Kastelholmssamtal med öppet "eftersnack"
Den 30 mars, på Ålands demilitariseringsdag, arrangerar
Ålands fredsinstitut för andra gången Kastelholmssamtal för
fred under beskydd av president Tarja
Halonen. Kastelholmssamtalet 2016 har rubriken En hållbar
fred runt Östersjön – nya tider, nya frågor. Förutom president
Halonen deltar Pekka Haavisto, ledamot i Finlands riksdag
och utrikesministerns specialrepresentant för fredsmedling;
Lena Ek, ordförande för Södra Skogsägarna och tidigare
Sveriges miljöminister; Said Mahmoudi, professor i
internationell rätt vid Stockholms universitet och Hanna
Ojanen, Jean Monnet-professor vid Tammerfors universitet.
Kastelholmssamtalet, som hålls inför en inbjuden publik,
sänds i åländsk tv samma kväll och läggs ut på internet.
Klockan 16.00-18.00 hålls ett uppföljande rundabordssamtal i
närliggande Smakbyn, med medverkan av fredsinstitutets två
seniorrådgivare, tidigare riksdagsledamot Gunnar Jansson
och fredsforskare Pertti Joenniemi samt professor Timo
Koivurova som är en av forskarna inom forskningsprojektet
”Demilitarisering i en värld av ökad demilitarisering” som
leds av Ålands fredsinstitut. Panelen och publiken från slottet
är inbjudna till detta "eftersnack" och även andra intresserade
är välkomna att delta. Anmälan till rundabordssamtalet görs

Kastelholm talks on sustainable peace in the Baltic Sea region
On 30 March 2016, the day of Åland’s demilitarisation, the Kastelholm talks will be held for the
second time at the Castle of Kastelholm on Åland. This year the topic of the discussion will be A
sustainable peace around the Baltic Sea – new times, new issues. The Kastelholm talks are held
under the patronage of former President of Finland, Tarja Halonen. Besides President Halonen, the
panel of 2016 consists of Pekka Haavisto, Member of the Parliament of Finland and the Foreign
Minister's Special Representative for Peace Mediation; Lena Ek, chairperson of the Forestry Group
Södra and former minister for the environment in Sweden; Said Mahmoudi, professor of
international law at Stockholm University and Hanna Ojanen, Jean Monnet professor at the
University of Tampere. The president and the panel will discuss before an invited audience. Later in
the day, at 4:00 to 6:00 p.m. a follow-up round table discussion will be held in nearby Restaurant
Smakbyn. The panel and audience from the castle have been invited, and in addition, other
interested parties are welcome to participate. Registration to the round table discussion is to be done
on this link no later than 18 March.
Lunch seminar on demilitarisation held in Mariehamn
On 29 February 2016 the Åland Islands Peace Institute hosted a lunch seminar in Mariehamn on the
topic of "Demilitarisation in an increasingly militarised world". At the event, Associate Professor
Sia Spiliopoulou Åkermark spoke about the proliferation of various forms of civil-military
cooperation in the Baltic Sea region, and researcher Saila Heinikoski talked about how the European
Union's foreign and security policy has affected the demilitarisation of the Åland Islands and about
the position of the demilitarisation in Finnish politics.
Sia Spiliopoulou Åkermark is the research leader and Saila Heinikoski is one of the researchers in a
three year research project named “Demilitarisation in an increasingly militarised world.
International perspectives in a multilevel framework – the case of the Åland Islands", that is funded
by the KONE Foundation and Åland's Culture Foundation (Ålands kulturstiftelse). More

Demilitariseringsforskare i lunchseminarium och forskarmöten
Två forskare från det treåriga projektet “Demilitarisation in an increasingly militarised world.
International perspectives in a multilevel framework – the case of the Åland Islands" medverkade
vid ett lunchseminarium som Ålands fredsinstitut arrangerade i Mariehamn 29.2.2016 och som
lockade ett trettiotal åhörare. Forskaren Saila Heinikoski talade om hur EU:s utrikes- och
säkerhetspolitik inverkar på Ålands demilitarisering medan projektets forskningsledare, Sia
Spiliopoulou Åkermark, talade om civilt-militärt samarbete i Östersjöregionen särskilt vad
avser luftrummet.
Tidigare under året deltog de båda forskarna tillsammans med Yannick Poullie i en konferens i
Tavastehus ordnad av Finnish International Studies Association och presenterade där sina
forskningspapper. I januari höll projektet ett forskarmöte för alla deltagande forskare.

Gender equality project held meetings on Åland
Representatives of three partner NGOs participating in the project KID (Kindergartens in
Development), “Nendre” in Lithuania, “The Star of Hope” in Russia, and Waldorf Åland
Association, spent two intense days in Mariehamn in the beginning of March 2016. They gathered
at the Åland Islands Peace Institute, which is managing the project, to discuss the progress and the
results of the first project year. The meeting also provided a chance for project partners to share
their best practices and challenges of working with kindergarten personnel and children’s parents
for reducing gender stereotyping and promoting equal opportunities for all children, both at
kindergarten and in the home environment. Danute Mituziene, director of the center for women and
children Nendre in Vilnius, Lithuania, was awarded as the Feminist of the Year by the Feminist
Academy on Åland and held a speech at the award ceremony at the City hall of Mariehamn. The
project is funded by the Nordic Council of Ministers and Emmaus Åland.
Jämställdhetsprojekt höll möte på Åland
Projektet KID, som har som mål att främja jämställdhet i förskolor, höll projektmöte på Åland i
början av mars. Deltagarna diskuterade erfarenheter av jämställdhetsarbetet med dagispersonal och
föräldrar under det första projektåret. Företrädare för familjecentret Nendre i Litauen,
organisationen Star of Hope i Kaliningrad, Ryssland samt Waldorf Åland, höll möte på Ålands
fredsinstitut som är projektansvarig, gjorde studiebesök och deltog i firandet av den internationella
kvinnodagen den 8 mars. Nendres föreståndare, Danutė Mituziené, har utsetts till årets feminist av
Feministakademin på Åland och fick ta emot sin utmärkelse samt höll anförande i stadshuset i
Mariehamn.
Projektet finansieras av Nordiska ministerrådet och Emmaus Åland.
Fredstema i svensk-nordiskt magasin
Årets första nummer av Föreningen Norden Sveriges tidskrift
Nordens tidning har temat fred, och en stor del av innehållet är
skrivet av partnerorganisationerna i projektet ”Norden för
fred?”, som leds av Ålands fredsinstitut. Föreningen Norden
Sverige är en av partnerorganisationerna i projektet, som
finansieras av Nordiska ministerrådets program Nordplus

Reflections on peace in Swedish-Nordic magazine
This year’s first edition of the Norden Association Sweden’s magazine “Nordens tidning” has the
theme of peace, and a large part of the content has been written by the partner organizations of the
project "Norden for peace?". The project is headed by the Åland Islands Peace Institute and the
Norden Association Sweden is one of the partner organizations in the project, which is funded by
the Nordic Council of Ministers' program Nordplus Adult.
The magazine is available for downloading on the Norden Association Sweden’s website.
Four new faces in the office
During 2016, the Åland Islands Peace Institute has been welcoming four new people to the office at
Hamngatan 4. In the beginning of January Saila Heinikoski took up office as a researcher within the
project “Demilitarisation in an increasingly militarized world. International perspectives in a
multilevel framework – the case of the Åland Islands”. In February, the new research coordinator
Elias Vartio, the new IT-koordinator Jonny Andersen and a new intern, Karita Kostiainen, started
working at the institute.
Fyra nya ansikten på Hamngatan 4
Under 2016 har fredsinstitutet fått tillökning i lokalerna på Hamngatan 4. I januari började Saila
Heinikoski som forskare inom projektet "”Demilitarisering i en tid av ökad militarisering”, som är
finansierat av KONE-stiftelsen. I februari började Elias Vartio som forskningssamordnare, Jonny
Andersen som IT-samordnare och Karita Kostiainen som praktikant.
Bonairean interest in Åland
In February, Åland and the Åland Islands Peace Institute were paid a visit from Bonaire, an island
situated in the West Indies, about 25 kilometres from Venezuela and with about 19.000 inhabitants.
The island has the status of a special municipality within the Netherlands. Commissioner Clark
Abraham and his team came to Åland to study the Åland regime as an alternative form of
governance.
Bonairskt intresse för Åland
I februari fick Åland och Ålands fredsinstitut besök av en delegation från Bonaire, en ö i Västindien
med ca 19.000 invånare som ligger ca 25 kilometer norr om Venezuela. Bonaire har status som
"särskild kommun" inom Nederländerna. Kommissionär Clark Abraham med följe kom för att
studera Ålands självstyrelse och Ålandsexemplet.
Educational activities at the
Mediation office
The Åland mediation office has recently
participated in and arranged several
educational activities. In January, Mediation
Officer Justina Donielaite, together with a
number of voluntary mediators attended a
seminar on violence against women and
domestic violence, organized by the
Government of Åland. In February, a
mediation meeting was held for the voluntary
mediators at the Åland mediation office. At
the meeting the Peace Institute’s Director
Kjell-Åke Nordquist spoke about his
experiences of international mediation. In
Medlingsbyrån förkovrar sig
Ålands medlingsbyrå har under början av året
deltagit i eller ordnat flera fortbildande
aktiviteter. I januari deltog Justina Donielaite,
vikarierande medlingsansvarig, samt ett flertal
frivilliga medlare, i ett seminarium om mäns
våld mot kvinnor och våld i nära relationer
som arrangerades av Ålands
landskapsregering. I februari hölls en
medlarträff för frivilliga medlare vid Ålands
medlingsbyrå där fredsinstitutets direktör
Kjell-Åke Nordquist berättade om sina
erfarenheter av internationell medling.
Fredsinstitutets praktikant Karita Kostiainen
började sin praktikperiod i februari med att
delta i en konferens i Helsingfors om
February, intern Karita Kostiainen attended a
conference in Helsinki on the development of
mediation activities in Finland, organized by
the Institute for Health and Welfare in Finland
( THL). The Mediation Office has also
received a visit from a group of students from
the societal and social program at the Åland
Vocational School.

Finland (THL). Medlingsbyrån har också fått
studiebesök från av en grupp studerande från
samhälleliga och sociala programmet vid
Ålands Yrkesgymnasium.
