cavitation. Combining the medical management of dise ase along with bioactive restorative materials can take the practice of dentistry to new heights – and give Streptococcus mutans more to fear than stronger fluoride. At the end of this course, participants should be able to: Describe the systemic theory of dental caries; Provide basic salivary analysis to identify “hidden” risk factors; Control patient caries risk with focused therapeutics; Design restorations to minimize recurrent decay; and Identify restorative materials that create ionic bonds. From 3/8/2014 to 5/1/2014 the answering service received 26 calls: 3 calls for dental questions, 1 call for DKU, 3 calls were looking for a dentist, 1 call was looking to file a complaint, 16 were sales calls, and 2 calls were hang ups. We also received a lengthy email complaint from a patient of a member dentist about the dentist. That individual was recommended to remediation services. The deadline for the September issue of the Bulletin is August 1, 2014. Dr. Karin Brian will be working with Dr. Steven Sierakowski for the first issue to keep the transition as smooth as possible. The Annual Past-Presidents Dinner is scheduled for Tuesday, June 10 at the Towne House Restaurant, Media. The speaker will be Dr. Edward Sion, astronomy professor from Villanova University. Our spring GKAS event was held on Monday, April 28 at the office of Dr. Barry Cohen. 27 children ages 5-20 were treated with $9,810 worth of dentistry. Honorary Chair Rep. Mario Civera, a commissioner in Delaware County, stopped by the event and showed interest in helping us get Delaware County children to our Delaware County events - currently the majority of our patients are coming from Montgomery County. Dr. Logan will be meeting personally with Rep. Civera in June to brainstorm ways to attract Delaware County children to our Delaware County events. Thank you cards from patients seen on April 28 were passed around the room. Our next GKAS event day will be held on September 26, 2014 at the office of Dr. Theresa Devine in Broomall. Solicitation letters will be sent out late in the summer, once the Chester County, CVIM event is scheduled. 12 The PDA’s NCDHM 3rd grade poster contest winner is Hannah Hulton from Octorara Elementary School. Dr. Charlie Weber (whose granddaughter is in Hannah’s class) presented Hannah the prize of $250 and her framed poster during a school assembly. We also received two referrals for homebound dentists since the last board meeting. Don’t forget the MOM-in–PA event scheduled on September 12-13, 2014 at the Allentown, PA Agri-Plex. The goal is to treat 2,000 patients. Both full-day and half-day shifts are available. Online registration will begin June 1 at www.mom-n-pa.com. Another Connect the Dots event was held on Monday, April 28th at Abington Hospital. There were fifteen participants including the hospital’s GP residents. Another event is scheduled for Wednesday, May 21st in Philadelphia. Ideas were discussed for another International Night for next season. We are looking for a few members to serve on the New Dentist Committee for the future. Please contact Dr. Allen Yang if interested. The DKU accounts were reviewed. As of this meeting, there is $33,181.16 in business checking and $27,577.43 in money market savings. The net Income as of May 3, 2014 is $26,289.76. The last DKU course of the season is May 8, 2014. After bills are paid, Dr. Cohen expects to send a check for $10,000 to the Society. DON GORDON PReSeNTeD The PDA GOveRNMeNT RelATiONS uPDATe: Assignment of Benefits legislation PDA is currently lobbying for the Assignment of Benefits legislation in the PA House. The bill currently has 9 co-sponsors. We encourage members to contact their representatives and encourage them to sign on as co-sponsors. The legislation will be introduced by Rep. Karen Boback. (The bill has been stalled in the Senate, and we are now looking to get the bill introduced into the House) PDA Day on the hill The deadline to register for Day on the Hill is May 13. Visit PDA’s website to access all the information you need to register for the event. PDA staff will email your team’s legislative appointment schedule the day before the event. DPW issues Guidance for Meaningful use of electronic health Records The Medicaid Electronic Health Records Incentive Payment Program is a federal program that provides funding to states to develop and administer Medical Assistance (MA) provider electronic incentive programs. States receive a 90/10 percent match for program administration expenses and 100 percent match for provider incentive payments. The program's intent is to encourage provider adoption, implementation and meaningful use of electronic health records. Professionals could be eligible to receive payments up to $63,750 over a six year period. In order to assist MA providers in understanding how to demonstrate “meaningful use” of the system, the Department of Public Welfare (DPW) issued guidance to the provider community. Providers should contact DPW directly with questions about this program. PADPAC update: From November 1, 2013 to May 6, 2014, Second District raised $22,537 for PADPAC. There is an opportunity for a member to take over as chair of Professional Relations Committee. Dr. Harold Romesburg is retiring from the position. Please contact Dr. Wolitarsky if interested. the BULLETIN NOVEMBER 2014 DR. liNDA hiMMelBeRGeR SuMMARizeD The SeCOND DiSTRiCT BOARD MeeTiNG: eveNTS Of The MOST ReCeNT She read a note from Dr. Weber, thanking Second District for the donation to his campaign. Approximately $5000 in unspent funds was returned to Second District. The Second District adopted a new Investment Policy. It also granted a request for funding for the MOM ‘n’ PA project for $5000. At the 2014 PDA HOD, the bylaws changes were enacted which dissolved the House of Delegates, making way for a PDA Annual Meeting in its stead. The Lehigh Valley Dental Society has again reserved the picnic section for an Iron Pigs baseball game in Allentown on June 6, 2014. Visit their website at www.lvdental.org to register for the game. DR. RONAlD heieR RePORTeD ON The MOST ReCeNT PDA NeWS AND uPDATeS: The Pennsylvania Dental Association redefined its structure in Hershey. The House of Delegates voted at the Annual Session to eliminate the House of Delegates. Most decision making will now rest with the ten Board members elected from their Trustee districts. A Council of Presidents has also been formed which will have the ten District presidents as voting members and the Local presidents as ex-officio members. Any future Constitution or By-laws changes will have to be approved by a 2/3 positive vote of both the Trustees and the Council of Presidents. The Council of Presidents is envisioned as being the way rank and file members can bring issues up for discussion with decision makers. The Council of Presidents via electronic discussions will be able to share concerns and bring issues forward to the Board. The President-elect of the PDA will preside over the Council of Presidents. The elected positions of Speaker of the House and Secretary have been eliminated. The new Secretary will be elected from among the Trustees. Future PDA presidents, Treasurers and ADA Delegates and Alternates will be elected via online elections and installed at the annual meeting of the membership. This meeting will include continuing education, an opportunity to address the membership and social activities. Resolutions were passed that made it be the PDA position to support the ADA policy on student loans and that any new member of the dental team be supervised by a dentist allowed to practice in Pennsylvania. Dr. Wade Newman was elected Presidentelect of the PDA. Dr. Heier thanked all those who so generously supported his candidacy for the position. DR. liNDA hiMMelBeRGeR PReSeNTeD The lATeST ADA NeWS AND uPDATeS: The following C/D members were nominated as ADA delegate or alternate: Dr. Ron Heier (delegate), Dr. Linda Himmelberger (delegate), Dr. Charlie Weber (alternate delegate) and Dr. Bernie Logan (alternate delegate). Second District had 10 members voted to be either delegate or alternate delegate to the ADA during the PDA annual session. The ADA CEBJA (Council on Ethics, By Laws and Judicial Affairs) will be introducing several by-laws changes to be voted on at the ADA Annual Session in San Antonio in October: Disciplinary procedures will be removed from the by-laws and replaced with enabling by laws - the actual disciplinary procedures will remain the same; changes in the Election Policy to keep up with the way information is disseminated in the digital age; and at the request of the ADA Speaker of the House, CEBJA is evaluating the definition of ex-officio. 2016 marks the 150th anniversary of the ADA Code of Ethics. Stay tuned for a description of how the ADA will celebrate this momentous event. Dr. Robert Brillman will be resigning from the office of 2nd District Treasurer in June due to personal family matters. Dr. Joel Funari has agreed to finish out the term. The following motion passed unanimously: The Board of Governors of Chester County and Delaware County nominate Dr. Joel Funari to the office of 2nd District Treasurer to fulfill Dr. Bob Brillman’s unfinished term and also will be added to the nominating slate which will be voted on during the 2nd District annual meeting in October 2014. The Board members entertained discussion of subsidizing the dues of new members who are entering the ADA tri-partite graduated dues structure in return for volunteering in the Society. The pros and cons of offering a discount, including legal implications and if it is allowable with tri-partite dues at all levels, as well as other alternative suggestions were reviewed. The final consensus of the Board members was to form an active New Dentist Committee and have them create a survey, or talk among themselves, and present to the Board what new dentists find as value in membership. The following motion passed unanimously: To donate $5,000 to the 2014 MOM-n-PA from the Society’s general funds. Many of our GKAS volunteer dentists bring auxiliary staff to volunteer at our events and there is currently a surplus of money in the society’s reserve account. The following motion was presented by the Dental Practice Committee after the meeting, voted on via email and passed unanimously: Resolved that the Dental Society of Chester County and Delaware County subsidize the dinner fee for our GKAS award recipients that attend the 2014 May general meeting, and allow their staff, who have also participated in GKAS events, to attend for a nominal fee of $10 per person. Projected financial implication $500 (6 award recipients and up to 8 staff members). The Board thanked and congratulated Dr. Dick Clark on stepping up and having a productive year as president of the Dental Society of Chester County and Delaware County.
